Wow! 100 Cops!

  • An influential alderman demanded Wednesday that Mayor Daley hire at least 100 new police officers and bolster sanitation services to justify a $193 million tax wallop.

    To soften the blow of higher taxes, Daley is planning to hire 50 more police officers at a cost of $4.1 million and spend $1 million to install 100 more surveillance cameras in high-crime areas.

  • Normally one of Daley's staunchest City Council supporters, Carothers is threatening to withhold his vote from Daley's request for a $108 million property tax increase unless the police hiring is doubled in response to a wave of shootings that have claimed the lives of Chicago Public Schools students.
So let's see... 25 Districts, 3 watches - every District will receive 1.3 officers to alleviate the manpower shortages that necessitate downing 3 cars a night per District.

If we can only hang on that long.

Um, your math failed to take into account the four or five ppo's that go straight to a desk somewhere, the few that end up in a unit, a driver, and the phone calls that land them up north....leaving working districts depleated.

$4,100,000/50 = $82,000 Didn't know the start wage was that high up. Can I have an extra P in my title again please? And I'm sure that its not 40-30k to train a PO. And equip them you might say? Nope we buy all our own stuff....so where does the rest go?

I can't believe you didn't see this coming. The Mayor purposely lets the number of sworn personnel drop a 1000 or so cops. They want a tax increase, so to butter up the stupid citizens they say that the tax increase will pay for 100 more cops. Duh.... 100 more cops is still 900 less than we had, the City saves the money on 900 cops and lets the people think they got 100 more cops than before.

As sleazy and as stupid as you think these elected officials are, they are still slick.

It is like when they say they are going to raise taxes 10 percent, the citizens cry about it, they say OK you guys win, only a 3 percent increase (the exact increase they always wanted, they never wanted 10%) and all the citizens think to themselves... hey we won!!!! only 3%...

But the joke is on them! They are very happy with the full amount of the tax they wanted to begin with.

Well have to run a buy some soda before the sales tax goes to 11% plus a 25 cents per plastic bottle tax! Man, they sure know how to butt fu&k us and get away with it.

The sad part about his is how bl the mayor and alderpeople are, or maybe they just don't want to see. All they need to do is close a couple of districts, eliminate TRU and SOS and there is plenty of man power. Then we can get computers in the cars, cars with less than 100,000 miles, maybe get automated case reporting going. As a tax payer this is insane. As COPS we know what the problems are.

TRU, SOS, Gang Intell, NAGIS & the DOC account for over 1100 personnel. Check ICLEAR. Cut those units in half and you could put 550 cops back in the Districts. If you identified the 10 busiest districts by calls and crimes that would be 55 people per. That's leadership and common sense speaking...do you hear us at 35 & Mich?

We're close to 4000 P.O.'s short already, what's 100 going to do for us? Get us back to full strength Richie, or account for the $328,000,000.00 in the budget thats paying for something other than budgeted police officers!

What value do you place on the life of one of us Rich? At some point in the very near future, one of us is going to get killed due to "lack of manpower". What do you say to his young widow and kids, how do you explain where that money is really going? Come on those of you in the Media why does he and his administration get a free ride on this one? Bring us back to full strength, or account for the monies!

Maybe someone can do an EXPOSE on the FAILURE OF THE CAMERAS citywide and the total waste of money it costs the taxpayers annually. Those things do not work! Theey never have and they might as well put DUMMY cameras up there since they are all defunct anyway when a homicde happens right under them.

I recall three homicides particularly beneath 3 separate cameras that were broken per the D unit BROKEN or inactive.

McClean / Lawndale
Thomas/Hamlin
Kostner/Armitage

You are right 100 new cops. this will do nothing to help in the districts. Not one dist. will see one of these new guys. What we need is 2500 new cops. an that still wont bring us up to the level we are budgeted for. were is all this money going???

An open letter to the CPD brass from a CPD street supervisor:
Gentlemen,let me start by saying...you are in your positions to make educated decisions as am I. The trend of this department is going in a Southernly direction in every aspect..from technology to morale..it's not getting better. I and many others have a problem with the way the decisions are being made to spend the money that we...the taxpaying police officers are contributing to the city. First of all...the CPD is desperately short on manpower...why is this not a major issue?? This should be on the front page of every newspaper in the city of Chicago...we are working and serving the citizens at a dangerously low rate..we consistantly have no cars in every district to handle calls for service on the afternoon watches especially...which translates into...we have no people to man the cars that we don't have therefore we work with what we do have which is beat cars and little or no response cars. The idea of doing more with less may work for fortune 500 companies but when it comes to safety (Ours and the citizens) there is NO compromise..WE NEED BODIES!! Secondly...we have terrible computers and equipment...why on God's green earth are we spending $$ on surveillance cameras?? when we have no proper functioning computers in our squad cars? We are the second largest revenue producing entity in the city next to property tax...meaning we generate more $$ from tickets and fines than any other revenue producing entity...and we can't properly do our job with inadequate or non functioning equipment...the new computers (Panasonic Toughbooks) have been around for several YEARS and only a little more than half of the department is equipped with them...why?? Because we are spending money on things we DO NOT NECESSARILY NEED!! IE: surveillance cameras...flower pots..trees....the prioroty should be with equipping your emergency services primarily and working from that point...We have a computer system that is extremely inadequate...(Mainframe) and often times is NOT functioning due to the fact that it is antiquated and simply is not properly designed to handle the load we require as a major city police department...I find it incredible that we can even function...at all..our LEADS and NCIC system is "down" constantly...we can't even run a plate!! That puts our safety directly in danger..we can't run a name of an individual we have stopped to see if they are wanted or on parole, sex offender etc...because the system is not working..No other department has those problems because they ensure that they have proper working equipment, we are more interested in surveillance cameras that nobody watches...the camera system is just a ploy to attract the Olympic bid...the system has not worked as it supposedly was designed for...and there is nobody watching the cameras...I have been in OEMC..I know what is going on. We have facilities(police stations) that you can't use the water in or take a shower or are so unsafe they should be condemned.. Why are we forced to work in such conditions? 012th dist,011th dist,025th dist,013th dist,023rd dist,A/3 garage...002nd dist,A/1 garage,A/2 garage,005th dist...these facilities are terrible ..a frew years back the water was deemed unsafe to drink or wash in at A/3 garage!! In 012 there is water in the basement where the lockers are...and more than likely tons of lead paint that has been painted over since the basement used to house a firing range. We as a major city police department are a huge laughing stock..We need to focus on PROPER equipment...why are we buying cell phones for GPS?? They don't tell you where an injured officer is..they will only tell you where the nearest cell tower is..which could be blocks away from the officer or miles!! That is a very uneducated purchase..put the GPS in the vehicles where it belongs if you want to do so...like every other proper thinking police department. Bottom line is...we need more police officers...I personally have knowledge that Phil Cline was instructed to trim the police budget every year by 2-4 million dollars...and that's a FACT! EVERY YEAR! Ie: Overtime, no new hiring...they are taking the do more with less approach..because the Daley administration is spending way too much money on nonsense ..they want the Olympics here so bad they will sacrifice us and our safety to get it...and also a casino...So I say to you...our leaders...all of you have gotten your "jobs" because of political clout...and we all know you don't want to loose your "spots" but for God's sake...DO WHAT IS RIGHT!! forget the politics...you are all police officers..not councilmen...or senators...you are police officers!! You have all been in blue shirts and have worked in these conditions...why don't you care?? You are not Dr's , or Aldermen...you are police officers...act like it and protect your people...protect your fellow officers...do not loose your vision...halping others and backing up your fellow officers...we have lost that as a department...that's a tragedy...we have a GREAT history as one of the best police departments in the world...why are we not living up to that standard? Why have we lost our focus? Why are we not protecting each other? All of you Captains, Commanders, Deputy's, Chief's and the Superintendent...you people MUST remember where you came from and yes you have made great accomplishments and yes you are very powerful but who got you there...who made you look great? who worked for you? The men and women of the CPD patrol division...You all owe it to them to give them the best protection, the best support, the best equipment, the best working conditions etc... because if not for us...many of you would not be where you are today. Please I beg all of you...you are not politicians...you need to stand up for what you are and who we are...we need your support, we need to be safe...we need to support eachother and be there for our families...because that's what we do...that's who we are...we are the Chicago Police Department!! I find it amazing that the original big box cameras cost $30,000+ and the "new" ones cost $4-6,000...how much money was wasted on that contract?? you figure that we have/had at least 50 of the big boxes at $30,000 a unit...lemmie see...carry the one...drum roll.......$1,500,000 on cameras...great expenditure!! three years later we have the same capabilities still with nobody watching...at less than a quarter of the price!! let's say..$5,000 a unit x' 50...another drum roll...$250,000!! I think someone should bring this up to the taxpaying citizens and do a story on how effective these cameras actually have been...I understand that they have caught only 1 murder since they have been installed!!?? Are you listening Dave Savini, Pam Zekman, Chuck Goudie etc... Someone made lots of $$$ on this contract...how in the world can a fucking box and a camera cost $30,000?? minimum?? and you hang it on a pole...I bet if this was a suburban department the same camera and box would have cost half the price because they actually have proper contractors submit proper bids...not who you know and kickbacks...they also publish the vendor's name in local papers and tell you the amount of the winning bid...not like our city...we need to definately look into this scam...please...

I don't know where you get your information. Budgeted strength regarding SWORN personnel hovers between 12,500 and 13,500 over the last 30 years... that is TOTAL SWORN, NOT police officers. SWORN includes all PO, FTO, ET, DET., Bomb Techs, Mayor's detail, any others like gang spec etc, as well as ALL supervisors who are sworn, which is about 1200 sergeants, 270 LTs and 75 Capts as well as about 80 exempt members.
We ARE short manpower, but the budget shortfall is not 4,000, it is probably more like 600-1000.
Also, when they say they will hire 50 new officers, it really means that they will increase the budgeted strength, it has nothing to do with the number of hirees for the year.
Hiring, the city is constantly promising to hire around 60 a month, but then they get in a budget crunch and cut the hiring out - usually from about March to September, then they hire again, and they do 100 a month in Oct. Nov & Dec, then they go back to the 60 a month for Jan, Feb and Mar... then the cycle starts over. They never really catch up to the budgeted strength, but the shortage isn't what you are thinking it is. In fact if we have over 9,000 patrol men (including D1, D2, D2A) we are not too far off...

I think it is time for some investigative reporter to check out the man power shortage in the department. I have been on for 16 years now and this is the lowest level of all time!! We are extremely short in all districts right now and it would take years to get back to where we should be. The Mayor is totally responsible for this and it's time for an investigation for the sake of the public who are in harms way. The 2nd part of the investigation should focus on the Fire Fighters & Paramedics who are also extremely short right now. Where is all this tax money going?

Now, don't forget the relief factor for street assignments is .9 , so you are actually getting .68 of an officer for each watch............

Talk about manpower shortage; there is a daily assignment sheet posted in the sergeant's office in 008 from 10 years ago that shows at the present time there are about one-half the amount of officers working the second watch now than then. This is true and almost unbelieveable. The district racial make-up is changing and crime has been rising for years but there are a whole lot less police on the street than 10 years ago. And not only is the second watch way undermanned, the other two watches, are just as bad, its a joke. There's no manpower shortage though, just ask Charlie Williams, he'll give you the standard bullshit response. Let's see how fast this old assignment sheet gets taken down.

In 008 in the late 80's 3rd watch all cars 2 man,3 wagons,2 or 3 traffic cars (1 Man), 1 archer car worked westend 806D took care of west end great copper forgot his name though, 805, 807, 816,817,826,827,836,837, plus tact and a foot mission team, 3-4 sgts, roll calls were overflowing. All the day cars were manned some 2 man, but all were up with 3 wagons! Now more crime and a lot less police why? daley taking to much for himself the greedy goof!

First of all I think this is a great site. I read alot on here about shortage of manpower (personell, P.O.'s). Well I am hoping to become a member of CPD. I started my process in 2/06. I have recently (9/07) completed all of the requirments to become a PPO. I am waiting for an opportunity to take the POWER test to be admitted to the academy. I know that it is said that if you truly want the job you will wait for how ever long it takes. It is puzzling to talk to P.O.'s and read on this site and other publications that there is a shortage of manpower, but it seems as if the department moves really slow to bring in new recruits. I am willing to wait, I just think when you have people that have met the requirments why make them wait when there is a need.
