Chicago's new $310,000-a-year police superintendent might have to take a test or go back to school if he wants to wear the uniform of the men and women in blue, as an influential alderman says he should.
- Asked whether Weis was prepared to take a test or go to the Police Academy if that's what it takes to wear the uniform of the people he leads, Bond said, "That will be a decision he will make, and he'll certainly seek input from the appropriate individuals."
Weis is an outsider. It gives him the freedom to do a bunch of things an insider won't do or can't do. What he is allowed to do is another matter entirely, but we figure that's going to be taken out of everyone's hands in a year or so.
But don't pretend to have earned the right to wear a Chicago Police uniform because some aldercreature or useless spokes-ignoramus says you ought to go through the Academy and wear it. There's way too many people wearing white shirts and gold stars now that don't deserve it and never earned it. Weis shouldn't be one of them. We'd respect him more in a suit than a uniform.

The new sup would be well advised not to wear the uniform. He should be his own man, and I'm sure he realizes that he is not a police officer, but the new Superintendent. Does he really need to wear a uniform to be the Boss?

They did something strange that allowed for that C-5 (Most CPD officers never heard of C-5)tool Mitchel Ware in the 1970's who wore the uniform and carried a gun he was not qualified to wear.

I always thought Gary Schenkel the former civilian ADS of the academy was a stand up guy for not wearing the uniform.
I agree that he should not wear the uniform...it would be disrespectful to all who have died on this job. Part of that uniform is the grunt work of a patrol officer and that is earned with the day in day out handling of jobs...something J.P. will never do. It would be like the Sec of Defense wearing a uniform...this superintendent is clearly a political one. FBI agents are not the police.
I believe jody should be fed-ex'd the stack of all the general orders and have him start reading all of them.

Tomorrow will be our new leader's fiftieth birthday. I wouldn't put it past some gold star suckholes to send him birthday cards, even candy and flowers.
Aside from "the revs", there will be Daley and a pack of grandstanding Democratic politicians, particularly City Council members, "testing the new sheriff in town". If Jody gives them an undeserved inch, rest assured that they will walk all over him to take the full mile.
Hopefully, Mr. Weis is thick-skinned and will be on his guard against all the treachery that awaits him come mid-January. If he caves to these mealy-mouthed scoundrels, his days will be numbered. He should be aware of schemers who will try to hug him (a la Meeks and Cline) for a photo op to further their devious agenda in the name of "diversity and multiculturalism."
After surveying active CPD personnel, he will need at least one sage insider whom he can trust to show him the ropes and all the pitfalls--a streetwise veteran who commands the admiration and respect of the rank-and-file.
We all know of that one boss who has ultimate "street cred" on this job. He's "been there-done that" and his integrity and credentials are above reproach.
The big question is--will the man accept?
Jody does have some built-in leverage. If Daley and others push him to become just another disciple of "the Chicago Way", his voluntary resignation would cause the shameless cloutmongers national disgrace.
Back when O.W. came to town, he took a lowly sergeant and made him a commander. Ultimately, he became Supt. James Rochford.
For internal use only, Jody should have every single sworn member submit to the 12-minute, 50-item multiple choice Wonderlic or other appropriate standardized tests of intelligence. After that and psychological screening (MMPI), he can then evaluate the resumes of other talented and gifted personnel to form a nucleus of leadership of which we all can be proud.
All of us (obviously minus the inept political hacks) should extend Jody Weis a warm welcome. He just might be able to bring this CPD clusterfuck kicking and screaming into the 20th, even the 21st Century. He'll need a lot of time and help. But even among the most patient, all honeymoons come to an end.

John Harris was a Deputy Superintendent of Administrative Services, in charge of the entire departments budget. They swore him in and gave him the job. He never spent a day in a patrol car or went to a domestic. They can do whatever they want.

Who cares if he goes through our acadamy. Most of it is a joke. Im sure he has jsut as much if not more training from the G. What he doesn't have is the experience and knowledge of what its like to work a beat car in this or any other city. However we knew we were losing that when they slapped us all in the face and picked an outsider. What does our CPD acadamy have on the FBI acadamy....nothing. But i am sure the workers from places like the old 002, 007, 011, and 015 have more done more fast pace police work in one year. Than this guy did his whole time with the FBI. The alderman who proposed this is a fool. Its not the acadamy that makes a good P.O. Its the district and co-workers who show you what they know when u get there. Something the new sup will never know first hand.

I hope Weis wears a suit-much like every NYPD Commissioner has for the last umpteen years. In 2002 the corrupt Governor McGreevey of New Jersey appointed Joseph Santiago to be Superintendent of State Police. He had a criminal record and mob ties. He also had a juvenile urge to wear a trooper uniform-so he convened a State Police class of one person on paper, declared himself graduated and put the uniform on. It was an insult to those who had earned the right to put on the uniform, and was one of the reasons Santiago was forced to resign. Keep the suit Jodi-don't lose your credibility for an urge to play dress-up!

Getting certified by the state as a peace officer is easier than most think. When a suburban dept hires an out of state lateral transfer I think all he has to do is qualify with his pistol, take a power test and do some online class on ILCS.
As a retired FBI agent with 20+ years on the job wouldn't he be legal to carry anyway?

Bullshit..I'm a M/2 who worked for her as a P.O. and a Sgt. and although she is not the sharpest knife in the drawer, she did promote pro-active police work and I have never seen or heard her do anything along racial lines..she did however look at everyone's numbers on mids in 022 when she first arrived and broke up a couple of do-nothing partnerships..both white and black

I agree except one thing comes to mind. What more disrespect can be done by wearing the uniform that hasn't been done by picking an outsider, the empty holstered dog ass check takers, those who came on for benefits, the desk hiding female, medical abusers, the stand around when your fighting police, and some of these sups who are scared of their own shadows. I don't care if he wears it or not. I just think there are alot of clowns who should not have been allowed on this job. Who shame the CPD uniform that our brothers and sisters have died in daily. Who must think that their acadamy time gives them the right to steal a paycheck and say they are the police. I'll let the 20 whatever years he has done with the G count as his acadamy time. Im sure it took more effort to complete that than it does our dogs to slide through the acadamy (the city gives you a star and allows you to wear the uniform for that) and PPO time. Just to hide and collect a check for the next 20 years. They are the ones who disrespect every worker who has paid the ultimate price serving this city. I think this issue is more important than whether a figure head wears a uniform. Put him on a beat car in a fast district for a couple periods once a year. Thats where officers earn their title.
Just have him do the 'welcome to the gym' portion of the training-if they still do that. Is that considered hazing?

That is typical, teach for the test. But not all instructors waste time. The few dedicated instructors actually make every minute count in the academy. Change is necessary at academy with new leadership. Things are stagnant now. Morale is down. Maybe with federal leadership training can be state of the art.
I think it's good we worry about what he wears. I think it would be great if he worried about what we look like and forced mandatory fitness levels hinging against our pay.
to 12/9 @0148: its a lot harder to get an out of state lateral Illinois certified than what you describe; it's impossible to get the training board to accept any federal credentials for lateral; transfers, as the feds NEVER are taught anything about patrol.
Weiss wearing a uniform - no way. If Litle Rich wanted a cop he should have chosen one of our own. If Weiss gets granted, in some way, the power of arrest and to wear our uniform he will be nothing but a sham. Unless, of cuse, he wants to hump a beat car for his first year, say on midnights in a busy District.

Look up the the Municipal Code and the State Statues for Peace Officers.

We've had our fair share of Directors go thru the revolving door who were all attorneys. The last two were Gainer and Margolis who put on the ISP uniform. It is a disgrace the people that they promote on this job. Whoremongerers, thieves,non-functional drunks,hacks,suckholes,whores,etc. White cats with white shirts who fuck whores and go to the joint. Jody, you better do something about these promotional practices. I wonder how many of our recently disgraced white shirts were meritorious. This Department has become a farce and a sham.

The specific point of view in understanding or judging the appointment of Mr. Weis as superintendent of police is that he is a member of the foremost investigatory law enforcement agency in the United States: The F.B.I. Which, in my opinion, stands for the "Fumbling, Bumbling Idiots."
The F.B.I. (of which Mr. Weis is a member and supervisor) was the premier investigatory law enforcement agency of the U.S. that did disregard the reports of its subordinate agents regarding the attendance of the "nine-eleven" hijackers at aviation instruction schools in the United States.
The F.B.I. agents reported to their supervisors that "Middle Eastern" men were obtaining instruction in aircraft operation without regard to the skill of takeoff and landing of the aircraft.(Google "Colleen Crowley")
I beg the Chicago Police Detective Division to exclude Mr. Weis from any participation in any criminal matter in Chicago.

Sounds like the pattern of every white shirt in this department? Every exempt has to endure politics to be promoted then they always owe some one. He was a qualified manager and leader. Ran a tight academy for four years. Of course they replace him with a very qualified leader, Shavers. Under Shaver's leadership he threw out every qualified instructor they had then tolerated numerous ethical violations. He surronded himslef with complete idiots including a sergeant that was a bonified sexual predator with case reports.
Schenkel held high standards and placed his staff first and held academy to strict standards. What Cline did to him was embarassing for this department. Now he found a spot in Washington. A job he earned and was qualified for. Big loss for academy.

Losing Schenkel was much more than a loss for the Academy.
Jody doesn't need to go to the academy in order to strap himself. He'll be a retired FBI agent, and as such is a law enforcement officer and authorized to carry a gun under federal law. Now where he might have a problem is with old Dickie boy who doesn't want us to carry guns after we retire. But I'll bet he won't have to go to Joliet to qualify.
I am sure some of you are aware that the FBI has always held local police department personnel in utter contempt. They arefer to us as "Barnie Fifies" considering themselves far superior to our lowly nitche in the criminal justice system. Why are we now led to believe that Jody's opinion has changed? Because he's now "one of us." He was sought out and hired by Daley-and that should tell you something. He would never hire somebody he couldn't control. Jody is just a figurehead and will be replaced when he has served Daley's purpose. There is nothig in his appointment that bodes well for us. Nothing will change except the aldermen's and Daley's salaries. Ours, on the other hand, will be something Daley won't find the money to provide. You didn't see Jody turning down such an exorbitant salary did you?
Did Jody have to give Daley an undated copy of his signed resignation "for personal reasons"?
Even though Daley is of average intelligence, he is a vindictive and treacherous political genius who surpassed his father in that category years ago.

My cousin is a fed that lives in a Mainline suburb west of Philadelphia. He said that Jody Weis has a good reputation as a stand-up guy.
We really need a decent boss that will defend us when we do our job in good faith. Maybe this guy will make the job half legit and stop putting up with all the bogus complaints.
Northside, from a southside det. who was at the scene when Frank Kulak killed two po's and shot several others, Rochford and liver lips Kelly were total cowards, afraid to give the snippers the green light while Sgt. Schaffer laid at Kulak's back porch dying. Frank Flannagan the Homicide Commander, was the only one with balls, he was so enraged with Rochford his eyebrows stopped twitching for several hours. If you were even around then you know what I mean about his eyebrows. After about five hours into the standoff someone said Kulak was climbing out of the third floor window and the po's inside of the house across the street rushed the building. After s short shoot out Kulak gave up and Rochford took credit for it. He never rushed the house himself and he could see Sgt. Schaffers legs on Kulak's back porch, not knowing if he was dead or alive. There is a special place for him (Rochford)in HELL.

While I remember the murders of Jim Schaffer and Jerry Stubig, Bomb & Arson Unit, at 9521 S. Exchange Ave. on April 14, 1969, I do NOT know all the details.
I am NOT an apologist for the late James Rochford. I merely stated the fact that when O.W. arrived, he elevated Rochford from sergeant to commander.
As far as former superintendents go, I will always personally regard LeRoy "The Father of ExamScam" Martin and Richard "Judas" Brzeczek as being locked in a dead heat as the antichrist. Based on my First Amendment litigation v. Chicago with my original "attorney" Brzeczek, I wouldn't even trust him to do a real estate closing on an outhouse.
I do know that Jerry Stubig would be very proud of his son, Steve--a first-class gentleman. Just yesterday, Steve, a wood-turning hobbyist, gave me a beautiful, genuine cocobolo nightstick which I will treasure as a souvenir.
We desperately need an "outsider" to minimize the clout cancer which has destroyed our once proud department.
J.P. "Jody" Weis will come aboard with a clean slate. I say give this fellow a fair chance. It may require a miracle but he could be the best thing that ever happened to the CPD in generations.
