Under fire for the way police shootings are investigated, the Daley administration wants the right to test Chicago Police officers who discharge their weapons -- on duty or off -- for alcohol and drugs.
In the wake of barroom brawls involving off-duty officers, City Hall is also proposing random testing for alcohol as well as drugs; stepped-up drug testing that uses hair samples instead of just urine; testing for Ecstasy and steroids, and drug and alcohol testing of officers in specialized units.
In addition, the city wants to retain disciplinary records related to sustained complaints for the "duration of an officer's employment" and require officers under investigation to make "electronically recorded statements" to the Internal Affairs Division and the Independent Police Review Authority.

Like a lot of folks in this state, I have a job. I work, they pay me. I pay my taxes and the government distributes my taxes as it sees fit. In order to get that paycheck, I am required to pass a random urine test With which I have no problem.
What I do have a problem with is the distribution of my taxes to people who don't have to pass a urine test. Shouldn't one have to pass a urine test to get a welfare check because I
have to pass one to earn it for them?
Please understand, I have no problem with helping people get back on their feet. I do, on the other hand, have a problem with helping someone sitting on their ASS, doing drugs, while I work. . . .
Can you imagine how much money the state would save if people had to pass a urine test to get a public assistance check ?

Why not have a snow plow cleaning after snow storms? all I know I'd be willing to move my car from one side of the street from 9-4:30 to have not only the streets clean. but on top of that more money for raises when some idiot gets ticketed for not moving the car on a street "plowing" day.

I don't drink, so I don't care if you test me anytime. Testing welfare receivers sounds good to me. I've seen divorces require drug and alcohol tests in child visitation rights cases, so why not?

The City can propose all the changes that they desire but they cannot take effect unless the Lodge surrenders.
The Lodge has the upperhand because of past arbitration rulings that the City cannot arbitrarily change the discipline process. The Lodge controls how the process works and as long as they stand tall it will not change.
Bill Nolan and Tom Pleines won an expedited arbitration case in 1997 that dictates that the Lodge is in-charge and they should be commended.
Let us hope that Donahue does not bend and break in-exchange for a political job when he is voted out of office next year.

Why don't I have an inspector or media or rev ride with me all day? To afraid, or wait, most people hate the police, and people who were never the police judge what they do.

Personally, I commend the proposal for making any copper involved in a shooting submit to drug/alcohol testing. This will accomplish two things:
1) Will show a divide between officer involved and offender. We all know that most people shot by police will have all kinds of substances show up in their systems. The new IPRB should make those findings of the offenders PUBLIC. This will also shut up the families of these offenders, who are always claiming that their child "didn't mess with drugs."
2) It will also encourage those among us who are addicted to alcohol and other substances to go and SEEK OUT TREATMENT. We all know most of us won't go until our backs are against the wall. Should this ordinance pass, those who are addicted will have no choice. Sober cops make better street cops, and God knows when anyof us call for help, we want somebody to show up who is going to actually be able to help.
3) More sober cops means less off duty "incidents." Anything that reduces them, I wholeheartedly support.

I think everyone that attends or CONDUCTS a police board hearing should be drug/alcohol tested each time there is a meeting....and everyone should be tested before a city council meeting as well, you know, just to make extra sure that the people making important decisions aren't drunk or stoned.... This is just a proposal. Remember our 24% raise, $3000 residency stipend among other things. We deserve many of them, I agree, but in negotiations each side has some throw aways. If they want to do everything they can to screw us (New forms of Dicsiple that NEVER go away) they need to set up hard and fast guidelines on what happens. I know people suspended for long periods of time for nonsense and people get 30 days for DUI or 15 for hitting the old lady. All of your awards mean NOTHING. They say they do, but they don't. One DC should subtract 5-10 days off a suspension or something like that....

I couldn't agree more. We would save a ton of money if we required urine samples for the less fortunate. We could also make a ton of money selling them clean samples.

Test Judges, States Attorneys, Alderman, Fireman, and anyone else with a "city" job. It is discriminatory to single out police officers. How about testing firefighters after they put out a fire? How about testing Judges after they make a finding on a serious case? How about testing States Attorneys after they lose a big case. How about testing Alderman after every city hall meeting that affects us the taxpayers. How about testing Streets and Sanitation workers who are driving around the city everyday? This is something that has to be fair and equal throughout the city...... We will see how they will single out and discriminate against police officers. Moreover, a casino will work out great. More drugs, more prostitution, and overall higher crime. Casinos turn places into crime havens. Off Subject: So tired of hearing all the cities BS abt. not having enough money for pay increases on the next contract negotiations. As you noted SCC. Little Richie opened up the door to use outside dept. with his statement of the salaried of other Chiefs or Supt. of other dept. Well here's a Money Making Idea for a new ordinance. and you guys tell me would this not make a lot of sense?
How many people here are sick of Either A. Coming home at night and finding no parking avail. because of all those lawn chairs and milk crates taking up parking spots during the winter months? Or even more importantly How many times have we had to pursuit someone or have to respond to a 10-1 and suddenly are riding down a side street and we have to slowdown because the streets are icy.
Well here's my proposal. The same way we have street cleaning in the summer. Why not have a snow plow cleaning after snow storms? all I know I'd be willing to move my car from one side of the street from 9-4:30 to have not only the streets clean. but on top of that more money for raises when some idiot gets ticketed for not moving the car on a street "plowing" day.
What do you guys think?

We demand drug and alcohol test on all "witnesses" and "victims" on scene. All drug and alcohol related crimes should have a $ penalty on the offenders and victims. Officers responding to such crimes should be able to sue the victim and/or offender ( Link Cards?) for risking the officers life to come to their aide. If the victim or offender does have drugs or alcohol in his or her system, they should not be allowed to sue the city or its officers,pay a penalty and the city back for sevices rendered. Mr Sharpton and all reverends should be investigated. Who are their financial backers? Who contributes to them, victims and their law suits? Criminal history and the criminals they associate with. If we are to held to this standard then they should be as well. Let's set up a review board of Reverends. I nominate Seiser to head this. Do I have a second?

BOTH of them CONSTANTLY kept raising their hands and asking stupid questions and made never ending comments.

Take It from a copper who's wife is a dispatcher everything said over the radio "IS" recorded,They already know which radio is which.the dispatcher can reach to the right side of console and with one finger can playback the last transmission.By the way as soon as the radio is keyed the radio number is displayed to the dispatcher,that's why you will hear a sgt ask for the radio number. Be aware that if you are making fun of someone's race on the radio it could come back on you. Remember ladies and gents keep it professional on the radio because "BIG" BROTHER'S watching and listening--be safe and watch out for each other because on one else will.

AMEN !!! if you call the police, WAIT for the police to get there. if you leave, too bad, so sad. I can see a situation and there is shooting going on, take cover. but, if its an accident, parker, easy paperjob, W A I T ! if you are gone, no phone call, no service.
