Contract Protections

Anyone else getting the feeling that as J-Fed never had to deal with contract issues as a Feeb, he's going to be running into a number of procedural road blocks to his reform efforts?

Contract protections trump General Orders, City Ordinance and if we aren't mistaken, State Law. As long as the FOP holds the line during negotiations, lots of these issues being brought up here and in the media are going to be non starters.

As long as they hold the line...

...and not a moment longer. Remember that.

Review the comment posted under Mope-Rah on I Jan 09 @ 0837. It describes what Shiela Burke won for us in arbitration in 1997. As long as the Lodge does not give away what we won at that time the City and J-Fed and anyone else have a long road to crawl.

The Lodge is a powerhouse and we have protections.

Top of the morning SCC,

Ronald Maximus Reagan had a solution for union impediments as he sought to revolutionize government and make it more responsive to taxpayers. When the Federal Air Traffic Controllers went on strike. He destroyed their union PATCO' and the public responded with unprecedented support! I don't think things will go that far in Chicago but you can bet that the FOP will give in, compromise, and get aboard the Weis train. The public will demand compromises from public employees, including public safety employees. The FOP will have to give concessions just like the auto unions have had to bend over to survive. Guys I can remember when coppers got free gum from Wrigleys when I worked in 008th District as a PPO. That free gum no longer exists and you bet the medical roll, and seniority provisions are going the way of free gum. As an 1811, we don't have the right to refuse to answer questions posed by my agency's inspector general unless you have been advised of miranda protections. If questioned as part of an administrative investigation we have no protection against self incrimination, no right to have legal counsel present, nor a labor representative, and if questioned you are obligated to answer any questions posed to you. Welcome to the new world order CPD, change is coming. J-Fed is going to leave his mark on the CPD and I think his contract will probably be renewed. He will probably be the first celebrity Police Supertendent to emerge from Chicago. I also believe Charles Williams will become a police chief in a major city like Detroit, Kansas City, or a major California locale.

First off not a cop. I am reading a new book called 'Gang Leader for a Day' from a guy who lived in the taylor homes w/ Black Kings. Around page 107 he starts talking about certain meetings he sits in on w/ leaders of the tenant patrol, leaders of the gangs and several CPD that he described and gives first names? Is this CPD dealing w/ drug leaders? One man is 'officer Johnson, a tall black man who worked out of a nearby precinct. He was well groomed, with a short moustache and graying hair.' Another man was 'Officer Reggie, a well liked cop who grew up in the Taylor homes.' And some goofball named Rev. Wilkins. I am not trying to start any rumors so don't post this if you don't like it. I just could not believe what I was reading. This is all around 1990. I ahve not finished the book yet but this shit is crazy. Also he noted that the blacks don't like us(me) whiteys from the s.w. side.

Point of information - you're wrong. That's why the FOP made the "Sworn Affidavit" part of the contract language, just in case the State ever rescinded the Sworn Affidavit portion of the law, it would still be in effect for CPD. That FOP was brilliant on that one.

Reagan fired the controllers and had public support because the controllers were in violation of Federal Law. Once Reagan pointed that out to the public and demonstrated a viable plan to staff towers with Air National Guard controllers, the public was behind him 100%.

The comparison is inapt as Daley has no plans to fire 13,000 officers and bring in the National Guard to patrol Chicago to break the union. And as Chicagons don't vote for the union leadership, the union can stand pat and let the citizens and reverends pound sand for all the good it would do. Additionally, the City has never negotiated in good faith with the union and has sent the last few contracts to an arbitrator. And as arbitrators can only take past contractual history into account, the public is excluded from the process.

By the way, the reason you can't get gum at Wrigley anymore is that they closed the plant 4 years ago. And good riddance to Williams. He's a miserable sawed off prick.

I know some really good guys that are FEEBS and from other agencies, this guy ain't one of them. I feel sorry for the poor sap who goes digging through joes pockets for dope or doing anything proactive. You guys had better read up on GO's and re-learn the rules because the game just changed. For all you westsiders, you know what I'm talking about. Don't lose your job because your tact LT is down on heads and you want to stay upstairs. If that boss is worth his weight, he'll know why and will keep you. This J-FED or J-ROBOT is going to make a shinning example out of someone, don't let it be you. To the boys and girls in OCD and other units, have fun in the districts. It's called house cleaning and believe me, it's going to start sooner than you think.

While I am against being forced to mentor children in the ghetto, I am all for him cleaning house at Headquarters. THe vast majority of those clout hacks can be better utilized pushing beat and rapid cars.

Don't stop there Jody, look at each district's CAPS offices and the many girls manning the desk.

I am all for him clearing the medical roll call, the medical abusers are the reason we are going to lose the medical. Most departments now give you a set number of days, that is it.

I just don't know how he is going to do it.

Answer: Tact teams belong to the Patrol Division, but I know what you mean. I do feel that if you are pushing a beat car, you have every reason to feel like that you are being dumped on.

Yes it was mostly Irish and built on Irish immigrants coming to chicago for work,my family has been there since the late 1890's....either way...it was a joke. NOW SCC, SPEAKING ON BEHALF OF RECTAL CAPS ACROSS THE WORLD, I FEEL THAT THE HATRED NEEDS TO STOP ON THIS BLOG! Counter point---assuming that the state law is rescinded, and ONLY the contract requires folks to sign the affidavit, it will take one lawsuit for it to be taken out of practice (not necessarily out of contract, but out of practice)...note that it has been in our contract for quite a while and STILL is not always followed....

You both are slightly mistaken. The sworn affidavit law was passed and the city refused to acknowledge it stating that for it to recognized, it needed to be in the collective bargaining agreement.

Don't be soooooo hateful. Pal I was the police before the Rodney King incident. Don't put someone down for being smart enough to seek opportunity outside the CPD. In my posts I have never criticized working coppers. I have only critized inept bosses with no integrity, politicians who desire to whore out the CPD, and so called community leaders who have sinister agendas that include emasculating the department. Take a chill pill my friend and continue to serve and protect. Like I said earlier pal I worked the streets probably before you came on the job. In fact my first watch commander was Captain Bells in 009. I also worked with Lt. Russ Madea in da Deuce. DC Eddie King blessed my move to the FEDS. In other words I worked with guys you probably never had a chance to know. Two or three other guys in the deuce went to the FEDS before me. Unfortunately I couldn't go to their agency because of my eyesight so I got into another agency. So paisano when you can make a move and have it work for you, I promise I will not envy you. PS. Ass Kisser? I don't have any reason to kiss Charles William's ass. Its not like he signs my check or can get me next promotion. Don't be silly, stop making dumb remarks.
