Then we read this:
“I’ve got a lot of investigative experience. I’ve got a lot of tactical experience. I’ve got terrorism experience. What I don’t have is the actual police experience…I need someone who has a very strong patrolling background,” he said.
When reporters noted that he seemed to be describing Chief of Patrol Charles Williams, who once ran IAD, he said, “It might be. But I want to talk to everybody.”
If he makes this his first move, the Department is doomed along with J-Fed's tenure as Superintendent. Because this will show without a doubt that
- Daley is pulling all the strings,
- Weis is nothing but a figurehead and a caretaker,
- all the talk about "free rein" to run the Department is bullshit
- the price to buy Weis's "credibility" is $310,000 a year for 3 years

Well, I checked out the video at the tribune....must say that I am impressed. We have a super that is- qualified, educated, uses proper grammar and diction, and he seems to be forthcoming with his answers. And he has not bowed down to the revvs, which is great. Im all for giving him a chance...lord knows we need a change in a major way. Some of the names tossed around prior to his hiring gave me chills... don't forget, a lot of us thought we would have a few more years of super hibbity jibbity. What we have now is a professional. It remains to be seen if he is a professional law official or a professional politician, but only time will tell. I, for one, will reserve judgement until at least the guy gets a start...sheesh. Everyone relax, have a beer, and enjoy the ride...Yes,the sky possibly, perhaps, just maybe, perchance could be falling, henny penny, but let's not freak out until it is time to do so...this whole thing could just be an acorn bopping us on the head...
Name me one exempt currently "strong" in the patrol aspects of this job under the current regime......got a name????Of course you don't....there isn't one. You get removed from what patrol is doing when you accept that gold star because you are so scared of losing the gold star you get entrenched in ass-kissing and DOC meetings. We are getting off on the wrong foot here with the new Supt.
What is wrong with Hiram Grau? The guy has been a deputy superintendent for what seems like forever. I've never heard a bad thing about the guy from anyone. He's educated (I think he has a masters...I may be wrong but he at least has a bachelors). He's a minority. He definitely understands how the department works and yet the guy won't be picked to be the 1st Deputy. Why not?
J-Fed, the anti-Christ looking dude, has some deep demons in those eyes. I have always used a person's eyes as a window to their soul. I am telling you now, this dude has some deep rooted demons that will be revealed.

I'd like to respectfully disagree. SAC Weiss has an impressive resume and practical experience and it shows. If his proposal to due an audit on shootings that have happened in the five years actually happens the truth may come out. This report may show that coppers have had to kill some very unpleasant folks who were hellbent on being a threat to society. HAVE NO FEAR! This report may diffuse all of the nonsense of a storm trooper culture in the CPD.
As far as bringing in an outsider to run IAD that is a no brainer. You have to have new objective leadership in IAD. Putting insiders in charge of IAD has done nothing to stem the flood of guys having to stay at the MCC due to misdeeds, thievery, and just plain corruption of the most vile and venal variety. The outsider does not have to be an FBI executive, but what other agency has developed the sort of expertise in pursuing public corruption and civil rights violations other than the FBI or DOJ/OIG.
As far as bringing in someone from the department to run day to day patrol operations Deputy Supt., Charles Williams is a no brainer. He is a palatable choice due to his long standing TS/SCI security clearances, his demonstrated management ability, communications skills, and history at putting dirty cops in jail dating back to the Gloria Steele investigation. Maybe he is not perfect but who has his breadth and scope of experience on the CPD.
Anybody who is well informed knows that Charles Williams is not a Daley favorite. Hell the guy signed his own name as a Sgt. on several OPED pieces in the Sun-Times and Tribune that took the Daley administration to task for the manner in which the LT. exam was administered. An objective commenter would evaluate Charlie's experience and see he is an old Westsider who knows how to lock up bad guys and who has the institutional knowledge regarding corruption trends in the Patrol Bureau, the lowdown on the BS with various community activists, and how to effectively liaison with federal officials and not merely try and impress FEDS with stories o bravado recounted at Dugans. Charlie will make sure the information sharing will be a two way street with the FEDS. They respect him. On top of all that Charlie is a camera friendly and articulate M1/M4. SHOW ME A BETTER CHOICE!
A lot of guys/gals misinterpreted my last posting as an attack on coppers. I did not wish to attack the day to day coppers who I admire and respect. I simply said citizens from a variety of Chicago communities disrespect the CPD as an institution. That is a given fact. It is obvious that someone has to change that. One of President Reagan's strengths was the he boosted confidence in government once again by administering tough medicine and needed change in governmental culture. I think SAC Weiss will do the same and the CPD will emerge stronger with superior leadership. Based on the Mayor's selection and the soon to be received City Council approval of SAC Weiss, it is obvious that no exempt on the CPD was ready to lead the department at this time. I think SAC Weiss will develop leaders who will be articulate, balanced, ethical, and innovative. SAC Weiss' subalterns will also master the art of community relations and diffusing crisis situations. Take care SCC and all the best.

The whole thing about Weis's $310K a year pisses me off. Whether he was recruited or expressed interest in the job when he learned of the opening, the salary should be what it was. Personally, I think its a kick in the balls for anyone who put in their time, worked their way through the ranks to advance themselves (in this case, meritoriously or otherwise). In my view, this guy has no ties to the city and is nothing more than an interloper whose first priority in doing the job is being here on the 1st and the 15th. Fuck him. He wants to bond with the blue shirts, whats he gonna do, tell them to go to school, study hard and look for a job somewhere else. Anybody get a look at his physical trainer wife?

Charlie Williams is a bone job, so it's no surprise you like him. He is a little man; little in stature, little in moral character, little in experience. Look into his history of domestic violence, any situation of which would have gotten you or I 30 days, maybe 30 pending. It certainly wouldn't have gotten me promoted. Look into his history at IAD, his tenure marked with some of the biggest scandals that were somehow never discovered by IAD, but always some outside agency and all sorts of corruption by clout people that was covered up for political reasons only to bite every working blue shirt in the ass years later. Makes you wonder about his actual brightness. And look at his petty vengeance for every single slight inflicted on him throughout his career. And his speeches to the Sergeants about how blue shirts aren't your friends and how you cannot be friends with the people you supervise and you better never get caught out at a bar with anyone blue. I was there when he gave that speech. So go back to your non policing accounting job and leave CPD talk to people who weren't afraid to stay.

Rumors were going around that Grau was not given the job because he wanted Williams to be his 1st deputy and King Dick wanted Sgt J. Keating to have that spot. So Im not sure about the legitimacy of the Williams being named rumor.

Usually I want to strangle you when I read your posts, but this time I agree completely. I really don't get the hate for Charlie Williams. If you lie to him, or otherwise prove yourself uncredible, he'll turn his back on you, and I don't have a problem with them. The whole culture of this Department encourages us to lie, maybe it's time to change that.
I'd be VERY happy with either Williams or Grau, two guys I both respect.

Detective James Walker was shot and killed while he was off-duty as he attempted to take police action against a suspect who had just opened fire on a vehicle with an AK-47 rifle.
Detective Walker had gotten off duty approximately two hours earlier was parking his unmarked Department vehicle near Northeast 164th Street and 18th Avenue in North Miami Beach when he observed a suspect firing an AK-47 into an occupied vehicle. Detective Walker exchanged shots with the suspect but was fatally wounded before he was able to exit his vehicle.
The suspect, a known gang member, was taken into custody later in the day.
Detective Walker had served with the Miami Police Department for 8 years and was assigned to the Domestic Violence Unit.

When asked if he intends to put an african-american in the 1st deputy spot, Weiss said he intended to put the MOST qualified person in that spot. If he actually does this regardless of race then he's got my support.
Change is good sometimes and I think this is one of those times. What will be interesting is to see the dead weight at 35th street be thinned out. The amount of people wasted in that building is staggering. information services, field inquiry, data systems, not to mention the DOC, Office staffs way overdone. We could clear out the need for the Operation Closed market and any other BS just by putting these folks back in patrol and reteach them.

Hey new Supt. I noticed that you keep saying something about a new academy. The current academy just underwent a big facelift with a new weightroom that has flatscreen TV's. The gym has new wood floor along with remodeled locker rooms and shower/bathroooms.
This had to cost the city quite a few dollars.
I have a good idea why don't you concentrate on new Police District Stations or did you not know some stations were built in the 1920's.

I know it will never happen, or if there's even anyone who fits the criteria, but I would love to see a 1st deputy who has at least 90% PATROL DIVISION experience. I have 22 yrs on the job, all in districts in patrol. These people they are promoting who have not been in a district in 10+ yrs or do a fleeting stint in a district before their juice takes care of them, once again, are a joke. Things won't get straightened out till we get someone who has spent practically their entire in patrol.

Hey new Supt. I noticed that you keep saying something about a new academy. The current academy just underwent a big facelift with a new weightroom that has flatscreen TV's. The gym has new wood floor along with remodeled locker rooms and shower/bathroooms.
This had to cost the city quite a few dollars.
*****CPD didn't pay for that facelift. Umm it's my guess that maybe Whitney Young and the Park District paid. It will be a "shared" facility in the near future.

Great news. She did such a great job at IAD. Now promote her to continue special treatment of clout people. If she was so efficient, why didn't IAD ctach the SOS scandal earlier?
I agree there is an abundance of "fat" at 35th street (DOC specifically, hay boss get off your lazy ass and make the same call to the district or he areas yourself, instaed of having a P.O. do your nonsense job of paper pushing) and other units, which needs to be trimmed. However just who is to blame for the "fat?" The current and former command administration is! Police officers just don't decide one day they are going to work at a cush job down at HQ, they are are assigned there by the COMMAND STAFF!
I hate to hear all of the complaining about so many empty holster police at HQ. This is where ACCOUNTABILITY comes into play, and yes not one of the Command Staff will be held accountable.

Weis has admitted a genuine lack: no patrol experience. There are others. He has no background whatever in crowd control or traffic enforcement. The FBI doesn't deal with domestic violence, disorderly drunks, vice, or street crime. These are all major responsibilities of the CPD.
Weis will have a huge learning curve to get a handle on this stuff. It would be worth his while to spend one day a week in uniform, on patrol, for the next few months. But then bosses in general should go on the line periodically.

No problem with fitness standards. The G gets three hours paid workout time a week and they are provided with facilities. Will we get the same? And before you counter with " we have gyms in the districts". Only some of us do. The older stations have nothing. I live near a new station and I am not allowed to use the workout room because the D/C does not want "outsiders" in his station. A suggestion, allow sworn personnel to utilize the fitness centers either in their district of assignment or district of residence. Homan Square and the Academy are not convenient for the majority of people and anything that makes it easier for us to workout is a plus.

Yes. Everyday except Sundays and Holidays. With inspectors making spot checks to insure it is being done. Order phoned to district commanders and notices put in the CO book. Not sure if a regular BOP memo to follow. Also, any rule 14 violations start at 15 days and go up to termination.

There was an exempt meeting after the DOC meeting Wednesday. This issue was directly addressed. Yes, there will be stand up inspections every day except Sunday and holidays. Any uniform infractions are to be immediately written up. If they are not documented by the watch commander, he/she will also be written up. If an officer changes uniform or takes off items after roll call, the Sgt on the street (remember the mom and dad quote) will also take time for it for not discovering the infraction during their 2 checks on the officer.
Something else brought up: at future details, officers will be told exactly what uniform conficuration to wear (ie regular pants, long sleeve shirts, ties, and what kind of jackets). Apparently, Supt Weis was upset at the large number of uniform configurations at the visit of President Bush on Monday.
Nobody shows up late for roll call without being dinged either. No calling saying you're on the way. Roll calls at the top of the hour, not 5-10 minutes after.

** the law says you dont have to wear it if you're traveling 15mph or less. dept policy; since when is dept policy entirely correct. if i'm in a chase or going to a hot call, yeah - i'll throw it on. but if i'm traveling slow or crusen' the beat lookn for the bad guys i aint wearing it. slows you up plus showing the bad guys you're taking the belt off alerts them you're about to get out and grab them, duh. plus that fucking belt gets caught up on my duty belt. the headline in the paper isn't going to read: aggressive fearless dedicated cop gets done in by his seatbelt!

What is wrong with Hiram Grau? The guy has been a deputy superintendent for what seems like forever. I've never heard a bad thing about the guy from anyone. He's educated (I think he has a masters...I may be wrong but he at least has a bachelors). He's a minority. He definitely understands how the department works and yet the guy won't be picked to be the 1st Deputy. Why not?

I have had the great honor to interact with John Farrell several times a week for some time now. I believe that I know quite a bit about the job, but when I speak with the Captain I can't help but learn more and more each time about what it meas to be a good copper. His knowledge of the job is surpassed only by his love of the job. He is an excellent copper who inspires all who have the privledge of interacting. JODYY, if your reading, you would have to be a fool if you were not at least to give him a consideration for a top spot. Besides, he would stay on for free, that is how much he loves this Department and the men and women who serve it.
There is only ONE person strong in patrol and everything else, that is Mike McCotter. There is NO other choice. Everyone who ever worked for him will agree.
Just a prediction......... but who am I, just another blue shirt. What this New Super will do is make every P.O. paranoid of doing anything around anyone. He's going to drill into everyone's head to use the "rat on them" policy. People will be so worried of getting suspension time & termination that they will rat on you in a new york minute. Once again, there have been TOO MANY injuries and deaths of COPPERS who didn't wear the seat belt....
