They sent home a class of recruits? On the first day?

And we're short how many coppers?

And aren't January & February the big retirement months?

happily ever after.
If that really happened, that sucks
that they all quit their jobs to be there.
They could've trimmed the fat at the top and saved those PPOs, those

Speaking of sending people home, when is CPD lifting this hiring ban they're under? They havent even tested in over 2 years now. How can they even keep manpower anywhere near where it needs to be? Anyone even know when the next testing will be for some new PO's?

Keep in mind this would be the first class to graduate under J-Fed.

So I would say he is going to do a house cleaning of staff and have the training standards changed to his liking or similat to an FBI structure.

The Recruits arent trained. All the instructors at the Academy should be Dumped!! There is one instructor there he has been there for over 5 Year 5 YEars!! What is his expertise? Well High school education to start and he does whatever the powers that be want. He is terrified of being the police in a district.BTW-He is a big fat slob too. Bitter and doesnt know how to teach or be the police or get along with others. A real time bomb just waiting to go off! Maybe he should go back to the 15th District!!!or is it wittness relocation for evidence on other cops in his old district? Maybe thats why he is at the academy.. Hum....

Can you say snow removal. If the budget calls for hiring 150 new policeman this year, thats 150 x $35,000 or 5.25 Million not counting insurance pension etc... if they are hired in July instead of January the city saves 50% to use on say SNOW REMOVAL! Same thing happened in early 90's when accident flooded the tunels downtown. Thats why you almost never see a lot of hiring early in the year its the cities safety net.

No, they never started. They were filling out their final paperwork and were supposed to start on the 19th of Feb. They were then informed that they would not be starting on the 19th and a new date has not yet been set. That is all.

Who in their right mind would want to make teaching competence or even minimal subject knowledge a requirement for academy instructors? That's playing with dynamite, son...sure don't want any practical police skills or book learnin' forced down anyone's throats.

Every CPD newbie learns what they need to know to do this job from PO's in the districts. That's what them academy instructors hope happens anyways...

Supposed to be a new test coming soon, possibly April, from what I heard, but this is the city of chicago, so don't bet on it. Money for CPD is not a priority here.

**The CPD academy is governed by the State not the Feds. The guidelines have to follow state standards. They can add to the state curriculum, but not take away anything the state requires.

The recruits were completing paperwork to enter academy. Told by personnel to go home. No valid reason. Many had quit their previous jobs. Hiring freeze on. last class was in Oct. This is terribly news. It takes 5 months to graduate a class of recruits. No repleacments for retiring officers until fall at the earliest. WTF!

The city is designing a new CPD test to improve the hiring of more gangbangers and drug dealers.

The test will mostly be Grammy trivia from 2004-2008.

But, the test will also include a section where the gangbanger-applicant identifies a prominent daytime television personality by drawing a line between the name and the face of the celebrity.

A section that required the applicant to determine how many loose cigarettes could be purchased for a certain amount of money was removed because the application of mathematical principles is racist.

No new classes were cancelled. But no classes are scheduled to start until late summer.
New class will come in under a new ADS and staff. New staff is gonna be trained and certified during this down time. All civilian Training Officers are gonna be moved to IDQC and scheduling. The current POs have been told to take the FTO test and rotate six months to the field, training recruits and six months teaching in Academy, or they will have their details ended. Those assigned to the Academy will be tested to meet instructor standards (pass POWER test and body/fat testing bi-annually, J. Fed will sit-in (unannounanced)on a block of their instruction and evaluate their performance).

a friend of mine took the last power test 2 weeks ago. they told him he starts 19 Feb, 2 days latter he got a phone call "your class has been postponed until further notice". he quit his job, boss already got a new guy, he is in trouble.

I wish they would of knocked your class out. the classes of 1986 had more officers indicted, fired and kill themselves than any other class. That was the year the City didn't do background checks on officers till after they were hired because they were so far behind after a long hiring freeze and needed to hire cops.

Most of the Class of 1986 really disgraced and dishonored this job.

The state mandates the curriculum, it does not govern our academy. In fact there are quarterly meetings downstate where curriculum and training are discussed at length. The basic recruit curriculum is the same statewide, we actually teach it to the METRO classes. Our stuff for Chicago only, is about 200 more hours of training.

Who in G-d's name would want to come on to this job? I've been on over 20 years and this is the worst time ever. With the 48 hr rule shoved down our ass, no manpower, old equipment, everyone suing, and a questionable pension, why? Tell your kids to find another profession, they will thank you for it.

Hey j/o, get your facts straight. Hickey WAS NEVER in Personnel. Not as sworn and not as a civilian.

Secondly, he had to take over R&D because the top three positions were vacant after resignations. In fact the broad whom he replaced was on her THIRD time with the department. Cline took her back that last time.

Finally, when they introduced that debacle on swiping in and out he was the ONLY boss who said it was not a good idea.

Give him some credit. He is a good standup guy who did alot of good work with the CLEAR system by hooking up over 300 outside departments.

The State Police Academy follows these same standards and don't for one second try to tell me that our academy is even close to theirs....We pretend to follow the standard instead of trying to exceed it. If you can teach a 2 hour class in 10 minutes, then go on to teach something else instead of taking a long break.

Tell him to apply. Does he play hockey? Does he have a BMI of 25? Ability to teach is not a requirement. Academy is a great unit. Tremendous perks. No overtime, take work home to prepare for class. Teach without proper training. Numerous details based on clout not senority. Beat car on days is the best assignment.

1. Tobias wanted P.O. instructors to get FTO pay. In order to do that, he advised them to take the FTO test & work the street with PPOs and then go back to the academy.
2. Body fat testing is Tobias' way of placating hizzoner's dislike of females he thinks are too round, even though they passed the POWER test. (FOR REAL!)
3. Do you really think JPW has time to sit in class all friggin' day? Hopefully he'll send a rep, though.
4. Look for civilians to re-populate the AFSCME jobs Tobias filled with Dana's friends and his own suckasses. They were civilian jobs to begin with. (Look out Jones-ie) Of course, the academy AFSCME whizzes did absolutely NOTHING about it.
5. Training Officers must have a bachelor's degree to qualify for the job. Quite a few of them are former P.O.s. Springfield does not nullify your commission simply because you don't push a squad car anymore. (Sorry--the State of Chicago DOES NOT grant you your police powers--Illinois does)
6. Instructional Design and Quality Control (IDQC) needs professional instructional designers, not asses in uniform (or out)looking for a comfortable spot to do as little as possible, work on degrees or work on sucking up. The basic recruit curriculum is dictated by Springfield. How the lesson plans are written is dictated by IDQC. THIS IS WHERE THE BRIGHTEST AND BEST SHOULD BE AS SUBJECT MATTER EXPERTS, not writers. And why the heck is IDQC doing training?? Aren't there lesson plans to work on?????
7. Teaching is a whole different profession from policing. Just what length of time pushing a squad car makes you a good teacher? How many pinches does it take to make a master instructor? Understanding how people learn is what makes a good instructor. Then again, some people NEVER learn....and some think they don't have to.

Actually, Jim Hickey was in Personnel a life-time ago. He is the guy who developed the original standards and procedures for the drug screening. He may have only been a Sgt. back then. I believe that it was in the mid-80's, he then went to R. & D, I think. Got promoted and went to 003 and fell out by the early 90's. Lost track of him after that.

What are the per-capita numbers. 86 had about 1500 + or - hired.

Also, no one was hired before finishing the entire process.
If anything, allowances were made to get enough "qualified" people.

I was one of the recruits sent homel I was yelled for telling the instructor that the dog ate my homework. Four others were smoking in the men's room. Seven more chewing gum and the other 21 were let go because the phsyco Dr. said they would probably be fired for various reasons before they hit 10 years. The dept. thought they were saving time.

I dont know what the educational backgrounds of the instructors are at the academy.

However, I attended TARA several weeks ago and was impressed that most of the instructors have graduate degrees.

I guess Tobias is taking TARA serious.

I have a question for all you dumb mother fuckers out there about the FBI "standard." Here is the FBI standards in a nutshell:
A.Do not trust the Police, we are smarter then they are.
B. We work only 9 to 5 Monday thru Friday and lie on our time sheets to justify the 25%.
C. If it happens after our working hours dump it on CPD TFO (task force officer)
D. This is the biggest reason not to trust J-Fed the name is I can not say but ask a detective in Cold Case who used to work in Area 4 and he can tell you.

Who in G-d's name would want to come on to this job? I've been on over 20 years and this is the worst time ever. With the 48 hr rule shoved down our ass, no manpower, old equipment, everyone suing, and a questionable pension, why? Tell your kids to find another profession, they will thank you for it.

My family has generations of CPD. Im on the job elsewhere as I wait for CPD. If you dont like it then retire or quit so I can get on. My PD has NO computers or technology AT ALL! Even MDT's that take 6 blocks to process would be a monumental leap forward! WORSE per-capita funding for the PD than CPD, NO lateral movement at all, and our PO turnover is outrageous compared to CPD! CPD is a dream compared to where I am now!! So let someone else in if thats how you feel. Dont like it? Go work the fu*kin burbs. Cant wait to get home to CHI.

The Academys main function is to get the recruits ready to take and pass the state exam. The number of people who fail the test is the lowest of any Acedemy in the state. Including the state police.

As to the new recruits being the bottom of the barrel. I f I'm not mistaken in order to make each class more politically correct, all the recruits with a well qualified score were placed together and randomly selected by S/S Numbers. So technically the recruiwith the highest score could be in the last class. But then again this is Chicago and the right name (not score) may get you hired sooner.

Unless you finished your probationary period, you're AT WILL employee of the CPD. That means that the CITY can fire/get rid of you with no excuse any time any day. You should have a plan B to fall back on just in case something fall apart like in this case. Why didn't they take a temporary leave of absence from their previous employer?

Sorry to say your right with the current exempt and management structure this dept is shit! Let's mhope the new boss has a major dumping party and dumps many of the fat ass drunks we have at the top! He neeeds to "cut the fat" at the top first! That is why anyone that went and got a good education does not want this job, if you went to college and got a shit education your welcome here as simple as that!

You are a douche-bag! I was in the class of 1986 & I can guarantee you a background check was done on me. Look at the percentages. There was an enormous amount of hires in the year of 1986. There were probably more hired in that year than any other year. If you look at percentages, there were probably no more problems with the 86 class than any other class.

In-service section is a complete joke staffed by two incompetent sergeants. One a hockey player, the other too old to do any work. IDQC is run by a micromanager sgt who lacks street experience. LTS and ADS ignore this obivious problem.

Lesson plans are not updated. Some are years old and not current. There is no process to review and update lesson plans. All smoke and mirrors. There are a few staff that actually have the ability to write curriculum but are not used.

AFSCME is completely useless. P.O.'s filling civilian jobs. Two officers working in copy room. Unbelievable. They could hire two civilians for one PO salary to run copy room. Academy has several PO's hiding as favors for starks. Clean the front office and put in civilians according to the budget.

State police uses part time instructors but they do not have the volume of recruits that Chicago has. Big difference. Training is a specialized field. Bring in officers with street experience who can teach and WANT to teach.

Stop playing favorites in academy. Apply standards to everyone and stop ignoring the obivious problems with staff who come late, leave early and never seem to teach. If the FBI can help then we welcome them.

Lincolns birthday is a State holiday and a contractual holiday. Thats why the academy was closed.

State police academy does not give state test to their recruits. They are not held to the same rules. CPD academy does more than prepare for state exam but quality has dropped. Too many hockey players, starks favorites and incompetent leadership. Time to clean house.

Jim Hickey is a stand up guy. Will always stop and talk to you, ask you about your family. As a Lt. he was a stickler for detail but was fair across the board. SOB sparred me once. Most everyone here couldn't hold a candle to his wit and smarts. Years ago he would come off a little arrogant, but it's not bragging if you can do it. The man has a PHD for crying out loud. I bet most of you don't know the man had a heart attack years ago and is still working to support his family. He has been retired from active duty for some time now and is genuinely a decent guy. Lay off him. He has paid his dues, has done a lot for the CPD, and continues to do so. How many of you can say the same?

I have a buddy who is an instructor in the academy. YES IT IS TRUE, THE RECRUITS WERE SENT HOME. As the recruits were filling out their paperwork, a call came from downtown and a Sgt. had to go tell the poor recruits the bad news. A lot of recruits thought they were fucking with their minds, but once they knew they were serious, it was a very sad/tragic situation. I can not believe that the city can do this. I hope these poor recruits get called back soon because the economy isn't that great right now.
