"Merit" Lieutenant Letter Out

And as pointed out by a reader, an odd situation appears. The "Merit" Board is asking for about 113 picks total. Most of the Districts have two "merit" picks although a couple get three picks. Various Units, depending on size get between one and three. Reading into it though, we have a question - why do civilian directors have a voice in the picks? Not just a voice, but an entire "merit" pick:
  • Director of CAPS - Vance Henry - 1 pick
  • Director of News Affairs - Monique Bond - 1 pick
  • Director of Personnel - Tracy Ladner - 1 pick
  • Director of Finance - Frank Wilson - 1 pick
  • Director of R&D - Rachel Johnston - 1 pick
  • Director of Professional Counseling - Beverly Jackson - 1 pick
And then these spots, as far as we can tell, also filled by civilians, even though the title would imply sworn personnel are doing the picking:
  • Commander of General Support - Terrence Fogerty - 1 pick
  • ADS of Admin Services - Marv Shear - 1 pick
  • Deputy Chief of Strategic Deployment - Brian Murphy - 1 pick
Civilians serve useful purposes in getting sworn uniformed officers on the street we suppose and some functions are better served by being run outside of the Department's (or any government's) purview. But allowing them to submit "merit" picks for positions of authority based on....oh wait. It's all "meri-clout-orious" BS anyway.

This place is so freaking doomed.

Its a shame that the new super didn't create a means of allowing subordinates to submit a critique of supervisors and who we think are deserving of a merit promotion. We know their work potential (or lack of) better than anyone. But our opinion means nothing, right?

Like this is a surprise? Come on SCC! You know better. Clout from every level including outside this department has been used to make merit promotions. This department is like a filled bathtub with the drain plug pulled. Swirling down the drain. And I don't see a single soul out there with the balls to put the drain plug back in. Pretty soon the rubber ducky will be on the dry bottom and thank god by then I will be gone. They have the department they want. Bosses shaking in their boots and afraid to make a decision, p.o.'s who rather do paper than interact with a criminal and crime out of control. The cancer has spread from Detroit, to Gary and now into Chicago. The city is going broke due to the catering to decades of welfare generations and the sanctioned illegal aliens. While totally neglecting the working tax paying people as well as the hard working cops.

What do you all think...will the standard one-bagger arrest report narrative have to change when the flood comes? R/O observed the offender drop a small plastic baggie into the raw sewage water, and said baggie floated downstream. R/O recovered said baggie, placed offender in custody, and rowed back to district station for further processing.

Oh yeah, screw all the inspectors.

Wait a minute bea we cannot sign complaints for d/c correct anymore beacause our "peace" cannot be breached! And now tickets are down maybe as many are not parking illegally as the city has bled many to death wtf is going on now? Now merit from civilians great idea makes us want to really work harder, this dept is really in sad shape a once proud dept. with proud officers has been reduced to nothing! Hey boss how about a contract, maybe 10 hour days, maybe quit fucking with the medical benefits, 55 and out retirement some incentives! here is a great incentive for more production piece work $5.00 per parker, $25.00 per arrest, $50.00 per mover that would really show an incentive there ya go problems solved simple huh?

What's the objection to civilians picking lieutenants? Most of the police officers in Chicago aren't actually doing police work anyway, and a good number aren't capable of it.

So most of the lieutenants aren't supervising police work. Mostly they are supervising administrators-with-guns and social-workers-with-guns.

5 officers per day per beat (fully manned), 280 or so beats in the city, and you'd get 1400 beat officers to supervise on any given day. But they are downing cars left and right on all watches, so its not even 1400 beat officers to supervise.

If Chicago doesn't have 10 or 11% of its manpower in marked beat cars each day, it stands to reason that a HUGE percentage of these lieutenants aren't doing anything relating whatsoever to supervising police work.

So the underlying complaint is really that more police officers should be doing more police work.

You take away all the bullshit do-nothing jobs on the department, and it wouldn't make sense to have civilians having a hand in selecting lieutenants.

I doubt what I'm saying is something that readers here don't already know but I'll say it anyway.

Civilian Directors have "merit" picks because in the corrupt system of governance that Daley oversees and insists upon, the corrupt "combine" must create as many positions as possible to employ friends, relatives, friends of contributors, etc.

It's another example of Daley taking a worthy idea such as "merit" appointments where the true spirit of "merit" is applied by a Board of men and women who have served on the city streets as sworn Officers and know "merit" with some input from civilian Directors.

Daley has perverted and exploited the spirit of "merut" beyond all recognition.

J-Fed and the "think tanks" new great idea is for all POs to turn in your lunch receipts at check off to ensure you didn't receive a discount on your bill. Also, he wants District Commanders to go to restaurants officers frequent (Portillos,Ricobenes,etc.) and make sure no discounts are given to POs.

26yr plus,soon enough to be retired ,...you all just got distracted by same old merit issues,,meanwhile new hires to fill over 2,000plus vacancies put on hold yet again, new hires per new contract will not have our current pension pkg...only political jobs outside CPD will have real benefits. city will have all future pos pay into S.S so they will be medicare eligible at 65yrs to supplement the retirement insurance po s will pay ever increasing premiums for, next contract will absolutely not drop age 60 for continued coverage in fact that benefit is also on the way out. new po better put all their assets in a very good trust so they can't be sued into poverty along with wage liens via lawsuits work related that you have no indemnity for since the 80 s, and the city settles almost all lawsuits so more individual cops will be paying punitive damages. I will leave Cook county behind because it will not cost me as much to live on a fixed income anywhere else in the entire United States. But,the happiest part of retirement will be not ever answering to the moron merits bosses who have multiplied and divided like lab rats and broke the backs of the real police until only reactive policing is done...proactive policing is an instant cr# and bosses, new age W/C and Field LT(haven't seen one in the field in years..)rarely back actions of subordinates, and usually pretend to have no knowledge of any thing going on in the streets. Yes, I could write a book, but the points are; street police and sgts stay on top of contract negotiations and push together for this to be settled before another year goes by. And for those like me who continue to do the best job in what seems the worst of times in my career I still have your back(s) God bless

Now we have a department mostly run by civilians. How many positions are run by civilians including the superintendant who is the chief civilian, hes not a policeman I don't care what uncle-daddy Daley to him. I glad I'm over 40 (that's years on the job) it will be soon, just waiting to have the last laugh and gone.

Never thought, after our glory in the '68 convention, "68 west side riots etc., that I would ever see this department run by women and children.

I have seen good Sergeants be horrible Lts and horrible Sgts become great Lts.

No matter who is selected, you guys will find something to say about them in a negative sense. I have never seen so many lies posted on here. The unfortunate thing is since Mike Masters and the Supt. read this blog, they take it for gospel. They haven't realized how many miserable coppers we have that will say absolutely anything and try to convince the world is it true.

My interest is in our raise however. Why is it everytime it is time for OUR raise, their is a budget crunch. We keep getting the 5% over 3 years or less. Inflation rises more than that each year. Now that is something you morons should be talking about.

Before I go, as long as they are the police, I don't care who is promoted to Lt. I am sick and tired of the appointed Federal Agents and of the civilians that are put in key posisitions that don't know JACK about CPD. If we add up the FEDS on CPD's salary, it is already at a million dollars and we can't get a descent raise.

The more I write, the more pissed I am getting. You bring in outsiders and pay them more than us, you reward them though crime has totally risen and is at an all time high, the Governor wants to bring in the military, you may now surely loose the Olympics, morale is at an all time low (In 27 years, I have never seen it like this!)and we are so short handed on the street, that it is unreal.

Lets not miss all the new Feds including the one they just brought in who gets paid over $100,000.00 to run IAD as the new Commander. Did you guys here that announcement, me neither, but the Supt. is cutting overtime for CAPS? His salary alone would more than cover the city's expenses.

With JFED, we have now created at least 3 Chiefs posiitons and 4 Deputy Chief's positions. They all make more than me, I have been working the street 31 years.

What the heck does Mike Masters do or what does he know about CPD? Was he ever the police, NO, but because he went to Harvard, he knows what is best for the city of Chicago and CPD? He didn't even grow up in an urban area. Isn't Brian Murphy a P.O.? How the heck do you come from the Mayor's Office and becoem an expert in Homeland Security? Didn't Beth Ford reck a City vehicle, hide it for 6 months and is still getting paid by the City? She is Deputy Director of CAPS and we wonder why the system is so screwed up. How many times does Monique Bond have to screw up and say the wrong thing? How much longer are we going to be stuck working for all these idiots? I have 6 months and 3 days!!

The MAN or should I say confused about his identity wouldnt know how to make a battery arrest. Go figure hes been a LT abot 10 Yrs out of 16yrs. on the job. Short history on promotions. I came on the job in the mid 60s. At that time it was just about impossible to make Sgt. without clout. Each alderman had one, some had more that they could make, not to mention other politicians, Religious etc. who also could make someone. Then came “quotas” Everyone was up in arms about “quotas”. As I saw it, there always were “quotas” they were political quotas, only now they were easier to see. Black coppers being made. Actually our first thought was that maybe it would be fair for all and if it meant making some black coppers sergeant “so what”? You still had a better chance to make sergeant. But alas, it was not to be, the black coppers had to have clout also. So as time went on and aldermen etc came under more scrutiny a way had to be figured out how to make these guys, and make it look legit. You are now looking at what makes it look legit. So a little advise from an old man with no clout. Try and get a clout someway that you can stomach or try and get a good spot until you retire. You better believe Obama, and any other ranking person in the Democratic Party, and God knows who else can make someone, only now it is much easier. It’s too bad you can’t go back to the alderman a lot of guys I knew bought them.

What the FOP needs to do along with the Sgt & Lt Assoc is put into the contract wording that helps control how merit promotions work. Talking to a friend of mine who is a FF, I was told that your name must be submitted before the test is given, and you must take both portions of the test and have a grade of 70 or above to be considered. And the union must have the list of names BEFORE a test is given of all names submitted. Also anyone who would have been promoted had they not been skipped over for a person of merit will be promoted before a new list is put up from another exam.

We should also put into the language that you must have a set time in grade to be nominated in that you can only be merit promoted 1 time in your career.

By the way I am AGAINST merit promotions altogether. But if we were to get some wording in the contracts it might be an easier pill to swallow.

Here is a true story of a merit sgt and merit lt on the scene of a domestic homicide:
When we (detectives)arrive on the scene the husband is in the back seat of the merit sgt's car, handcuffed and under arrest. The husband called the police because he "found" his wife dead. When the merit female sgt (who could barely speak english and spent her first 5 years as a p.o. in the court section) arrived on the scene she placed the husband under arrest. At the time she had no knowledge of his involvement, he did not confess, and there was no evidence indicating he did it. When asked why he was under arrest she replied, "Because his wife is dead". That's it, nothing else. We told her to un-handcuff the guy and get him out of her squad car, but the merit sgt refused to do so. Along comes the merit hack LT who states, "There is enough probable cause to arrest him." Again we asked what the PC was and the merit hack LT responded, "His wife has been murdered."
After much arguing and finally being ordered by a detective division commander to release the guy the dumbfuck sgt and lt did as they were told.
After agreeing to drive himself into the area his lies caught up to him and he confessed and was charged.
Many of you will view this as the "detectives stole another arrest", but the truth is there was no reason the guy should have been placed under arrest by the stupid fuck merit sgt.
When the case went to trial the defense filed a motion that the guy was illegally arrested on the scene and therefore the "fruits of the poisonous tree" doctrine should prevail thus suppressing his statement. The idiot sgt testified that she "placed him under arrest, but the detectives 'made' her release him because they said I didn't have probable cause." When asked by the defense what her probable cause was she again replied, "Because she was dead." Needless to say the judge agreed with the defense that the sgt did not have sufficient probable cause at the time to place the defendant under arrest. However, the judge did rule that the detectives were correct in their assessment and based on the actions of the detectives the statement would not be suppressed.
While on the stand one of the detectives was asked if a sergeant outranks him and he replied "yes". The defense then asked how a detective could override a sergeant's decision to which the detective replied,"Most of the sergeants and lieutenants on this job have no idea how to conduct an investigation. Neither do they understand probable cause, rules of evidence, or the constitution of the United States. They're not promoted on knowledge or ability, but rather on who they know, who they drink with, or who they are sleeping with."
For those who do not believe this there is a copy of the court transcript posted on many bulletin boards in the offices of many states attorneys.
I think it was one of the most eloquent and well stated responses I have ever heard.
By the way the husband was found guilty by a jury and sentenced to 65 years.
Moral of the story: END MERIT PROMOTIONS AND STOP THE DOWNWARD SPIRAL OF THIS DEPARTMENT. GROW SOME BALLS WEIS!!!!!!!!

You need these extra people to put in who the supt wants, who the first wants, who peterson wants, etc. Who from narcotics or the det division will be the next sgts to get promoted. Out of 20 lts, that means 6 merit. My guess is 4 from det/narc, 1 from district, 1 from supt's office.

As much as I hate to tell this story because it feeds the stereotype that Sox fans are low class, I have to make everyone who still go out of their way to do police work aware of who they may be working beside. At the White Sox/Red Sox game on 11 August, I was sitting in the right field stands and a guy behind me answers his cell phone. The converstion went something like this "Oh no dog, they need a search warrant to do that. If they see you selling drugs and chase you into your crib that's called hot pursuit and they can search!" "No just because somebody ran into the building they can't search every apartment. Awright no problem G I'll holla at you later" Then this guy hangs up his phone and says to his posse that was Taytay she say the POLICE is over there on south shore looking for some cat that got away from them and they tried telling them that they has to lets them in to search the apartment or they will kick the door in and search anyways!" This is 100% true I have no reason to make this story up I noticed another guy sitting a row ahead of me that also looked back in disgust when the conversation was going on. I'm guessing he was the police also. I held my tongue because I didn't want to end up being one of those off-duty coppers who get jammed up. But be careful out there since we are not all looking out for eachother.

Lucy Moy and Commander of 013 made every promotion by merit. They must be really deserving. I think it is a safe bet to say at least 80 % of the exempt ranks and Captains were given prior meritorious promotions.The exempt ranks would look completely different if there was no merit process. The Department has been "dumbed down" and is reaping what is sowed.

Speking of merit picks,did anyone read's today scumtimes article: Chicago's top cop to rank & file: "YOU'D BETTER MEASUER UP" the article basically says that individual evaluations are going to be revived by the end of the year due to officers not writting tickets,not making arrest such as drinking on the public way,disorderly conduct and last but not least tresspassing. Correct me if i am wrong but didn't they do away with the individual evaluations due to the "MERIT" skulldegery that was taking place.Poeple who had been working inside for years and the bosses picks/favorites where getting higher scores than officers who where working the streets??????.Not to mention disorderly arrests where thrown out so much that,that no matter what the narrative stated the judge just threw them out ,not only that but disorderly arrests where such a good tool only too a certain degree besides that didn't the supreme court strike down the very nature/main element that officers used to arrest people based upon the disorderly charge itself??????.Last time i checked i thought it was at the officer's discression on whether or not to issue a ticket or give a verbal warning????aaaahhh let's approach the ever faithful DOPOW charge: How many officer's have had a drinking On The Public Way trail,i would venture to say not many.SCC can you and your fellow bloggers chime on these subjects.

I have also met Gina on assignments, and she was pretty knowledgeable, friendly, easy-going. Don't knock the lady if you don't know her. While she may have a HQ type job, she isn't afriad of going out on the street and doing what needs to be done. Off Topic: From a P.O. who used to drive the Tahoe, they get just slightly better gas mileage because it's a 6 cylinder compared to the Crown Vic's 8. They are not safer, nor are they any better in bad weather. If the road is wet with snow, ice or rain, the Tahoe WILL slip and slide all over the road. They are very top heavy and I had to drive it like I drove the wagon. Very cautiously. I don't know who is saying that the Tahoe is a safer vehicle, but do not be fooled by the "SUV" status. They are a lot more comfortable to drive because of the extra room, however do not drive them like the crown vic. Even on 10-1's I still had to fight with my adrenaline and drive safely to get to the scene. I'm not saying no to the Tahoe, but just use caution and common sense when driving it. Be Safe.

A second Chicago police officer has been indicted in connection with a scheme to have his car towed away and declared stolen for insurance money, the U.S. attorney's office announced.

Grand-Central District Officer Scott Campbell, 42, of Chicago was charged Tuesday with fraud in a 2007 plan to have his Volkswagen towed and cut up for parts. Campbell allegedly sought to have the car taken away and then reported it as a theft.

Charged in June in the scheme was Campbell's friend and fellow officer Joseph Grillo. Grillo was accused of making arrangements with towing company owner James "Meatball" Athans to have the car taken off the street on the North Side, and agreeing to help keep other towing companies away from accident scenes as part of the deal. Athans of Wood Dale also was charged with fraud.

A lawyer for Campbell could not immediately be reached for comment.

Your so-called "sworn uniformed officers on the street" ARE CIVILIANS. Cops are civilians. You are not military. You are not special. You have a job that you are paid to do, and you should not be getting special treatment for it.
I'm tired of cops who have a "them vs. us" attitude, and trying to brand yourself as better than us poor "civilians" plays a huge role in it.

(This is aside from the point. I agree that there is massive corruption in the merit system you are talking about.)

Here is a true story of a merit sgt and merit lt on the scene of a domestic homicide:
When we (detectives)arrive on the scene the husband is in the back seat of the merit sgt's car, handcuffed and under arrest. The husband called the police because he "found" his wife dead. When the merit female sgt (who could barely speak english and spent her first 5 years as a p.o. in the court section) arrived on the scene she placed the husband under arrest. At the time she had no knowledge of his involvement, he did not confess, and there was no evidence indicating he did it. When asked why he was under arrest she replied, "Because his wife is dead". That's it, nothing else. We told her to un-handcuff the guy and get him out of her squad car, but the merit sgt refused to do so. Along comes the merit hack LT who states, "There is enough probable cause to arrest him." Again we asked what the PC was and the merit hack LT responded, "His wife has been murdered."
After much arguing and finally being ordered by a detective division commander to release the guy the dumbfuck sgt and lt did as they were told.
After agreeing to drive himself into the area his lies caught up to him and he confessed and was charged.
Many of you will view this as the "detectives stole another arrest", but the truth is there was no reason the guy should have been placed under arrest by the stupid fuck merit sgt.
When the case went to trial the defense filed a motion that the guy was illegally arrested on the scene and therefore the "fruits of the poisonous tree" doctrine should prevail thus suppressing his statement. The idiot sgt testified that she "placed him under arrest, but the detectives 'made' her release him because they said I didn't have probable cause." When asked by the defense what her probable cause was she again replied, "Because she was dead." Needless to say the judge agreed with the defense that the sgt did not have sufficient probable cause at the time to place the defendant under arrest. However, the judge did rule that the detectives were correct in their assessment and based on the actions of the detectives the statement would not be suppressed.
While on the stand one of the detectives was asked if a sergeant outranks him and he replied "yes". The defense then asked how a detective could override a sergeant's decision to which the detective replied,"Most of the sergeants and lieutenants on this job have no idea how to conduct an investigation. Neither do they understand probable cause, rules of evidence, or the constitution of the United States. They're not promoted on knowledge or ability, but rather on who they know, who they drink with, or who they are sleeping with."
For those who do not believe this there is a copy of the court transcript posted on many bulletin boards in the offices of many states attorneys.
I think it was one of the most eloquent and well stated responses I have ever heard.
By the way the husband was found guilty by a jury and sentenced to 65 years.
Moral of the story: END MERIT PROMOTIONS AND STOP THE DOWNWARD SPIRAL OF THIS DEPARTMENT. GROW SOME BALLS WEIS!!!!!!!!

LOL get over yourself and try not to break your hand patting yourself on the back super dic, the rank that always had merit promotions was yours! look around the room at the area, you know what i'm talking about, most of you are good at surfing the web, suspending cases and taking 2 hr. lunches, so go blow that smoke up someone elses ass...

performance rating???? does that mean the dic that hasn't made an arrest in two years and plays on the computer all day (in a specialized unit) finally have to answer to why he hasn't made an arrest in two years??? the bosses evidently know and don't care but don't hesitate to announce that numbers are down. I'm all for it it both dic and sgt FINALLY have to be accountable. Sgts should be dumped if they sit back and do nothing.

Perhaps Kass will address this merit issue in one of his columns. It's pretty sad when we have civilians deciding who will be promoted to run day to day police business at the district level.

This is absolutely crazy. This dept has deteriorated 10 fold in my 20 + years. I blame city hall. City hall runs this department and has neutered the CPD.
