Feds Solving Chicago Arsons?
- Federal agents asked the owner of the Bacci pizzeria chain to drop by the Chicago police bomb and arson squad office last week to discuss the 2000 fire that damaged a building he owned in Little Italy.
When Robert Didiana arrived at the West Side office, the agents said they had solved the case—and that he was under arrest for allegedly hiring a street gang to burn down the building for insurance money, according to a law enforcement source familiar with the investigation.
Didiana, who lives in Darien and owns 18 Bacci Pizzeria restaurants in Illinois, is charged with two counts of aggravated arson in the fire at his 913 S. Western Ave. building, according to Cook County prosecutors.
Is this connected to certain arsons over the past few years that seem to center on ethnic enclaves? Outfit connected neighborhoods? Certain political ties to certain political organizations? We're just asking.

Here's another good one. There used to be a gigantic, abandoned warehouse located at Western/Harrison about 8 years ago and there was not 1 but 2 fires in that same abandoned warehouse. The first one didn't do much damage, but the second one did the job. Guess who got insurance $$ on that burnt out building and built condos on that same land after the fire wiped it out: New West Realty. They own lots of land on the west side and donate lots of money to Richie.
It's all legit kid.
For four bucks it is one big-assed slice of pizza.

My partner was at a Unit Rep’s meeting yesterday. The alternative work schedule will be rolled out shortly. That’s so people can bid into or out of those Districts (One per area). Apparently they can get stuff done when the little dork on the 5th floor will let them. They say from the union’s viewpoint that they could get the whole thing done in a week if the city would work in go faith. But no one has the authority to do anything for the city until Da mayor says yes. Money is always the last thing done. The city negotiators know that they screwed up by not locking in our raise last year like they did to everyone else. Come March/April the city will be begging us at the table so they can have the contract done before the IDOC come hear then we ask for arbitration.
Do not every sign wavier and give your DNA. Not ever!
GPS will go into all cars. Shows where you are at every 15 seconds. Knows if some one is in the passenger side front seat if the air bag projectile arms. Knows you speed, so you cant’s say you are only following in traffic and you are moving a mile every 45 seconds. Knows if the car is on or off. Will be installed to tell where you are even if the car is turned off. If not where you are supposed to be and an in-progress call comes in and you are the closest car you get the call and will have to explain why you were off your beat. Dic’s will get an in-progress call and the beat car may only be the paper car. Dic’s say they do not have radio status. That BS and out the window. Will be redlines if they do not respond. Will go into exempt’s cars first. Already tried to write up a canine guy. Asked why he was out of the city - took tollway from home on south side to O’Hare. City was pissed that they could not write when up so they called him back and asked why he stopped for 10 minutes at a location on tollway (let dog shit at oasis). So if they want you they can watch you for any length of time. best to stay dead center in your beat till lunch.

Contract Negotiations:
The City’s Negotiators and Lodge 7 after numerous meetings have come to agreement on new work schedule plan which will be piloted in several districts.
These pilot schedules are contingent upon agreement of the full Board of Directors of Lodge. The Board will meet on 16 September and make their decision known at the General meeting held at 1900 hours that day. Below are the schedules that will be piloted from 1st through 13th period 2009 (the pilot begins 01 Jan).
Work Schedule Pilot Programs
1st Pilot
3rd Watch Rapid Response Cars in 003, 007, 010 and 015 Districts will work a 10 hour day.
2nd Pilot
Area Detective Division will work a 10 hour day. Duty start times are as follows:
0800, 1800 and 2200 hours; Summary, Review and Administrative Desk personnel will not pilot the 10 hr day.
3rd Pilot
Districts 005 and 020 will work a 10 hour day. Duty start times are as follows:
0700, 1600 and 2300; Third Watch Desk and Lockup Personnel will have a start time of 1930 hours with the possibility of a couple of hours on the beginning or end of watch worked on street. District Commanders Staff, Community Policing Officers, Review and Administrative Personnel will be excluded from the pilot.
10 hour Schedule
4 days on/4 days off
4 days on/4 days off
5 days on/3 days off
5 days on/3 days off
5 days on/3 days off
5 days on/4 days off
Same as former CHA work schedule. Officers will work a total of 2074 total hrs a year.
4th Pilot
Targeted Response Unit (TRU) will have fixed days off or either S/M/T or T/F/S.

Districts 008 and 013 will work a 9hour day with 30 minutes for lunch. Excluded are: Cmdr Staff; Community Police; School, Foot, Review, Lock-up and Desk Officers.

Sergeants, Lieutenants, Captains, and Exempt personnel will not participate in the pilot program. As of the date of this agreement their hours will remain unchanged. The Lodge and the City will meet again on 15 October 2009 to determine which program (if any) to continue department wide. The Lodge will periodically meet with membership in the affected districts to determine which program to approve.
Furloughs for the 4/2 and 6/3 D/O group will remain the same as current. Furloughs for the 10 hour work schedule will be computed into hours. Bid positions will remain the same for all district unless an agreement is reached on the contract proposals put forth by Lodge 7.
FTO Changes…IMPORTANT IFNO
As of October 1 the Department will be implementing changes to the FTO program. The following Districts will be utilized for training:
004, 006, 008, 010, 015 & 024
Transfer Bids will be open on 12 & 19 September for any FTO wishing to Bid to one of the new training Units. Officers who do not wish to Bid to one of these units will have until 30 September to fill out at PAR Form resigning their FTO position.
Those who choose to transfer will remain on their current watch until year-end. As of 1st Period 2009 the department will be assigning FTO’s to 1st Watch. The Lodge was not consulted on this issue and therefore has no information on the number of FTO positions available in each of the training districts.
Lodge 7 has filed an unfair labor practice suit against the city. This is the only option available and could take a long time to resolve. Any Officer who resigns their D2 position or can’t Bid into their desired unit of assignment must await the Labor Boards decision for resolution of this issue.
IF YOU DO NOT RESIGN THE DEPARTMENT CAN ASSIGN YOU TO ANY DISTRICT OF ITS CHOOSING!
DNA TESTING…YOUR RIGHTS
DO NOT SIGN AUTHORIZATION TO COLLECT BUCCAL SWAB.
If you are ordered by a supervisor to sign the consent form and give a DNA sample, CALL THE FOP OFFICE IMMEDIATELY!!!
The Lodge Officer are on 24 hour call and someone will come out. If you refuse a direct order you will probably receive a CR#, however, it is your constitutional right to refuse and once this matter goes to grievance you will prevail. Current law prohibits law enforcement from obtaining DNA from offenders without a COURT ORDER, we deserve the same rights. If an Evidence Technician is called to take the swab, they will not take it without your written waver of rights.

GPS/AVL Implementation
The Department has received a grant to install GPS devices in all of its vehicles. Used properly, these devices can be an asset to your safety. There are however several things you should know:
1.) The system blips every 15 seconds
2.) You can be tracked
3.) The airbags activate as soon as someone sits in the front seats. This should go without saying, but…Don’t have any unauthorized passengers riding with you.
4.) Your speed can be tracked. Again, this should go without saying, but…don’t tell the zone that you are “just following a hot car” only to have the system show that you took 30 seconds getting from 35th & State to 55th & Prairie. In other words, follow department rules or you could find yourself facing disciplinary action.
No, the department is not implementing this device in order to “get officers”, they don’t have enough personnel to watch every car on duty!!! However, the Watcher will be able to monitor his/her officers if they so choose. The system can give you exact location and it is recorded.
This system can save you if you get into an altercation and you can’t tell the zone you location. It can also exonerate you if someone makes a complaint against you and the records show that you were no where near the location of the incident.
Bottom line is, don’t do anything that you shouldn’t while out there and you won’t have anything to worry about.
The next General Meeting will be held on 16 September @ 1900 hours. Take the opportunity to come out and ask questions of your FOP Officers.

went into a building around the industrial park area west of pulaski around 43rd st, years back, if memory serves me right it wasw the old stone container building then being used as a used clothes storage facility, looked like a concentration camp clothes area stuff stacked to ceiling, dopey kid who called police went up stairs and found 5 gallon cans and open coffee cans filled with gasoline and had railroad flaRES ATTACHED TO them, kid was the security guard, sgt came and staed call b and a we did and they took info over phone, partner and self worried this kid would get killed so we got a disposiable camersa just to stay safe since b and a was not interested. 4 months later the place went up we called b and a and they said send photos down we did 20 years ago still waiting for photos and answers all in 008th dist

They don't make an arrest unless they have CPD or some other local agency bustin butts, knockin down doors, or getting shot for them.
