Pilot Work Schedules

Someone was kind enough to put this in one of the Comment Sections. It appears to be gleaned from notes taken at the Unit Rep meeting of 10 September. FOP doesn't have anything in the Current Update page and we can't seem to find anything confirming the facts below. It deserves discussion, so have at it. We'll update when more info becomes available.
  • Work Schedule Pilot Programs...piloted from 1st through 13th period 2009 (the pilot begins 01 Jan).

  • 1st Pilot
    3rd Watch Rapid Response Cars in 003, 007, 010 & 015 Districts will work a 10 hour day.

  • 2nd Pilot
    Area Detective Division will work a 10 hour day. Duty start times are as follows:
    0800, 1800 & 2200 hours; Summary, Review and Administrative Desk personnel will not pilot the 10 hr day.

  • 3rd Pilot
    Districts 005 & 020 will work a 10 hour day. Duty start times are as follows:
    0700, 1600 & 2300; Third Watch Desk and Lockup Personnel will have a start time of 1930 hours with the possibility of a couple of hours on the beginning or end of watch worked on street. District Commanders Staff, Community Policing Officers, Review and Administrative Personnel will be excluded from the pilot.

    10 hour Schedule
    4 days on/4 days off
    4 days on/4 days off
    5 days on/3 days off
    5 days on/3 days off
    5 days on/3 days off
    5 days on/4 days off
    Same as former CHA work schedule. Officers will work a total of 2074 total hrs a year.

  • 4th Pilot
    Targeted Response Unit (TRU) will have fixed days off or either S/M/T or T/F/S.

  • 5th Pilot
    Districts 008 & 013 will work a 9hour day with 30 minutes for lunch. Excluded are: Cmdr Staff; Community Police; School, Foot, Review, Lock-up and Desk Officers.

    9 Hour Schedule
    6 days on/3 days off
    Duty start times are as follows:
    0700, 1500 & 2200 hours. This will be the schedule for the duration of the pilot period.

  • 6th Pilot
    Districts 014 & 018 will work a 9hour day with 30 minutes for lunch. Excluded are: Cmdr Staff; Community Police; Fixed Post, Desk, Review and Lock-up Officers.

    9 Hour Schedule
    4 days on/2 days off
    Duty start times are as follows:
    0700, 1500 & 2200 hours. This will be the schedule for the duration of the pilot period.

    Sergeants, Lieutenants, Captains, and Exempt personnel will not participate in the pilot program.

Am I dreaming or is this the schedule change I have been waiting for? Sign me up for any of them!!!! Anything except the 6 and 2, but if I had to rank them I would rank them:
1. 10 hour day
2. 4 and 2
3. 6 and 3


ONCE AGAIN I WILL TAKE ANY OF THESE OVER THE 6 AND 2 SCHEDULE!!!!!!

They just cant seem to get an 8 hour/5 day work week! I see alot of 50 hour work weeks condensed into 5 days so I assume down the road CR numbers will be almost nonexistent! Yeah right! This all reminds me of the shell game. Lots of people exempt from this "miracle schedule!" If its so good I would think those people would want to go back on the street! Let the games begin!

Funny thing is that the failure of earlier attempts at alternate schedules was directly attributed to the fact that they excluded supervisors from the alternate schedule leaving a watches officers out for hours without their own watches supervision. Predictable failure…

First at least fop has some "new ideas", Secondly thanks to even invented these at&T satelitte computer usb sticks, Now I am working and on my laptop nice idea! Now back to the question? With the 4 on 4 off schedule the boss at Midway refused to even try it! The LT wants to do it all "her way"! Maybe she needs to look out for her troops like a leader should! All very successful commanders are prima donnas and must be so treated.

With regard to pilot 6... how on earth is relief going to work? The hours don't add up at all.....If I start at 1500, but mids starts at 2200, thats only 7 hours before I am relieved, not 9 (which, in reality, is FANTASTIC for me!!!).... I was excited at first to try something new, but I'm calling BS on this 'inside info'...maybe they just got the hours wong?

Targeted Response Unit (TRU) will have fixed days off or either S/M/T or T/F/S.

Yeah that makes a lot of sense, the unit that was designed to flood the areas of violence will have thurs, fri, and sat off. Who's the fucking retard that thought of that one? And NO I'm not bashing TRU I'm bashing the idea of giving them the weekend off, you know the time when violence in this city is the greatest.

The pilot of 4 days on and 2 off sounds good, looking forward to it. You can keep the 10 hr. days. Midnites 11pm till 9am is not a workable schedule for 10 hrs. Let the exempts stay awake. And arent we trying to get away from the 6th work day. The other 9 hr. pilot sucks too.

Most of the Detective Division already only works 3 or 4 hours a day unless they are getting overtime, why in the hell should they get the 10 hour schedule? Maybe they'll be around for 5 hours total, including a 2 hour breakfast/lunch/dinner.

For many years CPD Officers have been demanding and end to the miserable 6 day work schedule we now have. This is that chance. The first time in my 20 plus years that the city has seemingly budged on this issue.

This is great news, fantastic news. Any one of these schedules are better than what we work now, I would take any of them as better than what we now work.

No doubt there will be many who complain. Those people likely also complain when the sun comes up or goes down. No matter, for the rest of us this is welcome news.

Assuming the pilot programs run most or all of 2009 and one is picked to replace the current schedule, look for a permanent replacement going into effect for January 2010. Right before I retire. Oh well, better late than never. This will add years onto officer's lives.

Dam sign me up for the TRU schedule. I would love to work 4 and have off S/M/T. You are going to have guys bitch about side jobs but hey screw you and your side jobs. Less time at work is always a good thing. This is one of the best ideas I have seen in my 10 year of CPD. The 10 hour housing schedule is nice too.

All Tact teams should go to this schedule there are only 2 watches in tact any way. It could go 0600 to 1600 and 1600 to 0200.

Entertainment Detail in 018 will work 4 hour day from 2300-0300 hours, supervisors will work a five day work week by getting the day before their weekend off free of charge. My bad, this pilot work schedule has already been implemented.

Bull. Where I work it's 8 for 8. Case load so big, it's usually NO lunch, or lunch at your desk, or a candy bar from the canteen. Not kidding, also not complaining. Sure it's worse a lot of places....

I know the city doesn't want to go with any plan in which we work less than 2080 hours a year.
I would like to know if anyone else feels like I do in that to get a schedule where we could work less that that 2080 hours, we would skip our cost of living raises for a few years of this one contract in order to make up the $$$ difference. That way, we are working less with less stress, have more time with our families, and after that we con get our cost of living raises.
Any thoughts on that?

There are pages more to this than was posted; although this is very accurate.

However in certain pilot districts the program will only affect a single watch, in other all three watches. There were many questions and “kink” that need to me worked out in each of the schedules. This should be very interesting. Who said this job was boring!

The same mentality that at one point gave the tact and gang units the saem day off groups across the area so that the powers to be would always know who was available until the 10th Dist in Area 4 went up in flames one night and there were no gang teams available (on a Saturday night) to send to 10. Pure genius on their part but obviously they didn't learn or everyone that remembers that cluster...is gone!

This is all a grand scheme to fuck us... How you might ask? Simple.

The potential for violence is greatest between the hours of 2100-0200. (If you believe the stats at any downtown DOC/BS meeting) So if they overlap our times (3rd/1st Watch) in that frame, they have increased manpower without hiring any additional officers. Pretty fucking sneaky.

Anyone from NYPD please correct me if I am wrong, but don't you guys (most of you anyway) work a day that is 8 hours and 35 minutes long, 5 on - 3 off, 5 on - 2 off, then repeat the cycle?

If so - please bring that here! Three days off in a row, EVERY OTHER WEEK?

By the way - does the 8:35 include your lunch?

TRU has been told it will be S-M-T, 1800-0430. That basically eliminates your sunday by the time you get up it will be noon. It also means you will burn 10 Hrs everytime you need a friday or Saturday off (Weddings Parties etc.. )think about it

These programs are very confusing and there are to many choices. I'll bet this entire thing gets shit canned because there are to many choices and with all the changes coming in this department people are getting frustrated.

That is probanly what the city wants. The program should have been implemented years ago but some people bitched so much that other programs were put into place to confused the masses.

I believe in KISS (Keep it simple stupid) and we would have eliminated the 6th way long ago.

Remember when the firemen asked for the agreed upon pay raises to start while they continued to negotiate promotions, 5 guys on the truck and other issues, the city said that it had to be the whole contract. I am sure she would be more that happy to help you leave, In life you must be "happy" if your not "make a change." You were obviously a history major, maybe leave and you could teach! Actually ther were pushing a M-T-W day off and settled for a s-m-t. Now they are throwing out w-t-f but i cant see them giving all of tru friday off so its probably going to be s-m-t or a rotating (housing) schedule with each company in a different dog

The info about the TRU schedule is wrong. Its S/M/T off or T/W/T. Weekends won't happen and was never mentioned/ I'm biddding out, that schedule blows. And with the pimpy 1 arrest a day they want is ridiculous. I didnt become the Police to lock up drinkers and pissers. What a joke this unit has become. My partner and I have 10 years on and its time to go back to the beat with that fantastic CHA schedule.

So its finally offical the 10 hour day is coming to 020. I hope they make the 3rd watch desk staff re-bid for the spots. Its funny to watch those do nothings shake in their loafers wondering they might lose their spot. I heard one P.O. complain about having to work a 10 hour day then going to 26/cal or skokie for a trial and then coming to work again for another 10 hour day. Then it hit me when was the last time a copper in 020 on the watch had a jury trial or even had a branch court date. If some coppers didnt complain they wouldnt have anything to say. These are the same people that bitched about the old capt and are now unhappy with the new capt. Careful what you wish for I guess. The worst beat in 020 is still better than the best beat in 006.

This site is monitored constantly and when they see how easily we roll over, we lose! Screw 5/10 hour tours! No need for that! Why can't it be 4/10hour days always? God, I wouldn't rob a bank with any of you! Lets negotiate first before grabbing what seems to exclude supervisors! Why is that? Ask lots of questions before you take the first thing they offer! What worked in CHA was never a 10 hour day in the first place! You think we can all duck after 8? Get real!

Eddie the Turd commander of a/2 has told everyone that will listen to him (not Many really) that A/2 will not be doing this in Jan. The start times are the key issue and the City knows that. If they change the start times maybe it would be reasonable for the working patrol copper. The start times for 3rd watch should be 1400, 1500 and 1600. If they don't change to these times you will spend your precious extra day off sleeping. Alot of the officers advocating the ten hour day never worked midnights and don't realize that your body needs to catch up on the missed sleep.

as usual they don't listen to the people who actually have to work the schedules..We don't want 6 days in a row how many times do we have to tell the idiots who come up with this shit!!! I guess we'll have to go a different direction, start campaining for a 6 day work week, make them think we really want it, and then they won't give it to us...
4 and 2 is the most workable....
10hr days leaves a 4hr gap in the middle of the night, either the desk crews and w/c's will have to work 8 hours days or have a relief crew to fill in the gaps. BUT what a w/c for 4hrs? they would have to pay a lt capt's pay to cover the gap.

I worked in CHA with 10 hr days:
the schedule was as follows:
3 weeks of 4 on and 4 off
followed by 3 weeks with 5 on and 3 off............it works in 6 week cycles......whoever figured on the fourth week off 5 on 3 off didnt follow the CHA schedule......
so you have 3 weekends off in a row......

schedule was niice and allowed for some decent time off especially furloughs.......this was the CHA scehdule........any tweaking would mean the dept doesnt want you having three weekends off in a row........

SEATTLE POLICE DEPT SCHEDULE:

In order to patrol the city 24/7, Patrol Officers work on a rotating schedule. Patrol officers work four (9 hour) days in a row on a rotating schedule which includes working weekends and holidays. Officers are assigned to one of three watches: 4 on / 2 off

First Watch: 0300-1200 or 0330 - 1230
Second Watch: 1100-2000 or 1130 - 2030
Third Watch: 1900-0400 or 1930 - 0430

This schedule minus the start times is the way to go.....worked the 10 hour cars in patrol (014) in 2005 and they were great but they will not work for a 3 watch system as is with the start times. With the 4 on / two off you roughly work 16 days less in a year...the city wants you to work 2080 hours yearly...40 hours times 52 weeks. Anything is better than the current set-up. The above set-up with the Seattle schedule would not work in Chicago because 3rd watch would get hammered but the 9 hour day makes the most sense.

To all those that care the 10 hour schedule is already in your FOP books its the lightly shaded number by the D.OG.'s plus your never work more or less than 4 days (40 hours) between Sun & Sat that totals 2080 yearly hours. Again this schedule rocks and those that complain about it haven't a clue. When I 1st worked this my schedule was 1800-0400..but quickly shifted to 1400-1200 to help with the backlogs and schools. You will only have 1 partner because the relief does not work with this schedule.

Its funny to watch those do nothings shake in their loafers wondering they might lose their spot. I heard one P.O. complain about having to work a 10 hour day then going to 26/cal or skokie for a trial and then coming to work again for another 10 hour day. Then it hit me when was the last time a copper in 020 on the watch had a jury trial or even had a branch court date. If some coppers didnt complain they wouldnt have anything to say. These are the same people that bitched about the old capt and are now unhappy with the new capt. Careful what you wish for I guess. The worst beat in 020 is still better than the best beat in 006.

I work for a suburb....we use 3 watches, 8 1/2 hour days where each watch overlaps 1/2 hour, for roll call and so the beat cars can change out

4 on 2 off, rotating weekends every 6 weeks. each watch has 3 day off groups. you will end up owing the city four 7 hour days in the end, but those can be detailed out to a Range day, mandatory training or hire backs at major events.

Think how many hours a year you work, it is roughly 2080. That is what ALL of these other schedules have in common, they all have roughly the same hours worked per year.

As for furloughs, 25 working days will be translated into 25 eight hour days of furlough or 25 X 8 or 200 hours of furlough. It's the exact same.

Personal days will be one day, no matter the hourly schedule, a ten hour day or 8 hour day, one personal day is one personal day.

BFD's will be translated into hours, 15 years or more get 6 BFD times 8 hours equals 48 hours.

If you work ten hour days a holiday is worth ten times one point five or 15 hours.

This has been scrutinized by both sides and is the best thing to come down the pike for police officers in many years!

This is a very good thing, not a bad thing. Only the short sighted narrow minded individuals think otherwise.

Of course some people will not be happy no matter what.

The potential for violence is greatest between the hours of 2100-0200. (If you believe the stats at any downtown DOC/BS meeting) So if they overlap our times (3rd/1st Watch) in that frame, they have increased manpower without hiring any additional officers. Pretty fucking sneaky.

actually- the FOP rolled as did the Capt's "Union" (they stopped being a union when they sold out Capt being a testable rank for $17,000 pieces of silver...)- the sgt and lts are fighting:the reduction in the # of days means that they will lose about 130 comp hours a year. The lts union sent out a letter last weekend advising the lieutenants to put in ot slips for the last two hours as the union did not ok the proposal.

I saw the letter myself!

Hey PPO rotating DOG's this fucking city waves something in your face that is no fucking good and you bite FUCK IT. I am voting no, I do not want my working furlos cut, and I do not want to have to burn ten hours of comp tome when I want a day off, plus have my BFD's and PD's cut.

Please contact FOP re: equation for VDAYS BFD days and PDAYS. When this was bantered around years ago, they wanted us to submit a 2 hour slip to total the ten hour day off. Cracker Jack, a Prize in every box! Retirees coming up will cash in 35 days or 350 hours rather than the usual 250 hours. That is the $64,000 question. FOP where are you?

That should be 280 hours not 350. Nice 70 hour cash in bonus! Think the city will like that?

020 is filled with some of the worst cops in the city from p.o.s to captains. Horrible and lazy desk crews on most watches. Cops who have never been through a trial. Tact/Gang guys making stupid DOPW and SUB arrests, which they see as decent police work. And whiny lockup people
