Anyone Build an Ark?

Wasn't Deep Tunnel supposed to alleviate this crap?
  • In Chicago’s Albany Park neighborhood, the North Branch of the Chicago River surged over its banks, flooding streets and basements in a four square-block area between Ridgeway and St. Louis Avenues, and from the river south to Argyle Street.
  • On the South Side, Chatham and Greater Grand Crossing were among the hardest hit areas. The Water Department said it had 20 crews fanned out across the city to aid people with flooded basements.
  • Anyone trying to get to O’Hare Saturday morning ran into an infrastructure nightmare. A flooded tunnel forced suspension of Blue Line rapid transit service between Rosemont and O’Hare for the entire day, and Interstate 190 — the only major artery leading into O’Hare — was closed for an hour.
The Edens was shut down, various police districts became quasi-islands as railroad viaducts flooded, and the mayor reinforced his "green" credentials by dumping a few billion gallons of sewage and rainwater directly into the lake.
  • The steady downpour overwhelmed the vast underground water storage network known as Deep Tunnel, filling it to capacity by 7:30 a.m. Saturday. The heavy rain prompted the Metropolitan Water Reclamation District to open the North Shore Channel locks in Wilmette at 6:30 a.m. and Chicago River locks near Navy Pier at 10:15 a.m. A third gate at 130th and Torrence was opened at 5:15 p.m.
If the tunnels were full at 0730, why weren't the locks open at 0735? Why wait almost 3 hours? Daley in Michigan again and couldn't be reached to make a decision because no one could find him with GPS? Oh wait...

UPDATE: A reader asked if anyone knows what recourse they might have against the City for flooded basements. We recall something being mentioned years back about limited liability based on Acts of God, but they still have an obligation to make sure the streets drain properly.

sounds like the infrastructure meant to alleviate and mitigate area flooding had failed; in addition, it also appears that officials responsible for making critical decisions made either poor or no decisions....accountability?...

The 006 district parking lot can't be used it's a lake that is about a foot deep. Inspector was upset that all police cars were parked on the street in a no parking zone. He was then told why and was heard saying I will let it pass this time.

Oh Jesus. Anyone on planet Earth can buy flood insurance. You choose to live on a flood plain knowing your neighborhood has flooded before and you don't have insurance. Now when it pours in again you want to sue the city to compensate you for a natural act of God? Get your head out and get flood insurance so you won't have to jam taxpayers to foot your bills.

beat 1712 was like waterworld. have seen floods here before but not to this degree. and now mr ike is knocking on our door. 6.61 inches at ohare airport set the all time record for rainfall in a 24 hour period. if it was snow it would have been almost 50 inches. sunday looks to be a bad day-- get your buckets ready.

You can claim any damage under your national flood insurance policy. Flood insurance is only offered through the Federal government. Homeowners will cover water damage from non-storm related damage, such as a broken water pipe or faulty washer that floods the basement.

If you dont have flood insurance it is pretty cheap in the city of Chicago. Get it.

The mayor doesn't make the decision to open the locks. The locks are operated by the Army Corps of Engineers, not the city of Chicago. Stuttering Prick Shortshanks has nothing to do with it. Not that he wouldn't fuck it up like he fucks everything else.

I imagine if there were areas critical of Shortshanks they would be left to flood, Bridgeport of course would be spared.

Call your alderman. Although I must tell you that I filed along with all my neighbors in 2001 when my house flooded TWICE. I still think the rainblockers are in our sewers and that claim has gone nowhere in 7 years.

IT'S NOT A FLOOD! You need to have sewer back up coverage rider attached to your home insurance policy.
Cost about a $100.00 a year and typically pays max $10,000.00 minus deductible.
A must have in this city.

My 2 cents:

I once lived near midway airport(63rd/Austin area.)Everytime it rained heavy in the spring,you'd see the annual ritual of putting ruined rugs and furniture and stuff out in the alley for garbage day pick-up.

I spent about $6,000.00 for a flood control system from everready flood control. It gave me peace of mind. I would have rather spent that money on a Harley but nothing beats a dry basement.

The 1st season I had it installed we had that bad rain that they were calling a 100 year rain. Results, me: a bone dry basement. While my neighbor had several feet of water and continued the spring cleaning ritual.

Another reason we are seeing more flooding IS poor planning and overbuilding. Look at the near N/W side. Wicker Park/Bucktown area, you see entire blocks that 15 years ago were single family and two flats. Now thanks to greedy developers and the Alderwhores in charge of granting variances, you have entire blocks of 4-6-or 8 unit condos. I laugh at the yuppies buying them, because they are the first to bitch about the lack of street parking. One 6 unit where there used to be a single family home means you used to have maybe 2 cars parking in front. Now you've got 12 cars competing for the 2 spots. That's just one building. Now multiply that by entire regentrifying neighborhoods. Not just parking..but where does the rain run-off go in such a conjested area?

Deep Tunnel was built over a period of how many years? 25 - 30. Ok jagoffs, lets blame the mayor for for the inability of a 30 plus year infrastructure structure problem commissioned and built by the metropolitan sanitary district. shortcoming on him. Joe Stalnaker of Scottsdale, AZ has one hell of a best friend. When he had a seizure, "Buddy", his 18 month-old German shepherd dialed 9-1-1 and whimpered into the phone.

Police quickly responded to the caller ID. Mr. Stalnaker was rushed to the hospital. He recovered from his life-threatening seizure and was released from the hospital 2 days later.

Before you do construction that involves digging or excavation you have to call the JULIE/digger hotline. Each utility company has 48 hours to respond to the locate request and mark all buried utilities. The W's indicate buried water mains, G's mark gas mains...

deep tunnel never was going to deal with this much water. it was more about big contracts to cronies than flood control.

as a practical matter, you can't deal with this much water short of having a place to send it. the dep tunnel has very limited capacity.

OTOH, the raw sewage p[roblem is not so bad as you might think. it is very highly diluted. It sounds worse than it really is.

The deep tunnel was built by the Metropolitan Water Reclamation District which is a separate taxing body & board removed from the county and city. Glad your paying attention to your tax bill and at election time. Now go play in the sewer water mush for brains.

the deep tunnel was supposed to empty into quarrys but that part of the project never got done.
the tunnel goes under waterways so there is no mineral rights issue.
the path to the quarrys would bankrupt bill gates.

The Chicago River flooded because the suburban rivers have to be opened to let the water run into the Chicago River. They had too much water and we have to absorb their overage so they don't flood. This happens about 3 times a year. The river rises at least 4 to 5 feet. Only this time, there was way too much water and we got flooded instead of them. The river was up much higher than 5 feet this weekend. You can verify this yourself. Look at which suburbs with rivers that did not flood.

Flood and how citizens in a disaster are treated here:

I worked on a detail today, called into 017 for traffic control at the mouth of one of the many flooded streets. The city in it's wisdom sandbagged the side street to protect the through street and thus forcing the water to backup west into the side street and causing more severe flooding for the residents on that streets.

I was there on traffic control but also preventing the residents from tearing down the sandbags which were exacerbating the flooding of their homes. One grey haired man came up to me almost in tears. His basement was totally flooded and the water was about to get into another area of his house, he badly needed some sandbags to help keep the flood waters away from the door.

He begged me for help so I got on the radio and asked where sandbags could be obtained for citizens to get to help save their own homes. This man didn't ask for a city crew, he only wanted sandbags from the city where he lives and votes and pays taxes. He was desperate.

The flood detail was using Citywide 4 and I asked and waited. A supervisor came over the air and said there were no sandbags to be had for citizens. The supervisor said, on the air and apparently from the Command Van to tell the man that "he was on his own."

I didn't have to tell him that. He was standing right next to me as were his sons. He heard the words over my police radio as well as I did and some of his family. That was it, nothing the city that robs him blind in taxes could do for him. It wasn't election time so Daley didn't give a shit about him or his plight.

He "was on his own."

And when he gets his home cleaned up and is living there again he can look forward to getting booted for two parking tickets. And higher taxes and fines for almost everything. But sandbags? No way, he "is on his own." As spoken by a Chicago Police boss on Citywide 4 this afternoon around 1530 hours.

Truer words were never spoken. He is on his own.

Did you even read the update? A reader asked, not us. And if you check case law, the "rainblockers" that were installed a number of years ago left the City open to all sorts of liability because it flooded tons of houses. They removed most, but we're not sure about all of them. If the rainblockers were still in place, we're sure the City would have to pay.

I just wanted to tell you that the City of Chicago's Green Initiative worked awesome. I unplugged my downspouts and connected them to the 55 gallon platic barrels that I bought from the City of Chicago($50 each). I am so amazed that those 55 gallon barrels can hold over 9 inches of water times 1375 square feet. Amazing that those barrels could hold.

Who is the asshole that came up with this silly ass idea???

I would love to see the aftermath of these disconnected downspouts after this last rain.

anyone who has lived in CHicago knows about storms and that basements have issues of seepage, leaks and flooding. Anyone who invests money into finishing their basement should then invest in pumps and water proofing to protect that investment. I for one have a tile floor, a futon, some bar stools, a few chairs in my basement and a TV to watch some games. All disposable if need be or easy to wipe down. It's a basement.

A sump pump system costs more than $300.00, try like $6000.00-$10,000.00 (depending on size of basement) if you don't have one. You have to break up all the concrete in your basement to put in a drain tile system. Which usaully means re-doing a bathroom or other room if you have one in the basement. And if you don't like the sound of a jack hammer breaking concrete in the morning, you should stay in a hotel for three-four days. Before you criticize try to realize what you are talking about TOOL! $300.00???? umm yeah right!

Off topic..but I see no sense in getting an M-4 and taking the supposed training until I actually see P.O.s carrying them at work, the district having them, and having the locking devise in the trunks of the vehicles. As much as I would like one I have heard the City/Department cry wolf and lie too many times. All I hear now is cries about "No money" etc. etc. This would be great, but many other issues like our contract would be better. I hope it happens, but for now I just don't trust the dept. Would also like to see the order on the when, where, and how they can be used if we ever get them. Be safe Brother!

Deep Tunnel is supposed to flow into the Vulcan Quarry in McCook. There's some sort of hold up with that, I think Vulcan wants to keep taking rock out of it for a few more years.

Here is my thought on this:
Da Mayor does this on purpose. Houses on the Northside were flooded by 5AM.
He did't approve or order the opening until (the papers say 10 am) Streets and San's guys were still waiting after 2pm and saying such. He does this shit on purpose.

Think about it. None of the major four insurance companies have corpaerate offices here. The only thing a flooded house can bring to the city is insurance money. That, and tax money from the stupid fucks who will still buy stuff here.
That's why he did this shit.
He knew about this before, during, and after it happened. If one of his people did not call him and tell him the entire north side including the CTA and Illinois Expressway were flooding, everyone would have already been fired and he would have done a public lynching. Think about snow. Loses elections. Why, people can't go spend money because they are stuck in the house. Floods? People spend LOTS of money.
Just my opinion.....

This neighborhood used to always flood. It hasn't since Deep Tunnel. I think they really blew it out of proportion. I live in the neighborhood. Heck I can still see most of the trucks still moving sandbags. Blatant grab for Federal Disaster money? They're been talking about getting the Civil Engineers to shore up the park for more than 10 years. Now we'll get federal money to do it.

I watched as the Mounted Unit rode around 4 deep in their suburbans, sight-seeing and did NOTHING! They offered no relief, no food, no coffee runs NADA!

That silly ass idea kept basements from flooding. During long periods of no rainfall you hook up your hose to the spout and water your grass. Eventually the water just evaporates. Look up cistern,that will enlighten you.
