Use a strong magnifying glass and look at the SW corner of Wilcox and Pulaski (just below the vertical part of the letter "F").
I see a person spreadeagled on the sidewalk. Another person is standing over him. Could the camera be documenting an unsolved homicide?
If so, maybe we can send the photo to NASA for enhancement. I can't make out the description of the two at that distance.
Then again, the person on the pavement may have had one too many 40 ouncers.
Also check out the crowd down the street from Rothschilds at Whipit and Madison, right near Fifth Ave. Looks suspicious to me.
Maybe J-Fed can install daylight satellite monitors covering all districts in each respective station. The 2nd watch desk crew can monitor and alert street units about crimes-in-progress. Don't they even have infrared cameras for the hours of darkness? Clearance rates would soar up to 25 percent.
I can even make out the partial rear plate on the dark auto at a stoplight on Independence Blvd. just north of the Ike. It's G2-----. (The "G" could be a "C")

Officers from 2nd and 3rd watch responded to a call of "Man with a Machine Gun" sitting on the porch at lockwood and Washington. a 99 unit first arrives on scene and observes a object protruding from a susbjects shirt and Immediately orders the subjects to the ground. Assist units arrive and seven people are taken into custody a M-4 carbine assault machine gun with a full magazine recovered off subjects shoulders. a 9mm recovered and approx $4,500.00 Usc Recovered. Subject had the M-4 slung on his back when Officer apprehended subject.Felony charges approved!! Good Job 015th District Officers. What an excellent display of Police work by Officer!

Here's a secret about those GPS gadgets. They don't work around those transmitter towers. NOT CELL TOWERS. (cell towers are repeater towers) The one's that are like the one's at 51st and Wentworth and 7th dist. You disappear. 5th and 3rd dist. have a couple of spots, too. Try it. Just look for the for the big red and white painted steel towers. They can't even tell if the car is off or not moving.
I see a lot of "transmitter tower security" coming in the future.

You don't think 016 is slowing down, even more than they did before. Because of the policies instituted by the present J-Fed administration, we, the police, no longer control the streets. In a book titled "City Cops", written about Philly PD in the '70s, author Jonathan Rubenstein stated, "For the patrolman the street is everything. I have read complaints about the proposed new pilot schedules and they HAVEN'T STARTED YET!!!
Remember, all officers complained vehemently over many years about the current schedule. The FOP went into this contract negotiation with a mandate from the membership to get rid of our 6 on 2 off schedule.
Nothing has changed yet and everyone in my district is up in arms complaining. Complaining about what? I don't know, it's their nature to simply complain about the unknown, change. People scream and complain and when a chance of real change comes they complain even louder.
Here it is, as explained to Unit Reps on Sep 10:
Districts 005 & 020 and A2 Detectives, 10 hour day, 4 on 4 off. (that's the simple version, details and kinks to be worked out)
Districts 008 & 013 to go on straight 6 on and 3 off, 8.5 hour work day, half hour lunch equals 9 hour shift.
Districts -014 & 018 to go on straight 4 on and 2 off, same hours as 8 and 13.
6on/3 off work SAME hours a year as 4on/2 off
Already many can't see past their nose and think the 6/3 and 4/2 work more or less hours a year. No. They are all very close to the 2080 hours a year we work now.
This is what we told the FOP to do, get a more humane work schedule. They worked and brought us THREE different schedules, all to be on pilot programs in the above mentioned districts beginning Jan 1, 2009.
As I said, many kinks to be worked out, some will not be happy no matter what.
Let the complaints begin.

Overheard a conversation the other day at the academy about the training district shake-up. Rumor has it that the switch to only 5 training districts, came directly from city hall. The plan is to scare away as many FTOs as possible. This will free up some cash for contract settlement. Also, after next two academy classes (about 50 ppos), no more classes till 2010.

Always keep in mind Daley's forward intention of being the first police dept. in the country to change over to "in progress only" sworn officers.
Taking away the revenue generating aspect of the job first and giving it away to someone else in a more "shakman exempt" style job is only the start. Putting revenue in the hands of various departments is his way of ensuring revenue generation without having to increase the revenue department 100 fold to cover the loss, as of course that would spark the tax revolt against him.
The next phase is turning all other low risk type work over to civilian employees, such as all report taking. In the future, all reports will be generated in the high tech way, meaning 311. It won't matter whether it's a "just occurred" or not. 311 will be trained to ask the necessary questions to determine whether ET's are engaged or whether an emergency response is necessary. As for traffic accidents, which everyone seems to believe requires sworn personnel to prevent road rage, non drivable accidents requiring emergent response will be the lowest priority job assigned and will consist of initial scene observation for medical assistance if it isn't already rolling, and forcible detainer of involved persons deemed unsafe to remain at the scene. Other than that, the scene will be rendered safe for civilian report takers to take over and sworn police will then leave.
311 will prioritize response to things like burgarly jo by whether the victim has been through the home yet or not, whether they have contaminated the scene, etc. If an sworn response is called for the only activity performed will be to clear the home of offenders and leave after updating the ticket in terms of ET assignment and civilian report takers. The city will indemnify itself by rendering scene safety and clearing for report takers. The city will not be held liable for returing offenders after sworn presence is gone as they are not liable for that now as they have to leave at some point anyway.
In the near future, all response to things such as robbery jo, any necessary information will be relayed over the air, but no sworn response will occur directly other than to be on the lookout for any descriptions. Medical assistance will be sent if relayed by callers, but sworn personnel will not be sent unless there is a current threat in place that requires an emergency response.
There are several other areas of current police work that will either disappear, be handled by other agencies already in place or by "shakman expemt" type civilians.
What we are experiencing in the CPD, and as others will eventually follow depending on criminal activity, is a downsizing of sworn personnel who will fulfill only an emergent response role within the city. The tahoes are better equipped to carry a more heavily armored officer and more of them.
The sworn police will eventually become something more similar to an urban soldier in terms of their dress, their gear and their purpose.
While in Daley's machine there will always be a need to hide political people, the availability of hider type jobs on the dept. will be for civilians, not sworn personnel. So if you're a pol, and you want a job, you'll be advised that you will be given a civilian position rather than a sworn position as the sworn positions will be considered strictly tactical and high risk with no positions available to just sit and hide.
In the future, sworn personnel will be considered the "unclouted" heavy tactic personnel, likely not needing a college degree to be hired as the casualty rate will be higher than before and there will be a need to be able to quickly refill those minimal positions of high risk, which the educated won't want anymore since they will be viewed as high risk jobs for the basically "stupid" people not smart enough to do the job functions of the higher educated civilians.
Look for this to begin being implemented toward the end of 2010, and prior to that watch for the media to begin feeding the necessary information to the public to blunt them to the idea, along with Daley and his cohorts pushing on the taxpayers as a tax saving more efficient police.
Think of it exactly as ROBOCOP, just that there ain't no robots.

Finally, officers realize that 016 is not a place to hide. The district absolutely needs working police, not semi retired officers waiting to retire. Alderman will not fight for more officers but working police can transfer to 016 to help protect the home front. They have a commander with street experience.

Does anyone know what happened friday, September 12, around 22:15 hours at Windsor/Lockwood? This is in the 16th district. I thought that I heard shots fired and reported it immediately. I saw several squad cars respond in record time. They spoke to a homeowner down the street.
I've lived in the City my entire life and this is the first time that I've heard gunfire. As you can likely discern, I'm a City worker who has lived on the fringes of the City.
Everyone speak for yourselves, but I don't have to have ANY respect for anyone in the Shortshanks regime. I save my respect for the people who warrant it.
