Holding Pattern?
- Chicago Police Supt. Jody Weis is downplaying recent reports that the number of officers in the department is down this year, while acknowledging that the department is in a "holding pattern" on hiring as the city resolves its budget crisis.
Speaking with reporters Friday night after an open roll call for about 75 officers across the street from where 17-year-old Kiyanna Salter was shot and killed on a CTA bus last weekend, Weis said the department is down about 350 officers this year. That represents roughly 2.5 percent of the full police force, he said.
"People make it sound like a lot, 'Oh, you've got 350 vacancies,' and that is a lot," Weis said. "We're committed to filling those vacancies, but you've got to keep in mind we're still about at 97 1/2 percent strength, and for any organization that's pretty good."
We were perusing the FOP newsletter archives the other day and found the following numbers:
- January - 35 retirees listed
- February - 31
- March - 31
- April - 35
- May - 16
This includes a correction or two we located for people left off the list, but those five months alone completely wipes out any recruit graduations for all of 2008. And we can't even find retiree lists in the last four newsletters (probably due to space considerations). But even averaging the five months listed, that would be an additional 120 officers. Now include people leaving for greener pastures, firings, resignations, even Leaves of Absence, and we begin to see a problem.
Add in the Detailed Out lists and we see 99 units, down beat cars and ghost assignments becoming the norm. But don't worry:

As a supervisor I do "support my troops" but do not feel that anyone at 35th st does. No one at 35th has a clue as to what we do. I will continue to support the great group that makes up "my troops" even if those above me do not. I have some of the best PO's in the world.
350 officers is the average amount of officers aasigned to any district for 1st,2nd and 3rd watches. But yeah there are enough officers on the streets.

I got a question to ask you guys. If the bosses are complaining now that their is no activity, what the hell do they think is going to happen when the cameras come in? I been working out of area 1 for 12 years and I am going to tell you nobody is doing shit anymore, and do you blame them? I have friends in the county who say the jail has never been this empty in 20 years. All the workers are slowing down, and once those cameras get in all these working districts, nobody is doing shit. Everyone is just going to answer thier jobs and maybe wright a parker or two!! We have no PDT in most cars but we have enough money to put GPS and cameras in all the cars, does that make sense? All this money they have to buy cameras and GPS come from left over State money from Home Land Security, and basically was a use it or lose it issue, but they could of easily used that money to hire more officers, but that is too much common sense.
We are at 97 1/2 percent and working at the rate of 20%.

As we know the mayor is getting the sale of Midway Airport rubber stamped by the city council. The Mayor is saying that 90% of the sale price of 2.5 Billion dollars will go for infastructure improvements leaving only 25 Million to help balance the 400 Million+ budget deficit.
Here is the point that I would like to make. What did our paid taxes pay for ? Does this mean that future projects are funded ? Are we fixing things that have unexpectdley broke down, adressing unexpected needs ?
No, what this means is the Chicago Machine can spend 2.25 Billion on what ever, with who ever they want and still cry poor. No raises because we are broke. We have to raise taxes and lay people off because we need to balance the budget.
Why have I been paying taxes. How can the city reap a 2.5 Billion dollar sale and still be broke.
I like it the way it is now. Police not beating the citizens, not chasing young males and putting cases on them. It is the way it should be.

What federal lawsuit? Please provide more information? This is a surprise?
We might have code 9161 on paper but where are they deployed? Not patrol in a beat car. That is the problem JFED ignores. Patrol will take another huge hit with assignment to the new(old) SOS. JFED is saying beat cars have the lowest priority without actually saying it. He ignores the issue of 10/99 units. How many actual code 9161 are actually working on the street? The amount of details are shocking. I thought he would reduce or stop this practice? Say it aint so Jody!
History: When TRU was formed their success was measured by how many shootings were in an area in their deployment area. They saturated the area and kept violence down. Now they are measured by a bs numbers game. TW bragged at a meeting that his entire tru unit is down within the first hour and one half after hitting the streets. This is what happens when your numbers driven, the officers are more concerned with getting an arrest than paying attention to the root problem that they were sent it to monitor. Go back to the old way and maybe they will see violence decrease.
It's funny how the dept has stopped listing the number of retirrees each month. It's all part of the BS we aren't short officers crap. Daley and JFRAUD know damn well we are now over 500 officers short. These are unsafe work conditions but are union has been bought and paid for. Donahue will get a nice city or county job just like Nolan did allhe had to do was sell out the membership.

Your absolutely right. I work i area 3 and we just got cameras in our cars. We dont do anything but handle our jobs! Heck we are even scared to talk to each other so me and my partner text message each other all night.

Fifteen districts are under 300 officers and the rest just over 300 officers. If every district had "350 officers" there would be 8,750 officers in the districts and not 7,200 that were there in August. Hey Boss, stop pissing on us and telling us that it is raining!!! Academy graduated recruits Jan thru Apr, so probably about 200, there will be a class of over 100 coming out in 2 weeks, then another class graduating in Nov (amount unk)....the bad part is, THATS IT. Probably 8-10 months before we get new bodies in the district.
They gave 4 tests in 06 and I hear they still have people waiting from the first test to get in.
Has anybody access to the number of calls for service? Wondering if they have increased?
In my head- if makes perfect sense that with less bodies on the street index numbers HAVE to be down. We are spending the whole tour chasing the radio. I/WE have less time to do other things i.e. traffic/parking enforcement, narcotic work etc.
I maintain that a semi containing a spent Nuclear Fuel containment vessel could roll down Northwest Hwy, Milwaukee or Archer and go unstopped. Would any of us know what it would look like?

This is a ridiculous statement. 97.5% of 13,000 (as posted on the City of Chicago's website minus the roughly 400-500 jobs to be cut/not filled) is 12,675. Does anyone really believe this? I hope there's someone in the media who will ask JFed or Daley about an actual, solid number. With every local news channel reporting on shootings and gangs on a nightly basis how has this issue not caused more of a stir?

To the know it all that made a comment on the new and improved SOS: There was no one brought into SOS, they detailed 28 PO's and 5 Sgts to unit 543, thats Detached Services, they will take over guarding Obamas House, since the city was trying to coerce the guys from Special Functions who were on the detail into working 12 hour shifts and follow the schedule that the Mayors' Security does, they wanted them to give up any chance ever of filing a grievence to get the same pay as the Mayors Security Detail gets which is Sgts. Pay. THe whole crew refused and were sent back to Special Functions as of 0600 hrs on Sunday 12 Oct. Now rumours have it that the City is now going to dump them all to districts ,along with Commander Franklin who should have been able to get them all to sign the form, These kids were working 12 hour days and had thier days off cancelled, the city did not want to give them 25 more PO's to work the detail, then the Overtime would have been eliminated, so now that me and the other Sgts. and the PO's made plenty on OT the city is all pissed off. Today was the first day of EARLY voting for the November 4th Presidential Election. Excluding Sundays and regardless of your ward/pct., you can vote at any of 51 Chicago sites between 9 AM and 5 PM. There is at least one site in each police district including 27 libraries, 14 Chicago Park District field houses, 3 city colleges and a police station (022)
Within the first hour this morning, I proceeded to the Lincoln Park library to cast my ballot. After signing the ID form, I waited 30 minutes for my turn.
While I did not see any caskets rolled into the booths, three elderly Democrats (trust me) were accompanied to the booths by a young apparent relative. All appeared to be at least 85 years old. I'd bet one was even an octogenarian. The trio was equpped with a walker, a wheelchair plus one emphysemic with an oxygen tank.
The first and last items on my 15-page touch screen ballot were referendums. First the CON-CON (NO) and finally the RECALL advisory referendum for state officials (YES).
While I'm an independent voter, I ignored "green party" candidates, etc. and voted for the only candidates who have a decent shot at winning--REPUBLICANS.
Afterwards, I stopped at a police facility to use the PAX. I told one officer about the crowd at the library. The apathy in his response was disheartening. He replied that all (politicians) are assholes and that he will not vote.
For the love of Jesus Christ, please get everyone you know out to vote, even if it's for the lesser of two evils.
Without a doubt, this is THE most defining election of our lifetime.

If the news media is reading this it does not take an idiot to look at the numbers. If you have an average of 30 people (LOW BALL #) retiring x 12 months that equals 360 officers not on the job. Also, if the probation period is 18 months for each officer and you hire them in the next 3 months your talking at least a year and a half before any of them are out on their own let alone at least 6 months before any of them are out of the academy so again another summer next year with NO MAN POWER.

WELL SAID SIR!!! I am IOD (legit) and had surgery The Dr said the recovery is between 3 and 6 months... 8 months if I really needed it... guess what I GOT A FEELING IM REALLY GONNA NEED IT!!! Sgt Gil used to be in 006 midnites, then went...somewhere. Don't remember where, we were just glad she was gone. This is what I recall even tho she was never my supervisor.

Questions she doesn't know the answer to send her into orbit. She also usually treats people not of her race rudely. Last week, I had recruits inquiring about the po as he was coming into work and I told them to STAY THE FUCK AWAY from that nutball! Nothing good can come from him being around recruits. I did some checking on the po...He was brought over from 3rd Watch to 2nd watch to work for Mags on the 06 car. I knew I smelled a rat! Just another useless white clout baby being taken care of!
