LOTS-O-WEEPING in the exempt ranks with demotions and retirements. A leaner less top heavy Department?
- Yeah it's true, TRU "c" company is being punished for not keeping up with the demanded "head a day". The Commander was overheard lamenting how this "c" company is going to make him lose his gold star because of their poor performance...

- Aunt Bea sent an email out saying that increase in beefs about no police service. she thinks problem is coding of jobs by sgts. but really if you are waiting an hour for the police you may not think that they are coming...completely ignores fact that no PO's to go to jobs. Wants supervisors to monitor time spent on jobs...clueless. as usual 35th st has no idea what we do for a living and how many are needed to do it.
We'd like to see that last e-mail if it exists. Nevertheless, big changes supposedly in the offing due to the ever growing budget shortfall. Hang on!

Let's see here. The detective division is already short on manpower and somebody thinks that the city can have 1/2 of all its detectives off on sat/sun and the other 1/2 off on sun/mon.
Typically the three busiest days of the week..fri/sat/sun.

The e-mail is legitimate, and your right 35th has Idea what’s going on in the districts, on the street and what coming out of the Zones ( OEMC). We lost this when we gave up communications to a bunch of civilians. The issue with backlogs (raps) is not cops staying down on jobs, taking late lunches etc.. it’s the call taking and dispatching procedures of the 911 center....why do we have to go on these nonsense calls anyway, sure in 020 you may have all day to talk to some grandma about why junior don’t wanna go to school...but not on zone 6.
Then they want you or the white shirt to 19 paul a bunch of anonymous BS and who gets the beef...we do!

We all know you read the blog, So once again lets go over some tips and clues for you to follow. FOI all the District assigment Sheets by Watch. Do not ask for inside and Tactical personnel. Just officers assigned to watches who work beat cars. Watch Assignment sheets they are called. There are 3 watches. Look at how many people are assigned to a watch. Figure out 2/7ths of them are off each day for regular day off, then subtract medicals, IODs comp time, and you can get an idea of the real numbers Dont forget the manpower strengths in each Distrcit have not been revised or revisited for over 25 years, too much politics involved in moving officers from District to District.The Districts with large beats already have lower crime but the beats are so big that it takes forever to get from one end to the other. ( Districts like 4,8,22. ) Some of the others like 21, 13, 14, 002, the demographics have changed so much they are most likely overstaffed . Some beats in 002 have changed with the disapearance of the high rise projects and no boundaries have been changed or manpower adjusted. ) Media, DO NOT BELIEVE THE BULL SHIT .That is the tip of the obvious iceberg. The majority of the iceberg is always beneath the surface as we all know. This CPD iceberg is the years of mismanagement. The afffirmative, politically correct action appointments. That were then renamed to merit promotions. Some times the same persons being moved up two and three times due to their political connections, clout or whatever you want to call it. Those persons in turn move other people they like who are also undeserving dog asses into good jobs etc. Straight days weekends off, take home cars, do nothing spots. ( These are the internal Department clout babies ) The system has become overloaded with this bull shit taking place and it has all been sanctioned by City Hall, indeed pushed by City Hall in most cases. Believe me NO GOLD STAR EMEMPT MEMBER IS NAMED WITHOUT DALEY APPROVAL. These jobs pay big money with big responsibility. He needs to give out so many of those to meet the demographics of the city, pay no attention to their capabilities just to the politics of the move, what will look good in the community, how will it play with the aldermen and reverends? The same principal is played out with the merit promotions. Good people are passed by for politically expediant promotions to satisfy the community. Well once again to Quote the Famous Revered Wright " All those chickens have come home to roost" The level of incompetence has reached epedemic proportions, Kind of like the economic mess the country is now in. " We the CPD are upside down in our mortagage " we owe more then we can pay. The citizens are the bank that demands payment that we cant make. And who is the secretary of the treasury. History: When TRU was formed their success was measured by how many shootings were in an area in their deployment area. They saturated the area and kept violence down. Now they are measured by a bs numbers game. TW bragged at a meeting that his entire tru unit is down within the first hour and one half after hitting the streets. This is what happens when your numbers driven, the officers are more concerned with getting an arrest than paying attention to the root problem that they were sent it to monitor. Go back to the old way and maybe they will see violence decrease.

Well the city lost the arbitration about forcing people to be assigned to the JISC center that is an abbomination. The D unit is so short that unless someone is in custody there is no time for an investigation. Every dist has an po as the acting desk sgt because there are not enough sgt's. Lt's are working in differnt districts every night because of lack of lt's and the shortage of watch commanders. I am starting to believe JFRAUD was brought in to run the department into the ground destroy morale and create such huge institutonal problems that Daley will have the cover to throw the union contracts out and rebuild the department in a way that better suits him politically. Please be very careful the city is looking to purge salarys any way possible.

That's funny because we just filled out a proposal/suggestion in Area 5 regarding fixed days off. You may be right about going to ten hours but for now it looks like it may be a 5 day work week.

I was in company C I got out last period just in time. I have been at TRU since the start and in the last 6 months it has gone down hill. I don't see it getting any better, it was good while it lasted.

last week wednesday area 5 passed out survyes asking if we would agree to have a 5 day work week, with either Fri/Sat or Sun/Mon as RDO. The commander said it was a proposal from the Chief. It's not as good as the 10 hour schedule, but I'll take what I can get at this point.

check this out: I went out on a "request for supervisor" job and gave this family 2 hours of the best police service I can render. backlog log? yes but who cares. I was working. On assignment. My next job is stacked and will be handled when I'm done with this one.

Another rumor floating around Hyde Park is that the city is negotiating to get Weis outta there. They don't want him anymore. The same high level source is letting us know that Deputy Superintendent Michael Shields is in line for the top spot, post Weis.
God help us all... and we thought Starks was bad. If we must have a black Superintendent, can we at least have one that doesn't have a history of sexual harrassment complaints against him? Is that too much to ask for? Someone with ethics and credibility?

Dear SCC,
I am hearing rumblings from the 5th floor that our Mayor is looking into replacing Sup. Weiss with either Little Tommy Byrne or James Maurer. Weiss would slide over to Homeland Security Director for the Olympic 2016 dream. The new Superintendent position would be considered at first an interim position (as to not embarrass the mayor) and then be phased into full time. Both Byrne and Maurer are top candidates for 2 reasons. One, they are the mayors guys and two as a morale booster to the Department which the mayor has identified as "severely problematic". The strategy "spinning the story to the public to believe that Weiss would be great in this new position and that his(the Mayor) choice Weiss did a great job at restructuring the Police Department with firings and dumps which will begin next Thursday according to a 5th floor insider". This also will coincide with balancing the budget and merging Units within the department and balance the drastic shortage of manpower by closing Districts and rezoning beats.

I always thought he was afraid Ramsey would use superintendent as a springboard to a solid run for Mayor.

Big changes in the Detective Division coming. There is rumor from 35th street that the DOG's in the D-unit will be changed to one or two options for field detectives: Fri/Sat DOG or SUN/Mon DOG.
NOT FOR AREA 2 Detective Division - going to 10 hr days Jan 1, 2009. So that won't happen there.
Work in Area One. We were told that HQ was looking at other options for the D-Unit and if we wanted to try it. Voted NO, End of story.

The Academy is run just fine 1 ADS and 3 LT's and SGT's to supervise the troops. No other middle management to get in the way. Look at Information Services to see that top heavy management nonsense.

Another rumor floating around Hyde Park is that the city is negotiating to get Weis outta there. They don't want him anymore. The same high level source is letting us know that Deputy Superintendent Michael Shields is in line for the top spot, post Weis.
God help us all... and we thought Starks was bad. If we must have a black Superintendent, can we at least have one that doesn't have a history of sexual harrassment complaints against him? Is that too much to ask for? Someone with ethics and credibility?

I for work in a southside Dist that 75% of the watch r dogs. this would be the 3rd watch they stay down on jobs forever. While the few of us answer r jobs and come back up for service. (I'm not talking about making money for the city either.) Just a bunch of lazy do nothings collecting a free pay check. A big pay check at that.

Midway is so mismanged after the new lt schmitz took over down went the morale and activity! The 2 kids on afternoons will be staying on afternoons as they have a sponsor a sgt on 3rd watch, who gets orders from Lt. Moran to "leave my boys alone", no matter that they keep telling everyone "we are leaving,we hate this place"! The new boss cannot get rid of anyone! Look at old JJ she used another sgt to spar him for bullshit, the racist attitude is alive and well! Midway took a Hispanic LT and dumped him, along with the only bid Hisapnic Sgt. Stragely we now have a white female (who has no clue), Lt and a white male replaced the hispanic sgt! What a pattern! Why are all the officers leaving midnights? What is up with "crazy jerry", maybe he needs to retire now 33+ years and senility setting in! "ola"
That reminds me. There are two suck-ol-snitches at Midway. That's how they'll get days next year.

The commander of TRU says he is making changes will be bringing in his own Sgt's next period. Most Sgt's are detailed here. I hope the Sgt J will make the cut.

I remember when the academy was commanded by OMG dare I say a commander. There no reason in the world to have an ADS in that building...That was a bone thrown to Thomas or Roberts, can't recall which one, either way it's bullshit....

MT is doing a geat job. Look at the new programs he started. SOS never happened. History was rewritten. deal with it. No waste, just a very effective organization. Tough, disciplined, highly motivated unit. One of the finest academies in the country.

Say what you want, but several of us are retired out of Area 5 and Area 4. We'd do the right thing if the time comes; we're in a holding pattern till the end of Weis. And by the way, we have the best looking and brightest HGS Lt. in the City. The workers love him.
I heard all the incumbants (except Robbins) voted for Hubberman to get the CPD pension. Guess they think there is gold at the end of the rainbow if they vote for him.

Districts are short supervisors. The ones working are often down on infraction, inspection and CR investigations.
lot of sgts. hiding on gun teams, sat teams, tru, too many tact teams, gang teams, esp. in slow areas. And gang intell teams?
If the district is short sergeants, has anyone counted number of the sergeants assigned to IAD who take cars home for no reasons?
what about the number of lts. 1 for the area teams and 1 for the 3 tact teams and all have take home cars. why?

New department? What new department? The job has always been the same, except maybe they are letting the psychological screenings slip a bit. The bosses have always been clout heavy assholes, and there have always been crybabies who foam at the mouth over the injustice of it all (anonymously) but wouldn't take their mouth off the government tit for anything.
