Everyone knows the Airport is a choice spot. Always has been. And most of the non-police at the airport actually treat the police decently and like to see the police, especially the tourists. So why is this place short staffed, especially after 9/11 and the Federal dollars available?
More than a third of the Chicago Police positions at the city's two major airports are vacant, but officials say cops are helping to fill the gap by working overtime.
Ald. Isaac Carothers (29th), chairman of the City Council's Police Committee, said there are a combined 77 vacancies at O'Hare and Midway airports.
Of O'Hare's 177 budgeted positions, 66 are vacant, officials said. And at Midway, 11 of the 57 budgeted positions are vacant.
32.9% vacant to be exact. The airports are about the size of a very small district in terms of manpower. How does that manpower shortage translate to the actual Police Districts?
In anyone beginning to see the problem? Besides the boys and girls working the Districts?

O'Hare had two officers working midnights a few years back. Only two.
Everyone that is there is scared of their shadow.

It is common sence why the airports are short. As you say it has always been a choice spot and you need a chinaman to get there. So they have it short staffed so that they can give all the suck asses all the OT that they want. The OT doesn't come from the city's budget, it comes form the FAA. So they get to take care of their babies and they don't need to work a side job and they are not stressed out from working on the street and dealing with all the BS from the bosses and the fine citizens of this city that are always trying to help the real police due their job.
Even I can tell you this. And I'm not even the police. But I have lived in this city for 47 yrs and I know how it operates

This is the best opportunity for buying in deferred comp since I came on the job. We may not ever see a low like this again, until maybe next week.
But really, if one believes in this country at all, this is a fantastic time to max out in one of the big institutional investor funds. I'll bet Warren Buffet is buying.
If you have 5 years or more to go, this is perfect. My total deferred comp value is down, of course, along with everyone else's but I will not take it out and miss the run up. I increased deferrals to what I can afford last night.
Buy low, sell high, now is not the time to sell, you only lock in the loss, it is low so it is time to buy.
Seeing how the department manages it's manpower needs so well,this is just hard to believe, lol.
Big changes in the Detective Division coming. There is rumor from 35th street that the DOG's in the D-unit will be changed to one or two options for field detectives: Fri/Sat DOG or SUN/Mon DOG.
So the D-unit gets a blanket 5 day work week and assurred a weekend day every week-WOW! Must be nice to be a detective.
The police in our airports are pathetic, especially when you compare them to other airports, especially in Europe. Ours are fat, lazy, slobs who inspire zero confidence in your safety. Other airports have fit, sharp looking, professional police armed with assault rifles or submachine guns -- they send the message that you are safe if they're around. Any terrorist passing through O'Hare will most likely assess Chicago as an easy, soft target. We suck.
Why put police there, Daley will put private contractor(campaign contributor) guard firms there.

Why at the airport (Midway) I just looked it up do they have a d-2 position on midnights for a clouted female, who would better used as an fto in a district? At O'Hare one of the busiest airports they are so undermanned! The new boss at midway came in and slashed,manpower even more. The commander of the airports has no clue waht is goiung on around him! Can you say paparazzi commander, on a sunday? who really is in charge! At Midway they removed a great boss, Rey Moran the commander dumped him out, at least he knew how to take care of his troops, and treated them right, as opposed to the new girl! You reap what you sow and sow what you reap, karma is a bitch! Why was the only bid sgt who stood up for the troops dumped Sgt Vasquez. Common denominator was they were both "hispanic" and stood up for the troops! Could there be a racial aspect? Just wondering? Like the titanic this ship is listing badly, how men "men overboard" calls will be made until it sinks? Hey boss time for another change, new lt at midway, and a new commander? Would help to restore morale which is rapidly sinking yes even at the airports!

My district has 104 fewer POs working there now than it had in 2002.
Nothing has changed, the beats are the same, the neighborhoods are essentially the same and the conditions are the same.
Only thing that has changed are down and one man cars are now the rule, rather than the exception.
The true kicker with this shit is, the AIRLINES & VENDOR ASSESSMENTS pay the salaries of all those coppers out there, NOT the city or taxpayers!!
PLUS, the city charges more per hour per officer than any officer makes working at the airport as an administrative fee, which daley keeps and spends on whatever he wants.
TAKE ALL THE POLICE OUT OF THE AIRPORTS!!!

Under staff our budget and then use Fed money to staff the shortages. Same with CTA and CHA. Every year the police dept gives money back to city in unused salaries and overtime. That's why the W/C have always said take time and they will be more generous.

I am in a position to know what I am about to tell you, but for my own job safety I feel the need to not give any details about myself or my position.
Having said that, what I understand is that a contract has been made with a computer security consultant by the department. An unstated goal of this contract is to determine your identity.
It won't be real hard to match the time posts come through with your work schedule. Computers do that kind of match real easily.
You might want to see if you can set up some kind of robot software to actually make the posts while you are on duty, and make sure you never, ever post from a city computer.
Just read about all the openings at the airports! I work in a district our midnight cars and some afternoon cars are 99, why should the airport get more? I am a young officer and know I will not get to work for instance at Midway which is 2 blocks from my home. A guy I came on the job with tells me he had to work midnights for awhile and the sgt who is in charge rides them worse than district sgts! Plus the female schmitz I think her name is, had destroyed morale even more! Guess I will stay where I am working days and summer furloughs, guess district work is not so bad!

Good news! Although there are shortages everywhere, Mayor Shortdhanks TWENTY TWO personal police servants remain in place. Running errands for Maggie. Driving her around the city (apparently she is too stupid to drive a car) And doing light housework and yard cleanup at Shortshank's summer home.

I used to work at the airport for the TSA. According to the Federal government's own law, there has to be two law enforcement officers posted to each checkpoint. Right after 9-11 we had two officers posted on each checkpoint. The public had to be reassured. Soon, there were none. God forbid anything happens at a checkpoint. But Daley, Bush, etc... I am sure they care!
Overtime barely covers these vacancies. Until recently, Midway would hire back their unit personnel to cover manpower shortages unlike O'Hare who still gives their unit personnel OT. Sounds like an EEOC issue to me.

Your analysis is incorrect. It is not whether one believes in America or not. It is whether one carefully looks at the facts with a critical eye. Here are the facts below.
Our nation is deep in debt and thus in deep trouble. This so called "credit crisis" is not a crisis. It is a symptom and since every symptom has a cause, it's cause is too much debt. Our nation is officially 12 trillion dollars in debt. If you count all of the junk mortgage securities the Federal government took over from the banks, we are 17 to 20 trillion dollars in debt (AND I am not counting the unfunded liabilities of Social Security and Medicare! If you count that, we are 50 trillion dollars in debt. America relies on foreign investors to fuel it's economy. The state's are about 3 to 4 trillion dollars in debt. Also, our infrastructure needs to be repaired and that will cost us 3 to 6 trillion dollars.
Who do you think is going to fund all of these expenses when we can't even pay off the principal? Let alone keep up with the interest payments? At this rate, our national debt will increase by one trillion dollars every year! This is unsustainable!
The jig is up! We will experience massive deflation in our country and around the world. Stocks, bonds, real estate and ever asset class will lose value!
Think for yourself. Don't listen to all of the "happy talk" coming from "financial experts" on television. Do your own research and obtain data from both sides and you will see the perilous situation we are in. The bad times won't last forever but the bad times are coming. It is better to be prepared than to hope for the best.

Word/Rumor outta HQ has J-Fed and Daley(need a word for that) totally revamping the department as we currently know it. The Department will only have 2 Bureaus remaining. Patrol and Investigative. LOTS-O-WEEPING in the exempt ranks with demotions and retirements. A leaner less top heavy Department?

Keep the Supt, 1st Dep and only chiefs of
Patrol and Investigations, then
Dump chiefs of CAPS and IAD
Dump all ADS and Deputy Chief spots-wastes of money,
Downgrade Commanders to Captains-keep them at captain salary-give them a small duty availability stipend, a SMALL take home car and that's it!!!
Captains can run commands and function as on call ADS
Merge Vice, Narcotics OCD and Intelligence and DOC into one unit
Have a captain command the unit
and Lieutenants be COs for each section
Lieutenants can run watches totally eliminate useless field lieutenants and Inspectors positions
assign tact lieutenants to areas- have
make sergeants or IAD agents do quality control
civilianize court section put those PO's back on the street
Dump sworn officers out of medical sections,Finance, Fleet-put them back onto the street
cut CAPS to the bone have area offices for CAPS
close 12,13,19,21 and 23 merge those districts into 2,11, 14,20,24
oh, and dump JFED and his fed buddies-get an out of town COP to be the Supt.

Speaking of Mike Shields for Pension Fund Rep. it is a smart choice to cast your vote for him. Don't buy into what the FOP has written in the news letter and endorsing Steve Robbins. Robbins does not even have the respect of the other board members. The FOP mentioned that Robbins was the one who voted down Ron Huberman while the rest of the board shelved the request for now. The truth is candidate MIKE SHIELDS was the one who got wind of Huberman's greed and contacted channel 32 and filmed the event and confronted Huberman face to face as he tries to influence the board because of his political connections.
As one who's been paying into the pension for 28+ years, thank you MIKE SHIELDS for stepping up to the plate and watching our backs.

Believe it or not, there was a time back in the early or mid 80's that O'Hare had to be manned by officers by reverse seniority

Let me tell you , no one is scared at the Airport. There are a lot of former Ghetto Cops who came to the conclusion that the pay is the same, if you are fighting with some shithead at 100 N. OK boys and girls here is the best story going"" The guys from Special Functions guarding Obams house have been approached by Detached Services to sign a Release that states they will work a 2- 12 hours dyas followed by 1 day off, repeating this a few times a week, then every other 2 day weekend off, just like the Mayors Detail, But, this release also says that they will not asked to be paid out of grade Security Specialists pay just like the Mayors Guys get, Guess what Not one cop will sign the form, Now
Detached Services is asking guys in special spots to sign the from and go to the Obama Detail becuase the guys are now workin 12 hr days and their days off. the O>T. is killing the city, The commander asked for 20 more cops to stop the OT but downtown say NO, FOP wants nothing to do with filing any type of Grievence, These cops from Special Functions are State Certified in dignitary just like the Mayors Crew, We will wait and see,

Yeah it's true, TRU "c" company is being punished for not keeping up with the demanded "head a day". The Commander was overheard lamenting how this "c" company is going to make him lose his gold star because of their poor performance. The silent quota that has been implemented in TRU is a result of all the one baggers, pissers, and drinkers. The commander wants a head a day, he's lookin for quantity, not quality in order to justify his existence. So, they took 16-18 of the poorest performing officers and scrambled them up and put them on different teams and with different partners.... This is an in house punishment that will surely get some productivity.. Yeah right!! If these selected individuals fail to perform well in the near future by not obtaining the "head a day" they will be launched. This sounds like a tacit quota if I ever heard of one. FOP, Anyone??

most officers assigned to 021-99 percent of them -don't WORK in 021; just a handful of guys off the housing tact teams.

I think its questionable that Aviation police should be armed. Why? Because the liability factor, and there is one. Its to someone's advantage to cut the CPD and its not necessarily the Mayor that's behind it. If the head of security at the Department of Aviation doesn't want the CPD carrying heavy weapons at the airport - why would he want his police carrying weapons? Oh that's probably the reason. Gee block the CPD police and get a lucrative deal for "security guards" at the airport in lieu of skilled CPD officers. I get it. Very bad idea.
I recently was in Heathrow Airport in London. The police there were clearly a large force and really impressive.
Then I landed at O'Hare and saw the CPD presence there. The few, the very few officers I saw were an embarrassemnt not only to themselves but the the CPD. Unkempt slobs wearing no uniform in particular. What a disgrace.

The police in our airports are pathetic, especially when you compare them to other airports, especially in Europe. Ours are fat, lazy, slobs who inspire zero confidence in your safety. Other airports have fit, sharp looking, professional police armed with assault rifles or submachine guns -- they send the message that you are safe if they're around. I'm now retired from the airport, and yes it was good duty, but for the no clout working guy, you did work your ass off.
O'Hare airport is huge, with a population of over 200,000 passengers and employees. Its so busy they have 3 new fire station and still call equipment in from the city. Before I retired, Ione shift I was the ONLY car at the airport. No wagon, power car or anything. Just me, a one man car to handle the words busiest airport, including the expressway, roads on and about the aiport and juristdiction in two counties. Don't forget, in addition to being short, they also eliminated polsitions several years ago to help fund Milenium park.
Yes the doa police are unarmed, which in itself is criminal. But the new boss there is insulated by city hall types and no longer speaks to the men or has a open door policy.
The only backlog I care about is the one that results from not having enough fruit and fiber in the morning.

The rape in the apt. bldg a couple of blocks away was an isolated incident. The vic walked in, offender walked in behind her, staying close, causing the doorman to assume the two had entered the bldg together. Off. grabbed the vic in a secluded area of the bldg and did his thing, then walked out.
The fact that the victim didn't pay attention to the offender when he walked in with her, combined with the inattention by the doorman to make a simple inquiry led to this crime. Don't blame the Police on this one.

There are alot of Ghetto Cops at Ohare! My ass, most of them are lazy do nothings that used a phone call to get out there. They steal more time than 5 Districts put together and Not one of them out there works a full 8 hours. All you have to look at the cars on days they are either driving around in the suburbs or going into 016. Thats why they are short on manpower if the ones that are assigned there do what they are supposed to like staying in the airport instead of shopping there wont be a problem.
