- For more than a year an FBI informant wore a wire and caught cops demanding payoffs, staging accidents and selling guns.
The FBI probe started after CBS 2 Investigator Pam Zekman exposed widespread fraud in the towing industry two years ago.
The evidence collected by a tow truck company operator could result in bribery and other charges against nearly a dozen officers in three districts. He talked with the 2 Investigators about these cops on the take on the condition that his identity remained concealed.

PLEASE tell me the violation for soliciting AND all the requirements a tow truck is supposed to have. I tried looking for soliciting in the Chgo MCC and couldnt find any tow truck specifics.

I'll second that and add the board up companies. They show up to scene they are ordered from the scene. Remember, they all have scanners and using the scanner in the commission of a crime (ie Soliciting Unlawful Business) means additional charges and the towing of their vehicle used in the commission of that crime.... Who said the country needs tougher gun laws? When ever "tough" legislation was passed (prohibition of concealed carry, assault weapons ban, etc), absolutely NOTHING good became of it. Why do we waste time doing the same things that don't work? What does work, however, is letting people own guns. It's worked in every state it's been tried in. There is no way the fbi would allow their informant to be interviewed by anyone, let alone a tv news reporter. Not before, during or after indictments. And if the informant did so, they would drop him from their program immediately. He's no longer credible to fbi or us attorney.

MCC, it's not tow truck specific. You cannot solicit buisness on the public way.
The tow truck 625 charges, look at the IVC book index and follow the pages. They need a "drying compound", shovel & or broom and will help the police etc. It's a goldmine.

Maybe the do nothing coppers in 016 might actually take action and arrest tow drivers. Why coddle them? They exist because police let them exist. Write them citations, name check and enforce the law. Gosh, wake up 16th district!

MCC 9-44 010 thru 060 deals with the tow truck regulations.
9-44-040 gives the specifics about markings and equipment they are required to have on the truck such as sand, broom, shovel, and fire extinguisher. I think it's just a ANOV.

Whether the story is true or false, it all adds to the negative image the public has of our Department. We ARE our own worst enemies. All one must do is read this Blog to see that.
Much of this I attribute to the more recent hires who like to spout off in here as if they actually know of what they speak.
Having been in a position to read many of their arrest and case reports, I know the intellectual level of many of these stalwarts, as well. So missing the mark on this issue as well as on many others.
If, after a thorough investigation of the allegations is concluded, these officers are guilty of shaking down the tow men or accepting their bribes, to hell with them.
However, I would demand loudly and long, if there is nothing to the charges, that a proper news piece be presented on CBS 2 News, admitting that their fancy-pants "investigative" piece, was a load of crap delivered to Miz Pam by a coked up POS!

Tow trucks & Accidents.
The cars may not be driveable but try to turn the ignition. If it starts you can get them off to the side w/o a truck. Your not going to cause any more damage then the car has. If it won't start, call for an immdiate tow. If you don't want yourr accident victim's pestered then take them into the station where they can call their insurance and request a tow from them.
If memory serves me right there is no such license required for these goofs. Some years ago they were issued a ticket for soliciting and the judge at Grand & Central made that ruling. There is no license they need for what they do and case was dismissed. If you get an accident and they stop call for another car to check out their truck while youu continue your investigation. Tow goofs can't talk to car drivers if he is being checked out by another officer. The word will get out soon and your problem with them be aleviated,
IVC book has requirements for what must be carried on tow trucks. good luck with this problem. If they get in your way there's alway the interferring change. If arrested tow their truck right from the scene and before they leave the station. Hope this was helpful.

025 went to bat for Comito and Thiel for years ... I still don't think they are yet aware that these guys did anything wrong.

Tow trucks towing cars in the city, even if their business is in a suburb, are REQUIRED TO HAVE A CITY BUSINESS LICENSE.
They are also required to have an Illinois Commerce Commission license number.
Google Illinois Tow truck law--it took effect July 1, and flatly states that tow trucks CANNOT SOLICIT business.
Any questions regarding enforcement, call the Illinois Commerce Commission in Des Plaines.Best thing you can do is take photos of trucks not in compliance as well as photos of them on accident scenes and forward them to the ICC.
Cell phone photos work wonderfully.
And oh yeah, the problem will NEVER be alleviated. Where there's money, there's whores.
