Bad News Day Part 2

  • Former Chicago police officer Mahmoud Shamah may not have been surprised by a guilty verdict in his federal corruption trial today, but the one-time tactical officer had hoped he would not get nailed with the most serious of his numerous charges -- a conspiracy conviction.

A jury found that Shamah, 29, had participated in a conspiracy to steal thousands of dollars from drug dealers. In a case that presented testimony that cops regularly carried crack to plant on suspects, paid informants for dubious information and even bribed a judge to approve an arrest warrant, Shamah was convicted on five of six counts.

He will face as many as 20 years in federal prison when he is sentenced next year, authorities said.

We can barely wrap our minds around 20 years in the past. Grade school, high school, summer vacations, part-time jobs cutting grass, sneaking beer out of the basement.

Now think about 20 years in the same fucking room, exercise for an hour a day, same faces over and over and over again, weekend visits that dwindle into monthly visits.

If that doesn't keep you on the straight and narrow, what would?

12:29 has it right. Greed, pure and simple. I've been watching this stuff since the tavern scandals in 018 and 015 forty years ago. Human beings are hired as the police. Human beings are greedy by nature. Police criminality is more newsworthy because everybody hates you to begin with and they enjoy seeing us fuck-up. It gives Mr. Citizen (or Mr. illegal alien today) a chance to enjoy a bit of self-righteous anger.
Don't be chumps, do your jobs, hang around 29 years, grab that pension.
As SCC points out, jail blows! You know what blows worse? Being an ex-con,ex-cop. You are at the very bottom of society's pecking order and will be unemployed for life unless you have some good Poltical/Outfit juice.

I hope the media begins to question the department's hiring standards.

How do these people get on to begin with. Standards are lowered when there are not enough qualified applicants. Items in the background are overlooked in order to fill certain pigeon holes.

Here is a novel idea, how about offering better compensation for the rank and file. I know this will take money out of city contractors pockets, which in turn can't be kicked back, but you get what you pay for.

INCREDIBLE!!!!! IT doesnt matter what kind of good you do it is ALWAYS taken away by the profile naturally perceived by the public as being dirty because of the stupid acts of a few.
Do the job as described in the general orders, that is all.
Help out the citizen when needed but DO NOT go above and beyond for this city. That is saved for your fellow officers out on the street.
Those orders are made to trap you, DO NOT fall for all those bullshit stories of being the "REAL POLICE" they are just that, BULLSHIT.
Policing is a state of mind, not a state of being.
DO NOT be a dog and put extra burden on your fellow po's, if you condone that then quit.
Be aggresive but fair and SMART.
Getting CR's is not always the sign of a good working cop but the sign of a careless one.
Know how to talk, be smarter than the animals, thats how they are beaten.
Before you guys get all wound up I know that cr's happen and why they happen, but we all know that many cr's happen because a officer loses professionalism.
Give this city what it wants but still be the police, if not for the law abiding citizens than at least for each other.
Stay Safe

It's a shame that that Fed's made a deal knowing that his testimony was going to be a bunch of lies. They are both guilty but come on these two jagoff nobodys paid a kick back to a jugde. What Judge and why isn't he or she in jail. What kind of bullshit was it that you can steal from a drug dealer because they don't know how much he has. Every police officer knows dealers know the amount of money they have on them. I'm glad he is looking at 20yrs but his partner should be too. Nothing worse then a dirty cop to make the rest of us look bad.

Know what being a cop is like? Cruising after school with your high school buddies. Except that your armed and have the powers of arrest. Sometimes, if you fall in with the wrong people, you end up screwing up, but if you get caught that's no excuse.
I've been around long enough to hold off judging others without knowing all the facts. Through a stupid, or unlucky, set of circumstances almost any of us could find ourselves behind the 8 ball. Anyone who doesn't think so, send me an email telling when

The staff at the Medical Section, Inspectors (3), Sergeants (2), sworn and civilian have been reviewing all limited duty officers files.

The staff at the Medical Section have shared the Medical information from those files with the staff of the Superintendent's Policy Team = Mike Masters, Sgt. Ray Hamilton, P.O. Karen Bartuch, and P.O. Pat Brennan.

The staff of the both these sections have been going around to numerous persons in the department and making comments about those limited duty officers and their ailments.

In particular, it was mentioned in my presence about a female Sgt. that has been on limited duty for most of her career. Her ailments were mentioned and made fun of.

This is a direct violation of HIPPA laws.

If anyone feels that their file at the Medical Section is being used in violation of HIPPA laws, I encourage you to file a complaint/law suit.

If the citizens of this city can sue for every little thing then the employees should do the same when they are violated.

This happened at the Medical Section last year and the "Director" was replaced by a Lt. who was made an Inspector.

Everyone should be aware that the Department does not care about HIPPA laws and will discuss your medical conditions anytime they choose with anyone they choose.

Prison doesn't involve weekly or even monthly visits after a while. Your woman drops you within a few months, then no one visits you any more. Your family will visit a few times until the novelty wears off. You have nothing to give your kids, so they soon decide they have nothing to give you. If your woman has looks, and most prisoners' women really don't, she will be gone before you use up the first roll of toilet paper in your cell. Prison is a lonely, lonely son of a bitch for most. And the realirty sets in fast.

This kids partner has laid everything off on him. He's suppose to be talking about 022 Sgt's and a judge. I don't believe a supv. or judge would be that stupid. On the other hand the "Station Talk" could screw you. For instance, before a dope raid someone makes the comment either in the station or on the phone "If there's 2 million in this dope house I'm out of here" a few other P.O.s chime in and say "me too after I get my cut". When those statements are played on a federal tape in a federal court, to a suburban jury...It's gospel. Guess what "bustin balls" cooberated by a co-defendant that doesn't want to go to jail for half his life will put you away too. The Fed's know this, and they us it. Were just a statistic to them.
I've been around 30+ years and I'm going to continue to joke and bust balls. Work hard and have fun on this job.

The police deal with the lowest common denominator of society on an everyday basis. Police experience tragedies on a daily basis that most non-police hope to never experience and if they do, they are affected by it for the rest of their lives. In order to be effective police officers and decent human beings, police officers must develop the ability to "compartmentalize " their thoughts and actions. Taking a dead toddler in your arms to delever him to the morgue at 2pm, then come home and hug your own kids with the same arms takes a mental leap that most poeple don't ever have to make. Having to make a shoot- no shoot decision at 7pm and and a few hours later being confronted at home about "what's for dinner" can be confusing. Every police officer everyday has to have the ability to "turn it on, and "turn it off"
Police officers must be good at compartmentalizing their emotions and actions. In order to ensure the preservation of the public good, officers are sometimes required to step into grey areas of right and wrong.
Without proper support, training and resources, the doors between those "compartments" become open gates. Once those gates start swinging back and forth and the grey areas flood an officers sense of right and wrong and bad things happen.
The CPD uses some archaic para-military training practices to create Pavlovian resposnes. While that can be excellent for the use of a firearm, it does nothing to develop a well trained, thinking peace keeper. Until the CPD creates a "career delopment" approach to training, scandals like this will continue to pop-up and have reactionary consequences that only further these types of scandals.

Please, stop. The medical section has NEVER had 3 inspectors. It used to have 1, but he is now a watch commander. It currently has ZERO. Also, there is no private right to sue by way of HIPPA. Only the Federal Government can file an enforcement action. Don't hold your breath waiting for that one. Sorry. No Lottery or Bentley in your future.

P.S. I do agree with you that the Medical section and its flunkies blow.

Have you ever worked in a cubicle? This job is so much fun compared to that!
-----------------------------------
AMEN to that! I've always said that being on this job beats working for a living.

Good thing George Ryan wasn't innocent because Durbin would't give him a second thought. Mike Mette was actually innocent and Durbin refused to help him.

This man, and I mean Durbin, deserves no respect from anyone at all. He is the typical political whore.

....In particular, it was mentioned in my presence about a female Sgt. that has been on limited duty for most of her career. Her ailments were mentioned and made fun of.

This is a direct violation of HIPPA laws.

I hope they talk about mine so that I can hit the "lottery"....

You want some cheese with that whine?

If they are there to investigate the files of light duty officers, then of course they're going to have to talk about it. I'd be willing to bet that there is a large share of these light duty people that are perfectly healthy and are just to damned lazy to go back to work. THEY are part of the reason we're so short handed in the districts and are in fact a part of the overall problem. I think everyone on non-IOD light duty should be forced to prove they can't do the same job we do. If they can't then they should be put on disability instead of getting equal pay for doing 25% of the work we do. No more uniform allowance or shift differential pay either. Hire new officers to replace them where they're needed--in the beat car.

the Department does not care about HIPPA laws ....

don't think HIPPA applies- you are getting paid by city to stay home/hositalized and convalesce/ recover/fall apart - they are allowed to get/use info

COVERED ENTITIES - A covered entity is a health plan, health care clearinghouse, and any health care provider that conducts certain health care transactions electronically. For more information about the HIPAA Privacy Rule, please review our Understanding HIPAA section or look at our responses to Frequently Asked Questions (FAQs) on our web site, http://www.hhs.gov/ocr/hipaa.
COMPLAINT REQUIREMENTS - Your complaint must:
(1) Be filed in writing, either on paper or electronically, by mail, fax, or email;

Actually the Medical Section does have three inspectors.
1). Tracey Ladner (in the directors spot)
2). Kevin Sadowski, does Medical follow ups on the South Side.
3). Don't know the name of #3 but he/she does the Medical follow ups on the North side.
Sorry to burst your know it all bubble!

--------
There are exceptions for self-insured government units. Also, there are many exceptions, one of which is work related injuries or illnesses, as is anything that might render us unfit for duty.
