What's unfortunate about this whole thing is that it took the CPD all this time to finally charge him because of one reason alone -- "He didn't confess". You know as well as I do that without a "confession", felony review will rarely approve the charges.
Now that he was about to be paroled on his parole violation they finally charged him. My guess is that he will sit in jail for two years until he is found not guilty because we didn't have that confession.
If J-Fed unequivocally states we have a solid case, then I am pretty damn sure it is extremely thin evidence. I have no doubt he did it, but remember who's in charge of this asylum we work at.
As for suing the CPD, after he gets off he will sue, just like Ofc. Soto's offender is suing. And trust me, when you have Mara Georges as our top legal counselor, I see a couple million being paid to the ghetto family.

Why just this year a fella told a court a tale of police abuse of authority that was obviously a scene from the film "Scarface". Two of the officers accused of this were not even working at the time the hood rat alleged he was mistreated by them. He was paid tens of thousands of dollars anyway. OT: Home invasion on 113 block of south whipple today on 2211's beat. Three "honor-roll" students break into a retired sarge's house, possible shots fired. Two of these ghetto rats caught at walgreens on 111th and kedzie. Looking at a beat and district map, 2211 is roughly the size of 007. At the minimum, 007 has 15 beat cars and one wagon up for a neighborhood that has an unemployment rate of 86%. Meanwhile, Mt. Greenwood which is primarily city workers and tradesmen is lucky to have ONE car on the beat and that car is usuallyt assigned paper and crime scenes on the east end of 022. Of course, the bitch Ginger Rugai disputes this, but she has 2 cars for beverly so that's all that matters.
Good job to all those involved. Hope the homeowner is safe. Once again, why is the taxpayer always screwed?

Its the guys working in units, or in 018, 019, or even in 007 and 009 that have much SMALLER districts that do the whining. The people in units dont have a clue as to what a beat car is like and the people in places like 018 and 019 can go whereever they want essentially when u get maybe 1 or 2 radio assignments a tour. The guys in 007 have a VERY SMALL area to cover so they think thats the same as working in a place such as 008. Not even close. Let me use 008s west end as an example. When i was there there was a 811, 12 13 14 15 assigned to 10 sector. RARELY a rapid.Those cars covered from 39th to 63rd, pulaski to harlem. HUGE area for 5 cars to handle. Wasnt like guys didnt WANT to patrol the west end, its simply NOT that easy to do. I imagine the same is true in 022, stop blaming the coppers and turn your attention to the bosses and politicians that allow the white areas to be way understaffed. I LIVE in 022 and dont like the fact that we have no presence either, but I also know a few people working in 022 that thought they were going to bid there to "patrol the homeland" as you say, yet they get put on cars over east or get sent to jobs over east even when working cars out west. If you dont know how the system is then i suggest not talking about it, you only sound STUPID! MANY coppers working in 022 live in 022 also, do you really think they DONT WANT the neighborhood watched over? Too many coppers come on here and bitch and moan yet they are the same fucking guys that when they go to work, wont do shit or make u turns when they see an accident or hand waver. I'm hoping you can get a blog going about the beast running wild on the west end of 022 lately, robbing, burgalrizing and HOME INVADING police officers. Word is that today a couple dogs got arretsed in 022 for home invading a retired Sgt., he got off a few rounds at them, they took off and were arrested trying to hide out in a local fast food joint nearby. Not sure of the whole story, maybe someone can enlighten us. There have been tons of robberies and burglaries on the west end lately. Nice job to the 022nd District on the arrest. Everyone needs to be a lot more vigilant around these parts though. The department pours officers into gang infested, shit neighborhoods and we're left to fend for ourselves. Everyone be careful...not just at work. Have you heard anything about this?

As an African-American officer, I am truly embarrassed that the media filmed this "woman" at all. This is another example of going to a scene and finding the WORST possible representative to put in front of the cameras and allow them to ramble on. This practice has gone on for too long. I agree that this woman and her sons are both POS. I blame the media for perpetuating these negative images of our community.
To my brethren, please take a minute to read this. I would like to point out a problem that exists not only in my district but I assume in the department in general and in my opinion is one of the biggest reasons for low morale. Supervisors that are neither qualified or competent. I work in 008. I have less than 08 years on the job, but even in my short time I have quickly recognize which supervisors you go to and which ones you don’t. I’m sure you have too. It’s a difference between the ones that know what they are doing and the ones that don’t. The one’s who have a combination of both schooling, experience and backbone are the ones you go to. As an example, I recently began working with the tactical unit. I’m not on tact, but do work closely with them. I don’t rotate, so I get a chance to see the different sergeants from the different teams as they rotate. 862 has been talked about a lot on the site and is an perfect example to my theory above. He is absolutely the worst Sergeant on the tactical unit and maybe the 008 district in general. I guess from what I have learned is the fact he has clout and that’s how he became a tactical sergeant, or for that matter a sergeant period. He knows next to nothing when it comes to police work or the general orders. A man who afraid of his own shadow, but in not knowing what he is doing places officers around him in danger, not only from physical harm but also from lawsuits because of his total lack of experience and knowledge. A boss that always has an answer to a question and most of the time is wrong. He will say “This is what you should do“ and then walk around the room asking other sergeants and officers if he was right. I sit there in amazement with his total lack of experience and knowledge. I actually feel bad for the officers that have to work for him day in and day out. I don’t know how they do it. Which bring me back to my original point. How many supervisors in this department are exactly the same way 862 is? Supervisors that are only have the rank and their “spots” because of who they know. Then we are expected to follow the orders of these clout heavy bosses without reservation. It’s a cancer, giving every officers a bad taste in his mouth and total lack of confidence in the chain of command. Even good bosses can’t stand dealing or being around these idiots. If the department truly wants to give a lift to morale they will change the way people are promoted. Get rid of the merit promotions. Make both schooling and street experience part of the equation. Only with competent supervisors can morale begin to be restored and faith knowing that you have good bosses behind you. You would think that goes without saying, but we all know it’s true. There I said it, now let the berating begin.

If I get called off of it I go on a traffic stop, or a street stop, that is how you avoid doing that job off of your beat, but if you weren't so fucking lazy maybe you would know that if you actually did a street stop or traffic stop that they wouldn't give you a job.

Including sgt, lts, capts, exempt, sworn and non-sworn, it is my opinion that 90 percent should not be holding the rank that they do.
The problem is not only merit, the problem is also this school thing. At one time men came on this job to be the police, because they always wanted to be the police. You graduate high school, went to the service, got married, and became the police. These kind of police had no fear and were raised with a work ethic, not a college degree. The only way we knew we had a chance to move up in life was to work harder, so we did. And because we were all familiar with real war, there was a camaraderie and loyalty no matter what. And if someone hated you, they told you to your face, and you duked it out if you had to, even in the station. But then it was over, and you went back to work and loved this job.
You have to understand that the yearly salary for some of us began at $10,000, and then one year we were making around $35,000. We also used to like to create families back then, big ones. So we worked side jobs, low paying side jobs, the kind of jobs that would beneath most of you to work. A gig for $50 a night was big for us. But we had to do it, 4 kids in school, high school and college around the corner and a small unremodeled house.
Then one day these kind of police are told to go back to school or you can never be eligible to be promoted. It was hard enough rotating shifts, and working every side job available as many days a week as you can fit, and your wife and family hate you, and now you're going to be home even less because you want to go back to school? The wife didn't understand it and didn't want to hear it. It just didn't work that way.
Furthermore, most of us felt it was insulting that after everything we have done, what the fuck is a college degree going to teach us about us hooking dudes to the wall for murder?
The college requirement for promotion is what aided to the terrible supervision problem that we have today. The police of recent years were too worried about going to school and swallowing up as many credits as they can to hurry up and get their degree so they can take the next promotional test. If they weren't at school, they were doing their homework at work. They were not out there spending those long hard working hours on the streets, in the student police mind it wasn't the experience they needed, it was the god damn degree. Because that was this department jammed down everybody's throat.
Those dogged hours on the streets (and subsequently in court) is what gives you the experience and education you need to be a good police supervisor. So this is also why we have the crew of inexperienced supervisors today. They have been cramming school into their gullets for the past 10-15 years and missing the most simple element of being a police supervisor - which is - first being the police.
Then some politician figured how we gonna get our police friends promoted if they ain't got that college degree and probably could never earn that college degree because they're stupid. Merit promotions were born.
Our testing process is and always has been a scam, and memorizing general orders is ridiculous, because a monkey can remember all that shit for one day too. General orders are made to be referred to, not memorized. A supervisor, just like a policeman, is only good when they can think and react quickly and intelligently on their feet in a heated situation while on the street. Not in the office. Because in the office, you can refer to the damn general orders.
I say this department should go back to no school requirements, no merit promotions, and fight your way up and work your way up like a man to get promoted. Let us sell outselves.

Blame the media? Having worked in the ghetto I can say that the comments of Balfour's mom are representative of the mindset of a great number of its residents. I blame the media not for showing Balfour's mom but for not showing idiots like her often enough. i thinks its possible that we as the police give 1 hour a day to patrol our own areas. 016 and 022 & 008. kinda like a neighborhood watch. we all know that there isn't any man power to handle our own place. we should set up a system where ODPO's have a 1 hour shift. I'm willing to do this, If you have any CCSPD or other law enforcment, we should all jump in. I know a lot of you will bitch about money or you have kids blah blah blah, but i think its for a good cause. i've chased potental burglars out of a few alleys in my 016 dist home twice in the last month on the 2nd watch.

Congratulations on surviving the police game long enough to come that conclusion. The point you raise has been debated for many years and will be subject to debate for many years yet to come. We have gone round & round on this but until there is a change on Lasalle St., there will be no change on how promotions & assignments are doled out from 35th St.
How else are those outside of the department proper exert their cancerous influence? Crooked politicians, running-dog, make believe clergy/co-conspirators in criminal enterprises, etc? We all can cite blatant, glaring examples of over-promoted legacies, clout hacks, boss groupies/dedicated supervisor fuckers and the certifiably hair-on-fire insane who are in positions to really hurt the poor policeman trying to do the right thing and make it home to his family with a clear conscience and no more holes than when he left.
It's enough to make Ray Charles throw the flag & call a foul... The way things are done on this job are enough to make even the visually impaired dead wonder what the hell is going on.
We heard an old timer crack a funny during a round of sgt's promotions... "99% of you study for the test, .9% study THE test, .1% study the answers." (RIP ya ol' crusty T/F bastard. Rest easy on your post by the Pearly Gates). Funny, tragic and quite possibly true based on the amount of "supervisory acuity" we see being manifested of late but not all are bad, some are not so hot but a very blessed few do manage to sparkle just a bit. A mixed bag kinda like you see in the roll-call room.
We always have felt that the CPD supervisory model should mirror in some respects the Prussian Army's i.e., sgt's should have a minimum of 15 yoj with no less than 10 consecutive years in patrol. We opine that there should not be a single exempt with less than 25 yoj and at least 15 years in patrol with no less than 10 years being consecutive. That should go some way toward curtailing a lot of the "let's have a group bowel movement on the men & women in patrol" mentality currently displayed.
We hope that as bad as things are, this is an era before a great self adjustment for this job and a massive re-alignment of how the police are viewed and allowed to be "The Police." I see that the fully functioning & contributing members of our society are being forced to see what the police deal with and are realizing how BIG the stakes are if the Police are allowed to be diminished/destroyed for the pure spite and evil of a vindictive, under-developed little manling & the comfort of a few yowling mutts who are a continuous drain on the limited resources and good will of the people. We might not be on the job long enough to witness this change but we hope as surely as God is righteous that this day of hating the "peace-makers" will very soon come to an end in this city.
In the meantime... be safe,give the city nothing to hurt you with. Too many of the undeserving demanding that we sacrifice for their comfort just because we wear the blue suit.
