A Date That Will Live in Infamy

February the second, 2008, a date that will live in infamy, the Chicago Police Department was suddenly and deliberately attacked...

Of course, we're talking about the one year anniversary of J-Fed being sworn in for whatever nefarious scheme Shortshanks had in mind at the time. There is pretty much no way anyone can claim J-Fed's first year has been anything but an unmitigated disaster and that would appear to have been Shortshank's intention from the beginning. We just wonder if it's gone farther and faster than even he thought it would?

So does anyone want to review the year? What was promised? What was delivered? What was a misstep? What was a good move? What does the future hold?

We'll keep comments as open as we usually do. You know what words are banned. You know what we will and won't publish. You know certain crap is off limits. But we'd like to see where people think the Department is at and where the Department is going from this point. We're at rock bottom here, but someone just said a truckload of shovels and pickaxes was delivered to 35th Street.

I cannot think of one good thing. the M4 program can kiss my as*. im glad the project is here but that one good thing does nothing to fix the awful state of this department. what a circus this dept has turned into. no professionalism among the bosses. j-fed takes nothing seriously, he just acts how he thinks he should act to make the public happy. what a load of crap. hopefully it can only get better from here because the cpd is at its lowest, darkest moment in recent memory. stay strong and safe people... god knows im depressed about the situation.

Of all the mistakes J-Fed has made,I feel his most recent one is the worst.
When he said he would get the Secret Service to investigate security breeches of the CPD.

Is that not his job ??
I thought that was one of the reasons he was hired.
Why not call in the IRS, while your at it J-Fed ?

Dear Mayor Daley,

I have been a Chicago Police Officer since approximately 1986. I prefer not to get specific.

In that time I have managed to move up the ranks because of my skill and good looks. Or perhaps because I take written exams well and am a member of the Shamrock Protection/Promotion Society by virtue of my ethnic heritage. I have received numerous awards of which I actually deserved one or two.

In terms of department morale this is the worst I have seen it. That is not entirely the fault of J Weis.

It could be the fault of a certain giggling inhabitant of the Fifth Floor of City Hall. Mr Mayor, I speak of you.

You were absolutely correct in bringing in an outsider to run the department. You just brought in the wrong outsider.

Bring in an experienced urban law enforcement professional. I would look to the NYPD, but what do I know? I wasn't raised in Bridgeport and my nickname wasn't "Mayor" during High School.

After you bring in said urban professional leave him the hell alone for about five years. That means no civilian spys. It also means no Deputy or Assistant Superintendents whose only qualification is that they grew up in the 11th or 19th Wards.

I hope this has proved helpful. By the way I passed the Bar Exam the first time without any "alleged" help from Eddy V. Sorry, Mr Mayor, I couldn't help myself.

seems like the most recent two posts are related...the CPD is broken (not irretrievably, but close). The problems range from hiring (standards, the ability to write and communicate, relate to others), to training (or lack of, which includes an effective and enthusiatic fto program), to fairness and transparency in assignments (including watch and unit assignments) and promotions (including the infamous "merit"), the selection of many exempts who have little or no experience and little or no ability to lead or manage (some may "micromanage", i.e., "I don't know much about unit operations, but, are my folks on time for work?", or.."I know they're f----ing off, I'll find them and watch from home!", or..."the computer is broken, how can I get my reports?"...quality and reliability of equipment (cars, computers, radio batteries, etc.) is disgraceful (cars down, not repaired, not enough vehicles to sometimes even get the cops on the street, not enough pool cars, some cars not worthy of being driven, radio batteries don't last a tour, etc.). I'm not a fan of J-Fed, but the guy was and is way over his head 1) in a large municipal pd, where he had no experience; 2) coming into an organization where he knew no one, had to rely a great deal on resumes (can you imagine asking someone, hey, tell me, are you a good person?); 3) probably had no idea the extent of the political corruption of Chicago and its historical influences on the CPD...THE problem resides on the fifth floor at City Hall...

You said it all, SCC. Last year when J-Fed first came on-board you said that he should take his time, look around, determine who was and who wasn't capable, determine who was the "best and the brightest" and make the decision of who to keep and who to move aside based upon ability and skill.

What did he do? Dumped Grau, Chiczewski, Voulgaris, Chasen - not just gave them a new, lesser gold star but dumped them to their Personnel Service rank. Guys whose gold braid pensions were secure and would have ultimately lost money by staying. Replaced old-time, seasoned (and yes.....possibly merit and clouted) police command staff with the Crumpster, Mealer, Avila, Lucio, Dana II etc. He drained the department of the guys who KNEW how things (Taste, marathons, weather emergencies, etc.) were supposed to be handled and managed.

Then there was this assault of the "Non Cops" like Brust, Masters, O'Keefe and even J-Fed himself. Then there is the "Think Tank" with guys with little or no street experience making decisions that directly effect the lives of the good men and women of the CPD.

Lastly, there was the whole "got your back" thing. I've never laid eyes on Cozzi but when he loses 2 years pay, has to take anger classes, apologizes to the dude involved and even dude thinks it's over J-pimp goes running to the U.S. Attorney for trumped-up Viol of Civil Rights charges. The only thing you have to do with our backs is to stick a knife in it.

GPS, humpers, missions, cameras, helicopters not working, no pool cars, have taken the fight out of this Cub Scout for good.

Jody, the only time I'll even let you SEE my back is as I'm leaving on my last day....and telling you to kiss my ASS!

Where is the Department? About as low as I have seen it in 25 years. Where is it going? It isn't up, that's for sure. This is a crumbling organization. Morale is in the dumpster, young officers are demoralized, bitter and have already given up. Much of Patrol just go through the motions. They keep trying new units, new strategies which are just old strategies dressed up as new.

Dubious GPS that we are told is either up and running like a charm or a miserable failure, depending on who you listen to. In car video? I spend more time on the phone with the Help desk getting problem tickets for camera failures and up load failures than in simply using the system.

Carbines? 5 of them locked in a rack in the station. We can't use them, can't check them out. I can't get trained because at my age I can't make the run any more. No matter, there are no racks.

The W/C keeps giving us the rah rah speeches about how it is all rosy and gee whiz this sure is nice bullshit.

I would say and easy 80% of the district just shows up and goes through the motions, worse than ever.
Each day on this department, for me, is just another day closer to retirement and it can't get here soon enough.

Hey J-Fed we just watched your "reasonableness, We got you back video" with the Screaming Skull, Jackson and Dugan and I must say it was a good laugh! There's no way you expect us to believe this silly video, do you? I mean after what you did to Cozzie it kinda goes without saying right? Well, lets just pretend for a minuet that the whole Cozzie thing never happened. Seeing that you were never a police officer we don't expect you to really understand how the department works, so I will help you out.

First off we don't believe you and your boys have our backs, but it doesn't matter if you do because our immediate supervisors, Sgt.'s Lt's, WC's and Commanders don't. You will never have the chance to have our backs because they stick up our asses and handle it so their supervisors don't have to see it and it definitely won't land in your lap. What's happened because of you, the politicians, fake Rev's, lawyers etc. is make everyone scared to do their job and avoid any responsibility. Any boss is only worried about themselves and how they look to their bosses, so they may be the next merit promotion. They will do anything to avoid you or the other brass seeing any of the problems at the district level. There are many P.O.'s right now getting sustained CR's from their own immediate bosses for BS just to avoid other bosses seeing it and make it go away. It' kinda like when we get the "we want quality not quantity arrests" speach then the next week they scream about the numbers and tell us to lock up drinkers and pissers because "down town" is up set. It's all lies and we're used to it.

the cozzi incident/situation is beyond fucked up to me. cozzi was convicted of the misdemeanor, and suspended. he did his time. after which, jfed thinks it's not good enough and has someone go after him in federal court. now he's doing 5 years?

i'm too young for the kma club, but too far in towards my pension to quit. i know which way the wind blows, though.

i'll still work though- as long as something is pretty fucked up and there's an innocent victim. petty things, like parkers or cheap movers- forget about it. i keep my exposure at a minimum.

My first post about the problem was over a year ago. And the youthful officers worry about a 3000 dollar retro check while the let hundreds of thousands of dollars they would have received be stolen from them.
All of the young exempts- to you- There will be no gold braid pension. There very well may be no pension at all.

1)jfed said he would meet the troops for coffee while we're working, town hall meetings--both happened a few times and when he heard our comments/ complaints/suggestions he ignored them.
2)jfed got rid of some shitty bosses (chas williams), promoted some idiots (burger queen, aunt bea) and the rest were laterals and dumps -except eli which was sad)
3)manpower and morale are lower than ever
4)jfed's responsibilities/job cut in half, but his salary remains the same-310k
5)no people skills-at least rodriguez, hilliard, and cline would acknowledge their officers by saying hi or good job. jfed ignores us
6)no improvement on equipment-cars, pdts or weapons
7)finally have a pilot work schedule--hopefully 1 will get selected-anything is better than 6 and 2. i just wonder what the city will want us to give up in exchange for a better work schedule. us street cops dont get 5 and 2 with weekends off

The beginning spiral downfall of this department was when it retired our old police stars and issued us those mickey mouse stars!!
I remember as a young boy seeing a Chicago Police Officer and being in awe, staying out of trouble so I could be the Police one day, and now I cant wait for the day to retire and leave this fucked up city and department far away!!!!

Personnel moves: C- (Some of the moves good, others not so much. If you're gonna clean house, do it thoroughly.)

Equipment: D (Gps, cameras are bullshit and only make coppers do less--see morale. Appreciate you trying with the m-4's , but when and where the fuck are they?

Homicides: F (Sorry J-fed, you fucked up by fucking Cozzi and all of the above. Shit trickled down from there. No trust or motivation from the troops= less police work, less police work= less heads, less heads= less guns and bad guys off the street. Put it all together and more savages and the innocent die.

Backbone: F ( J-Fed you have so many footprints on your back from Mayor Daley and the Alderscums walking on you it has to hurt. The demotions of good bosses and the promotions of lousy ones that was the beginning. this department is a joke and will continue to be a joke until the mayor has the cojones to appoint someone that has our backs but that is not going to happen anytime soon. so we have to live with this incompetent bunch of jerks that have no idea how to be the police or how to treat the officers that go each day out here to serve the citizens of chicago. to all the troops be careful watch your backs and stay safe. what really matters is the 1st and the 16th and that you go home to your families anything else is all bs.... approval rating for jw is 5% and thats being nice.

Many promises were made at open forums with you Mr. Weiss. How many were kept? You said you would understand a mistake and give the officer the benefit of just making a mistake. What would you call a copper asking a person if they had anything sharp on their person and they said no , and the copper proceeded to get poked with an object and struck the party? I would call that heat of the moment. A mistake Mr. Weiss. Remember, you covered that when you made those false promises. Yet, you signed-off on 30 pending.. Oh and I almost forgot, what about moving that discipline along quicker? You said that you were aware that people get stuck at records or call back for years at a time. Some lost from the radar even when their investigations have been completed for months some even years. And what about really reading some of the sustained cases that some of those investigators at IAD or IPRA send to you? Remember when you sign off on a bad investigation, your name will additionally appear as a defendant at the Law Suit brought against the city for that malicious and false sustained case. You and your underlings ask why crime is up and people are at a slow-down re: guns, dope, arrests. Do not underestimate the knowledge of the brotherhood that exists within our blue-shirts. We see what you have done to some of our working coppers. Have the courage to really be a reformer and send those reports back to wherever they originated and let them know that if a case cannot be proved or dis-proved: it should be not-sustained.The case should not have a disposition placed on it based on whom the copper is but rather the merit or in most cases the lack of merit it possesses . The rubber-stamping of cases sent to you must cease. You say you have our back. Actions will speak much louder ...

Can someone here explain exactly what J-Fed did to Cozzi? What happened to Cozzi was a travesty and from what I read here J-Fed is blamed but what exactly did he do? I get the impression he called the Feds for Fed prosecution from what I read here but I haven't seen it spelled out that way and does anyone have any real knowledge of this or is this just a bs rumor spread on the internet like many others. I am not defending J=Fed. I don't particularly care for what he has done but its easy to keep repeating something with little or no truth until it takes on a life of its own.

Like others have stated the COZZI incident is beyond anything that has ever been done to hurt a working copper! The cars which are junkers, the dismatling of fllet management! Putting gps and cameras in cars that cost over $5,000 per car,in vehicles worth at most $200.00 each (Even victory auto wreackers don't want the junk cars). The exempt structure needs a major reshuffle. Now stripping the districts again to staff the bullshit msf and tru units,which makes it even harder for a working copper to get time off.

Crump-hales keeping her spot,the bosses not being moved/fired due to the 14 year old kid (If it was a no clout working blue shirt think what would of happened?).

Steve Peterson was at 1 time airport commnader,who actually cared about staffing levels, and looking at the other airport we thought he was overseeing Midway looks like with the girl there who has totally destroyed any morale,guess he turned his head as her clout is more!

No contract,a criminal enterprise the mayor and the 50 thieves still in full operation!

What you folks don't realize that the department is under a federal consent decree but it is being covered up hence the agreement to pick Weis.

The mayor had to pick him because he is the government representative to oversee the department for three years (hence the three year contract).

If the department manages to stay out of trouble Weis will resign saying he "fixed" the department and a Chicago Copper will replace him.

Or if Weis was to quit it is only because he do not want to further damage his reputation because it would affect his chances for future employment opportunities after leaving CPD. Then another "Federal outsider" will be brought in until the decree is lifted.

Just a thought.

I think it's good because of J-Fed, many cops look twice and think twice before they do something stupid. For along time some bad cops have done stupid things and because of the fear of getting caught and getting prosecuted by the Feds, they are less likely to do it. So it's a good thing.

My only major disagreement with J-Fed is that why do some people get away with it (i.e. the woman cop who demanded free stuff from Starbucks) while others' get the book thrown at them (i.e. Cozzi).

Weis will go from axeman to fallguy.

Weis was brought it to remove the old entrenched CPD higher command who would not immedately jump to Daley's commands.

When the crime rate gets higher Weis will be moved to another job "more appropriate for his skills" and one of the few remaining higher ups from the dept will be promoted.

Daley will then have the new supt play the good guy and blame Weis for everything. While the changes Daley wanted are still in effect, and the brass still scared.

Its called having your cake and eating it too.

What jagoff Weis did, from his own mouth, after watching media tapes of the Cozzi incident is to decide, at least a month before he started work here as Superintendent, that Cozzi would never work as a police officer again.

Weis called his friend, Special Agent in Charge Grant of the Chicago office of the FBI and asked him to "take a look at" the tapes of the Cozzi incident for possible civil rights abuses.

Remember, Weis was NOT then employed by the City of Chicago, just interviewed and hired but not officially on the payroll.

A phone call like that carries some weight and Grant looked at the tapes, turned them over to the US Attorney for prosecution and then Cozzi was indicted by the Feds for Civil rights violations.

This AFTER he was convicted in Illinois courts for the same thing and served two years suspension.

Weis wanted to send a message. Oh and we got the message, loud and clear. We then sent the message back to Weis in the form of lower tickets and arrests that yes, we got the message.

And remember, this incident with Cozzi was ON DUTY, did anyone raise a fuss so the FOP could pay for his lawyer? You know, like that other FOP member whose lawyer we are paying for, Jon Burge?

Burge was not only NOT on duty when he lied to the Feds, he was retired for 15 years!

Why pay for the Burge attorney and not Cozzi? That is a mystery. We can ask Cozzi in 8 years when he gets out of prison.

We were told to not judge J-Fed until he had sometime on the job.

The first 100 days were uneventful, then Cozzi hit. He absolutely positively used Bill Cozzi as a scapegoat and lost 100% of the CPD forever.

J-Fed's 100 days consisted of a lot of empty promises and empty speeches. In retrospect, all of us should have stayed away from his "meet the troops" rallies.

One year later and even Neil Steinberg can see that J-Fed is a blatant fraud. It didn't take working coppers very long to figure it out but when even Neil Steinberg can see through the BS, this tells it all.

Are you kidding me, Rule 14 is only for the unclouted PO's, just ask ol' Charlie Williams. I think he told a few tall tales in his day too while trumping his horseshit Rule 14 accountability at the same time.

An unmitigated failure, BUT, I blame Mayor Richard M. Daley !

Naming anyone to lead a major metropolitan police force whose only prior experience is as an FBI agent/administrator, is sheer stupidity.

After spending a career in the FBI, whose niche in law enforcement consists of conducting exhaustive, longterm investigations, their experience is far from what is needed to lead a fast-paced agency such as ours.

FBI administrators are ill-prepared to make snap decisions to begin with, but the first decision Weis made, regarding William Cozzi, should have been thought through more carefully, for it was THAT action that lost him, completely and forever, the respect of the men and women of this Dept.

He was given the rare PRIVILEGE to lead the CPD, but you cannot be a leader unless the troops are ready to follow, and that ship has, long since, sailed !

We can only hope that in the years to come, other police agencies looking for fresh leadership will learn from Richie's error. J-Fed would be a more effective chief somewhere like Cicero, Oak Park or some other mobbed up suburb. Chicago should have kept their choice for Superintendent in-house.

The Department has no direction. It is in a state of confusion. Sometimes it is amusing. A Captain gets demoted just before the end of his "probationary" period. He gets transferred, but then is made "Watch Commander." If he is not good enough to be a captain, how can he be watch commander. I enjoy listening to Commanders who focus on tardiness, and salt stains on pants and shoes.

30 years on and the money is great. The economy is too fucked up to quit.
I get all the special at 1 1/2 I want and get all the time off that I need (3,500 hours) My furlos are long and I spend them in enjoyable fashion 'cause I own a condo downtown and in Florida.
Carefull planning AND market timing and not greed has my def comp at 650K (I told you so)
I get laid and paid.
I'm healthier now than when I was a younger, drinking, woman chasing buck of a copper.
This job has been good to me!!!

Anyone who has ever taken time for a Rule 14 Violation should file suit on the basis that they were discriminated against.

How can an exempt flagrantly lie about a documented criminal case on television and just walk away from it; while "unclouted" PO's take major suspension time or are 30 pending?

This reeks of a civil rights violation.

Exactly.

The new mission is what's in the paper today. Crime on the cover, get a task force. Security in the news, station POs at doors. Six-day schedule a problem, try this here and that there. Reporters are running this department.

There is no focus. No long-term thinking. There is no commitment to make this a better department. The bosses don't have the balls to make decisions and stick by them because the man in charge is only on a three year plan and one year is already up.

Our W/C told us he needs us to write more movers. He wants the Sergeant to keep a tally and let him know who's not writing them.

Sounds like a quota might soon follow, as if we really care. What can they do to ya? Put you on a beat car??? We're already there.

There's a few things that might motivate us to write movers and do some pro-active policing again.

1: Fire J-Pud and get a REAL police Superintendant from within our own department.

2: Give us a FAIR contract, equal to what everyone else has been getting, and DO IT NOW!

3: Stop using phony scare tactics that won't ever work. We're not afraid because we're all on the same page for once, save for the few sheep who will kiss your butts no matter what happens.

4: Fight more and more of these frivolous lawsuits and countersue the proven liars who make false allegations.


Start there, and you might see an improvement in the numbers. The CPD is completely demoralized can't be fixed until you actually start to implement these 4 basic suggestions, which have been posted here about 5 trillion times. I'm sure you bosses know this stuff, but nobody has the stones to tell da Mare (who really runs the CPD) that he's ran it into the ground. All the new units and fancy guns can't save this ship from sinking and you all know it.

Hey J-Fed we just watched your "reasonableness, We got you back video" with the Screaming Skull, Jackson and Dugan and I must say it was a good laugh! There's no way you expect us to believe this silly video, do you?

The Screaming Skull has done nothing but F&^% up the investigations of our own....His B.S. manipulations have done nothing to solve any of the police related deaths that occurred since he was in Area 4, or as Ass Dep of Bis. He is just an ASS for letting his ego direct the investigation instead of allowing the truth to be his compass and his detectives to accomplish the goal of SOLVING the incidents instead of trying to clear them----all this city wants is clears so thatthe insurance rating stays-----how about letting the cases get solved and this instills confidence in the department and the city you tool.

MAYBE, just maybe if you took a little pride in yourself AND your job, you'd be on time, and in a presentable uniform, and the BOSS wouldn't have to address those issues with the few jagoffs who show every day that they just don't give a damn about looking the same as the folks who sleep in the lobby every night.
