$1 Billion in Stimulus Spending

Here's a list at the link.

And somehow, none of it goes to any current budget shortfalls. It's like a billion dollars just materialized out of nowhere (Washington) and now a billion dollars worth of make-work projects have to be created to spend it.

Of particular interest?
  • Under Byrne Justice Assistance Grants ($20 million):
  • $7.7 million for "Purchase vehicles"
  • $3.2 million for "in car cameras"
  • $9.1 million of "Project Safe City"
The big spenders seem to be mass transit (where no one can safely ride), schools (where no one learns) and public housing (where no one works or contributes in any meaningful way to society).

Mike Royko was right when he said that the motto of the City of Chicago should be: WHERE'S MINE?

How much of that money will serve as profit to someone who does not provide the job, or skimps on the work they are contracted to do.

Recently, I ended up on the east coast and saw the same issues of municipal graff printed in the papers and airing on the TV. This problem is pandemic.

What is bad, though, is that there are many good city employees (despite the whiney citizens and politicians) who want to make their cities work and are effectively discounted by the corrupt and over reacting politicians.

The article in Chicago Magazine does a good job of descrbing the bullshit that the mayor and the superintendent tries to pass off to the citizens of Chicago as being good for them related to public safety. The mayor's pie chart of federal stimulus will serve up some nice desserts for slect individuals and companies.

Sadly, I do not believe there is a way out. Any true reformer who wants to clean up city politics, or allow the police to be the police will have to deal with all those nitwits who just ask, WHERE'S MINE? The greedy politicians, misguided and inexperienced superintendent and blabbering mayor only want to make themselves look good at the expense of tax payers and the good city employees.

Don't forget, when we verify what exact day or date(s) that the olympic committee is coming to Chicago next month: put a sign in your car, in your front room window, wherever "CHICAGO DOES NOT WANT THE OLYMPICS!". If we can get small groups of city workers, police officers, plain jane working tax payer folk to form small picket brigades in specific areas downtown with signs would be great. Nobody wants the Olympics here. Daleys poll of 100 people wer all his people. The Olympics will put this city so far in debt more than what we are already at, it aint even funny. We will never recover.

I recently asked my friend's little girl what she wanted to be when she grows up. She said she wanted to be President some day. Both of her parents, liberal Democrats, were standing there, so I asked her, 'If you were
President what would be the first thing you would do?' She replied, 'I'd give food and houses to > all the homeless people.'
>
> Her parents beamed…
>
'Wow...what a worthy goal.' I told her, 'But you don't have to wait until you're President to do that. You can come over to my house and mow the lawn, pull weeds, and sweep my yard, and I'll pay you $50. Then I'll take you over to the grocery store where the homeless guy hangs out, and you can give him the $50 to use toward food and a new house.'
>
She thought that over for a few seconds, then she looked me
straight in the eye and sked, 'Why doesn't the homeless guy come over and do the work, and you can just pay him the $50?'
>
I said, 'Welcome to the Republican Party.' Her parents still aren't speaking to me.

The problem with federal funding like this is, and always has been, that there is no guarantee of it coming again. As a result, you can't hire police officers based on the federal funding, because the funds might only support the officers' training, salaries and benefits for 2 or 3 years, and after that, it's all got to come out of the city. So instead, when the opportunity for federal funding comes up, everyone pretty much invents what projects they can and makes whatever one-time purchases they can justify, because otherwise, they don't get offered the money the next go-around.

Illinois income tax rate may rise by 50%

Gov. Pat Quinn mulls plan to increase income tax rate to 4.5% from 3%, sources say

By Ray Long and Ashley Rueff | Tribune reporters
March 13, 2009

SPRINGFIELD — Gov. Pat Quinn is considering raising the Illinois income tax by 50 percent in a politically risky bid to address one of the biggest budget dilemmas in state history, sources said Thursday.

An increase to 4.5 percent from the current 3 percent tax rate on individuals would include a corresponding hike in the corporate income tax on businesses, according to sources familiar with the new governor's preparations for his first budget address Wednesday.
---

You had to know this was coming.

This will better pave the way for Lisa Madigan to become Governor Madigan. This way she can promise NO NEW TAXES, read my thin little lying lips, I will NOT raise your income taxes like that Clarabell the clown guy Pat Quinn.

If Quinn raises the income tax and he takes all the heat, he will instantly become non-electable in 2010 and the Madigan kid and the others reap the benefits of billions in new revenue.

If Quinn is smart, which he isn't, he would refrain from raising taxes and hold the line and force the legislature to cut spending. Then he might get elected in 2010 and THEN raise the income tax. If he loses, let Lisa Madigan raise the Income tax and let HER take the heat.

Oh Pat, if only you had some smart political advisor; you raise the Income taxes and the regular cast of thieves get to spend it. How foolish is that?

Daley gets to sit back and take NO heat no matter what and enjoy increased tax revenue.

If anyone with sense was advising Gov Quinn, they would make sure to get the Madigans, both of them, Daley, Cullerton and all the rest to PUBLICLY and LOUDLY declare their support for an income tax raise, at the very least. Share the wrath of the voters. But you know it won't happen that way.

It's important for the Democrats to keep people warehoused in public housing. It keeps them oblivious to the real world. The Democrats put the blame on others and convince them that they are the only ones looking out for them. It stimulates class warfare. It works out during the elections when they vote Democrat in mass. The Democrats couldn't win an election without them.

State Rep. Brandon Phelps says if downstate lawmakers help Chicago vie for the 2016 Olympics, they should get something in return - perhaps a law allowing Illinoisans to carry concealed weapons.

“They’re going to ask us for a lot,” the Harrisburg Democrat said Thursday.

Four proposals aimed at allowing Illinoisans to carry concealed weapons have been introduced this year. But, long running philosophical disagreements over gun rights between downstate lawmakers and their Chicago colleagues could keep them from becoming law.

Phelps hopes some horse-trading could benefit gun owners and Olympic supporters.

Some food for thought along these lines:

Economic justice:

America is capitalist and greedy — yet half of the population is subsidized.
Half of the population is subsidized — yet they think they are victims.
They think they are victims — yet their representatives run the government.
Their representatives run the government — yet the poor keep getting poorer.
The poor keep getting poorer — yet they have things that people in other countries only dream about.
They have things that people in other countries only dream about — yet they want America to be more like those other countries.

Lots more where that came from at

Want to saves mega bucks? Do what the little towns do. Or don't do. You don't see homeless or free housing in the middle of nowhere towns. They don't budget for them. If the city stop budgeting for the free loaders there would be alot more money to go around. The tax payers can live in lake front properties or in areas with easy access to the expressways. The tax payers can have big beautiful parks and not have to deal with section 8 and the other nonsense. Just wonder how nice the neighborhoods up and down the Dan Ryan would be. They were beautiful back in the 50's and 60's. Even the neighborhoods around the Ike were great. This city fucked it self when they gave free housing away. Now the freeloaders think and believe it's their birth right to live in areas that were once occupied by tax payers.

Off topic: Isn't every juvenile who dies due to gunfire within the city limits a CPS student? How many were shot at school? Not very many, if any...so that means that there loving parents don't watch their kids, or do not have anyone to watch them. The police are not there to watch your damn kids.

Go to Pulaski and Archer, and watch the Curie dismissal. About 200 kids go to the El station across the street to a huge open area (provided by the CTA) to hang out, throw rocks, start fights, bother people getting on the train, but one thing for sure is that they are not going home...When your kids die due to gunfire, don't come crying to the police. Those kids white, black, brown or other (that don't directly board the bus/train) act like savages, but don't worry Chicago..savagery is not against the law, and we aren't doing a damn thing about it...Go Fuckin Chalkie!!!

Very short of Indians here, no shortage of Chiefs. Funny how that happens.

I think Daley has finally gone too far. After 20 years of outrages he has crossed the point of no return. I have never before heard so many police officers express such loathing towards our Mayor. He is universally despised. They are discussing morale on the news; forget that, it would take a massive MI to Daley to put a smile on the face of the rank and file. $7.7 million for "Purchase vehicles"

OK, there’s the Tahoe’s. But wasn’t that money in the budget to begin with? Didn’t the City / Department have money in the ’09 budget for “New Cars”?
Posted on 02 DEC 09 by our beloved SCC:
All SUV's?
We certainly hope there's a whole bunch of Driving School penciled in over the next three years:
• The Daley administration has signed a $59.2 million contract with a suburban dealership that could pave the way for the Chicago Police Department to convert most of its squad car fleet by 2011 to Chevrolet Tahoe SUVs favored by Police Supt. Jody Weis.
The three-year contract for up to 2,000 SUVs was awarded last month to Advantage Chevrolet of southwest suburban Hodgkins. The dealership is owned by an African American, but has gross revenues too high to qualify for city certification as a minority business enterprise.
As a result, Advantage Chevrolet applied for a waiver of the requirement that 16.9 percent of the contract, or $9.9 million, be set aside for minority subcontractors.
While we welcome the addition of new vehicles to a pathetically run Fleet Operation, we'd like to point out that probably over 60% of officers haven't ever driven a high-center-of-gravity vehicle. Probably 80% haven't even moved a squadrol since their Academy days.

Again, for the benefit of a few trolls who are going to think cops bitch about everything under the sun - Yay New Cars! Now how about a real effort at training with the new tool we're given?

UPDATE: Is our math wrong? $59.2 million divided by 2,000 SUVs is $29,600 per vehicle. How does this compare to a Crown Vic, Impala or other sedan? And remember, these are two-wheel drive Tahoes. No extras.

I know you guys are going to say: Here we go again, But I have alot of friends who are Police officers and have been talking to them about the shortfall in the Police Pensions. I am outraged that with the economic downturn increasing and crime going up, that you guys and gals have to be worried about the pension the city needs to make good on. Some of this stimulus money needs to go to making good on the pensions shortfall. I am running for congress and I am making this an issue because the public does not know what is happening. The continued mismanagement of everything in Chicago both city and county is enough to make folks sick.

Do the brain surgeons really think that the areas this far west of the loop are ever going to be 'gentrified'?

Even if we are fucked with getting the 2016 Olympics?

"If we reformed the welfare system and cut off the unending flow of money going to support people that refuse to work we would have a billion dollar stimulus every year.
But I guess it makes more sense to just give them more money for nothing?"

Welfare to Work was implemented under the Clinton Administration. The welfare rolls are 1/10th what they were under the Reagan Adminstration. It's 2009 time to stop perpetuating Daddy's 1972 Welfare Mindset.

Hey Dickhead, it was congress that was controlled by the Republicans during Clinton's Administration that did this. Clinton had no choice but to sign the bill. Do some research.

If the mayor didn't miss the deadline for the mass transit grant that was offered us a few months ago, he wouldn't have to give them a piece of this pie. Jack ass.

I could not be more agree with you ,about Cease Fire !Bunch drug dealers and riffraff’s active gang-bangers masked into this community activist bullshit group, specially LATING KING-FRO and his wife Carmen dealing heroin in Humboldt Park area (delivery to your house) and you had to see them in last year, Puerto Rican parade Big Bash! Alderman Ocasio granted a permit of an empty lot across street from his office to have a GHETTO MUSIC ALCOHOL AND DRUGS with tax payer’s money. When Police was called and arrested them for throwing empty beer bottles at the upcoming traffic and-REPRESENTING to everyone that walked by, Alderman Ocasio went to the 14th District and demand the release of these SCUMBAGS from the lockup!. Otherwise next aldermanic election in on stake!
