Chicago Magazine Article

  • Can Cameras Replace Cops?

    No one can say for sure why murders and violent crimes are on the rise in Chicago. But some criminologists are questioning why the new police superintendent, Jody Weis, is moving away from proven community policing strategies.
An extensive article questioning some of the same things we've been pointing out for a while now. But while the article appears to dwell a bit on a return to the Golden Age of CAPS, we still are of the opinion that CAPS outlived its usefulness and ended up being more of a drain on disappearing Department dollars in recent years.

Police Officers are good people who just want to feel that they are needed and wanted. They do want to feel that they are making a difference. But when the media and those about them listen to the media they make them feel like they are not wanted! I'm a old timer on the job and I think that these poor young officers are noi given any slack. I love these guys and gals that are coming on after me because they are going to be the line of defense between good and evil. I'll tell you that 99% if not all of the 25th District try every day to do their job!

Thankful to be a 25th District Sgt. who have men and women working every day for the citizens of Chicago.

No mention of the video posted by the Sun-Times of the DUI arrest that prosecuters dismissed. I guess you did not know how to address and rationalize those actions.

I have a friend that suffers from insomnia. Before bedtime, I've suggested a warm glass of milk, sexual activity or listening to a "white noise" CD. Nothing seemed to work.

Then, using my clout with the City of Chicago, I got her a job viewing 20 to 50 "crime" camera monitors at OEMC.

While she's only 27 years old, she now has occupational narcolepsy. Within five minutes of arrival at work, she is off into a deep REM sleep. She is now totally rested and refreshed at the end of her tour.

I even bought her a 120 decibel alarm clock so she would be alerted to quitting time.

For best results, I suggest that the OEMC monitor work station employees be supplied with a comfy cot to enhance their vigilance

If she quits, I believe she should continue her rehab by watching paint dry or her
lawn growing.

If you rule out illegal parkers, pissers, brown baggers and loose cigarette merchants, OEMC gets a good bang for the taxpayers' bucks.

C.A.P.S.?

C.A.P.S. should be exponentially expanded. Peter "Judas" Karl says it works. He would never lie or betray a decent, hard-working police officer. Mr. Karl is an honorable man. His credibility and integrity is above reproach. He would NEVER abandon an honest, dedicated police officer to twist slowly in the wind at the mercy of corrupt, vindictive, sadistic city officials. Judas is one stand-up guy.

“The budget’s been cut,” one of the beat officers replied. “There was a newspaper article about it. Jody Weis is cutting the budget again; they’re retiring officers and only hiring 200 new ones. We’re going to be short 800 officers. But why don’t you come and look at the nice camera I have in my car?”

The second beat officer added: “They have a GPS system so they can know where we are. So any incident that anyone has a complaint about, if it happens in front of the car, the whole incident will be videotaped.”

The residents shook their heads in disgust. “You think they can pawn that bean we have downtown?” one resident asked sarcastically, referring to the Cloud Gate sculpture in Millennium Park. “So they could pay for more officers?”

Excellent response to these b.s. caps meetings thank you office for telling the truth.

The federal government provided a grant for the city to fund the CAPS program. Many studies from universities and independent research groups have conducted studies on its effectiveness to combat crime and most of the studies have shown that there was no change in reducing crime.

Money from the federal grants are now drying up. The federal government is now providing grants for cameras, which is why Daley is turning his attentions there. It is not about the money, it is about the money.

The one thing I thought and liked about our great leader J-Fed was that I thought at least now if your qualified, work hard, test well, then you should get the position. -WRONG WRONG WRONG WRONG.

My source is actually a friend of mine who is running the interview portion of the Marine test. Friend or not, I was pretty pissed off when I heard this. Hard work and being qualified is not what the Chicago Police Department is all about I guess. I guess if your one of the "chosen" ones it's good to know you already have the position all you have to do is show up. As for all the hard worker's, I guess shame on you.

Hey J-Fed If your reading this, how about making ALL the test's fair and if you work hard and qualified -you get it. Maybe all these idiot gang bangers won't get hired and make the rest of us look bad, maybe the "qualified" officer's would be in units (Intel, Narc, Gangs, Marine, SWAT)
and actual "work" would get done on the streets and actually lowering the murder/crime wave!
Makes to much sense though I guess.

Hey, Northside. When it comes to a "stand-up guy", you forgot to mention the original lawyer you retained on your federal whistleblower case v. City.

You'd think that Richard J. Brzeczek, Esq., the former CPD police superintendent, would have realized that the statute of limitations to file your complaint is two years in Illinois.

While even the most stupid first year law student knows that fact, either Brzeczek was as dumb as a sack of hammers or...

Frankly, I wouldn't trust that "stand-up guy" to do a real estate closing on an outhouse. You're lucky you fired him in time.

CAPS actually did work in some areas. In the early-mid '90s, it was geared towards white, liberal, yuppies and working class Hispanics. It did help areas gentrify and stabilize on the North and near West sides.

The focus shifted about 6 years ago. City Hall looked at voter demographics and refocused CAPS into a program whose purpose is to keep African-American Reverands at bay. Their White/Hispanic coalition demographic models from the '90s became obsolete and the program was changed accordingly.

Riot gear? Oh,that would be BDU's which are much more practical running through alleys and over fences so the police can lay hands on Mookie as he runs from the police after he has committed a crime you have only seen on TV.

M4's? Yes, a version is used by the military. Yes we are seeing more use of these types of guns by the bad guys. We want it because it is more accurate and powerful that a handgun, which is often used by Mookie as he runs from the police after he has committed a crime you have only seen on TV.

Word is that CAPS is strong at the academy. The new recruits will be filled with CAPs and Technology. They will be able to work a computer and use google maps, but they won't know how to do old police work when they get a car that has no pdt or when the system goes down. God help them if they are 99. I wish them luck. More civilian minded people to run the dept. and this is what u get!!Stay safe

I once applied for the Marine Unit.
I passed the swim test and had an interview. I never got picked. Now I was a PADI certified open water diver for years, I also have a Coast Guard "6 Pack," captains license and at the time I owned my own boat. Just wasnt qualified enough I guess. The three people I knew who made it had not one of the three qualifications that I had. Yeah its legit alright.

SCC - I cannot believe my eyes and ears! Allison Rosati on Channel 5 10 pm news said "Jfed is cracking down on recruits. He fired 4 recruits today. Jfed went to the academy and saw 3 recruits who couldn't keep up with sit ups and 1recruit who couldn't keep up with the run. This is highly unusual, because the recruits just started the academy four days ago, and many have quit their jobs to start the police academy. The department said they will consider giving the 4 recruits another chance at a later date."

Didn't the recruits have to pass a physical fitness exam in order to get hired? Apparently the department though they were qualified enough to hire them. But Jfed walks in the door to do a spot check and deems these recruits as not being fit enough for his taste? Shouldn't they have been allowed to actually go through the academy first, and if they don't pass the physical fitness qualifications upon completion - then they get fired?

If Jfed continues obsessing at this rate, you can forget about the 200 new police officers this year. We're already down to 196 - at least that's what we know of.

Yeah, well the Chicago Mag article missed the point 2 out of 3 times.

Yeah, the cameras vs. real cops part was OK. But the author made that discussion too short and moved into Wonderland.

J-Fed being painted as being too tough on crime? The FBI being militaristic? (I nearly choked on my coffee) Criticism of BDU's? Turning CPD into the military? Intellectual blather about abandoning Community Policing and going into the professional model will mean bad things?

Absolutely ridiculous. J-Fed surrendered to the reverends almost from day one. And, the author wouldn't know what the so-called community policing and professional models if they came up and kissed him full on the lips. J-fed creating a more aggressive PD. Riiiight!

The article's lengthy love letter to CAPS? Also completely separated from reality. CAPS -- even gutted -- continues to be just a 'feel good' PR bone tossed to the public.

So, even though the article started out with some good points on cameras, it reverted to the wine and cheese, clueless, north shore, liberal target audience. If you read it in its totality, it was about 25% cameras bad/cops good, and 75% hand wringing, tearful early obituary for CAPS. Overall, it did more harm than good.

If the author had its way there would be fewer cameras, and many more cops...but they would be handing out stickers at block parties and organizing parades against homicides while Chalkie works the crowd; not actually doing what has to be done.

Although the quote about J-fed being clueless in this type of police department was right on the money.

I guess if your one of the "chosen" ones it's good to know you already have the position all you have to do is show up. As for all the hard worker's, I guess shame on you.

I'm a little confused by some of the criticism above. For the record, I'm not a cop but I do work for the city and care a helluva lot about you guys. Much respect over here. The article seems to push for more cops. That's what you guys want, right? The way I read it, the article is too CAPS friendly but it, most importantly, says the CAPS cuts is just a very obvious example of JFED, overall, not believing in boots on the ground. With all due respect, it's easy to criticize, it's hard to point out solutions. When Pulitzer's post says "not actually doing what has to be done." What, exactly, is supposed to get done. I ask because, like I said, I'm a city employee and care about you guys and respect you guys. I want to know, not because I'm trying to pick a stupid fight.
