Big Fire Department Scandal

This one is bubbling to the surface:
  • A very loud rumor has it that the First Deputy Fire Commissioner Lester Noy was removed from office today (Monday March 10,2009) by the US Dept. of Justice. On ongoing investigation into copies of Fire dept. promotional exams being given out to members of the black church and shared with the City's chosen folks for the last couple of years. How do you think these honor student's landed high on the list, surely not for their brains.
    This will only get better once the media catches on.
Not only does this call into question CFD promotional practices over the past few years, it raises the specter of scandal on all city promotional exams. We've commented here many times, along with other people, how certain exempts that are "subject matter experts" developing the testing criteria seem to have rather large statistical anomalies where members of their staff score in the very top percentiles. It's uncanny.

Chicago known as "The City That Works" has become "The City Thats Broken". Thanks to a very corrupt Mayor and his band of theives who took about 80% of the loot and gave the citizens the other 20%. At least old man Daley only took 20% and gave the other 80% back to the citizens. The money he has looted makes Madoff look like he took chump change.......

We all know that "special people" are coached or given suggestions on what to study by "high ranking" members of the command staff. It's a no brainer. If you're close with a big boss your going to get help with the substance of the test so they won't have to merit you and expose your clout if they don't have to.

Does anyone really believe that the brass over the years just keep their lips zipped when it comes to giving out test questions to the chosen? Come on now. It's a well known fact. "Hey, there's something important I think you should read in the top drawer of my desk while I leave the room." Wink Wink.

I know one thing
When I was a student inthe Chicago Public Schools during the 1960's and 1970's I used to score 3 grades above myself on the standardized achievement tests

I was always in the 8th and ninth stanine and in the 90th percentile or higher

The minute I got on the Police Dept except for qualifying "well Qualified" on the 1975 exam I got stupid and couldnt get out of my own way.

Not one promotion in 29 years

Hopefully some heads will roll and I will be vindicated.

Maybe even compensated

Show some real proof before we link ourselves to CFD. I like many others studied and scored well enough to have made it if they promote as many as in previous exams. Those who yell and scream the loudest should have used that energy to study instead of saving it to complain. Most had no inside help and many of us scored well enough anyway. Don't penalize us.

These "study groups" you speak of are open to any member of the department who wants to shell out THEIR OWN HARD EARNED CASH! That is why people bitch. Less than 1% is probably hand fed the test. We can't even get guys to buy uniforms with their UNIFORM CHECK!. I am tired of hearing all the bitching by SCC and the rest of the hacks with tight pockets. Take a study session and MAN UP!

Myself and at 8 of my co-workers attended one of the outside "study sessions" which tagged us for about 2k. Guess what............ all of us scored under 300. 6 out of the 8 in the top 120. SO PLEASE! NONE OF US HAD THE COPY! If you all study as much as you bitch you would have scored high. SHIT PROBABLY 90% OF THE POSTER HERE WOULD BE IN THE TOP SPOTS! Open you tight pockets, a book and STFU already.

THE TEST ISN"T THE PROBLEM IT IS THE MERIT SPOTS THAT TAKE AWAY THE SPOTS OF THOSE THAT HAVE EARNED IT BY HARD WORK!

SCC's earlier post regarding the amazing ability of some "staff" of high ranking exempts to get near perfect scores on promotional exams is very worthy of federal scrutiny.

You cheat on an exam and it is no different that stealing a promotion from someone more deserving. You steal a promotion and you are stealing money from someone.

I know that's considered OK by politicians, but by my non clouted ass it's a crime.

Therefore those of you who cheated please have the decency to resign. I'm not holding my breath.

To those that keep up the "stop whining and study more" mantra:
I studied my ass off on the last detective and sergeant exam. I scored top 30 on both. Having said that, I am not naive enough to believe that all of my detective and sergeant classmates did not receive some secret study group help. Study your ass off...but fight for fairness every chance you can. It may have been legit for me, but I want it to be legit for EVERYONE. For Mr. Top 300 who posted at 01:18...you probably would have been promoted already if not for those with a pre-test glance at the materials.

However,you should be just as upset that the system is broken, and exposed to outside influences.Because until the testing and promotional process is uncorrupted,you will have a cloud over your head whether you made it fair-and-square or had HELP!

We all have anecdotal stories of people who can't tie their shoes without help,and had to take retests every single week throughout their academy training, just barely graduating. But now, praise the lord they're healed. Now they are top performers, who garner promotion after promotion and are so smart. Just ask them, they'll tell you!

Almost entire team scored top 15 on Det test. Most of the same group scored extremely well on Sgt test. Rumor is they are all smart and studied together..........

I personally have interviewed scores of "successful" promotees who initially used that "study group" bullshit. Then, when I got them alone with a promise of confidentiality, they ultimately 'fessed up to having been given "trick" answers to EXAMSCAM.

The "confessions" began with my beloved friend from our homicide days and the best man at my wedding, the late John Durkin. John confided that a boss provided him with the trick answers and, in turn, he passed them on to several others, including another mutual friend whom I nicknamed "#1 white boy" for obvious reasons, based on his "success" in the rigged process (since retired Cmdr. W.M. did not like my new ball-busting nickname for him).

Ultimately, a score of other newly-minted lieutenants confirmed what John had told me. John knew that I would never be a party to EXAMSCAM saying that I "never took a (legit) exam that (I) couldn't ace". I humbly submit that John was correct--I've always "tested well". (The City "flunked" me on EXAMSCAM) I only use John's name now because John Durkin is with God now. God bless you, my brother. Even to this day, there is a current very high-ranking and widely respected exempt who knew the answers beforehand. The irony is that all three of these guys would have made lieutenant on the legit.

So you take your "study harder" and "study group" bullshit and I'll give you 13,800,000,000,000 to one odds that you KNOW where you can shove it.

And don't even get me started on the City's response to "affirmative action". I have incontrovertible evidence that some of our most gifted black and Hispanic candidates were unceremoniously "flunked" by the City. I termed it "THE GATES PARADOX" after a black sergeant who attained PERFECT scores in the objective (legit) components of the "process" before the City "flunked" him based on the rigged "oral board".

After you "notify the watch commander", have a nice flight to Stockholm, Dr. Douchebag!

In other words, its statistically PROBABLE.

Having had some experience in these kind of tests, the claims of 1 in a billion chances of something happening is ludicrous.

I am not saying there is not some kind of "cheating" going on, however, some people are just very good at studying for and taking these kind of tests.

Its also not real surprising that some of the people close to people helping make up the tests might have a better idea what is on the test than the average guy.

I am one who is very suspicious that this kind of test is all that great of a way to select police officers for promotion. It might be better to use it to screen out the real dumb ones, and those too lazy to study, and than find some none clout filled way to select from those who make the grade.

It seems to me there is much more to being a detective or a police sergeant than being able to do well on standardized tests. Those qualities would seem to be difficult to quantify, and likely to be unidentifiable on any kind of written exam.

You clearly do not know what study groups we're talking about here. We're not talking about Bernstein or any of the others like that.

We're talking about the "super secret" study groups that are made for supervisors' kids and other hand-picked friends/acquaintances/ bed and blowjob buddies. Where they study for most or all of the shift while drawing full pay. Pr were they're given the test content prior to the test. We're talking about the people who wind up scoring near the top of the list who just HAPPEN to have been working in administrative positions for supervisors.

That is not to say that EVERYONE who scores near the top of the list had a hand up. I've had friends who studied their asses off and made it solely through hard work. I have done the same.

You need to give warning next time you're going to write or say something like this. I just lost my cup of coffee laughing and wondering if you're for real. Genes? Good habits? Are you kidding me?

In general, perhaps. (Although that's open for discussion, because I'm one of a family of 10 kids. My parents are brilliant. Several of my siblings are, too. I'm intelligent. But the rest of my siblings are average to learning disabled.)

But a lot of the supervisors, and their offspring, are dumber than a box of rocks and couldn't find their asses with 2 hands, a map, and GPS.

Don't you see? Merit is for those who are too stupid to pass the test and get a good score, as we did, on their own.

Those who choose merit picks get 2 bites of the apple (at minimum) on any exam. Bite #1: They get to pick who is a meritorious promotion. Bite #2: They get to determine who sees the test and/or its answers and/or the exact test content material before the exam is given so that it can be studied, thereby putting "their" people in the upper numbers and, thereby, closer to promotion.

Look at the recent captain's list. One example: Lupe Pena has been a merit pick for each and every one of his promotions. That's 4 bites of the apple for him, 4 bites of the apple (at least) for whoever his clout is.

So the issue isn't all of us here bitching about not being able to pass. The issue is that promotion opportunity is tainted by a large number of people being promoted without having done the work to attain it. It's all clout.

Between the merit selection process and secret study groups, I'd say that it's really closer to a 50% merit process. Don't get me wrong, I realize that there is still an opportunity to score high but I would like to see everyone on an level playing field. I wonder what the boss' excuse would be for not allowing the officer to attend a study group which is being held in a department facility. A co-worker told me he went to a secret study group and landed up around 350 on the Sgt's list. There is nothing more embarrassing then being spoon fed the answers and not being capable of finishing in the top 100. Also, wasn't there an entire tact team that made detective and all the officers placed in the top 50 on the list? I don't care how hard they studied, people just don't retain information the same way unless you had extra help. But I guess it's entirely possible that was the smartest tact team in the history of the CPD.

This just begs to bring up the Lts. exam from years ago, when clouted sgts were given a "code" to mention during oral board interviews.

Sgts were asked in the oral interview, what notifications were required in the event a certain incident occurred. This info was in a General Order that was on the study list prior to the oral boards. The G.O. specified that the required notifications were to:
1) the Zone Dispatcher;
2) the Desk Sergeant; and
3) Operations Command.

No problem! Pretty cut and dried. And having been told previously to study this order, anyone who studied the order knew the correct, answer. Right ? WRONG !

At the end of each oral response, the oral board, (several exempts you are speaking to), asked if you had anything to add. Most people who had given the "correct" answer, would decline to add anything. After all, you wanted these guys to know that you KNEW the answer, period. You didn't want to go stuttering and blubbering and looking unsure of your answer. And theres the rub !

The "clouted ones" all knew that on that question, when asked if they wanted to add anything, they were supposed to say, "Yes. AS A COURTESY, I WOULD NOTIFY THE WATCH COMMANDER".

In the order, it specified that the desk sergeant was RESPONSIBLE for notifying the watch commander. The notification that was REALLY being given to the members of the oral board, however, was I am connected, I will be given a very high score by you and I will shortly be promoted to Lieutenant, and if you don't want to piss off your boss who provided me with the "courtesy to the WC" code, you better do what you are told. To add insult to injury, after they completed the Oral Boards, the City decided that the orals would count for 80% of the sgts total test score ! ! !

As I recall, there was a big to-do about the allegations but, of course, there was no proof or evidence of anything and so the clouted went merrily on their way to Lieutenants' Classes, while everyone else just steamed.

Thats how they did it before they invented "Merit" promotions.

When I was a student inthe Chicago Public Schools during the 1960's and 1970's I used to score 3 grades above myself on the standardized achievement tests

I was always in the 8th and ninth stanine and in the 90th percentile or higher

The minute I got on the Police Dept except for qualifying "well Qualified" on the 1975 exam I got stupid and couldnt get out of my own way.

Not one promotion in 29 years

Hopefully some heads will roll and I will be vindicated.

Maybe even compensated

I know of this person, and personally know she studied long hours for both test and also went to a study group. I know she put more hours in studying for those test then ten of you bitc*ing on this blog. Maybe if you put half the effort she did instead of complaining on the blog, you would have gotten more right on the test other then spelling your name correctly.

Approximately 500 sergeants and 150 lieutenants were promoted from the 94 lists. These were rank order and even shortshanks publicly supported the process. Many of us saw an opportunity, studied for 12 months and spent money and hours of personal time in the process to capitalized on the opportunity. However, the end result severely changed the make up of the supervisory ranks (predominantly white). This brought about the merit selection process. If you are fortunate to view the 1998 sergeant's merit list, yes there are copies out there, you'll see the beginning of what has become the upper management of the CPD.

As the years have past, many of us 94 listers have since made Lt and have found ourselves stuck (with pride) in patrol as the future leadership of the Dept is groomed around us with multiple merit appointments: sgt, lt, capt, exempt. I'm sure you get the picture. There should be no question as to why we're in the organizational chaos we are in. It started long before J-Fed came to town and will last long after he fades away with a million in the bank.

As someone who has earned my stripes and bars and have helped others accomplish the same, I offer the following advice: study hard, the process should start about 12 or more months prior to the exam, get in a good organized group as well as a small group of trusted friends who will equally share info and ideas, consult people in the rank who you feel are competent (most will be happy to help) and give it your best shot. Yes you are fighting 30% off the top. Yes there probably are those who get answers or questions. But don't sell yourselves short, believe you can succeed.

Stay safe, watch out for each other personally and professionally. The sharks are in the water both on and off the Department and are waiting to feast on your flesh. Don't let your displeasure with the mayor and the Depts leadership strip away your comraderie! We are the Chicago Police Department. We need to protect ourselves, our families, and the good people in the city (the majority still appreciates us).Chalkie will help take out the trash. He's not intimidated one bit by the cameras and believes in change.

May God bless each and every one of you and your families. Don't let those on the wall die in vain.

FINALLY! It took me 17 years to get promoted to a lowly detective. In that time I placed in the top 10% on the first phase of every promotional exam I took. However, when it came to the second phase of these tests (Where the city can play their games) I turned into a fucking amoeba ensuring that my placement in the top 10% was effectively erased, pushing me into the stratosphere on the list.
I have kept all of the results and hopefully there will be a class action suit coming soon.
Before all you "I studied hard and got promoted" strokes start your BS just look at the morons who run this department. Their are lieutenants on this job who nothing whatsoever about police work or how to manage people. And I know I am not the only one on this job who has scored well on tests only to put thrown out of the running after the city finished screwing with the results.

A very very small percentile make it by studying hard. I took 2 sergeants test ranking 407 (didn't make it) and now 600 and something. Studied my ass off and spent money on study groups as well as free ones and have come finally to the conclusion that it's not worth the aggravation anymore. They take who they want. However it's done that is the bottom line. I will never again use that amount of time to study anything for this departments exams. They can just keep promoting the ballonheads, it won't effect me anymore.

You're dead wrong on that one. I also took the exam in 1975 (March or April, I believe). We were ranked well-qualified, qualified, conditionally-qualified, and not qualified. I was a "qualified" white male, and was hired 18 July 77 (class 77-3_). So he's no faker.

Based on the 80% "oral interview" conducted by LeRoy ("the Father of ExamScam") MARTIN and another exempt, I was FLUNKED. At that time, there was none of this submission of any "very large application with all (my) news clippings." The braintrust had yet to conceive this so-called "merit" bullshit.

Furthermore, you imply that I was "bitter" because neither John Durkin nor anyone else gave me the TRICK answers. John knew better. So did George Ruckrich. I'm no goodie-two-shoes but I would have blown the whistle upon confirmation of such treachery. If the "process" was legit, I KNOW that it would be a cakewalk for me.

I haven't been "bitter" for years. Retirement is utter bliss, thank you. I merely want to share my experience and knowledge with the young active guys that still must deal with these "in-your-face", rotten cocksuckers.

If you know this person then you know that the study group that she attended was given by Capt. JRD who was a subject matter expert for the test. That goes for the CAPS LT at Area 4 who also attended the study group and a few others that scored in the top 30. Maybe the Justice Dept. should talk to Captain Plastic JRD.
So stop defending these people when they had the answers and materials for the test, THAT IS A FACT.

I took four promotional exams in my career. Of the four, I studied hard for only one. That was the '93 sgts exam that I was eventually promoted from. The '89 & 93 dics test I didn't study for and my results showed it. I took the '98 lts test and didn't do well on that....I didn't study for that either.

I'm not foolish enough to say or think that there is no fraud somewhere, but in my case, the studying paid off. When reading the questions the answers came, not because I'm brilliant, but because I studied.

I was in a small study group and was the only one to make it. There was one other who would have made it if shortshanks had only kept his promise to promote 500. But the list was struck down because it was politically incorrect.

Merit promotions? I know of many people who have won tons of awards and they are still police officers. Then I see others who are merit promoted to dic, sgt, lt, and some even captain and beyond. There should be no merit promotions. But if there is, it should be one only....ONE! fat chance that will ever come to pass.

Most of the tests are fixed.Obviously if you are connected, you get help one way or another. I studied very hard twice, made sgt. in 88 and lt in 95. The 1994-95 Lt.'s test was the hardest test of my life. Never went any higher, no clout. I guess I was somewhat lucky but I did study hard.

Myself and at 8 of my co-workers attended one of the outside "study sessions" which tagged us for about 2k. Guess what............ all of us scored under 300. 6 out of the 8 in the top 120. SO PLEASE! NONE OF US HAD THE COPY! If you all study as much as you bitch you would have scored high. SHIT PROBABLY 90% OF THE POSTER HERE WOULD BE IN THE TOP SPOTS! Open you tight pockets, a book and STFU already.

THE TEST ISN"T THE PROBLEM IT IS THE MERIT SPOTS THAT TAKE AWAY THE SPOTS OF THOSE THAT HAVE EARNED IT BY HARD WORK!

The easiest way to remedy the problems with testing for promotions is to give the score and correct answers of the exam to the test-taker that very same day.

The answers are done on scan-trons, so scan the fucking thing right in front of everyone.

Then give the answer key to the individual as well, along with a copy of his/her answers.

Think they could do this? Hell, yes thay can do it. DO YOU THINK THEY WILL EVER DO IT? Fuck no!

If the promotional process was transparent there would be no room for doubt! Keep it a secret and there is plenty of room for cheating and conspiracies.

BTW - Isn't it interesting how well some of Capt JRD's sgts in 017 did, outside of Lt. PC? I thought that home proctoring test was suppose to be investigated by the Dept? Foolish me for having thought so.

Finally, meritorious should be back down to 20%. We have enough nit-wit white shirts being meritoriously promoted, when merit promotion should be exactly based on MERIT and not repyament to a friend.

ok! we can go on and on about all this unjustice with the examscams that have plagued our fine CPD & CFD city for so long, and I don't see it ending any time soon.

If the city really wanted to make this fair,(and they should), then let's start with every promotion to be given, to be scored by: 30%=senority, 30%=work-ethics, 30%=exam-test, 10%= based on medical & absent abuse. Further that every person who goes back to school after 30yrs, then pay to take the exam, passing it to be put on the list, should get/be promoted until the entire list has been exausted before spending another 15 or 25 million to set up a new test when you already have people that have paid and passed, and still on the list waiting to get that promotion so that they can support their family and hopefully live long enough to retire on a better pension!

This will in turn get you the most qualified work experience on the street teaching these younger officers how to become a good police officer before making Det., Sgt., and so on, which in turn will make well qualified/experienced bosses who will know how to be the "real police"!

SCC, you should have asked the fireman. The test is given to members of black churches before being administered so that they can judge how racist it is. This is an adendum to the firemen's contract. I think #7, but not sure. Call the fire union or go on the CFD blog and ask. It is part of the contract. They only have 18% meritorious, but they have the giving of the test beforehand to compensate for past racial injustice, and the wrap around thing....Although it seems illegal, it is part of their contract...Believe it.

The FACT is that Jan ranked in a tie for #68 on the two legit components--a perfect score in the written and only three of 63 wrong on the multiple choice.

Jan and I both worked Capt. John Collins watch in 025.
Off duty and when we met for our lunches and breaks, Jan confided in me that the oral was rigged with trick answers.

When that lunatic Joseph Curtin, LeRoy Martin and his hatchet men tried to drive me insane with incessant, pretextual harrassment for blowing the whistle to the media, who was "my rock"?

Who was the ONE person that kept me from going berserk with those filthy sonsofbitches?

The girl who finished #2 on the last Lt's list was given special treatment, but only on the 1st part of the test, which any moron should of been able to pass. She had to get permission from city council to take the test the way she did, which was due to a major illness.
the 2nd part she took like everyone else, whether her capt friend helped her, i don't know, but i never see people from 15 complaining on this blog about her like they do about the one who was in 11 and now a/4 caps lt.

Will look out for them, stand behind officers when they are wrong.

I don't recall the exact date, but I do recall it was almost immediately after the first time they published two separate lists. There was so much talk about the officers on the merit list, the department decided to protect all future merits and only produce one list.

Somebody help me, wasn't the first merits in the early 90s?

Since the list comes from the score of the second part of the test ranked by senority and the second part is graded by hitting "code words" in short answers, who ever got in the top 5 in the last Dicks and Sgts either had 40 years on the job or only missed a couple of the possible hundreds or thousands of code words!

You would think that, not being from the police department, but once you read a few of our orders you would realize how difficult it is for many. It isn't that we are of diminished intelligence, it is just the way these orders are written and by whom. If they were written by people of high intelligence I think the exams would be more fair with less opportunity for ringer questions which ask for some very obscure fact out of a 12 page order. Usually there is something stated in nearly the same way and repeated 5 times each with a subtle nuanced difference.

People who are good at studying and memorizing lots of arcane stuff do well on these tests but they are no longer a good indication of who would be a good detective, Sgt. etc.

Then there is the essay part of the test, the "what would you do if..." type question and in what order.

I always tested very well in school. I graduated college before I came on the police department and was reasonably sure I would do well on promotional exams. I never did well. Closest I ever came was 500.

In 25 years of taking these tests and never coming close to being promoted I have come to accept my fate and realize that I never want to be the type of person who would do well on these tests.

AMAZINGLY both (each with less than 5 years on) scored in the top 10 on both Sgts and Dets exams! As a matter of fact, the younger lad made Sgt before he had time in grade to get the spot!!! So he couldnt take it, and is still waiting for his "earned" chevrons! Give me a fucking break! Talk about an impossibility! Not one, but TWO from the same blood line scoring top 10 in TWO promotional lists with a combined 8 years on the job!!! WHAT IS THIS, THE BRITISH FUCKING MONARCHY??? This department is a JOKE!!!

I don't recall the exact date, but I do recall it was almost immediately after the first time they published two separate lists. There was so much talk about the officers on the merit list, the department decided to protect all future merits and only produce one list.

Somebody help me, wasn't the first merits in the early 90s?

Oops I just reread your post, and I thought you said "seal" the list.

These "study groups" you speak of are open to any member of the department who wants to shell out THEIR OWN HARD EARNED CASH! That is why people bitch. Less than 1% is probably hand fed the test. We can't even get guys to buy uniforms with their UNIFORM CHECK!. I am tired of hearing all the bitching by SCC and the rest of the hacks with tight pockets. Take a study session and MAN UP!


Sure people who are related to people who have scored well do good. That is how it works. If you did well you can pass on what you did. Usually good habits run in the family. ITS CALLED GENES!

Myself and at 8 of my co-workers attended one of the outside "study sessions" which tagged us for about 2k. Guess what............ all of us scored under 300. 6 out of the 8 in the top 120. SO PLEASE! NONE OF US HAD THE COPY! If you all study as much as you bitch you would have scored high. SHIT PROBABLY 90% OF THE POSTER HERE WOULD BE IN THE TOP SPOTS! Open you tight pockets, a book and STFU already.

THE TEST ISN"T THE PROBLEM IT IS THE MERIT SPOTS THAT TAKE AWAY THE SPOTS OF THOSE THAT HAVE EARNED IT BY HARD WORK!

IF THE TEST ISN'T THE PROBLEM WHY ARE YOU NOT GIVEN A SCORE IMMEDIATELY FOLLOWING THE EXAM LIKE THE DO IN HIGH SCHOOL EXAMS????? ITS A DAMN SCANTRON SHEET, THAT NEEDBE ONLY FED INTO A MACHINE AND SCORED IMMEDIATELY. BUT SOMEHOW THE CITY TAKES MONTHS TO CAME TO AN ACTUAL SCORE. THAT I WOULD SAY IS A PROBLEM.

I made Det legit in 2000 off the '98 ? '99? exam (only one exam just not sure which year it was given) There was quite a bit of writing out of the answers if I remember correctly. It was not solely scantron.


Det is 20% merit (as opposed to SGT, LT 30%)

when was the final 'no-merit' Det test? In other words when was the first Det class which contained merit guys? the 98/99 test (promotions began in Sep 2000) definitely was 20% merit
