Boston Layoffs

Could it happen here? We doubt it. We're already shorthanded:
  • The Boston Police Patrolmen’s Association is balking at Mayor Thomas M. Menino’s ultimatum that unions agree to forgo their contractual raises by March 15 or face layoffs.

  • Still, sources told the Herald that BPD is still looking at the possibility of laying off a dozen newly recruited cops in addition to the 40 cadets and 20 civilians that Police Commissioner Edward Davis announced would receive pink slips in July.
If Shortshanks wanted to cut manpower by 300 officers overnight, he could settle the contract tomorrow. By 01 July, we'd lay even money that a few hundred cops would put in their papers. Personnel is already saying the Department is ahead of last year's pace and should be a "larger than normal" year.

I'm sure Boston like Chicago wastes billions of dollars every year on people who refuse to work and spend their entire lives on welfares getting drunk and high and buying booze and cigarettes with taxpayer money. But instead of cutting off the pay outs why not layoff city employees so the taxpayers can get even less service for their money.

I say cut AT LEAST 300 officers, and cut them immediately. Only caveat is that these 300 officers must be above the rank of patrolman, and must have attained their respective rank via the "merit" process. Start thinning the herd of useless "bosses" that I wouldn't trust supervising a comatose quadriplegic.

Ha! 50 recruits for the rest of the year. Yeah thats a big jump. 3/4 of them will be behind the desk or do nothing spots after probation.

If Shortshanks wants to layoff anyone he should layoff those useless, arrogant civilian $92,000 per year District Managers.

The only ones worth anything are the few who were former cops. The rest are clueless and worse.

Maybe they should be replaced by a Staff Officer. Each District Commander would get to pick his/her own Chief of Staff P.O. who could handle all those Mickey Mouse tasks. If they get D2 pay for that position and agree to flexible hours it would save the city a lot of money and we wouldn't have to deal with these people who don't know what being the police is all about.

i dont see any layoffs. but you can expect the worst contract in the last 20 years for sure. i also believe that the city will try to cap our comp time at 500 hours. some of these bosses are walking around with 5000+hours on the books. i can see the city making us use it or loose it before you retire.

i dont see any layoffs. but you can expect the worst contract in the last 20 years for sure. i also believe that the city will try to cap our comp time at 500 hours. some of these bosses are walking around with 5000+hours on the books. i can see the city making us use it or loose it before you retire.

I see nothing wrong with capping comp time, most other departments already do it. However the problem of use it or lose it doesnn't work when they continuously deny it due to NO MANPOWER. Cap the time due at 500hrs. let us sell back(like the supervisors) 200 hrs a year, cover the medical at 55, max out at 25 and a day, stop the merit promotions only to create new units for these newly apointed bosses, get rid of all these different pay grades for p.o.'s that choose to be in the unit that provide them(i.e. why should daley's guys get d-3 when they are there by choice, dick's get d-2 when they voluntarily took the test to become dicks, k-9, bomb and arson, the list goes on and on). They chose those units, nobody forced them to be there so let them receive the pay the rest of us do. Just think of the money the dept. could save with these simple steps and think of how many more p.o.'s can be hired with that money.

Pre-contract days, when you went on furlough, you lost all time-due on the books over 40 hours. They were gone for nothing, and earned back at hour for hour, no time and a half.

There is a plot afoot to take away a lot of our time-due on the books, it is called VEBA. Ask a white shirt about it.

there are a whole lot of guys waiting for the contract to be settled before they pull the plug. if the rumored 55 year old insurance thing went thru, even more would go. and how about a buy out that was offered to some of the other unions. if the portability issue passed, even more would go.

District Managers are a joke! This is a relatively new position in the department (20 yrs?). If we managed without them before, I'm sure we could do it again. Besides, in my district there are probably 8 in the caps office and 6 in the administrative office. I'm sure one of these 5 yr go-getters could handle that job!

I know at least 10 copper's that will pull the pin as soon as the contract is done. Most of them have little time on the books.

The 55 years of age, paid medical, will increase the numbers ten fold.

Then Daley can hire people at half the salary of 25 years on the job guys.

Get out as soon as you can...the pension fund wont be solvent to last at the rate it is being funded vs. paying out. The medical at 55 is nice, but it may be a carrot on a stick for now. Draw your pension, move out of the city and live well! It's the only way to win.

Like the 2 and 3 year ones at the Academy in the "Technology Section"

One guy has just six months off of his probation and he is at the Academy.

Two other broads are in the same section with just 18 months off of probation!

20+ years ago, the Dist. Managers were hired to replace the Dist. Secretary.
The idea back then was to free up some officers for the street.
The D/C soon realized that his Dist. Manager didn't know diddly squat about the police department and the dist. secretary job remained.
Therefore, the dist. managers should all go; they do nothing but create more problems and know nothing about the police department.

And by the way, Daley has been thinning the ranks by not hiring new recruits;
123 hired in 2008
50 hired thus far in 2009 (rumored to be only one class coming on)
That he will not hire any more for the rest of the year.
The scheduled May 2009 recruits class has already been put on hold!

VEBA is the city's way to reduce time on the books andb prepare us for NO city-provided health car, age 55 or otherwise. Ask your capt and lt.to PLEASE vote NO to the proposed VEBA. Remember the $2 for insurance!

All CPD civilians will be laid off this year, and only one class of recruits. Only 125 recruits from last year, and retirements should be double last years total. Already down, final tally PD will be well under 10k total. Many PD functions will be farmed out to private companies to keep manpower on the streets. Less collective bargaining headaches for the city then. The contract will be the usual minimum with a longer expiration date. It will get worse before it gets better....

Comments about less time on the job for more pension miss a point. The point being that the pension fund will not survive 10 years now. How long will it survive if you increase benefits now?

The city won't let you burn off your comp time if you have a lot of it because as long as you are on the payroll they have to make their end of your pension contribution and health care costs.

They can't pay out your comp time over more than 1 year because IRS won't let them. Once the employer-employee relationship is over, all payment issues must be settled.

Don't think they can force you to burn comp time. Court ruling on that. It is YOUR time.

The District Managers position was created in about 1993. The original managers were all outsiders who didn't know the police department, when they found out many were saying, "what the hell kind of place is this?"

Some early district managers were told to sit and be quiet. Later, retired district secretaries were hired and a commander's wife got one spot in 018 for a while. Today it varies greatly by district, some are good, some are wasted space.

it is a great retirement job for some PO who knows inside work. They make around 60k plus insurance etc. Only they don't get the same time off as PO's, unless they are retired PO's and know how to play the game.

As for me, I will burn everything I have that says Chicago Police Department and never ever work at anything that resembles a police department or security job.

I will be in some mid south state with lower cost of living and none of Cook County's problems or politicians. Retirement cannot come soon enough for me. I will make sure the moving van is at the house the very first day of retirement. Or even a few days before.

Yeah I want them on the street. You have to start learning how to be the police somewhere, and its not by sitting at a desk. We were all recruits. This is the exact kind of dork who repeatedly gets promoted because while we're on the street working, he's inside making a career out of hobnobbing with the bosses.

Jfoot should be ordering all officers with less than 20 years hit the streets. Let the senior officers take those inside spots that were historically there for them.

Can someone please elaborate a little more on this "VEBA" proposal being mentioned? Does anyone know if the court order regarding this issue has any bearing on what the city will be allowed to do with the time we EARNED in lieu of paid overtime? If that troll mayor thinks he's going to fuck with the time i earned by wasting my off hours in court for this shit city, he'll have ANOTHER lawsuit to deal with!
