OK, What the Hell Was This?

Two stories, both of which hint at the creeping decay of the Department.

Story #1:
  • I would like to extend a big FUCK YOU to the midnight bosses in 007

Seems that they had a problem with all the PO's dropping slips for Friday and Saturday so they could attend the wake and funeral for their own guy Alex Valadez. You see alex was a midnight officer and a good one at that. Well good thing Cmdr Calloway got wind of it and got involved. Now all these grieving officers can pay their respects and not do so on two hours or less of rest.

It's shit like this that it's no wonder why you have twenty plus people from midnights alone bidding out
007 had 15 openings listed this past Friday. Can anyone verify this happened? Someone else recalled that when the Officer was hit by a train in 010, Maurer sent the watch home and TRU covered the rest of the shift that evening. Was this done for 007 and if not, why?

Story #2 is a bit more disturbing. Retired Sergeant John Northen (aka Northside) contacted the Captain in question and received straight denials that it took place. The trouble is, we've gotten lots of comments and more than a few e-mails that it did occur, including a few rebuttals of Northside's narrative of the Captain's denials.
  • Look for openings in the 5th District real soon...

CPT Jones, the know nothing, political hack, who is tight with the rev-re-rums and is the only reason he got promoted on this job, is ruining what was once a hidden gem on the South side.

Now I know the area to work at is no gem, not by any stretch of the imagination, but the people and bosses you worked for there USED TO BE great. Watch parties, BBQ'S, family parties, you know the things that HELP IMPROVE MORALE when you work in a shithole of an area, [...]

CPT Jones, he of the "get the ticket and tapes from that FOOT pursuit," is in well over his head, unless you call chatting with the dollies police work. You really fucked it up today though. Tonight, you cock-sucker, you denied officers to go to a funeral, saying "If it was that important you would have gone on your own time". Fuck you! Of course you would not understand why it was important for all of the new kids on the watch to go and pay their respects, because you NEVER were a working cop. NEVER! Not once, look in the mirror, that pussy looking back at you does not lie, you were and ARE a do nothing. [...]

Well, that one will come back to bite you in the ass. Go ahead, look at everyones ticket books, their activity, and tell us we need more of this, that, and the other - DOES NOT MATTER. Nobody will do shit FOR YOU! You have officers bidding out to go to the 3rd District, that is akin to people leaving a Carnival cruise to take a ride on the Titanic.

Hell, you're such a dick, even your own boy, CMDR John E. B. is trying to unload your ass without you knowing. Oops, did I let that out in public? My bad, did not mean for that. Yep, your own guy who brought you in is now trying to take you out.
We hope it hasn't descended to this level, we really do. But there are too many non-policing, double and triple-"merit" promoted hacks who are only looking for their next bump and not the morale and well-being of the men and women who work for them.

We can't ever recall a story being told like this, even as a joke (and a bad joke it would have been, too.) We hope this isn't true, but if it is, this Department supervision is too far gone for redemption.

Sounds like the 007th district commander is a stand up guy for getting involved.

The midnight guys/ladies in 007 should do Zero police work for their beloved captain. Or they can bid to 003 with the 005th district guys.

Fucked up.

Some of these "bosses" especially the newer ones are missing the whole police culture & tradition and are doing stupid shit. since when are we not allowed to attend a police wake or funeral. they should set an example by ordering us to go, or at the very least strongly encouraging it. but instead there worried about covering their political ass. No one cares anymore . we are failing to pass down the traditions; and as a result the thin blue line is blurring. If this is true, SHAME ON YOU! grow a pair and have some respect for the working police.

I hope that if true, affected PO's will tell us here. This is an abomination. Painful for his CPD relatives and friends to hear. Give us the facts by a CPD ear/eye witness because right now I'd like to physically confront this jerk and factually, out him for what he is. I know him and am well aware that he was promoted beyond his abilities, but THIS!!!!!!

Don't think that 007 1st watch was sent home, but TRU sent all they had to 007 to do whatever was needed, paper jobs, disturbances, etc...This was done to ensure the 007th district officers working 003rd watch could attend the St Jude service.
I did hear that anyone who wanted time in 007 was told they could get it, not sure where it came from but that came from officers in 007.

As far as Jones, that story is 100% true and is completely disgusting.

Is this ethical?

On 7 May 09, Capt JJ, 005-3rd Watch, received 3 hours overtime for "mandatory ethics training". Check office automation/business crystal reports. Jeesh, the guy works 10 hour days, you'd think he'd be able to knock that out without costing the taxpayers 3 hours of captains pay. Does this mean we can all be trained on ot? Heck we got use of force and automated traffic reports & auxiliary qualification coming up. I'll be rich. I wonder which exempt signed this ot slip. Sounds like blatant theft to me, especially in a budget crisis. Terrible judgment jj.

P.S. He denied the officers at 1600 roll call the opportunity to attend the wake saying, if it was that important to you, you would have gone on your own time.

There was a comment about how many 005th District coppers went to the wake and the answer is that not one street cop was there with the permission of Capt.James Jones (the previous A/2 LT). One house mouse car was DETAILED there as if they could pay respects for the entire watch. I guess that's how he could deny not letting anyone go to the wake. Well Mr. Weis, you better look into this and do something about Jones. It is of very poor taste not to allow officers to attend a fellow officers wake.

He would only approve reports when there was nobody else around and it had to be done. His crowning achievement was that he never signed anything..including an OT slip. I worked in A/2 in the 90's. In my experience, as long as a district/area is covered, officers are allowed to take turns briefly paying their respects, even if the slain officer's wake is on the other side of the city.

But, this DID happen. CPT Jones lied to you Northside, no big surprise there, but CMDR Ball needs to take a real close look into this. I am not sure about CMDR Ball trying to dump Jones, but I am CERTAIN he told us we could not go.

Civilian Post--

This is the type of leadership/management that is obviously so bad that it is beyond belief. This Jones person is an idiot.

He is presented with a problem, he's got to keep things going, so what does he do, he breaks on the people who he needs to do his job the most.

He doesn't think of any obvious solution, like going to other areas to fill his command while his people do what they needed to do. He hasn't the ability to go to other command personel and ask them to fill in for himself while he makes sure his own peole are alright.

I'm not a cop, but its almost a given in any corporation that when there is a death in a department or workgroup, someone else fills in. This is a standard management procedure, and we are not even talking about violent deaths or organizations that rely so much on mutual comraderie to get their job done.

How can anyone in charge be so bad at it ?,,,from what I read here: political promotions in the guise of merit promotions is the reason.

Why the hell isn't this sort of thing written into sometype of procedure ?

When a police officer is murdered, or suffers great bodily harm, or at the discretion of command personel, that police officers shift, watch, or workgropup (sorry don't really know what it is called) shall attend any and all memorial services and rememberances for 72 hours. Command personel will ask for volunteers to work those shifts, absent this they will order personel to perform the police functions of those shifts.

Seems like this wouldn't even need to be written down anywhere.

SCC, this is why the politicians and the community do not respect us. We continually dog each other. Regardless of what has happened the Captain has to still mann the watch. I also know they asked for slips early so the Area could borrow officers from other districts to cover. We got a slew of slips in at the last minute. It was a huge issue becuase none of our other officers in the other districts wanted to come over here and work, to give us a hand for one fucking night.

Additionally, if Captain JJ is such a bad boss, this it not hte place to vent it. Perception is always greater than reality. Whey would the community respectus when we don't even respect each other nor the decision our bosses have made. No one will agree 100 percent of the time, but come on!

Let me put a slightly different spin on this, then you can all go ahead and flame me to death. I don't know the Captain, never heard of him in fact, but maybe he is right. If it is important to you then go on your own time, or if you don't want to do that, just go. Don't ask, go. Why put it on him to allow you to go. Take it on yourself, and if there are consequences, face them. I have been retired for a long time now and that is what we would have done in years past. Why middle someone else? Man up and quit being a pussy. That seems to be part of the problem with today's Chicago Police Officer. Most are afraid to do anything on their own, and are always looking to someone to tell them how, why, where, etc., or in other words, lead them by the hand.
Okay, let the flaming start!!

I'm sorry SCC but it is true. Capt. Jones would not allow the 005th district 3rd watch to attend the wake. It was asked and he claimed it was too busy. Ended up being one of the more quieter nights in 005 in months. FUCK YOU CAPTAIN JONES!!!!! We just wanted to pay our respects

Jones could of easily gotten people to fill in, all he would have to do is ask. This guy needs to be put in another area of work. He sould be behind a desk at 35th St. where he would have no contact with P.O's. The P.O.'s moral is low enough. Let the blue star family leadership know of what occurred they will handle it with the brass.

This is what horseshit police bosses do to a city.

Murders in New York and LA are down this year. Way down. NY murders are down 21% this year and LA murders are down after reaching a 40 year low last year.

Compare this to a 15% increase in murders in Chicago last year.

Chief Bratton credits the recent decline in LA murders with, get this, MORE OFFICERS! LA hopes to have 10,000 officers by December.

I of coursed wiped my MASTER off with Some MASTER Paper. Thankfully it all flushed with just two MASTER flushes. All we needed around here was another MASTER walking around the district. Another priceless quote from capt. jones- he asked at roll call- the day of the funeral- how many attended the service. When he heard that many 3rd watch, 005th district cops went to the funeral after working until 2,3 or 4am he said "good- you should go to several cops funerals to see the severity of the job" Huh? This guy hadn't even acknowledged to the watch that a PO was killed in the line of duty. The only thing he said is one day in passing he mentioned you need to use your cameras since it may have helped find the killers. What? That's how you are going to address that a cop was killed? Then he refused officers on duty to pay respects at the wake. This is not 3rd party info. I was there and heard it from his own mouth. I hope that was the last cops funeral I will attend in my career. Sadly, there will probably be more.

Michigan is not alone in turning to its prison system for savings. Some 25 states cut spending on corrections in fiscal 2009 and another 25 are proposing to do so in fiscal 2010, as they struggle to address massive budget shortfalls.

"It's a trend we'll be seeing more and more of in coming months given the dire revenue situation states are in," said Sujit CanagaRetna, senior fiscal analyst at the Council of State Governments, a research group.

If true, shame on the officers in 005 who didn't go anyway. Again, let the Captain get a number or spar. That would be good paper.

If true, shame on the officers in 005 for not immediately calling FOP. Granted, they have no absolute right to go to the wake but calls could have been made.

If true, post this on the Scum Times and Tribune site under the comments section. Who cares if the story doesn't even have a connection? At least people will read it.

I phoned Capt. James Jones at 005. He stated that he did NOT deny third watch officers the opportunity to attend the wake of our fallen hero, Alex Valadez.

In my experience, as long as a district/area is covered, officers are allowed to take turns briefly paying their respects, even if the slain officer's wake is on the other side of the city.

While the inspector gave a plausible "documentation" explanation, I would NOT have even considered calling 9-1-1 on such a frivolous matter. Retaining a copy of a "To-From" account of the feud submitted to IAD or her ranking officer would have accomplished her objective and avoided the ensuing brouhaha.

I only reported that Capt. Jones denied the accusation.

At first blush, I was struck by the seemingly incredible stupidity of both incidents.

In all fairness, I believe that before "crucifying" someone on this site, we should hear any potential rebuttal from an identifiable source.

The problem with the 3rd Watch in 5 is that for the most part you have nobody with more than 5 years on the job. So everyone does not know how to do anything outside of what they have been told, and to their defense, they never had problems until four/five periods ago.

So you now have a CPT who also does not know who to do anything outside of what he knows, and he does not know ANYTHING to begin with - the guy was never the police. So in an attempt to hide his ignorance he does off the wall shit like this stunt.

What was needed was the three older guys (Lock Up Keeper, Radio Room PO & Search Warrant Team PO) on the watch to help show the younger guys what to do, but all of them were off. So we had no one to lead the revolt, no one with balls, and sadly, no one at the funeral except the one dog that the CPT likes and sent.

I was so angry that I did something, I bid out, and when asked why I said "The WC" I am sure more are soon to follow suit.

In all fairness, I believe that before "crucifying" someone on this site, we should hear any potential rebuttal from an identifiable source.

Now quit picking on me or I'll laugh out loud.

What rebuttal? I was there he said we couldn't go.

Read my relevant posts again. Don't even try to twist my words. I impartially reported to blog readers what Lt. Pasqua and Capt. Jones told me in telephone conversations.

Hey Northside: Why don't you get your own blog? Useless chatter from Area Six know-it-alls, just like old times.

You make a valid point in your last two sentences. I take full responsibilty for any misunderstanding.

I have never met Lt. Pasqua or Capt. Jones.

I believe you and other officers from 005 who contacted me.

007th dist. a good place to learn to be the police. we didnt come on the job to push paper or to hide in a slow district. 3rd watch captain is one of the best, never been denied time or baby furl even in summer. bid so my seniority can rise.

WOW, as a civilian reader of this Blog I am truly disheartened to hear about these two stories.

I am not sure which is more troubling, the story about Officer Alex's home district , but thankfully his Commander stepped in and made the correct executive decision, or the story about the people in District 5, were sadly it seems nobody stepped in to make the correct call.

I do not seem to have a firm grasp on what the city defines your merit picks on, but it seems to me, at least through reading comments lately that the merit picked leadership might be in over their heads. Shameful! This does not occur in the military and I cannot understand why it happens in law enforcement, a sort of semi-military type of unit/profession.

I wish you all well, and I hope the Officers all involved who did not get to come and pay their respect and share in your loss of a brother can somehow find comfort that many of us, civilians who did not have the pleasure of working along side with Officer Alex, did come out to help support his family, his partner, his fiance and unborn child and ALL of his brothers/sisters in blue, both present and absent.

I hope that your Chief looks into this deplorable leadership and does something about it. This type of leadership would result in people being fired in my line of work.

Please stay safe CPD.

Signed,

A civilian supporter.

Additionally, if Captain JJ is such a bad boss, this it not hte place to vent it. Perception is always greater than reality. Whey would the community respectus when we don't even respect each other nor the decision our bosses have made. No one will agree 100 percent of the time, but come on!

Then were is the "proper place?" In his office behind closed doors? Please spare me the drama. You make it so obvious that you are one of the insiders who benefit from Jones and you will do ANYTHING to calm the waters so your "position" doesn't become in danger of going back to the scary streets.

Oh yeah, the Puerto Rican Fest. Remember you taxpayers-they pay NOTHING for this event.

The "community organizers" make hundreds of thousands off this mess and they pay nothing for City services. Nothing for garbage pick-up...nothing for the traffic aids...nothing for paramedics...nothing for electricity...nothing for sewage...nothing for cleanup...nothing for the parade permits...nothing for Police. But it does provide a valuable City service in that it keeps all the gangbangers in Humbolt Park for a week. Glad I don't live anywhere near there.

Ok this is what happened the night before the funeral, 1st watch regulars were at work we all were saying what are you guys doing here?? They said time due was denied. I think some phonecalls were made and anyone who wanted to leave was able to. The damn TRU unit was there locking up people for that one bag of weed and drinking on the public way, Hell far as I am concerned they could have answered all calls for service that night. This job is fucked up!! I think Deputy Patterson heard about this lets see what happens

The 2nd watch and 3rd watch in 007 had officers come from other districts to cover the watch but not 1st watch. That was bullshit!! These people worked with Alex every damn night they should not have been treated this way. Someone should go to their rollcall and apologize to them!!

RESPONSE:
I'm not going to blast you just know that the sergeants took care of it, as usual, so officers could go. The point is its a cops wake- killed in the line of duty if you forgot- capt jones didnt even acknowledge his murder or wake. It's not middling the capt to ask whats the rotation to go the wake. it's a no brainer; we always pay respects to other officers so yes we manned up and went but it doesnt excuse what an asshole jones is. And the district could lose a car or two an hour to go because it was an EXTREMELY slow night.

005th district is the armpit of the city but cops stayed because 3rd watch was so close with each other it was a good team. last night alone 6 par forms were submitted- and several for 003rd! I could write volumes on all of the shit jones has pulled but i was trying to keep this respectful to PO Valadez and keep it about the ultimate morale buster yet with the wake speech.

where do you prefer this to be vented? this is the CPD blog dumbass-this is our venue to vent! or should i bring this to the capt and ask to discuss it? i'm sure he'd be open to it- oh, wait he doesn't speak to his officers, refuses to sign time due slips although it can be months in advance and he won't even pretend to look in the book to see if its available. he refuses to sign personal days even though they HAVE to be in 10 days prior, he doesn't sign court slips with record numbers on them even- how do you refuse to sign court slips? he bitched about being bothered having to approve arrest reports then the next week he bitched we were down in arrests-HUH? he is worse than CW - at least you knew what you got with CW- this guy is nuts. And the best...he got 3 hours OT for ethics training. that's theft when you have 10 hours everyday for several months to complete it and it takes about 7 minutes to finish.

many cops have stuck it out in 5 for years because of good bosses, good officers and a quick commute. Jones keeps getting worse even when you think it can't sink any lower it does and hes only been there a few months. The LT, SGTS and POs are all looking to make moves just to get away from Jones. I hope the top brass and Cmdr Ball know the only reason why people are trying to leave is because of him. God forbid I get in a shooting and he's the WC, theres no telling what he'd do. The only reason there is still activity at all is because of self pride in the officers and doing the job we ultimately love.

if the Captain in 005 restricted who went to St Judes at 1900 I can understand it, however I find it hard to belkieve he could not have set a schedule so the watch could have went sometime during the night.

6/07/2009 11:10:00 AM

that's what is so hard about this- nobody wants to believe it because it's so disgusting. it would be easier to believe this is being exaggerated but it's not. it's all true- some of our officers went to br. rice with valadez and wanted to be at st. jude- completely understandable and everyone else could go earlier or later (the night was so slow) but what jones said was true about nobody going on "his" time. problem is he wouldn't have approved CU anyway and when would you ever have thought you would be denied attending the wake? Luckily, the sgts covered us.

Trust me. The people here at the Academy wish you could have her back. She may be a nice person but has no clue how to manage her current environment. I would go on but if I were a betting person I would be the next scandal comes from the Academy. I would TRI to put as much MONEY on it as I could.

Read between the above lines.
Oh hell, let me spell it out for you =
Misappropriation of Tri-River funds.
Look at A. C-H, J. DP, B.W., L.N, M.T.

Once an audit is done on these funds someone will surely be going to the big house.

As for her having a great relationship with her staff,
that is only those that work in the ft. office. She has NO relationship with anyone else there and makes it clear that they are beneath her.
Arrogant.

I will not argue with you, but you are incorrect about TRU and what our mission was the night of the wake, which would be the night before the funeral. I am sorry if people were denied time off in anyway, I was in 007 from time to time, 1st watch, and was impressed with the group of people on that watch, even though I couldn't pronounce half your names. So if you work 1st watch you should be able to figure out who I am, please call me and we'll talk, if anything just to share a good story about a great guy.
Please all i ask is be careful...

The bosses in 007 are great! The commander is an amazing guy who looks out for his officers. The 3rd watch captain is a great guy who also looks out for his officers. Of course you get those haters who have to talk crap about everything. I have been on 3rd watch for 4 years now and Kulbida has been my WC he is a stand up guy who has been a pleasure to work for. Most importantly we need to be there for each other and all attend the benefit for Alex Valadez. The benefit is for his unborn son who need the love from us. RIP ALEX!!
