Memorial Vandals Court Date

Evidently, the first court date passed (02 September) and only one person representing the Chicago Police Memorial Foundation - John Gordon - was present. The case was continued to 09 September at Belmont and Western. We're sure a bunch of off-duty people might want to make a showing this time and lend some support to the CPMF people.

Maybe all the living ex-Superintendents could make a showing? They all buried friends and co-workers on that wall.

I attended the first court date and and the ony one there besides myself were 5-6 court advocates. I called F.O.P. and the foundation and informed them of my anger that they had no one representing the officers who could not have a voice in the court room. I sent out an e-mail letting other sknow what had happened. We talk of unity and brotherhood, of being blue. This is the day to show it. Attend the court date. Take time out of your personal life and make our presence felt. It should be standing room only in the courtroom. BT

Wow, the same Mr. Gordon who lost one son in a car accident on the CPD and the other was fired ( over a B.S. allegation because he was on probation) from the CPD. Im sometimes amazed that he still takes wants anything to do with us. And why is it that he is working so hard for OUR memorial to OUR brothers and sisters and the FOP, command staff, memorial staff cant take time out of their busy day? We need to stand up for ourselves and we need to be there.

NOT true. Big showing from court advocates from all over the city, and lots of police there. Even the SWAT guys! Judge was pissed about their lateness and attitude.
Detectives didn't show! That is why case got continued.

The PMF has not, nor will it ever, see a single cent of my money until the con man-in-charge is no longer connected to the Police Memorial Fund.

If you cannot see how he planned, engineered, and created his soft, but well-paying after-active service retirement job off the backs of our fallen, you obviously have no ability to tell the difference between a con man and a man of integrity, and he is no man of integrity.

Even I would have been forced to salute him if his efforts for the PMF had been uncompensated and he existed solely off his bloated gold braid pension, but too late. He is nothing more than a money whore taking advantage of the emotion created by our desire to honor our most beloved, our fallen brothers and sisters. Shame on him.

weeds all over the memorial---- wow--- no weeds on cumberland from irving park road to addison, a bunch of dedicated number 4's out there all the time pulling weeds and watering and they wear uniforms which means they are organized and paid good.... same thing with the planters on irving park road from 2800 - 4000 west--- money for a bunch of shit that is not needed but no money for the police and fireman--- if the city was awarded a license to get a casino that thing would be built over night--- the money would magically appear---- another reason my cruiser just can't seem to find any parking violations, movers, or criminal activity--- i am trying real hard but am coming up with blanks, ohh soo sorrry...

This is a bit off topic but I was in the 011 district this past Thursday and I noticed the memorial to Officer Gorden in the front display glass and it was rather dusty and did not look very classy at all. Can someone in the district get that squared away? He deserves better. Thanks.

That is not what we are bitching about. Officers are upset because Phil is collecting a salary from the foundation. If Phil was so dedicated in his belief to CPD and the foundation, then he would be doing this on his own time out of the goodness of his heart.

Phil has always been for Phil, some of you just couldn't see it. Phil always made sure for the one thing he did for the department, he got two things back for himself.

He sold back over 10,000 hours compt time. His pension is $140,000 year. He was maxed out in deferred comp forever. He collects $85,000 year as a consultant for the county. He collects a percentage for every waste of a police camera sold.
How much money does the selfish bastard need?

You know, his salary from the foundation is to entertain famous rich people to get donations. Don't you think the foundation paying for his dinner is enough?

And don't bitch about officers' donations. There are many of us who drop hundred dollar bills every chance we get to help each other out. Some of us prefer giving it directly to the officer or his/her family and not through the foundation. Some of us pitched in and bought a car for a widow. Nobody would know that, because it isn't this department's business.

I will volunteer to work overnight security at the memorial, unpaid and on my owm time. maybe a couple times a month, no problem. With a police radio issued by 001. (I work in 024). I will give 8, 12or 16 hours, a month. My own transportation.

I believe that this is the only way, through volunteerism, that this can be effectively done. Put up a site on a web page somewhere, I'll sign on for some duty

Personally...for my 23 years on this job....I think Cline was the best Super we had...It is not his fault that these jagoffs did this. No...Cline never did anything for me as far as a Spot or anything...but he did get us this precious Memorial...Hats of to Mr. Gordon too...class act!!! That memorial which, BTW is recognized nationally as what a Police memorial should look like, would not exist were it not for Phil Cline. 0900, Br 29 or Br 42, one is felony the other is misdemeanor court. If it isn't one, it is the other, only two courtrooms at 2452 W Belmont, as you know.

Cline, like Weis, is paid big money to show up in stressful situations. That Cline takes a 6 figure salary from a police memorial fund, essentially a charitable organization, is an abomination, shameful, disgraceful and an example of what is and has been wrong with the exempt command staff of this police department.

Those donations are meant to help officers and their families in times of extreme need.

Instead, the fund shells out over $100,000 a year to keep Phil Cline properly gorged on prime steaks and fine booze. They will NEVER get a cent from this 25 year police officer until Cline takes a salary of $1.00 a year and returns every cent of salary he has received.

It is sickening how former high ranking police officials turn every goddamn thing into a money making venture. When my Captain tries to give me a low performance rating this year or next I will have much to point to in my written rebuttal.

True leaders lead by example; no true leaders here.

Dear Village Voice, kindly make public the total amount of compensation paid to Phil Cline since that date you use of August 2007 and let us decide if it is worth paying Mr. Cline a third to one half of what gets paid out to police officers and families in need.

Again, as far as Phat Phil (Cline) is concerned, I'm not sure what, if any he receives from the foundation but this I know FOR SURE.
EVERY penny donated by our members (payroll deduction etc) goes to support our members and/or their families in time of need. "100%"
Any operating costs (maintenance, advertising, mailings, event costs etc.) comes from 'Corporate Donors.'
"OUR" money is well spent. i.e...
* $50,000 immediately given to the family of a Chicago PO killed in line of duty
* Grammar AND high school tuition paid in full for sons/daughters killed in the line of duty. (100 Club of Illinois pays for college. Another fine group helping our own)
*Pays Grammar, high AND college tuition for all children of members catastrophically injured line of duty. (100 Club does not pay for injury, only death)
*$2,500.00 given at beginning of school year (clothing, school supplies)for sons/daughters killed OR catastrophically injured in the line of duty.
* $3,000.00 immediately to the family of any ACTIVE police officer who dies. (Does NOT have to be line of duty) This is for families immediate expenses, funeral, bringing in family from out of town etc.
*Pay all the medical insurance premiums for our police officers who are terminally ill and for widows of police officers killed in line of duty affected by the loss of their annuity.
*"Operation Santa" occurs in December where the homes of the children of police officers killed or catastrophically injured in line of duty and bring them presents fro ...YOU,Santa Claus.
* Sponsors the Candle Light Vigil (Sept 17th., this year at OUR Memorial) a dinner for the Gold Star family members is sponsored by US, the contributing members of the CPD active and retired*.
* retired members can also have payroll deduction from their pension checks. No amount is too small. It's the giving and support that counts.

And last but not least, The Chicago Police Chaplains Ministry is NOT affiliated with the Memorial Foundation and is another worthwhile organization that 'Serves Our Own that Serve and Protect'
Just a few examples from the Chaplains Ministry include but Not limited to are...
Every Chicago Police Officer serving in the Military at Christmas time receives a "We CARE" package from YOU the members of the CPD. No regifting here but meaningful, needed items to our members based upon intelligence gathered from returning volunteers indicating the needs, wants of our members serving our country. Inside the box containing all the goodies is a simple note indicating the contents were sent to them by YOU, signed, "Chicago's Finest!" There are also many events and assistance given to Gold Star families.
Sorry, for the long rant and thanks for reading this far, but let's pick our battles. The Memorial Foundation, Chaplains Ministry serves us...let's support them for what they do and leave the petty personal sniping for those that are NOT serving in our best interests. (The media and mayor come immediately to mind)

If you think "your" money is going to those in need.. check out the Federal tax forms the Police Memorial Foundation filed.

Go to Guidestar.com... you have to register, and seach for " Chicago Police Memorial Foundation", click on the tab for Form 990, and the last three tax returns are there. You want to look for line 23, specific assistance to individuals.. and statement 3

In 2005, the return shows no direct assistance to police families
In 2006 there was $21,000
In 2007 $39,500

The Foundation also is required to file an AG990-IL with Lisa Madigan's office but it appears that wasn't done. From the AG website:
"Please note that if a charity is not registered with this Office or has not timely filed its financial reports as required by Illinois law, information on that charity will not be available using this Charitable Database"

We also serve who only sift thru mounds of paper.

Court is at 9:00 A.M. in Branch 42 I think the court room will have a lot more Police Officer and Court Advocates this time, For the people that do care two of the offenders acted like ass in the court and the judge did say something about. I think we need to full the court room to let the judge know that we do not want the offender to just get community service time like other graffiti offender do. Polices this is our property. I will be there because thelittle you no what our from my district .

The PMF has not, nor will it ever, see a single cent of my money until the con man-in-charge is no longer connected to the Police Memorial Fund.

If you cannot see how he planned, engineered, and created his soft, but well-paying after-active service retirement job off the backs of our fallen, you obviously have no ability to tell the difference between a con man and a man of integrity, and he is no man of integrity.

Even I would have been forced to salute him if his efforts for the PMF had been uncompensated and he existed solely off his bloated gold braid pension, but too late. He is nothing more than a money whore taking advantage of the emotion created by our desire to honor our most beloved, our fallen brothers and sisters. Shame on him.

Hmmm. Let's see. Start a foundation that will pay me a salary (unknown and undisclosed) for the rest of my life while I'm collecting Supt. pension and hire a few friends to work out of their garage or home but also at a nice comfortable salary.

Sorry, that doesn't sound so altruistic to me.

Dont justify that Cline is taking his salary portion from corporate donations. Just think of how much more money would be in the foundation if Cline didn't siphon from the corporate donations. It doesn't matter how you slice it, he's still taking money from the foundation. Real big heart - fk him.

I went to www.guidestar.com as you suggested. I noticed a vehicle was expensed on the CPMF federal tax return for 2007.

1. Does Phil get a car too? Could it be the Ford Explorer registered to the CPMF at 1359 W. Washington? Who drives the Explorer?

I also noticed on the 2006 return that a "government" contribution of $100,000.00 was reported in the income section of the return.

This derails the stance that all contributions were private.

1. Was this 100K contribution from the federal, state or local government? What strings were attached to it? Have the terms been violated?

I also noted the By-Laws that established the CPMF in 2004 strictly PROHIBITED paying Board members and/or executives of the CPMF...until Phil came in that is ...

When he was voted Executive Director by the Board in August of 2007, they had to have changed the Charter and By-laws in order to lift the aforementioned prohibition...they voted to provide a salary to him. So who were the cronies on the Board...His close friends? Tom Donahue, the close friend and his a neighbor in Florida with whom Phil and his crony Molloy tried to scam a county contract using Donahue's wife's consulting company as the front company?

The actions of the Board and its goings on at ALL meetings should be transparent and available for anyone to review. Why should they have any privacy or privleged communications? We should know which Board members voted Cline in charge of the CPMF... How much they voted to pay him and what about that car? How did he get that? What is it used for?

So many questions....so little time...and oh, where is the 2008 return? Not filed yet? extended until Nov. 15th? Cline must be terrified to file it ... He may have to choose between lying to the IRS ( a federal crime) or continue to lie to all the contributors he either flim-flammed or coherced into giving through pay roll contributions. .

Perhaps a a class action suit should be filed by all those who were flim flammed, cheated, lied to, intimidated, etc. etc. etc. or a
Civil RICO????? Phil made the PMF a "corrupt organization" under the meaning of the term in the civil RICO statute.... Shameless.

You can harp all you want about how the memorial foundation gives back now. But what about the millions that were spent on the park. And the thousands that are used to mantain it. Couldnt all of this money have been raised and given right back to the families of deceased policemen from the beginning instead of wasting it on a memorial that very few use or go to. I buy almost any benefit ticket placed in front of me. But I refuse to give one cent to support this park and phatty Phils and his cronies slush fund.

If we had a real department J-fed, Cline and many others would be there, but sadly they will not. It's the continuation of the message they have been sending us for years. No unity and be for yourself only. If Cline is a no shown it's only proof of the corruption surrounding his running the memorial. SAD!!!!!!

I attended the first court date and and the ony one there besides myself were 5-6 court advocates. I called F.O.P. and the foundation and informed them of my anger that they had no one representing the officers who could not have a voice in the court room. I sent out an e-mail letting other sknow what had happened. We talk of unity and brotherhood, of being blue. This is the day to show it. Attend the court date. Take time out of your personal life and make our presence felt. It should be standing room only in the courtroom. BT

Sorry I lost half the article, but you get the drift. Tom Donahue and wife own KTD out of their house, and Cline and Molloy work for them. Donahue was finally dumped from Hidta last year, thankfully. But again, they're all 19th ward cronies.

At $96,678, the KTD Group proposal was "by far" the lowest of three bids and brought the added advantage of Cline's experience, said Bill Cunningham, chief of staff for Sheriff Tom Dart.

Dart wants Cline's expertise to review the general operations of the sheriff's office and devise a deployment plan for fighting gangs similar to Cline's in Chicago, Cunningham said.

"We're looking forward to working with Supt. Cline," Cunningham said.

The proposed contract still needs the approval of the Cook County Board. Its Legislative Committee is scheduled to consider the bid later this month.

Reached separately, Kathleen and Thomas Donahue referred questions about her firm and the contract bid to the sheriff's office.

"I'm not a part of the company," he said. As director, Thomas Donahue oversees law enforcement officers detailed to the drug-fighting task force from various agencies, including the Cook County Sheriff's Office. Donahue works out of the Cook County Administration Building at 69 West Washington St.; the rent is paid with grant money, Cunningham said.

The funds that pay for the task force are funneled through Cook County, but Thomas Donahue is not considered a county employee, Cunningham said.

In September, the County Board renewed Thomas Donahue's contract as task force director, at $153,216 per year, which is paid with federal grant money. Thomas Donahue's work with the county and area law enforcement had no bearing on the selection of his wife's firm, Cunningham said.

"None of the things that Mr. Cline will be working on have anything to do with [the task force]," he said. "It has absolutely nothing to do with Mr. Donahue."

Kathleen Donahue founded KTD in 2002, according to the firm's Web site. But papers filed with the state indicate it was incorporated in 2004.

The company's address is listed as a post office box in Orland Park, but incorporation papers list the Donahue's family home as the primary address.

My observations of 09 Sept 2009,0900 hrs Br 42-2:

As I entered thru the front doors of 2452 W Belmont, I,not being the police,waited in line to be checked. The Deputy,having known me for 15 years waived me thru not due to courtesy but moreover that I earned that privilege. I walked toward 42-2 and heard the low roar typical of that of a room full of Coppers. I found a seat and stayed to myself not recognizing any of the faces lined up against both walls or filling all the spaces in the seats. I took a moment to reflect on Rick Fransis,Mike Ceriale,Irma Ruiz,Eric Lee,Mike Dofyn,John Hurley,and every name and face in between that I cant recall but mourned for none the less.A familiar Sarge appeared and not a word was spoken, just the nod and smile of one warrior to another. The judge appeared and did his "judge thing" for a while then came the case of the Memorial Vandals. As the FIRST name was read ALL OF US STOOD. The ENTIRE court room barring of course the 2 or 3 actual offenders in there.I cant properly describe the looks on the three offenders faces but it was akin to that of a man being led to the Gas Chamber. Doomed.I glanced around the courtroom and saw faces and eyes attached to those far tougher and badder than I could EVER aspire to be fixed on the 3 offenders. As were mine.I had half expected to see the typical gang or street slug,but the trio was a fat hispanic male,a well dressed white girl, and a second girl in average clothing.Funny..THIS time the male didnt run off at the mouth. THIS time he looked scared(as he SHOULD be)There were the typical legal wranglings,and there is a continuance to 2 weeks from today(someone PLEASE post the correct date)But what was MOST striking was the unity of the Officers in attendance.I was PROUD to say the very least to be able to stand next to you today.I am THANKFUL that there are men and women in this City that STAND for something and that have honor and respect for the Fallen.After all was said and done and the mass dispersed,(does that qualify for an event number?) We all went off in search of friends we have fought along side of or havent seen in ages.I went "home" to the 019 Desk and most to all working crowded to the desk to hear the relation of events. Most to all resounded THERE WILL BE MORE THERE NEXT TIME.
Thank you from my heart for the Privilege to stand with you there today.

I've been around long enough to remember Jim Rochford. I would put him and Phil Cline as two of the best Sup't.s we have ever had.
Real cops who worked their way up the ladder. Yeah, they had clout. Face it, anyone who makes exempt has someone watching out for them. I used to drink with Matt Rodriguez on North Ave. He lost his stripes after running a fire hydrant down in the '70's. Made it back to the top c/o his buddy Brezack.
Criticize all you want. Phil treated us well. Not like the FBI crap we now have.
