Another Useless Law

Thanks again aldercreatures. You guys and gals are leaders among men and women:
  • Owners of dogs that make excessive noise that "unnecessarily disturbs" their human neighbors could face fines of between $50 and $250 a day under an ordinance approved today by a Chicago City Council committee.

    Here's how the measure defines excessive noise: "repeated or habitual barking, whining, crying, howling (and) whimpering." It's aimed at dogs but also would apply to any animal.

    "It's not an anti-dog thing," said Ald. Patrick O'Connor, 40th, who is co-sponsoring the measure along with Ald. Richard Mell, 33rd. "It's not preventing dogs from being dogs. It just means that if you let your dog bark all day everyday, disturbing peace for people in the area, there's a possibility now that police can do something."
We guess "slim and none" is a possibility, what with being a few hundred officers short, backlogs each and every afternoon/evening, rushing from hot call to hot call, generating reports on a system that's down almost as often as it's up. We're sure we'll get to these calls.

Is there a call priority lower than a "4" yet? These would be a "5" in our book. It's just something else for citizens to bitch at the police about for not responding to in a "timely" manner.

Yeah, I know we've got better things to do, SCC, but maybe having this ordinance on the books will spur my inconsiderate neighbors to close the windows that little Fifi barks out of all goddamn day!

ye that is a great law. It is just another way the city to make money. Any cop that writes that one is nuts. How many dogs, by barking deter some shit head from breaking in. So if your dog is doing their job we should punish them for it. That is crazy...

Note to Hair Gel Tact Superstars and members of other "elite" units: since you dummies will be the ones coerced into enforcing this new law (gotta keep them numbers & revenue up to keep the heat off the "bosses", right?), may I suggest you "kill two birds with one stone" and grab for a handful of dog balls, potentially enforcing the neutering ordinance at the same time. (Hooray! That's TWO more Anovs for the humper!) Herein lies the rub: will doing both things at the same time eliminate an event number?

Either way, it shouldn't be too far left of your employ, given the regular contact the majority of you buffoons have with the "bosses" ball pouches.

Speaking of useless alderman, get this. 15th ward aldercreature calls Cmdr. Kup yesterday and wants the poleeses to trace her cell phone 'cuz she lost it. Not in a criminal incident, mind you just in an act of stupidity. So now she wants the police to help her find it. I hope its loaded with pictures of Richie and some sheep.

I know it sounds petty, but when I get home from work and just wanna get some shuteye, and my asshole neighbors let out their 2 asshole dogs from 6am to 10am and they bark like assholes for 4 hours, I would love nothing more than for them to get a fat ticket. I'm no fan of generating revenue for asshole Daley or his asshole alderthings, but I am a fan of dumb assholes getting punished for being dumb assholes.

Unless an officer is carrying a sound pressure meter or some recording device these tickets will be impossible to win in a hearing.

Dog owners are easily the most inconsiderate people on the planet. They always care more about their dogs than people, and they think nothing of allowing their "babies" to annoy and endanger their neighbors. From piles of dog excrement in the parks and on the sidewalks, to irritating non-stop barking, to biting, to outright mauling, someone please tell me what useful purpose dogs serve. They should all be shot on sight.

Patrick O'Connor's ward night and complains about a dog barking and that when the Police finally respond after numerous calls they tell her there is nothing they can do about it, so she gripes at ward night and Ald. Patrick O'Connor introduces an ordinance so that he can keep blowhard from spoiling 50 or so votes with her big mouth...true story...Mell probably just trying to keep his daughter quiet,,,zing...

It's amazing how some people don't know what they're talking about, yet still want people to listen to them. You're wrong. The new policy czar, Cass Sunnstein, is opposed to the inhumane treatment of animals, and writes on ways that others, besides owners of animals could have "standing" to sue in their place. Animals in research labs, in the wild, in factory farms have no representation, and no effective oversight by any regulatory agency. If you ever saw what went on in a slaughterhouse, you'd agree, and want these people to follow the laws that are currently in place for humane slaughter. Know what you're talking about before you just parrot what someone else has said.
And yes, I'm a cop. I just don't believe in animals being tortured. At least not the 4-legged ones.

My parent’s neighbor who resides behind their house (no alley in-between) has a dog that lives outside, never inside not even in the freezing winter months. The barking and howling is a constant annoyance day and night. This is animal cruelty.
Numerous called where made, including the alderman and no ordinance existed to alleviate the problem. My mother is battling cancer and my father tends to her day and night and rest is well deserved, mind you they are both retired and have paid more than their fair share of taxes.
So I am grateful for this new ordinance.

Yes some barking dogs are a pain, and the owners should be fined for leaving them outside for long periods of time. But other dogs are just doing their jobs.

I would rather see them slap $250 on those who have live mariachi bands playing at parties in the back yard.

I invested $100 a couple years ago on a a remote control sonic device called the Dog Silencer Pro from GoodLife. It doesn't work on all the neighborhood dogs, but enough to make it worthwhile.

When my big dog barks it is because some asshole is in some place he don't belong. Now whether I release a protective 178# dog or the roar of my .357 mag. is still anyone's guess. But one will be unleashed. THat is why my dog barks.

Busy work? Maybe. But my former neighbor left her dog out all day and night. Her bored dog barked and howled all night long, every night she lived next door to me. Right under my bedroom window. A ticket would have been a great thing. Maybe it would have gotten her attention. I wasn't sorry to see her go.

I don't know. I'd keep this one on the books and exchange it for not being able to park your pick up truck on a residential street. I have yappy dogs. I let them out for a few minutes and bring them back in. If they are out there barking I check to see why. I have seen many inconsiderate neighbors who leave their dogs out all day and night with them barking constantly. So, in those cases I think the law should be enforced. Many midnight workers have called and complained about dogs barking for 2,3,4,5 and more hours while they're sleeping. None of these laws would be necessary if people were considerate of one another and their animals. I personally don't see why you would own a dog if you kept him outside for 18 hours a day no matter what the weather. Hwy, if they're barking people maybe they want to come in.

I live in the 16th district and we had a mope on our block that left his barking banshee out at all times of the day and night.

It was deeply appreciated when the CPD responded and the owner brought the dog in at night. It took a few visits before the idiot dog owner got it.

The mope finally moved taking his barking mutt with him. The person who bought his two flat was a CPD officer. Now I sleep better at night.

It was a good outcome.

For awhile I began to hate your dogs, but then came to realize its all your fault, you are totally responsible for their lack of training and control, so I may be calling on you to enjoy the ticket for the ear deafening racket as the citation has nothing to do with your miserable tiny dogs, its all about you and your lazy family fucking over the neighbors, for sure the dog won't be paying the fine, good relief!

Give it your best shot.... I do not think there is a cop who will write that one there is a lot of facts that have to be proven, not to mention If I do not open the door what are they to kick it in. I smell alot of law suits coming from this.

It isn't revenue generation, it is a way to blame the police for every barking dog in the city. If a dog barks now it is up to the police to write a citation, the ball is squarely in the police officer's lap. And why not, every other damn thing that goes wrong in this city is our fault, why not barking dogs too?

So how about applying it to whiny Rev-runs (like J. Jackson and Pfather Pfaker), howling alderthieves, and whimpering relatives of CPS "honor students*" crying that 'Pookie done turn his life roun' and finna be a doctor/Nobel Prize winner/etc"
*No disrespect intended to the memory of Derrion Alberts, who really was an honor roll student.
