City Budget Passes 38-12

  • The Chicago City Council voted 38-12 today to approve Mayor Richard Daley's $6.1 billion budget proposal largely intact, but not before aldermen offered a smattering of complaints.
Complaints?
  • Ald. Thomas Allen, 38th, announced he would vote against Daley's budget for the first time in his aldermanic career. Allen said the spending plan would fail to uphold the council's pledge to maintain at least $400 million in parking meter lease money in a long-term reserve fund to replace the parking meter proceeds the city lost.
Daley will have spend over $270 million of the $400 million in "long-term reserve" money. Remember, this is a largish portion of the money that is supposed to replace 75 YEARS worth of meter revenue - and two-thirds of it is gone in a single year.
  • Ald. Carrie Austin, 34th, chairman of the City Council's Budget Committee, applauded the mayor's proposal for maintaining services without raising taxes or fees. The use of city reserves makes sense, Austin said, while referencing Daley's pledge to replenish the funds at a later date.
And how is Daley going to "replenish" the money? His goose laying the golden eggs is getting a wee bit tired. Oh yeah, he'll just raise taxes!
  • Ald. Robert Fioretti, 2nd, took issue with Daley's plan to use $35 million to give Chicago homeowners property tax relief, saying it's misplaced given the city's financial distress.
Bob, relax. It's a bribe to the taxpayers. Too bad there's less and less of them lately.

And when Daley finds money, he spends it even faster!
  • The Daley administration on Monday attempted to address some concerns about the budget by using $1.5 million in newly anticipated revenue that will result from a court settlement to restore funding in several areas.

    Under that plan, which Moore contends does not go far enough, $600,000 would go to neighborhood organizations — mostly chambers of commerce — to promote economic development.

    Another $200,000 would go to pay psychiatrists who work at the city’s mental health clinics, in part to restore some services. Another $500,000 would go to substance abuse treatment.

    The rest, $200,000, would be used for tourism efforts, an area where the mayor initially proposed cutting $1 million.

With the Chicago Police Department already operating 2,000 officers-a-day short of authorized strength, the budget uses federal stimulus funds to add just 86 officers, 30 of them for the CTA.

That’s nowhere near enough hiring to solve a manpower shortage that Police Supt, Jody Weis fears will get dramatically worse when as many as 1,000 more officers retire next year.

IF they are admitting to this, how short are we really?

If they can sell Midway quick that ought to take care of the next two years. O'Hare will take the 3 or 4 years past that. The Water System ought to take it another 5 years. By then the CTA can be sold to someone who can turn a profit from it and rides will be $8.

I just heard Don Wade on WLS this AM. He was calling Mayor Daley a thug and a crook. He wants to know what is wrong with all the TV news people that they don't call him out on all his antics. He said the Sun-Times called him out on something, I think it was the parking meter money.

Today he was talking about using the money from the parking meters to balance this year's budget. The money was supposed to draw interest and they were supposed to be able to use that interest for about 75 years. He wondered where all the money had gone. Speculation anyone?

This is great timing since you are in arbitration with your contract.

He talked about all the friends, family and associates that are either on the payroll or have received sweetheart contracts.

Personally I think Daley looks like crap, not too healthy. Now with Maggie being treated for cancer again, maybe he will decide to stay home with her. Perhaps he won't run again.

Florida Sales Tax is 6% people, and reasonable prices overall for Christmas shopping in the Orlando area. Then all the amusement parks are cool as hell to kill time. I am buying everything I can before I go home!

Once home back in Shitcago, my spending goes into hibernation!

They didn"t complain when gas was 4.55/gallon. City car, city gas, city auto insurance, Supv .75 hrs. per day overtime and an additional quarterly check totaling almost 10,000 dollars a year while most of these fucks are as useless as a leaky condom. Appears there will actually be no hiring in 2010. The 86 officers referred to in the budget are the 86 that are starting the academy on 14 December 2009. They wont be out of the academy for 6 months and off probation until almost 2011

OT: An attempt add a referendum to the Febuary ballot to reduce the the number of aldermen was given a short timeline. Why then are the parents of Fenger HS students being allowed to possibly have a referendum added to the ballot to allow any student at Fenger to leave.

The FOP web site states that only 29 members are need to sign up for the 55 and out heath care. They also promote several issues of why it is a good deal BUT they miss the some good reasons:

1. If you retire under 60 and over 50 your kids are off your insurance at age 22. With 55 and out they are covered until 25, as if working.

2. If you retire under 60 and over 50 your but not with the 55 and out your deductibles an co-pays for the medical are higher, some procedures are not covered, and your prescription drugs are higher and some items not carried until you hit medical care age. With 55 and out same coverage as if working.

3. If you retire under 60 and over 50 but not with the 55 your buyout check is all in one piece. That is good for someone who is broke. With 55 and out it is over three years and keeps you from going into a higher tax bracket. That is good for some who is not broke and does not want to send Washington an extra 8-10% in taxes if your buyout and retro checks are over 40k.

4. The sooner you retire the longer you live is true for the general public and even more so for coppers by every study done.

5. Instead of putting into our 457 plan you can take out a draw to pay for that golf or big vacation we never had time for.

6. Move out of ths f@cked up city and away from all this shit!


I’ll make a bet right now. Once the 130 mark is reached it will jump by 50 in a few days by all those are too sacred to get off the fence. If you are 29 and a day and your are still working for Mayor Chuckie he is the one who is getting the last laugh.

New state law mandates jail for gang members with guns

Gov. Pat Quinn signed a law today requiring prison time for street gang members convicted of possessing a loaded gun in a public area.

Current law allows for probation in such cases, but authorities pushed this measure after the killing of Chicago Police Officer Alejandro "Alex" Valadez. One of the accused assailants in that case was a gang member on probation for a weapons charge.

I would like to propose and interesting scenario: Elected officials are individual citizens that the great population entrusts to act upon their best interest and protecting both the individual and greater common good of the community. Other than voting officials out years later when the damage is done...what options does the public have to stop the actions of elected officials that the greater community deems "INSANE" or "detrimental" to their greater good? Each citizen only has the ability to vote for 1 alderman, yet that citizen is accountable for the actions of 49 others. 49 others that have intentions and obligations within their own "slice of the pie", making decisions affecting the "Entire City" without recourse. This budget is a farse, this mayor is a farce, the city council is a farse. What as citizens can we do to stop the madness? To stop this budget?

My prayers go out to Maggie Daley and her upcoming radiation treatments for her cancer. The woman is a fighter and I'm sure she will win this next bout.My oldest daughter survived cancer surgery 5 years ago.

That being said, this buffoon that Maggie is married to, continues to deny coverage for female retirees and retiree spouses for mammograms and pap smears. Does this asshole really think that the "threat" goes away as a female ages? Pick up the phone Rich, stop the practice. Use your head for once.

The 2010 proposed budget for the Chicago Police
Department increases by $6.5 million, which is a
0.5 percent increase from the 2009 appropriation.
This increase is primarily attributable to the payroll
and overtime accounts which reflect anticipated
contractual increases and slowed attrition rates.
The only major non personnel increase is $0.2
million for additional wireless charges necessary
for the full deployment of GPS on Police squad
cars, which will enhance officer safety as well as
accountability.
The police department’s budget reflects 90 fewer
positions, 43 from mid-year layoffs and 47 from
vacancy reductions. These reductions will not
impact the number of sworn officers on the street,
which remains unchanged. In fact, because of
federal grant dollars discussed in the following
Grants section, Chicago will be able to hire an
additional 86 officers. Fifty of these officers will
be deployed to reduce violent crime and 36 will
serve to better protect our public transit system. In
addition, more than 150 officers have been moved
from administrative duties back to neighborhood
patrols.

you missed a good point for those who are over 29 and a day. You are losing money on your pension every day you work unless we get raise for a year that is over 4%. If you are getting 75% when you retire a 4 % raise will up your pension 3% (4% X 75% = 3%). If we get less than 4% you lose every day you work because you push back the date that you get the C.O.L.A. that is 3%.

The longer you work the more you lose unless we get 4% or more. Just some food for thought.

Having Tom Allen as mayor would be a great first step towards turning this city in the correct direction. He is intelligent sensible has guts and as far as politicians go a very no nonsense no B.S. guy. I even remember having a problem with an illegally converted building next to me this guy met with me gave me a half hour of his time promised to help rectify the situation and kept his word. He also made an appearance at our City Hall march.

"Having Tom Allen as mayor would be a great first step towards turning this city in the correct direction. He is intelligent sensible has guts and as far as politicians go a very no nonsense no B.S. guy. I even remember having a problem with an illegally converted building next to me this guy met with me gave me a half hour of his time promised to help rectify the situation and kept his word. He also made an appearance at our City Hall march.
