Homicides are Now Up
That's the trouble with tooting your own horn - eventually, it's going to bite you in the ass:
- Homicides in Chicago rose in March following two months of decline, according to statistics released Friday, yielding a 4.3 percent overall increase for the first three months of the year. The increase follows a double-digit decrease reported through the end of February. Violent crime overall, however, dropped by almost 15 percent. Police Superintendent Jody Weis said the department was cracking down on illegal parties that draw large crowds. Such a gathering led to at least one shooting last week on the South Side, police said. Weis also said that the department would be announcing safety initiatives for the summer in coming weeks.
All it took was one single weekend in the 80's for the downward trend to become an upward swing and who knows how far J-Fled would have had to flee to escape that bad news. Once again, the weather holds off what could have been a real disaster. Tom Skilling deserves all the credit here.
On a side note, we'd advise the J-Fled policy group to hold off on those "safety initiatives" announcements seeing as how underwhelming the "spring break safety initiatives" went over last week.

It could be that the CPD is taking credit for reductions in homicides that are actually the result of inclimate weather, poor marksmanship and better medical care at local hospitals.

Rumor has it that if you want anything done around there, that they are they go-betweens or middlemen to the powerful Alderscum Balcer. They made a trip to the 11th ward office to get residential neighborhood parking passes to share with all P.O.'s as they are supposed to so we don't get ticketed on streets now that its baseball season,and came back with goo in their mustaches, and only enough passes for their friends which they give out as they deem. All able-bodied inside folk are out on the street June 1. NO Sgts or Lts will have permanent inside jobs (other than district desk Sgts), all will be on the street. Lts not assigned to districts will go to any district and watch the department designates at any time (its about to go from the best job in the department to the worst). Inside people will report directly to the commander. All sick and injured officers will be sent inside or forced onto disability. The department hopes that forcing people on the street will give them an additional 500-1000 retirements.
And my favorite:
EVERYBODY in uniform starting June 1, including dicks. Everyone except J-Fled. He can still wear academy sweats to news conferences.

The number of homicides alone is irrelevant. You must count ALL shootings (even when no one is hit). And that won't even include the stabbings or other "serious" aggravated batteries. Homicides are a "red herring." Whether a victim lives or dies has nothing whatsoever to do with the police unless we screwed up the response, gave bad first aid or got in the way of the paramedics.
Let's get real, we're just playing games with people's lives. Until a serious dialogue takes place about the culture of violence in some communities and the perceived "need" to resolve disputes with gunfire, the inner city will continue to be a "killing field." The police - both at a strategic level, and most certainly at an operational level - are working their asses off to prevent shootings. But let's face it, we can only do so much.

I'm reminded of the fact that, in urban policing we often must tolerate the antics of the public so as not to provoke a riot. You try breaking up a large party in the street or parks, and don't have the tact to do it without threats, then you better have twice as many cops on the street as you do now. This "great idea" to break up parties across the board, WILL have the unintended effect of provoking real trouble, if our hand is not played very carefully. If you get a crowd to reach critical mass and then set it off; look out!

You know I'll take the job. I'm well into my third decade with this department, I have numerous advanced degrees, I have multiple awards, one or two of which actually mean something, and I have zero pride.
Give me the dress and wig and make me Superintendent. No lip gloss though. I draw the line on lip gloss. A man has to have a code.

The same family has run the city of Chicago for almost half a century. During that time some 20,000 people have been murdered and over 300,000 young men have been arrested. Two generations of Black and Hispanic youths have been lost to the hopelessness of street gangs. White youths have been spared because their parents have moved into all White enclaves, paid for private schools or simply moved out of the city to the safety of suburbia. First of all my friend, your information is wrong. They are hiring 60 recruits that start April 16th. I am sure more will be hired in the fall. They will never use civilians to to replace officers as secretaries. Remember that too many clout heavy females work inside as secretaries are untouchable. Nothing will change and rumors are rampant.
Homicides are up and teh clear ups are going to be way down this year.
They expect clear ups and don't want to pay us overtime, I mean seriously the Sgt.'s have to call teh Commander for approval, how pathetic is that. You can only do so much in 9 hours.

I wrote a comment to John Howell from WIND after listening to the inteview with John Northen. I have to admit it sounds like John Howell attempted to castrate John Northen for his complaint and tried to make every excuse in the book the Weis did not show up. He also tried to make it appear john Northen only did it out ofm revenge. I have to say this, but in 20 years on the job, I know no blue shirt, Sergeant or Lieutenant ever accused any exempt who showed up on a shots fired, person shot or other in progress call when they were in the area of grandstanding. In fact some may not agree with me, but it is good to see an exempt who cares enough to give the troops an assist in these situations. I have had exempts actually back me up or be the first on scene when I asked for an assist. John Howells statement of the fact 3 cars were on scene already just don't cut it. In a situation like this, many exempts remember their days on the street that if a slow down is given you still go. If a disregard for any other units is given, then and only then is the scene under control. Too Bad Weis doesn't understand that. Maybe if he did, he would start to build up some respect with the Department. As far as the equipment story, what exempt doesn't have their "equipment" with them while on duty. Isn't that department orders for the lowest to highest ranking member.
John northen, you are catching alot of flak for initiating this complaint, but every member of the department owes you a great big thank you and I hope you know you have our backing and respect no matter how they try and smear you. Thank you again.
Time to boycott Big John Howell and WIND.
They could take a copper with 6 months experience on the street, promote them to Superintendent and they would know more about how to run this department than J-Fled.

The CFD and CPD helicopters were doing flybys over Brother Rice HS before the police vs fire charity football game. The CPD Enforcers won by breaking the tie with a touchdown with just 38 seconds left. What a great game.

OOOOHHHHHHH, WOW! HOLY FUCK! 59, 60... that’s it? What happened to the 200 or 250 that were promised LAST YEAR? How many are leaving in a few days with the 55 and out? Does the 60 recruits (that will hit the street in 6 months from now) even come close to covering that? Oh, wait, J-fled told us he’ll get the new recruits with some federal grant / homeland bullshit money… ok, I believe that lie too! How many recruits have been hired in the last 18 months, how many officers have retired? What about all of the Recruits hired for “Mass Transit”? I also believe that no one is going to be hired after this class, but what the fuck, let’s spend time splitting hairs.
Daley and J-fled can justify having 9000, 8500 or even 8000 sworn because the crime is “Down” in the City. I just want to know where the extra money is going???? Someone needs to figure THAT out. (Budgeted for 13,500 we have about 9,500 right now, where are all of those extra paychecks going?) Think manpower is bad now? Wait till the contract comes in, then see how many pull the pin after 01 Jan 11! The number will be in the THOUSANDS! But Daley doesn’t care and J-Fled and his $930K will be long gone!
I don’t think we are going to see any new recruits for a while. I’ve heard from more than one person that I know at 35th about no promotions this year (2010). They don’t HAVE to promote, do they? Think about it!

Was on the job over 40 years. We always over-populated the scene of an in-progress call with cars and manpower. You never knew how many were really needed at the scene until the incident was over. John Northen, whom I worked with in area 4 in the 1970s, is right; J-fled and his handlers chickened out. But he has an excuse, he's FBI, not the police. I stopped a car load of gangbangers on days in 014 right across the river from 019. I was 99. I looked across from me on the sidewalk and there was an inspector, it was Joe Barry, old instincts don't go away. Joe stopped to back up a copper and I appreciate that.
jody's instincts were to go somewhere else in an administrative capacity, that is his instinct. Wrong for a police officer, wrong for a boss of police officers who dares to wear OUR uniform. Now if jody came in here like O.W. Wilson, as an administrative decision maker only, well, he still should have gone, show the troops he is there.
but jody didn't, his first reaction was to go somewhere else, not necessarily because he is a coward but he just is not a first responder. He never was trained like we were trained, to drop whatever he is doing and go where help is needed.
Look at the Joe Airhart shooting, I was nearby, not directly involved. Our guys first reaction was to take care of business. you can bet your mortgage that if two tac officers or two detectives were in that room that asshole would have come out feet first. Not FBI, I heard their first words about what happened:
They retreated for cover and called for backup. That is the God's honest truth. THEY were the backup and they retreated for cover. Shameful. jody is the same way. Not the police. He didn't even allow our detectives to question the two FBI agents for several days, if then. Policeman shot and our detectives were denied access to two witnesses who were inside. Even more shameful.
The weiss regime will likely be over early next year. If not, we are fucked.
