What's That Smell? (UPDATED)

  • For the third consecutive day, a top Chicago police official held a news briefing as the department struggles to get out its message that crime isn't out of control despite headline-grabbing stories about the city's daily violence.

On Monday it was police Superintendent Jody Weis, who highlighted that homicides have dropped sharply over the last two decades and, for the first seven months of 2010, are holding about even with last year. He also noted other violent crimes have plummeted since the early 1990s.

Weis also suggested that Chicago is not only battling street gangs but also an image problem when it comes to crime.

The vast majority of crime fighting is public relations. Yes, crime is down in certain categories, but it masks the crimes that are up.

Homicides are up this year. We're currently at last years levels, give or take half-a-dozen dead bodies. Unfortunately, three of those dead are cops, killed in front of a parents home, in a police parking lot and in front of his own home. That in and of itself is going to paint a very different picture than if it was three convicts shot on the dope tip.

Shootings are up. Shootings with multiple victims are way up and probably account for most of the increases seen citywide. And it doesn't help that most articles in the media end with "No one is in custody, Area 2 Detectives continue to investigate." We haven't had a detective promotional class in three years now and the number of detectives retiring is slightly ahead of the Department average. Crime is not being investigated, no matter what J-Fled says. You can take that to the bank.

Arrests and convictions are down. Significantly. Clearance rates are under 50% for most crimes and murder clearances are under 33% and dropping. There are fewer "success stories" of killers being caught, prosecuted and sentenced to decades in prison. In fact, thanks to Ryan, Blago and Quinn, violent criminals are serving less of their sentences than ever before and too many headlines are reading how someone who got released early is right back on the street doing the same shit over again.

The public perception is that crime is out of control. It's based on less police visible in the cars, and the near constant "wildings" downtown, at the beaches and during the festivals. People don't need the media to drive their perceptions anymore - they have all sorts of social websites and YouTube and networks to communicate. How many people do you think actually saw J-Fled talking about "statistics"? Very few. But we'll bet thousands of people told their friends, "You won't believe the shit I saw at the XYZ club last night."

Shortshanks and J-Fled are losing that battle.

UPDATE: Drink the Kool-aid! DRINK THE KOOL-AID!!!

This is a hilarious passage we missed initially:
  • Weis also dissected the shootings over the weekend, noting the high percentage connected to gang activity. He said he intends to use briefings to update the public on the progress of investigations and announce accomplishments of the department.

"I hope this press conference helps," he told reporters Monday. "You have charts, you have numbers, you have facts that leap right out. This is where the truth lies. When you strip away all the sensationalism … hopefully this will work.''

So is he trying to convince the media this will work? Or trying to convince himself? Regardless, it sounds like he's taking to a room full of morons. We just aren't sure if it's the media he considers morons or the brass looking back at him.

Funny how on the CLEAR homepage there is a link to "Crime by Beat" and "Crime Stats" now...

That too is all bullshit. We're "Allegedly" up 5% in homicides from this period in '09 but slightly less in AGG BATTS?

BULL SHIT!

Hey J Fled: Liars figure and figures lie.
What I’m extremely pissed about is the fact that Captain Coward, our big-headed boss actually believes WE are that dumb. I can see bullshitting the public, and them falling for his lies, but him actually believing WE are dumb enough to consider this as truth?

I found it interesting that these two "New!" links appeared on the department intranet:

Murder Stats Citywide:

https://portal.chicagopolice.org/portal/page/portal/ClearPath/News/Statistical%20Reports/Index%20Crime%20Statistics/2010%20Index%20Crime%20Statistics/JuneICS.pdf

These two sites are available to the public. Again, they're spinning this stuff like mad to ease the public's reality-based fears.

Even more interesting is the fact that the QuickStat report is still Only For The Rank Of Deputy Chief/ADS And Above:

We are working in a "self preservation" era.
By doing nothing more than responding to my jobs, that's all the less chances i have to step into shit and give J-Fled a chance to fire me.

Jfled used charts and statistics to show crime is down. But he always ignores the aggravated battery rate. Compare shooting victims from 2008, 2009 and this year. Not all crimes but agg batteries. And really, what is the difference between agg batteries and a homicide? Aim and medical care. Now we ignore the agg battery rate. Detective division is soo overwhelmed with cases they could not begin to make arrests. So, I say stick those criem charts up your a-- Jfled. You cannot ignore or hide the daily shooting victims and homicides. Gangs control the street and reverends control you.

It is truly sad that our present Superintendent really feels that crime is down. Yet, it may be. However, Mr. Superintendent, tell that to the people that have to live in neighborhoods that are filled with gangs and tell them that crime is down.
You truly are a living example of the Ostrich effect.

What I don't get is how Jodi Weis is not called on to resign/pay back his salary- his salary alone is suspect- almost ONE MILLION dollars in just 3 years? For what? He has done absolutely nothing. Correction- he has done damage- to City of Chicago. To Chicago Police Department.

Weis can spin statistics however he likes----con artists have real knack for this. It's obvious every time he is in front of media.

But why doesn't john q. public revolt like they did in Bell, California? I don't get why Weis gets away with murder. Literally. And keeps getting paid most of what is left in City of Chicago piggy bank for it. What the heck?

(although we know he's lying) JW brags about the crime stats being the same as last year, as if thats a good thing. Isn't the department's objective to make the crime stats go down?

Therefore JW and his mainstay 3 exempt of JJ, BC, and SP are not doing their job - still after 2-1/2years of being in the same assignments. And there is no consequences for any of them?

I love how the Weisel tries to brush off the violence as being gang related so peeople don't become too concerned. Whew! I'm so relieved that it's only gangs that are terrorizing the city. And it's a good thing they are all such good shots and never hit an unintended target when they are shooting each other. And since they never intimidate people, sell drugs, steal cars, beat the hell out of people or commit robberies and burglaries, we have NOTHING to worry about. Wait though....Section 8 seems to be spreading out across the city. Does this mean these gangbangers will be coming to MY neighborhood soon? What to do, what to do.....

Ask anyone on the street, they know crime is up, no matter how much downtown tries to hide it. People talk about not being able to file a report thru the 311 system, or being put on a endless loop until they give up. There is no one in the station to handle reports anymore ( what happened to the idea of having retired POs augment the desk crew ? )
Ask off duty PO about all the shit just cruising around shopping for victims, and thanks to the democratic party, the police do not dare make street stops anymore, because no one will back them up, certinly not our elected officials.

What you really need to look at is the number of aggravated assaults with firearms...remember when a few years ago just getting shot AT was classified as an AGG BATT w/ Firearm. It was changed to AGG ASSAULT w/ firearm to lower the numbers. This number combined with the Agg Batt and Homeycide stats are the true measure of violent crime...plus you need to take into account that most shots fired calls don't get paper. So many different ways to skew the numbers...

- Woody Allen movie line referring to the Holocaust stats:
"... Sure, I believe it happened...I also believe records were meant to be broken. "

JFLED press conference :
"There are 240 or so homicides this year, around 20% have been solved. If I line those unsolved bodies up one after another they wouldn't even stretch across an tenth of Englewood, so why are not looking at the geographical stats metaphorically ? A line of cadavers out there in the trenches will send a message like a line in the sand, to the thugs, 'knock it off or you'll be laying here too' (clenched fist, tightened face) " I mean it!"
ShortShanks response:
" I'm confident the superintendent who is very knowledgeable in crime fighting techniques and good stuff will be able to continue the fine job and end the occasional flare ups around this tremendously huge city which has many good people folks ending up laying dead instead of going to school at night, when-when you have a bunch of people out of work and no nighttime employers you're gonna have someone somewhere get in a little trouble over something small like a card game or-or- or a movie. Gee , give the guy, the-the Superintendent some credit, look at his charts, look-look at his graphs, he-he just didn't pull these out of his ....you know what, he can't sit on facts like these here. I'm saying here, every time there's a killed body you have to blame someone. Lets look at the gun that did the shooting, the knife that did the knifing, the stick that did the stick up. People have to get involved when they don't have jobs , there out there, they're suffering and I want to be mayoring this city when they, all- all the people have good jobs to come home to at all hours of the day and night. The public perception is that Mayor Daley has lost control of our city and the many years he's been in office doing nothing for Chicago is now showing it's ugly face all over in numerous ways. That's a fact all over.

Even people who didn't give a damn are suddenly... giving a damn. Take a look around our city. How many corporate facilities do you see? The majority of high rises are residential buildings. Then we have a million Chiptoles, Starbucks, McDonald's etc. The jobs here are crap. Target and Walmart? Sure. Min. wage working under 20 hours per week and that's if you're lucky. These stores don't want the overhead, paying benefits, etc.

Years and years of neglect are all over and putting wrong people in positions of power are evident. I could go on and on but it's so obvious that everyone talks about it a lot...

Now that guy was actually likable.

In case you don't recall, he is Mohammed Saeed al-Sahaf, Iraqi Minister of Information (currently on administrative leave).

It was written of him:

"In an age of spin, al-Sahaf offers feeling and authenticity. His message is consistent -- unshakable, in fact, no matter the evidence -- but he commands daily attention by his on-the-spot, invective-rich variations on the theme. His lunatic counter factual art is more appealing than the banal awfulness of the Reliable Sources. He is a Method actor in a production that will close in a couple of days. He stands superior to truth."

Whereas jodypweis is simply a lying bastard son of a bitch.

Yet another unbelievably stupid and self-serving comment by Weis taken from the channel 7 website:

Chicago police superintendent Jody Weis said Monday that all too often we get caught up in recent tragedies and lose perspective. There have been 257 homicides so far this year, three fewer than in 2009. In the month of July, there were 43. That compares to 57 last year. And the numbers have dropped dramatically from a high of 943 in 1992 to 460 last year.

"You go back to the 70s and the 90s we had some horrific years for homicides. Those numbers are significantly down. But again, we cannot be satisfied when we have over 400 homicides in a year. That is unacceptable," said Supt. Jody Weis, Chicago Police Department

WHAT? First he has the audacity and great intellect to go back to 1992 to compare stats and then talk as if he was here fighting crime with us in the 70s and 90s - But the most appalling: We all too often get caught up in the recent tragedies and lose perspective?!

I'm sure that is exactly what a psychiatrist would tell recently added members of the gold star families seeking counseling.

FKIN FKIN AHOLE. GET OUT OF THIS CITY ALREADY. ENOUGH IS ENOUGH.

Let me get this straight.

The citizens are complaining that they are afraid of becoming crime victims and THE SUPERINTENDENT OF POLICE tells them that they have nothing to fear because 20 years ago things were worse.

To boot, THE SUPERINTENDENT tells the people they should stop complaining because things are just as bad as they were last year.

And, to be clear, this person who says such things is the leader of the police department.

The leader? Of the police department? Says crime is not bad? Cause it used to be worse?

Amazing! You have now seen this department's lowest point and you may not realize it because things are as bad as they are. However, you should know that things are going to get worse.

Much worse.

"What's That Smell?", you ask.

As another poster in a previous post correctly identified it, it's called a SHART. Hope you had your gas masks on.

JFailure can have as many news briefings, press conferences, and rallies with statistics, charts, maps, color-by-number portraits, crayon drawings, watercolor finger paintings, collages, and connect the dot pictures as he and Daley can pull out their asses. It's all an attempt to blow smoke up mine.

I cringe every time either one of them opens their mouths. It's just a reminder of how f#@ked up this city really is.

Can anyone here with over 25 years on this job ever recall a time when we've appeared to be as pathetic and leaderless/overwhelmed as we do today? I couldn't either!

The late sixties and early seventies.

"Let me get this straight.

Much worse."

YOU ARE CORRECT. As bad as things are, our numbers on these mean streets will dwindle even further downward. I would not be surprised to see our actual numbers on the streets reach 8,000, or even lower. We will have to make do with what can best be described as a 'bare bones' PD. Stimulus monies will run out. Tax revenue is dwindling...lots of us are doing what has been proposed here on the blog, making major purchases outside of the City, even Cook County, buying essentials such as gas, bottled water, etc. and escaping a myriad of taxes.
Shortshanks and the County Board are reeling from the declining 'monopoly money' to throw around to the connected friends and relatives. We have these political buffoons on the run now. All we have to do as citizen taxpayers is vote the majority of them OUT. If we can accomplish THAT, then it on to a referendum STATEWIDE, regarding TERM LIMITS.
Enough is enough. Public welfare for the connected MUST END.

No one has asked this question, so I will....why is WEIS doing all the talking? Where is MASTERS (x3) in all of this? He is OBVIOUSLY the most powerful person in the upper command of the CPD right now, and has been for quite a while. I saw a diagram on the clear system once that indicated MASTERS (x3) was the second in command. So why isn't HE holding press conferences to explain the 'alleged' surge in crime? Why isn't HE explaining to the masses that things are better than they were 20 years ago? Is it because he wants to distance himself from this stench of upper command now, just in case Shortshanks doesn't run? Does MASTERS (x3) plan to run for Mayor himself? Is this the 'Machine backup plan,' If Daley's grave has been dug too deep? I think it's suspicious that the man who deemed himself as having the responsibility "to bring this Dept. into the 21st century" isn't around to explain his blatant failure to accomplish this.

What about all the stabbing, shootings and beatings that are classified as agg batts. The victim then dies of their injuries weeks or even months later. Are these re-classified as homicide or death investigations. 300 murder's in chicago as of today's date seem very low. There is a cover up going on and it starts at the TOP!

Hey Dumby who the hell is going to cover up a homicide??????? Your smoking that stuff again
