This was the theme of a bizarre press conference held this month in Chicago, where a collection of so-called gang leaders addressed reporters and aired their grievances on a number of subjects including the police and economic conditions that, they claim, offer poor young men no choice but to commit robberies, burglaries, and various other crimes, and to shoot each other with a staggering degree of regularity.
The press conference was a response to a meeting Chicago Police Superintendent Jody Weis held with gang members on August 28, during which Weis and prosecutors are alleged to have threatened to prosecute gang crimes under federal RICO statutes if Chicago’s street violence is not curtailed. The gang members claim they were tricked into attending the meeting, having been summoned under the pretense of a routine parole hearing.
“We don’t have to be tricked into meetings and then told, you’re going to govern people who can’t be governed,” said James Allen, a self-described “minister” with a West Side gang.
Whether some deception might have been required to lure certain people to the meeting should be of little interest, but the rest of Allen’s statement rings true. In handing down an ultimatum to “gang leaders,” Supt. Weis has displayed a degree of naivete that is troubling to see in a man in his position.
Dunphy concludes:
Chicago Tribune columnist John Kass was at the gang press conference and, unlike most of his fellow reporters, saw it for the charade it plainly was. “[E]veryone [got] what they came for,” he wrote. “The leaders got publicity. The reporters got to ask pointed questions and demonstrate that they’re not pushovers.”
Kass knows, as Chicago street cops know, that for all practical purposes there are no genuinely “former” gang members, only older ones pretending to be. And they also know that gang members will cease their predatory ways not when they are given jobs, but rather when they come to fear the consequences of the life they have chosen. They don’t get off the corners because they like the cops, they get off the corners because they’re afraid of them. It’s really just that simple.

Officers, please stop using terms like "he's a prince" and "take the gloves off". Perhaps its a personal annoyance that is embarrassing to many of us, but I think those terms are utilized too loosely by today's department.
Without going into a tirade, the LA article was dead on. The ugly truth that the public does not know nor will ever know nor want to belive is: law enforcement cannot control unruly people unless law enforcement treats unruly people in the same manner of which the unruly people know.
Its just the way the ugly life is. And its the only way to protect the innocent.

I work in 011 and about two nights a go a call comes in of a person with a gun. The description is a paralyzed man named" bro man" robbed a dice game. Then fled the scene with anothr male in a car. The reason this is funny is because jody sat down with labar "bro man" spann at his secret meeting. Hey jody I guess mr. Spann really took your little meeting real serious huh???

In the bullpens under Cook County Jail where they prepare busload after busload to be shipped to Stateville, you will find the balding "Ancient and Originals" -- fading gang tattoos on their flabby arms, waiting to begin another prison term. Is it their sixth? Seventh? Eighth? Who knows by now.

Fear of the police. Fear of getting their ass kicked, going to the hospital and then to jail. Fear of this is what motivates the ghetto rat, and nothing else. More and more I am encountering "older" ghetto residents who are asking why aren't these "young" boys getting their ass kicked by the police when they are blatantly disrespectul, etc. I happily oblige in stating why I don't put hands on anyone now unless it's to protect me or another officer. The look on the faces of these folks is priceless. No worries about getting hurt or killed, no worries about lawsuits and punitive damages, no worries about going to jail for doing what is necessary in order to maintain order and lawfulness.
I further let these folks know exactly what I will do under the law. I let them know exactly what I won't do either, what I used to do, for the greater good. I let them know I will not operate in the "gray area" for them. Plain and simple. Overall I'm less stressed and generally feel better.
To the ghetto rats. When I "pretend" I don't see you and your bullshit on the street, just remember that I also "pretend" not to see the rival ghetto rats sneaking up behind you and your ghetto rat friends ready to blast the back of your melon. But, I will be there to write the report and take note of the "wahoo" wailing by baby mama as the crime scene of your dead carcass is processed.
