Seems a bit shady:
- Frank GROSS, is a BAD BOY!!!
Lil Frank, who is the liaison between the CPD and the Movie industry (Transformers) took a side job with them at $3,000.00 a day. Ethical Frank, netted $30,000.00, AND got [two family members] a consulting job with Transformers.
Frank took two weeks off to work his side job with the Blessing of J-Fed. Does anyone see a problem here?
By the way Frank controls all of the assignments to the movie detail. Only friends need apply. Who is the only Lieutenant working the movie detail even though Lt.s are not eligible?
Now, I wonder why Josie left the office, is she worried about the possibility of a CR investigation or worse, an indictment? Will Josie talk under oath? I Don't think it will take that much to get her to talk, she likes her freedom and employment.
There is a list of officers and a Sgt. trying to get out of that unit, but Frankie won't let them go. If any of this hits the paper Frank and J-Fed are sunk.

Frank you should have told them this was a Family Business. Anyone who was denied working the movie detail should inquire what procedure they use to make their selections.

I worked the Transformers detail several times while they were here, and it was pretty much common knowledge that he was double dipping. Let's not even get into his favorite Sergeant "Shame-On-Us" getting all the days he wanted when others went without. Hell, when the Paramount Pictures employees are buzzing about "the Chicago Police Department Mafia strong arming them for contracts for his kids", there's obviously something wrong. I even heard one of these guys say "How much does a Commissioner (referring to Gross) make here that he needs a few extra grand a day"??? And as always, you got the dumbass coppers running their mouths on how their "making a killing" cuz their buds with Gross and they got 8 days in a row at 16 hrs a day while some people...with lots more time...got shit. There needs to be an investigation into this shit pronto. I still remember Gross at the seminar we all went to when we singed up to be eligible for this gig...(not verbatim) "unlike in the past, favoritism will not play a role in getting assignments to the movie detail. while seniority will be used to start, we will "SPREAD THE WEALTH" and go down the list to make sure all officers get a chance to work the movies. Officers with seniority won't be able to take all the days they want while guys with less time won't get any days". I guess old Frankie Boy gets a pass becuz he never actually mentioned that CLOUT would get all the days and shifts they wanted.
Wow! Maybe a consent decree might be needed to get rid of these idiots (or at least some of them).

The movie detail is very much a who you know clique. A connected copper who lives in Bridgeport worked 16 or 17 days on Transformers while he was on furlo. I put in for 4 different dates and never got called.
Often times work never even hits the computer to make a request for. The chosen ones simply get a call on their cell phones and the arrangements are made.For the most part it is a closed loop system and you need to know someone to be part of that closed loop. It's as transparent as mud.
any fed looking to make a name for him/herself should start looking at the cpd brass

I heard one connected person say that the movie people requested that he come back each day so that they did not have to re-explain everything to a new group of PO's each day....sure....
Unfortunantly you can not greive this, its not covered by the FLOP Contract. I worked 2 days of it and as with every movie detail you keep seeing the "same" guys working it. Gross has it set up with the movie companies that he gets to choose 50% of the officers and the rest from rotation. Good thing everything is picked by computer which a report can be generated.

it's a side job, the only difference being that the city has liaisons in certain departments to get man power. the production people have the power and opportunity to request people who have done it in the past. As they are the ones footing the bill, it;s only courteous to allow them a percentage of people whom they request. People beg to work it and then complain when its a super long day. They must leave after 8 hours and leave everyone else hanging.
There were some guys with 2-3 years on the job out there that I saw. I work in 001 and went around the locations all the time. I did films in the 90's when it was what you considered a lock out. Same guys every time. This way is obviously legitimate, with only the few requests made by the locations managers which are all local guys and handle all the chicago movies.
You people will complain about anything. It's kind of embarrassing.

I remember going to the movie detail orientation. We were told that because the CPD was not paying for this detail, they didn't have to go by seniority when assigning the detail. I knew right then & there that only favorites would get selected for the detail. I tried several times to get a movie detail, but it never happened so I just quit trying.
As jfled would say: "think to yourself, are my actions reasonable?" What a fucking goof. He second guesses everything we do but when an exempt steps on shit he sees and hears nothing.

This is a real story of corruption and abuse of the public trust. Unlike the Cozzi or Abatte stories, which involve sudden eruptions of emotion bad judgment, this story involves deliberate and calculated abuse of office for extreme personal gain. If IAD ignores this someone has got to pick it up for the real legal and ethical breach that it is. Journalists and activists read this. In the end, what Gross did is a "grosser" abuse of power than most of the police corruption/abuse stories that have hit the media since the Austin 7 have been.
Gross me out: The pay to work my RDO on a movie set was much less than I make on a regular day in my unit.

Years ago I was offered a promotion for what boils down to a political contribution. Of course over the years the difference in pay and pension would have
surpassed my "contribution".
On the down side: I would have to continue my "contributions" in order to keep favor and perhaps gain additional benefits like a cushy position, etc.

But wait, was this done as the private consultant/advisor or as the CPD Exempt???---(Now go back to #1 - working double duty) Resourse diversions is where his interests took over the interest of the company (CPD and it's officers seeking OT employment). How many officers lost out on OT opportunites because of this canoodling?? I would get the facts through the FOI -- there may be more blaring insults. File a grievance, everyone who was denied should file a grievance. Get the names of the chosen few who were there day after day....this appears to be the "merit" OT initiative here. Don't fall for any bs excuses because there are a lot of holes in this scenario.
Even though this department goes through all the preventative measures with that no-fault Ethics test on the computer, you would think that just taking that test would open your eyes.The blaring problem here is that conflict of interest schemes are not supposed to happen when an Exempt who already makes 150K a year decides that he/she will serve two entities: their employer - the CPD - and the private company dangling the golden carrot. These schemes are often guised and compensated as "consulting fees". Nice.
And what about adding the two family members in for their advising? Why would you add more fuel and fury to the fire? Didn't Blago insist his wife get some real estate deals with Rezco? Getting the family involved is not a good idea when what you are doing is really a load of shit.
If there is double-dipping involved, there could be some Exempt detention here. (if it was a blue shirt, call back, pending separation or firing squad).
Business Diversions and Diversions of Resources are not only major ethic violations and conflict of interest, it certainly isn't becoming of a Chicago Police officer (rule ??) I guess the bar fighters, DUIers and the domesticators can't be the only ones breaking this rule.

Add in some friends and family members who also got in on it. I'm sure you will see the same names over and over again working the detail who got a big payout.
Subpeona the "advisor contract", all the merit workers on the set, all the workers in the Lt's office, get a complet list of those who put in for the OT initiative, but who were consistently denied because they weren't in the "in" group.

I remember going to the movie detail orientation. We were told that because the CPD was not paying for this detail, they didn't have to go by seniority when assigning the detail. I knew right then & there that only favorites would get selected for the detail. I tried several times to get a movie detail, but it never happened so I just quit trying.

This is bullshit.
I did a detail about 4-5 years ago for a commercial shot downtown. We were paid directly from the production company, not CPD. I don't think CPD EVER pays for these details, it's always from the production company. So that was bullshit to cover up the "advisor" contract FG set up.
The big change with this is that FG "switchted hats" from Lt to civilian in charge so that he can scoop the 30K he put in his pocket as a "consultant or advisor" AND have full control of who to put in for the money -- i.e. family and friends. He wouldn't have been able to collect this nice tidy sum if he was wearin the Lt's cap. Talk about pay to play in Chicago. Keep this up and get the 3rd parties (film producers) mixed up in this mess and they will stay away from Chicago. Greedy and clueless FG should wait until he RETIRES and start his own security company that specializes in protecting film production, BUT YOU CAN'T DO IT NOW WHILE YOU ARE STILL EMPLOYED AS AN EXEMPT WITH THE CPD....this is how you get on the SCC blog.
Shame on the department for messing this one up. These details should be for the entire department and not a select few who totally exploited the opportunity to bank lot$ of ca$h.
This entire scheme reeks of graft, ethics and conflict of interest violations. I thought we had a Board of Ethics just for this type of crap.
