Where to March?

We've noticed a definite resistance to the upcoming march being held at HQ in 15 September. People are making legitimate complaints that we'll be out of sight, that the media will ignore the march, and that Shortshanks will be out of town. We offer this quick survey:

Where should the FOP hold the upcoming march?
Headquarters, the source of all stupidity
City Hall; the source of all evil

This is, of course, an unscientific poll, but it's something the FOP should have done themselves. There are plenty of reasons for holding the march at HQ - our contract is settled and our fight is against the policies of J-Fled. But there are even more reasons for holding it at City Hall - coverage, exposure, pressure in an election year.

If the FOP fails to address the concerns of the members (and they are legitimate concerns), there is another election coming up this spring. The current board was swept in by the collective outrage of the membership against Bill Nolan. They lost a number of trustee seats during the previous election.

It wouldn't surprise us in the least to see another complete sweep on the horizon.

UPDATE: The numbers are currently running 88% in favor of marching at City Hall with almost 2,000 votes. While unscientific, it is skewed enough that FOP really ought to come forward and explain the reasoning behind picking HQ over City Hall. We're willing to listen to reason.

If it's a march against officer safety, then city hall is the place to march. Shanks is responsible for the lack of hiring. The ass-clown at 35th is just a performer under the big top. The big top is at city hall where the grand marshall is the main performer.

RE: “Manpower Shortage” Who's to Blame:

The “Protest March” that is sched. at HQ on 15 Sept. at 1000 hrs. Needs a Change of Venue!

The Best location for such a march is "City Hall", right in the Mayors “Front Yard”. To my knowledge you cannot even walk around all 4 sides of HQ. I'm sure the Mayor would prefer us hold a march at Police HQ...any place other than the "Loop" where you find the local media parked half way around City Hall at any given time. It also allows the Mayor to "Side Step" the issue by making ref. that we are marching against the Supt. and not the mayors office.

Normal foot traffic around City Hall would be interrupted, gaining the attention of passers by. Literally thousands of on-lookers would witness the display where as the vast majority of on-lookers at 3510 S. Michigan will be the “Top Brass” and police officers showing up for work who may or may not be there on a "phone call" to begin with... I could envision many of the "Top Brass" being instructed to take digital photographs from their private offices showing as many "faces in the crowd" as possible...

Truth of the matter is that the Superintendent has nothing to say about how many officers are hired. The Reality is that "Personnel" for the City of Chicago directed by the Mayor and possibly the City Council thru budget constraints are where the problem lies.

The Mayor has money for those projects that he deems necessary; whether it be "Concrete Flower Beds that are being constructed "as we speak" up and down Lincoln Ave in the 020th Dist. or ripping out "Perfectly Good" residential street corners all because of Federal tax dollars are being filtered and wasted indirectly thru the Mayors Office.

It is however obvious that the safety of the citizens of Chicago are not one of those priorities.

Long Story Short... When you go on Vacation...you go somewhere Memorable, if they choose this location, I'll just stay home!

Get the NATIONAL MEDIA on this I want Dianne Sawyer talking about this.

Daley doesn’t like us. He sees us as a necessary evil in his City. Face it, we COST money! Lawsuits, lawsuits and more lawsuits…

Daley is not a stupid man. Not by a long shot. Treacherous and spiteful, yes, but not stupid! We march at City Hall; this causes undue embarrassment for Little Lord Shortshanks. Do you think he won’t get even somehow? As much as Weis is despised around here (rightfully so), how would you like his contract renewed for another year or two? The numbers are already fudged, crime ON PAPER is “down”. Who says it can’t or won’t happen? Remember, Little Lord Shortshanks loves money and power; he also loves not to be publicly embarrassed by his hired help. I’m not sayin, I’m just sayin…

Hell, look at what happened the last time we marched at City Hall… the 16% was taken off the table. Granted, we knew we weren’t going to even come close to a 16% raise, but it was a way that Daley said “Fuck me? Naaaa, fuck YOU!”
Either way, I’m going to be there. At this point; in for a penny, in for a pound.

I think it would be wise for the marchers to carefully target their message.

One thing the media did after the last march was to cherry-pick isolated examples of 'whining' - totally unrelated to the core issues that inspired the march to begin with- and show only those.

I believe the message of this march should be a demonstration of no confidence in Jody Weis. If there is a cogent, universal message in play, it's very hard to manipulate it after the fact.

This needs careful planning and lot and lots of bodies who show up.

There's a story about an author who wrote a famous book, inspired by watching a small boy whipping a horse pulling a cart. He reflected on how this insignificant boy was able to command such a large and powerful animal. The answer, obviously, was because the horse didn't understand that it had the power to destroy the boy, if it so pleased. It had been tricked into believing that the boy was more powerful than he really was.

It's time to let go of fear and let our voices be heard. We are many, they are few.

If he hasn't done so already, Mike Shields needs to make his intentions known and assemble his ticket to oust this current piss-poor regime.

This kid obviously has the smarts, motivation and hopefully the right people in his corner to take the reigns and provide the membership with the representation it truly deserves. Mike has proven his abilities thus far...we need to get behind him and make this thing a reality.

It's quite obvious that Donahue is a bustout with his own post-FOP agenda the only important thing on his mind. Donahue has shown his true colors, and this attempt to keep our rally on the down-low only solidifies what many have been saying for quite some time...Mark Donahue is in bed with the Daley administration.

Are you listening, Mike? Get this thing started...but be sure to stay vigiliant on our pension issues, too.

I hate to say it but this reminds me of the St. Jude March relocation. We could at one time be proud of who we are and what we stand for but that didn't please these pimps and they hid us in the corner wearing Dunce caps.

Making us march down McFetridge and past the useless reviewing stand, I vowed that I would NEVER go to another St. Jude Parade.

SCC uses the term insignificant. They moved us, not out of the public eye but into insignificance

And now they want to snicker and chuckle as we march around Police HQ with NO ONE seeing it. Even though the news crews will all be there, it'll be nothing more than a blurb that you might miss if you turned you head for 2 seconds. We need to start a fire in the bellies of the WORKING people, the middle class that will come out in the fall and steamroll these puds outta town.

Marching will have an ENORMOUS effect if we march around City Hall. When the hardcore members of the collective political autocracy that we call City Govenrment find that we have the stones to march around the Hall, they might come to think that there IS life after King Richard II and vote him out. So much corruption, so much mismanagement, so much out-and-out waste. He really needs to go.

I would even support an idea to START OFF at Police HQ and then march all the way down to the Hall. Walking from one place to the other might have a snowball effect and we might pick up random supporters, all of flexing our votes.

Don't let them placate us by "letting" us march around CPDHQ. Everyone needs to see the big picture and a 3 or 4 thousand marchers walking down State St will open a lot of eyes. DALEY NEEDS TO GO. Then he can take Weis with him and all the rest of the Posers (especially Masters Masters Masters) on their way out.

We might only get one shot at this. Let's make sure that we do this thing right!

I like how the FLOP has conveinently shceduled this joke of a march for BEFORE the next FOP meeting. This way they can expect to take a little bit of heat for their fuckup as opposed to having to take suggestions and criticism from the membership when they try to justify that they're "sleeping with the enemy"...DALEY.

I'll be at the next FOP meeting, and I fully expect Mike Shields to bring this to Marky Mark's attention. He's one on the few coppers out there that actually has our well-being in mind and isn't afraid to put his money where his mouth is when it comes for change that actually benefits the lifeblood of the CPD.

If FLOP doesn't go for City Hall, postpone it to next City Council meeting day. FLOP can't give a reason for 3510 Michigan. Something stinks. If FLOP doesn't come on board, have a WILDCAT demonstration organized by Mike Shields, John Northen, Jim Maurer, Lt. Andrews and other guys.

When you're dealing with the CLOUT beast, you don't shoot it in the buttocks (CPD HQ/WEIS), you go for the heart (CITY HALL/DALEY). Also no public transportation problems because all CTA leads to the Loop with thousands of passers by, many influential citizens.

At HQ, all you have is the bottle gang standing in Church's Chicken parking lot and a bunch of clout baby suckholes staring out the windows with cameras running. Unlike City Hall's four sides (LaSalle, Clark, Washington and Randolph) to march in a circle, CPD HQ only has frontage on Michigan Ave. if front of HQ.

When is the next City Council meeting?

What was FLOP thinking? They can't defend their stupidity. Why 3510 unless something sinister is afoot?

If necessary, WILDCAT RALLY at CITY HALL.

I'm not a cop. But I am a strong supporter of you. The march should be at City Hall as most of you say but it should not include teachers. Most of us are pretty upset with teachers but are really upset with the uncontrolled violence that has overtaken the City. People will support a march against violence that is caused by lack of support for our police department. We need more cops and they need to be given the tools they need to fight the gangs. Can't think of anyone in Chicago who wouldn't support that kind of a march.

Check out the NYPD rally at City Hall on September 16th, 1992 with over 10,000 angry cops. They even closed down the Brooklyn Bridge. Then Mayor David Dinkens called it "a police riot".

We can't condone seizing our Michigan Ave. Bridge but the demonstration must be at City Hall.

FOP must have a hidden agenda by pushing HQ rather than City Hall.
Get guys from CFD, Streets and San, CPS school teachers, other city employees and good citizens involved at CITY HALL.

This is all very helpful. Argue amongst yourselves about location and date, and of course, start off with a diluted message (merit, we hate our boss, and besides there are manpower and safety issues). And then publish remarks about how the leaders YOU elected to your union are ineffectual, and working against you. And don't forget that it's hard to park at 35th. Someone should start whining about that. A march between CPD and IPRA up and down 35th Street shows exactly where the police problems are. If the city of Chicago employees want to march on City Hall let the AFLCIO organize that. Dont we do enough watching the retiree healthcare costs for all city retirees?

Mike Shields would do a very good job, if not a great job of running the FOP. I know he would not lay down for the 5th floor and he would always put the officer first. I also know there are officers that will support him Mike in his run for the FOP. Mike does not judges people based on any rumor or common police chatter, he takes the time to get to know them and stands by them. My fellow officers please take the time to listen to what Mike has to say and please when the time is right VOTE for Mike Shields.

I hope that the results of the poll are passed on to FOP to reflect the 'cops choice' and a timely notice of change of location is made to all.
Yes, 35th St was an 'option' to send a message to J-Fled but we want our concerns to be seen by as many people as possible... City Hall is the place for that.
Who cares if shortshanks is there or not, it really doesn't make a difference... WE MAKE THE DIFFERENCE.
WE have to look out for one another and send the message (again and again) that we're shorthanded and it's OUR safety at risk and OUR family at concern.
Let's hope that City Hall hears that concern too on the 15th.

The only observation I see here is a DIVIDE is being created. Like it or not the FOP made a decision, all of our infighting is going to show the city that we cannot stand by each other.

If we march on the Hall or HQ is not the point right now. The important thing is to get THOUSANDS out there and get this on the National News.

Then to attract additional coverage request political candidates of all parties to join us in support. This should include those who intend on running next February.

Why all the discussion? Why not just meet at City Hall--forget HQ. I agree, that, just like St. Jude, the exposure will be mimimum at best. If everyone who reads the blog decides to meet downtown the only ones left marching at 35th will be the FOP! Remember the first march was organized on this insignificant blog in the beginning. If you want the law-abiding general public on your side, march at City Hall. Because everybody knows that place is a pirate ship. But be sure all your messages reflect this. Make it clear you are not just one more bunch of protected, connected lazy-asses trying to hold up the taxpayers for more goodies, but that you are on our side against waste and corruption. Just don't be too inside-baseball about it. There's a lot of stuff on this blog that we civilians can't translate, and that's OK, but your public message should be clear and accessible to the average productive Joe and Jane looking for more reasons to throw the bums out.

I would even support an idea to START OFF at Police HQ and then march all the way down to the Hall.

That's a good idea, but there are other ways to handle this.

From a PR perspective, you need
1. sympathy from the public
2. positive media attention
3. a large spectacle-or two or three

The police officer march is a great idea but Daley won't make changes (ie. hire more POs, dump Wies) unless the public, (esp the upper middle class Chicago public OR large enough groups of general public), screams for it.

An alternative idea: Organize a group of citizens to march on city hall while the POs march on Headquarters: Spouses of POs, teachers, firefighters at City Hall. They are more sympathetic (in general publics eyes) and if this group marches on City Hall it shows the support behind you and the "public outrage" while FOP marches on 35th.

Have the "citizen" group carry signs like : "Take Back Our Streets-Hire 2000 More Police officers NOW"
"Make Our City Safe Again–
Replace Jody Weis!"

Start a campaign with specific attainable goals: hiring 2000 new POs or replacing Weis with someone that's actually been on the streets as a PO or whatever your main goals are.

The public WILL support you (I do and I am a public) if you can make your message clear, simple and strong. The general public is confused about the situation. Most citizens I know don't read SSC or get what is going on. (They see your average PO and Weis as one and the same-so in their eyes, Weis didn't meet with gang leaders-the CPD did.) But Jane and Joe Public would get behind you if they really understood the situation.

Package your message, spin it in a way influential public citizens will respond and then blast media sources repeatedly to get the message thru. Don't rely on mainstream media alone-take your message to the public-Twitter, Facebook, etc. Use the same people and media that Obama used. (Create a few fan pages with your messages: "Hire 2000 New Chicago Police Officers in 2010" or "Replace Jody Weis" fan page)

Your message has to be simple and clear or the media will butcher it. If you have specific definable actions/demands that make sense, people will respond. Presenting a mostly united front would also go a long way to getting support.

Example Message: CPD needs 2000 more POs NOW to stop the shootings and violence.

Simple explanation: CPD is short 2000 POs so criminals are running wild.

Obviously this won't solve all the problems and it over simplifies things, but that is a message people can understand and get behind.

FOP will need a permit for a downtown protest. Let's ensure our members remind FOP of this requirement. I will call, but others must step up too. Sadly, I know FOP will make an excuse that they didn't get a permit, so the march must go on at 35th Street.

Downtown is the only viable option for the march. We must demand FOP changes the location and date. Call our FOP Board.

The City will accomodate all sorts of groups for parades and protests, they need to start accomodating the men and women of CPDD.

Don't be so sure. There are coppers out there who never return their ballots when it comes time to vote. It couldn't be made much easier for them, but they still don't mail them back. So you can't plan on the present team being out until the votes are in.

Please, blue shirts, when those ballots come, don't ignore them. Open the envelope, vote, and return the ballot in the envelope provided. (Make sure you follow any instructions that are included EXACTLY as they are printed.] There is power in numbers. If the purpose of the march, is to protest the lack of manpower and number of police on the streets then it should be at City Hall because that is who is responsible for hiring, opening and authorizing police officer positions - not HQ/CPD. However I am torn because the lack of manpower is the Supt's fault for not fighting hard enough to get the numbers up or having an incompetent cabinet that didn't give him the information that his personnel resources were below safe levels.

Hope FLOP looked at the statute, you can't have a march in a residential area. There are houses right across the street from 35th, I hope they looked into this, if not they are opening up a lot of problems for their members.
Someone mentioned marching in front of DAley's house, obvioulsy a no-no, but you can have a silent protest, no signs, no chants, only walking up and down the block. We have done this before and the gold stars they send out never ordered us to move. We just had to be cognizant of the everyday citizen that may walk by, and never block their path, so of course we walked in single file, and at night.

I have been reading the responses regarding the march that is scheduled for later this month.

After all of the blather, I respectfully say, "Who cares?"

Does anyone really think that marching at City Hall, HQ, or the moon, will make any bit of difference? If you do, you are stupid or obtuse.

As for Mike Shields, he seems to be a good guy, but in the end, that old line keeps coming back to me...meet the new boss, same as the old boss...Remember when Mark was running?...Ooohhh, he was gonna change the world!! Uh huh...

And finally, in response to all the officers who say the "solution" to many problems with the CPD would be to increase the manpower. What you fellas dont realize is that whether there are 9,000 or 13,000 cops on the street, if you put hands on someone, you risk your asset base. Are people really that dumb!! Look what happened at the search warrant where the two officers were shot. No response!! And what the heck were they doing being proactive? It is sad to say, but I will say it, more, possibly many more, police and civilians are going to be killed before the public has had enough. Thats just the way it is.

All indications are that our fraternal leadership is actively engaging in a rear guard campaign at the behest of the mayor against the membership.

FOP only jumped on the band wagon and try to take the reins after city hall saw this thing gaining traction and momentum. It is likely they weren't going to say much of their own volition as they were content to ride out their terms saying little and doing even less.

Daley Inc. in their fear of The Police, told FOP to direct any planned protest away from city hall at all costs.

FOP leadership has failed to exercise due diligence on behalf of the membership for the promise of personal favors and rewards from city hall past, present and yet to come.

FOP has been co-opted and corrupted.

Daley Inc. is DESPERATELY trying to keep the horrible truth from being revealed to the public in that the public's safety as well as that of The Police has been intentionally compromised.

That is why so much of FOP's insistence that the march be at HQ has the piquant odor of being dictated from the Fifth Floor of 111 N. LaSalle.

"We'll let you march but not at city hall."

"We'll provide signage." (saying down with j-fled of course)

"The mayor will be out of town." (isn't he our target audience?)

Control of the messengers plus control the time and venue plus control of their message by those beholden to their political masters divided by a well developed, entrenched and insidious media spin and control apparatus equals nothing actually being said by the messengers at all.

...Just a bunch of noisy Coppers that everyone just wants to shut up and go away. Regardless of the great peril we're all in.

Which is exactly what FOP and city hall/Daley Inc. want.

A perfect storm is brewing. No one at city hall could have predicted that the mayor's plan to starve CPD (particularly the Patrol Division) of manpower and resources would collide head on with out of control street violence.

They rotate their dentures about citizen "perception" of out of control street violence being just that... A perception.

Well... The good thing is that the public is (not for the most part, but getting there) not as monumentally naive, stupid, uninformed and unsophisticated as Daley Inc. wishes them to be.

What is truly appalling is that our fraternal leadership takes it as an article of faith that Policemen are monumentally naive, stupid, uninformed, unsophisticated, deaf and blind.

They've finally revealed themselves as to where their loyalties lie. The irony is that they're beyond caring as to whether the membership knows it or not.

Their actions can be described in polite terms as Traitorous.

I love CPD and FOP but I'm marching on city hall. I'm retire and I'm not the only retiree marching on city hall. We cannot march around any building with our brothers and our sisters inside it's walls. Weis is another Daley fallguy. A failure for sure for the rank and file of CPD but a rousing success for the rat bastard himself. He accomplished what he was hired to do. He eliminated almost all of the "real police bosses" enabling Daley/Madigan/Burke to place a new mantlepiece of idiots consisting entirely of political idiolation and favors owed. A group that would answer to no one but them. Who but, a formerly indicted disrtrict commander is going to bow and scrape to politicos? The old intelligent, streetwise, leaders knew who to see and how to get it done when they wanted politicians off their backs.

When we get to the Federal Building I wouldn't mind asking them a question or two. How much longer must these officers work under this Reign of Terror you allow them to endure. Daley enjoys all his freedoms while his continuing criminal enterprise gets ever larger, more blatant, and the threat to Public Safety more lethal. Is the fact that we have the mayor's BROTHER working side-by-side with the president affecting your decision to ignore political crimes and neglect public safety?

The march should start at 35th Street, move down State Street to the 1st District, pass the Federal Building and end at City Hall.

Why?

@ 35th Street we demand the ouster of J-Fled and end to merit picks by Bobby Roman!

@ 1st District we can pick up the retired folk.

@ Federal Building we can demand the release of Rossi and Burge and the end to the attack on the police! Fitzgerald could announce the indictment of some of Loevy's and Flint's clients for perjury!

@ City Hall we can demand more hiring, end of merit promotions and the ouster of Daley!

The marchers should be respectful and carry numerous signs articulating our concerns.

Guaranteed to draw publicity but would be better if it was held on a day the Mayor was in-town and the City Council was meeting.

I can't believe you guys are this naive. Don't you know that the Mayor is the one orchestrating this protest? He gave Donahue the green light to do it so he can justify moving Jfed momentarily. That's right Donahue cut a deal with the Mayor!!!! Mayor told Donahue to go ahead and schedule protest only to do it at HQ and not City Hall and to also schedule it while he's out of town. The Mayor has agreed to get rid of Jfed but doesn't want the heat around City Hall. Think about it? We protest at City Hall last time, how come not now? Donahue is on Mayors payroll, duh!!!
I say fuck FOP and we deviate and get bus drivers to drop us off at City Hall. Who's in?

In 1972??...CPA Pres Joe Pecoraro and COP Pres Jim Johnson called for a ticket blitz and threatened to strike if their members didn't receive a raise after the "wage increase freeze" for 1 & 2 yr cops the previous budget...both were threatened with arrest if they didn't call off "the blitz"

So..they called for a ticket slow down...that hurt...following budget was a raise, but never got that wage increase freeze back for the "1500 Club"...anyone remeber?

I would even support an idea to START OFF at Police HQ and then march all the way down to the Hall.

That's a good idea, but there are other ways to handle this.

From a PR perspective, you need
1. sympathy from the public
2. positive media attention
3. a large spectacle-or two or three

The police officer march is a great idea but Daley won't make changes (ie. hire more POs, dump Wies) unless the public, (esp the upper middle class Chicago public OR large enough groups of general public), screams for it.

An alternative idea: Organize a group of citizens to march on city hall while the POs march on Headquarters: Spouses of POs, teachers, firefighters at City Hall. They are more sympathetic (in general publics eyes) and if this group marches on City Hall it shows the support behind you and the "public outrage" while FOP marches on 35th.

Have the "citizen" group carry signs like : "Take Back Our Streets-Hire 2000 More Police officers NOW"
"Make Our City Safe Again–
Replace Jody Weis!"

Start a campaign with specific attainable goals: hiring 2000 new POs or replacing Weis with someone that's actually been on the streets as a PO or whatever your main goals are.

The public WILL support you (I do and I am a public) if you can make your message clear, simple and strong. The general public is confused about the situation. Most citizens I know don't read SSC or get what is going on. (They see your average PO and Weis as one and the same-so in their eyes, Weis didn't meet with gang leaders-the CPD did.) But Jane and Joe Public would get behind you if they really understood the situation.

Package your message, spin it in a way influential public citizens will respond and then blast media sources repeatedly to get the message thru. Don't rely on mainstream media alone-take your message to the public-Twitter, Facebook, etc. Use the same people and media that Obama used. (Create a few fan pages with your messages: "Hire 2000 New Chicago Police Officers in 2010" or "Replace Jody Weis" fan page)

Your message has to be simple and clear or the media will butcher it. If you have specific definable actions/demands that make sense, people will respond. Presenting a mostly united front would also go a long way to getting support.

Example Message: CPD needs 2000 more POs NOW to stop the shootings and violence.

Simple explanation: CPD is short 2000 POs so criminals are running wild.

Obviously this won't solve all the problems and it over simplifies things, but that is a message people can understand and get behind.

MDonahue@ChicagoFOP.org and GBella@ChicagoFOP.org

Earlier, I also forwarded a private E-mail to both requesting that they reschedule the venue and timing of the demonstration for obvious reasons. I also asked that they reply to me ASAP.
