Um, What the Hell Was This?
J-Fled, we realize you have very little power over any decisions, "merit" promotions, or anything meaningful regarding the Department. You're a tool, a figurehead, and a soon to be fall guy. But this is fucking ridiculous:
- Speaking of great manpower use... What the hell took place in 011 Thrus evening? 1120 got on the air giving out assigned fixed post to just about every beat car. Then 1100 told them to turn on their lights and stand outside their vehicles for about 45 mins at these posts. No jobs were given out, unless they were in progress, and at some point a female voice came over the air and said "look at the power of prayer." When it was all said and done 1100 told all the beats assigned to a post to be sure to collect the sign-in sheet before they leave. WTF was this. Is this Penny's new policing strategy, pray that nobody gets shot? This didn't take place at all in 010, did it happen in other districts? Someone please explain what this was.
If Henny Penny is going all "Jesus-freaky" and using police officers as props in some misguided religious exercise, you'd better put a stop to it. We know she got put back into her spot by the west side reverends, but this is stupidity of the highest order.

Hope none of the coppers were atheist. Forcing somebody to participate in a religious event when that somebody does not believe in it could definitely end up in a lawsuit against their employer.

There is absolutely not a chance that 15 minutes go by without a domestic in 011 being given out. Isn't that a priority 1A response? Amongst the other battery i/p, robbery i/p, shots fired calls, etc that happen countless times per tour? If this post is true, it recalls days of cowardice after a certain no-balls lieutenant demanded cars drive around 1531's beat with the blue lights on after a citywide 10-1 was called at chicago / lavergne. An attempt to scare the animal rather than lock them up, where they belong. Real shame is the real W/C was off that day. Yeah things have certainly changed.
Guess the CRU (Crystal Ball Unit) sent out possible spots for "violence" to the DC's, who in turn told the WC's who in turn told the Sgt's to do "Violence Missions" at the locations the CRU predicted. 011 had 20 something locations with 015 right behind so just about the whole district was covered....even the slow districts in Area 3 got at least one location!! "Gimme an event number squad and put it on my box", if I hear another idiot Sgt say that I'm gonna lose it!!

Anyone who was forced to do this at the will of the commander should file a complaint and then file onecwith the ACLU. There is a seperation of church and state - and no one should be force to pray by their government.

Regardless, a quick prayer amongst willing participants at the conclusion of a roll call is one thing, but taking police personnel and resources from their assigned duties and sending them to fixed posts, so all can pray in unison for the purpose of making the bad people go away, is an approach that has no place in government and professional municipal policing.
The power of prayer is astounding, but there is a proper time, place and manner for everything.
Sounds like some kind of ghetto nonsense. Standing around praying on corners. What next, she'll pass out prayer beads at roll call?

We all have the right to be free of religious compulsion and bias in the workplace.

In many cases, those promoted spend the obligatory period or two in a district, then end up right back in a unit through their clout. This has a disastrous effect on morale not that anyone in position of power actually cares. Case in point. An average patrolman/tact guy from 025 gets lucky and hitches his wagon to a clouted star. He makes Sgt meritoriously then goes to a district for a short while. Now that Sgt is in A5 SVU on days. He comes and goes as he pleases, barely putting in a five hour tour. Yet he expects everything to be taken care of by the detectives who work for him. Prone to childish outbursts and angry snits, he rules the roost due to an absentee Lt. The Lt by the way at least was promoted legitimately and recently went though hard times due to an illness her husband had. So the theme is, you do not have to have any leadership skills or respect from the troops to be a supervisor. It's all who you know and always has been.
Next step: replacing the light bar (Mars lights?) on the Crown Vics with a row of those tall glass Madonna candles that are used to mark where some unlucky passerby caught a "stray" bullet....

There has ALWAYS been merit promotions, its just now they are being more open about it.
Think about why you weren't allowed to leave with a copy of your answer sheet, why answers were never provided after the test and why it would take a court order to see a list of how everyone ranked...not to mention why you never had any identification beyond a seat number on your test.
They have ALWAYS been promoting who they wanted, blended in with people who did well and could actually run things so the whole freak show could carry on without implosion.

Penny did not make Sergeant as a merit promotion. She gat promoted off the 1994 test and that test was the only one where they went with rank score from 1-something like 150 or so (I don't remember just how far it went). There was an attempt to interject merit but it was blocked in court. She was promoted in 1998.
I don't know about anything past that.
Penhy was not too bad as a Sgt. In A/5 ... I know there are others who'd say otherwise - but she was alright...
