Everyone is Replaceable

All the teachers we know were weeping tears of joy yesterday:
  • Mayor Daley said Wednesday he’s not concerned that Chicago Public Schools will lose momentum if CEO Ron Huberman calls it quits in the middle of the school year because, “Everybody is replaceable.”

    “Ron sees fit, if he decides, to move on. There’s nothing wrong with that. You never want anybody to be in the position that don’t want to be in that position. That is really unfair,” Daley told reporters after a City Council meeting.

    Without naming names or divulging his private conversations with Huberman, Daley said he has “already given thought about” who might replace Huberman until a new mayor is sworn in.

    “We’ll be able to find someone. Don’t worry,” the mayor said.

Gee, already the fix is in for a replacement and evidently, no worries about them being fired by the new administration.

And what's this rumor that popped up a few times in the comment sections?
  • Remember, Huberman is on leave from CPD and holds a civil service rank of Lieutenant that was given to him by the City Council prior to leaving for the Mayors chie[f] of staff position. I was there when the council voted on it. He may be back at 35th Street soon.
Since when has the Department awarded ranks based on City Council votes? There's a process. And the process, however flawed, is supposed to be followed. This would seem to open an incredibly huge can of worms if true. Someone explain?

SCC, if what you say is true concerning Hubie's "appointed rank" bestowed upon him by our meritcloutorious City Council, then I for one would hope that is one serious flaw that the new Mayor will reverse as soon as he/she is sworn in! I swear, just when you think this City has slapped you across the face as much as is possible, they put on a pair of gloves and start the process anew! Un-fucking-believable!!! A Patrolman who may wind up returning to the CPD as a minimum of being a Watch Commander who has never even been a Street Sgt...Our Dept. has truly been turned on its ass.

Not true, he was a patrolman bumped up to exempt, which is a process that has been done numerous times-the mayors bodyguards, some specialized units , even Mike Cronin went through this process. It pays to have friends.

The last time I checked I-Clear while he was still active on the department, he had a five digit star....18000 series I think.

That is a career service rank of Police Officer. I also remember thinking he should have taken the sergeants test, even though he was an ADS, so he could be advanced.

I know I'm not senile, so my memory of these things is correct. So how in the hell could he be a lieutenant? I call this one BS.

So his leave of absence from cpd has been authorized for all these years? In recent years cpd members have been forced to resign and only allowed a leave for one or two years at most.

Cline is the one who started going after members who were on leaves for years and years. Which were those annointed ones who stayed on the leave for 10 years just to pay into the pension.

The point is if Booberman has been on an official leave of absence from cpd all these years, any cpd member denied the leave for more than one year should be peeved.

I doubt he will be back.

He's likely looking in the private sector. Probably something like executive director and chief underwear model at "American Male".

I thought you we only able to take, at most a 1 year LOA, unless you were in the military.

I know a few guys who either resigned CPD all together or decided not to go back when they tried for another LOA to work as the police in Kosovo, Iraq, Afghanistan.

Ronny, go away. You've fucked up ever major department (except CFD), we don't want you back!

To think of all the (expletive) I went through to get any rank, blocked by Affirmative Action, Race Norming, Standardization, studying and all the rest.

trust me , next mayor and police superintendent will eliminate rank of captain and tests for sgt and lt , selection will be by reume and only the best will be promoted

I can not believe this is true, but it really doesn't matter, because they would simply make him an exempt rank. Murphy is a deputy chief and when he left, he was the rank of lt. So, I doubt Hubie is a civil service rank of lt., but that doesn't matter -- if he came back to the job, he would be made no lower than a Deputy Superintendent. He runs the scholl system.

Its obvious. 4 years ago a well known high ranking city official, walked into the district and said that Hubie was going to be Supt. after the new regime left. This was before Weis was choosen. He said bet the farm on it. He was right.

Huberman does not hold the rank of lieutenant, unless he took the first part ( at least) of the pass-fail exam process. But, he can be appointed any gold star rank the department chooses. I doubt it. He is heading for privte industry and big bucks.

Check the status of Rowan who was listed as resigned, then status mysteriously changed to LOA over a year later. No idea what it is now, but does CTA general counsel position qualify her to contribute to our pension?

I remember it showing up in the paper just before he became Chief of Staff that the city council voted on it "granting" him lieutenant's rank just in case he ends up back with CPD....I'm going to search it and see if the link is still out there in google land..

In 2001 I was at in service training for our unit and one of the speaker's was Huberman. He was in the uniform of a Lt. and he was talking about an incident that happened before he was on the job. It was about Police Officer Irma Ruiz who was killed in the line of duty in the 80's. He had no clue and was totaly wrong on the events. He got boo's from the audience and our commanding officer asked him to leave since he didn't know what he was talking about. I personly worked with Officer Ruiz and heard her call for help. I went up to Huberman as he was leaving and confronted him about his statements. I told him he wasn't there and maybe he should have talked to people that were there before he talked about the incident. I told him he had no clue and wasn't even on the job. He made an ass out of himself over an Officer getting killed. He was in the uniform of a Lt that day. I was surprised since a few years before he was a patrolman. However this is not the first time this has happened. Those of you that are old enough to remember Marilyn O'Reagen went from Matron to Deputy and was appointed the civil service rank of Lt.

The city council has done this in the past and has made Captains. Eddie Burke is also still on leave from the department. Appointments by city council are rare but they do occur.

The City Council can do it. It has been done in the past, but not recently. They have the power to bypass the established promotional process, however, in the real world, it would never happen without the blessing of the then current mayor.

OTOH, even though it can be done, it has not been so done for Huberman. At least, not yet.

Luberman career rank IS Police Officer! I believe he was in the class of 95 and didn't have enough time to become a Lt. Hell he never was a Sgt. He skipped those ranks and went directly to exempt

What the city council approved was his appointment to the Director of OEMC when he left the police department. His career service rank is PO, but he can be placed into any exempt rank they choose.

Just spoke to a N. Side alderman, he said he couldn't remember voting on a promotion for Huberman. He also relayed that that type of resolution is highly unlikely!

My understanding of being approved to take lengthy leaves of absence from cpd: leaving the department before you are eligible for retirement benefits. And you are going to take a job elsewhere that involves some type of security position and does not offer a pension.

If the city approves your leave of absence, you can continue to pay into the cpd pension up until you choose to officially retire from cpd.

During those lengthy leaves of absence, you are still allowed to take promotional exams.

I recall Rukrich's daughter leaving to work UPS in Texas in the early 90's with around 12 years on the job. She retired in '94 with something like 22 years and got her pension.

But again, that used to be common practice. Now it seems that only the chosen connected elite receive that luxury.

Come on, he was denied 100% because of Mike Shields. Without Shields thar fuck would be another thief dipping into our pension fund without justification.

Shields tried to stop the Fruin woman (Gallagher's secretary) from getting her law school tuition paid for by our pension fund. The other useless appointees voted for it, as they were supposed to do. At least someone tried to stop that theft, if unsuccessfully.

Marilyan O'Reagan "inherited" the Chief of Traffic job from her husband in the way that only the Irish can do in this city! But she was not appointed to leiutenant-she went straight to Chief although her career service rank was matron! Cronin did the same, as did Special K! Want to see more? Vote for John Mulroe for State Representative to continue the the great Irish welfare state!

Pension Board are you asleep at the wheel with this?? How come some people are FORCED to resign after one year LOA and other mysteriously hang on???? Those who have been forced out should get a lawyer for a nice payout.
