Zone Captains

Huh? This supposedly was the subject of an emergency Captains' meeting this past Friday morning. Anyone feel like explaining?
  • Get ready for "Zone Captains" on the 1st & 2nd watches. I guess the city will never learn about the "span of control" which is taught in management 101. We've all seen the great results that happen when there is one supervisor for too many officers (SOS??) Every district to have a captain on the 3rd watch, but one captain to cover both districts on the zone during the 1st & 2nd.
Refining this rumor somewhat, depending on the determination of "who's busier," one captain will cover District A on midnights, then Captain B will cover the slow zone on days.

Maybe.

It's all very up in the air at the moment. But this is the brain trust we have running things nowadays.

this is a disaster in the making. they are going to create watch operations lt's, then have zone capt's, there may also be times the desk sgt is in charge of the station.
The few dollars they will save on out of grade and OT is not worth it at all. This is really going to screw over the working copper the most. These freaking idiots that come up with stuff are amazing. They come up with these cost cutting ideas all while they get themselves promoted to directors.
You wanna save money? Eliminate at least 10 exempt positions and a bunch of director spots!!!!
Why do we need 2 aso's, 3 chiefs of patrol, ads and commander of academy, etc...
Patrol will suffer again, as usual.

If Quinn is elected, he wantes to add a 4% income tax to our pension. Currently Illinois does not tax our pensions,.. we have zero.

They want to reduce cost of living to 1/2 of the CPI and reduce the surviving spouse benefits for all current and all future retirees

Off-topic: got a call at 011; caller said that 025 told her to call OPS and that the involved unit was 1063E, and she mentioned the arresting officers by name. At issue? A towed vehicle.

She COULDN'T have THAT much info without a PO looking up the arrest report.... SO, to the guys on 63E and narcotics, just know some copper from 025 sold you out.

A simple call to the Ad desk would reveal an SS# and record for the tow of the involved green van....

...So, no CR for that team, NO THANKS to some asshole from 025.... To you, a BIG F-YOU. Don't f**k with the WORKING police, don't be lazy and make some calls avoid a copper the headache... ...unless you have forgotten how to be the police and sitting on a desk is so F**king hard!!

In a few months when the JFed experiment is over we will hopefully have a legitimate superintendent. That superintendent will have his/her work cut out for them. They will have all of JFeds fuck ups to deal with.
In my opinion this Captain fiasco is one of JFeds most egregious fuck ups and I'm quite certain the next superintendent will quickly go about rectifying this one almost immediately. This just goes to show how out of touch with reality the upper echelon(I use that term loosely)
of this dept. is. March cannot come soon enough!

The Lieutenants and desk Sergeants do most of the work anyhow. Most Captains don't do shit and aren't worth shit. MOST. The good ones come far and few between. It has been years since I worked for a Captain that could tell the difference from his ass and a whole in the ground. It's the Lieutenants and Sergeants that have your back, Captains are to far removed from the people that work for them. They don't remember the streets.

As a lieutenant, I couldn't care less about whether or not I'm the W/C. The difference in pay is only $40 per day before taxes. I'd rather be driving around doing nothing than stuck in the office. They can keep their chump change!

I'll just cruise around as **90 and watch Rome burn. After all, Field Lieutenant is still the greatest job in the department.

Someone posted this on an earlier thread. The poster is either a minion of the Mayor or J-Fled himself.

Overall crime is an always will remain at about this level. These supposed drops in crime are reporting games the 'stats' guys have played for decades. They make good sound bites for the news. The big news here is that we don't solve as much crime and we aren't protesting the innocent like we used to.

For those of us that have been doing this job for decades, we see the real problem. To fight crime, you have to know the players and the streets they play on. Thin the ranks, and you get no proactive policing. We just run from job to job. The last five years of this has taken a whole lot of street knowledge out of the game for us. Street coppers don't know what's going on out there like they used to. They are too busy running to jobs and don't have time to learn their beats.

The street coppers are secretaries with guns, armed historians. The powers that be have concentrated their street knowledge to some downtown units instead of keeping it on the streets where it will do some good.

So to the poster: You are entitled to your opinion, but you couldn't be more wrong. If you were a Police Officer, or had time on the job, you would know that.

This is about Daley hating captains. Must of us think captains are all just clouted, annointed ones, but that's not true. Daley might be able to pick them, but he can't threaten them with dumping like he can the exempts. He hates that. My guess is that when he was a little boy next to his asshole father some captain told the old man to fuck himself. He's carried the grudge ever since.

Daley wants the captains gone, no out of grade for Lts. and this is how to do it.

City Hall doesn't care about the CPD operations, just cutting costs. They'll try to blame some sgt in a district without a captain when something goes wrong.

And who really suffers because of the mismanagement? The citizens and the coppers.

And Weis is a clueless, arrogant prick who still doesn't know if he should wear a suit, a uniform or workout clothes. For goodness sake, Man, dress for success.

A captain should be in charge of a district, not as a watch commander.This department is way too top heavy. This way we can start to get rid of the brass pension bill and stop using our pension as a political pay back for the cronies. Look at the clout list in federal court and you will see the new commander of 007 on there with the alderman as his sponsor. Do you really think he deserves a $120 grand pension??

Just when you think that Weis, 3M, and the 'idiot cabal' inner circle of this dept, combined with the retired sgt./civilian exempt(s), and other assorted boobs and dummies receiving astronomically high pay in a time of serious budget shortfalls would just sit there and (hopefully) leave quietly when Weis and Daley make their ungraceful exits early next month, they go and do something stupid, like this 'zone captain' crap, once again. March 2011 cannot arrive soon enough.
Thank God I'm retiring on the 15th! May God save and protect all of you remaining as this Dept. will hopefully begin a long rebuilding process next year that will take a minimum of at least 6 years in my estimation (and that's a conservative estimate).

I was at the meeting....

Thursday (11Nov10) numerous captains will be transferred to make this nonsense work. The "zone captain" thing goes into effect the 1st day of the 1st period. The captains will not only be approving arrest reports, TRR's, etc., but will actually be the watch commander of two districts simultaneously. They will be responsible for activity, doing efficiency grades, assigning CR's to sergeants etc.

This only shows that the entire Jody Weis team has no clue how to run a big city police department, and they are not - and never have been the police; they have never been first responders. They still are the FBI.

Two district commanders were recently dumped with more on the way. All of this to show the new mayor (whoever that may be) that the superintendent knows what he is doing, but can't find the right people to make it work.

That is like an athletic director constantly firing and hiring new managers to cover up the fact that the AD doesn't know what he's doing. It's always the other guys fault. In this case - it is not the superintendent or his staff's fault for the spike in crime. It is the commanders' fault.

A perfect example of this is Dan Dugan. He was the Deputy Superintendent of Patrol, but dumped to lieutenant. Crime is up - does Jody Weis take the heat as head of the police department? No - he blames it on Dugan - dumps him and brings in Ernie Brown. It is the first time I can recall that one person was held responsible for the whole department outside of the superintendent. REMEMBER - don't dump the AD - dump the manager.

When Jody Weis arrived in Chicago, one of his first comments was that he could not understand why Chicago has captains. He said that Los Angeles doesn't have captains - why does Chicago? He was informed that we (Chicago) tried doing without captains - but it didn't work. It shows his mentality about captains.

What Jody Weis does not realize - is that whether it be private industry, the military, or a police department, when you lose middle management from your team, you have lost control. Jody Weis has done just that. The Chicago Police Department is spinning out of control, with more and more insanity spewing forth from 35th St. on a daily basis. Whether it's stripping officers first and then conducting investigations, or stretching management so thin that it's totally ineffective, or creating the Predictive Analysis unit... and when the new mayor gets sworn in, you know Jody will tell them that the problem with the department is it's captains. "They just aren't doing their job - but I'm trying to get rid of them."

Just like the AD who puts a lousy team on the field, and then is constantly firing managers to save his own job.

I know a lot of people think that all captain's are clout heavy and should go. Well, if it's not clout heavy captains, then it's clout heavy lieutenants that will replace them. SOMEONE has to run the damn watch. The police department has been run on clout since it's been formed. Private industry is also run on clout. The whole world is run on clout. Get over it...

If the Chicago Police Department was in private industry with Jody Weis at the helm - we would be bankrupt by now.....

this idea came from 12 heavy weight captains that don't want to work 1st or 3rd watch

let's hope the exempts require 1st and 3rd watch assignments are filled before they assign any clout merit captains to second watch

Superintendent Jody Weiss ,
reduce the exempts and assign captains to run districts,
area detectives and units .
Patrol can operate with lieutenants assigned as watch commanders . Lts run the watches over 50 % of the time now .

Since we have now, or about to, do away with the CAPS Lt and Tac Lieutenants, we seem to have an extra 50 bosses, plue those they just promoted, so now we have 62 extra bosses running around. Maybe they could be the Captains "go-fers" and drive the captain around and fetch coffee for the troops.

OT Worked a side job in 021 that turned into a real cluster fuck. A big thanks to all the responding units and especially Sgt Word. Friends, please learn from my mistakes and choose any off-duty employment very carefully. A little extra cash might not be worth the headache. Anyhow, thanks again. Things could've gotten a lot worse had it not been for the prompt response.

The future with J-Fed is five area districts. One commander per sistrict. Each district will have four sub-stations. The current district stations. He will do this before his contract is up. This is already outlined in the Bureau of Patrol office's at HQ. There will be a huge reduction in the current supervisor staff. "Do more with less" is the new motto.

The constant manipulation by the city against the Captains is all based on their failure to take furlough days. Additionally Deputy Keating was in the Mayor's ear and sold him the line of bullshit that all the Captain's are jags. The position of Captain is tainted because of Deputy Keating (Who went from Sgt. to Commander in the wave of a political wand). This guy never has had a bad job. Weis just does responds to what these morons feed him. No sarcasm...just facts!

I don't know what to say anymore.

The contemplation of his upcoming job change has obviously caused the Superintendent of Police to become overwrought; he needs to be given an injection of some calmative agent to prevent him from doing any further damage.

(The Mayor, ditto, before he orders the nocturnal demolition of anything else, or sells the parks to China.)

I've seen private "security guards" stationed in the office of someone in this situation, chewing their gum and rolling their eyes. All they know is that the person who's leaving is allowed to take his mementos from the walls and his papers from the desk, but not the desk itself.

It's really horribly embarrassing for the one concerned; a rich and palpable additional humiliation that is in some cases very much deserved.

Should we go with an empty holster here as well, just to be on the safe side?

You cannot have a watch run efficiently by 2 Lieutenants arguing over who has to be inside and who has to be outside. You must have a Captain who is the unquestioned leader, responsible for all major decisions for the watch.
One Captain per radio zone is a HUGE safety issue. Who is going to be responsible for the first prisoner who hangs himself in the lockup? The Zone Captain, who wasn't in the building? The Lieutenant, who was out in the street? The Desk Sgt, who is left holding the bag?
The cost of the resulting lawsuits will more than outweigh the cost of properly staffing the department....Sorry, I forgot, the city doesn't care about that right now.

let desk sgt handle roll call and field lt run district field operations , you do not need a captain in a district

cpd ran fine with only 12 captains in late 90's , it's just a clout assignment for police officers that can't pass a test

does a lt have to be merit sgt and lt to become a captain

Hey Asshole. Try Last Night in Zone 10, which is 010 and 011.

Multiple T.R.R.s and I.O.D.s from both districts as the gangbangers came out to dance with with one another.

In 010 the was a 10-1 when a gang car with a DUI driver at the wheel crashed t 21st and California. Trying to escape they crashed into an unmarked Tahoe injuring one P.O. and a huge 10-1 the Predictive Analytics somehow missed.

The point is that 011 was similarly busy and usually is. This is all cost cutting bullshit and the sooner that Daley, Weis and company and HATER are gone the better.

We have to take steps to see that the damage is not permanent.

Is clout making a final push before Shortshanks cuts and runs?

The rank of Captain can, and should, be eliminated altogether (again). Anyone with a half a brain knows that any watch can be efficiently run by a desk Sergeant and a Lieutenant.

Time to cut some of the waste, and Captains should be second on the chopping block right after the totally unnecessary/redundant Gold Star Bossholes.

The Captains sold out back in the early 90s for a few grand each. They get what they deserve. Eliminate Captains. Pay the Commander what they were getting. Move every other exempt down one pay step and use the money you free up to hire some cops, shit. Then we can make some dicks. This aint rocket science. They are all already getting screwed by having to take off 35 day a year with no pay anyway. And fire J Fed, Why do we need two 1st D/Supts????

Doesn't it seem odd that as soon as Shortshanks says he needs a few million $$$ to tear down Michael Reese J-Fled and Masters try to squeeze the department even more.

They forgot, rather they never knew that there are right ways to handle people under stress in dangerous situations. Right ways to handle arrests in urban police situations as opposed to the F.B.I. 6 month investigation arrests.

We will have a lot of work to do when they are gone.

Does anyone remember Matt Rodriguez? He was promoted from Sgt to Lt. Before the Lt's class was over, he was made Deputy Superintendent of Administrative Services. He skipped Captain, Commander, Deputy Chief and Chief all before he finished Lt school. How is that for clout! Went from Sgt up six ranks within a couple of weeks! Then he said, I need a drink and celbrated for the next fifteen years, until he sobered up and found himself Superintendent!!!!

Watch Commander responsibilities include the handling of TRRs. So if you have a incident requiring the use of a TRR will the watch commander come to your district to do the interview or will you transport the prisoner to the other district ? I sure as hell wouldn’t sign off on a TRR unless all concerned are interviewed. You would be a fool to do this over the phone. This will drain manpower as each arrest will now take longer. Usually watch commander like to ask the arresting officers a few questions to ensure the charges are right and probable cause exists etc. Will this all be done by phone for each arrest ? Could be fun for units like central detention where outside units routinely house their prisoners. In a couple of districts the LTs. Hate each other. Conflicting orders and IM in charge attitudes will make for a hostile work environment . Now how about real busy ghetto districts where the WC is required to be at the scene of major incidents. Like it never happens in two districts at the same time. Are they going to promote more Lts. To cover when the Lt. of the non wc district is off or is there going to be a traveling lt. brigade? Don’t forget some capts. Will be conducting 4 or more roll calls a day plus all the other bs with the new hours.

OT Whats going on in 011? Read in paper and saw on TV 2 guys recommended to get 60 days and 20 days for a case from Nov 4, 2008, that was reported in July 2009. Case reportedly happened in 011 and was caught on video, made it sound like it happened in the station, not clear about that. Time was recommended by IPRA and forwarded it to J-fed

Actually, isn't this what we have all been calling for? the department is top heavy, so this is trimming some of the fat at the top, isn't it? make those with the extra butter bars earn their pay. if the rest of us have to work shorthanded, pass the buck up. let the captains work short handed too. screw them. they shall reap what they sow. it doesn't affect my pay. also, one shouldn't really be saying this captain or that captain is "the best" unless one has their nose up that captain's ass, and that captain has you on his/her favorite child list. because as we know, it's not what you know, it's who you know.

The rank of Captain can, and should, be eliminated altogether (again). Anyone with a half a brain knows that any watch can be efficiently run by a desk Sergeant and a Lieutenant.

Time to cut some of the waste, and Captains should be second on the chopping block right after the totally unnecessary/redundant Gold Star Bossholes.

You are obviously missing the point of my original post. First off, I never said anything about not backing up my guys. Always have, always will! But one thing I'm not going to do is go out there and toe the company line on behalf of a department that does not value it's managerial resources. Also, you are wrong about the merit thing. Promoted legit both times because of test score. Sorry to bust your bubble!

My point is that if the department desires to save money by relegating myself and other lieutenants to the useless position of field lieutenant (And it is useless!), in lieu of serving as acting watch commander, then I say give them what they want. If all we are to them is a figure on a spreadsheet rather than what we contribute in our role as lieutenant, then they can kiss my ass. Just like you, I'm done!

The point to all of this is missing for most of you. What the dept wants to do is eliminate the position of watch commander and redefine those duties. This redefinition will subvert contractual provisions for out of grade pay and premium pay for the ranks of capt and lt. Keep this in mind. If they succeed at that what is to stop them? Next will be the attempt to eliminate D2 and D2a pay. Please open your eyes. From a non-union fed this is a classic example of union-busting.

My particular mistake was working as security at a dance at a charter high school where some of the parents and students took exception to being denied entry and initiated a fight with my partner and I. My point was to thank the officers involved who do know what happened, and to encourage people to think about the risk versus reward in any side job they consider whatever it happens to be. My risk v. reward may not be the same as yours.

A recall a certin James Rochford.

He was the last of the Real Police Sperintendents, who is probably spinning in his grave over what J-Fled has been doing. Ever since then, no matter what politicl hack you had a Superintendent as long as you had a good #2 First Deputy actually running everything the Department would not self-distruct as it is doing now. Look who is giving J-Fled orders and when the real police around him tell him he's wrong what (like Dugan) happens. The fly on the wall knows that a lot of gold stars are bitting their tounges waiting for the moment to start pulling things back together.

In part WRONG, The city SAVES MONEY, as long as the Lieutenant is in his/her own Disttrict and acts as Watch Commander. They get paid as a Captain, but the upgrade is NOT PENSIONABLE. The O.T. only comes when is in a Bid spot and sent out of their district or area.

It would be great if Out of Grade Pay was pensionable for Acting WCs, Acting Desk Sergeants, Acting FTO's and so forth as an option.

and they are paying any LT that works as WC out of grade pay as well as, most of the time, 4 hours of OT pay... so, in essence, the LTS are making way more than any Captain on this job...
All you people who are part of a union, dissing another union, that is a problem for me too... the captains have a contract, as hard fought as any other contract... and the city craps on them as much as all the other unions...
Captains are NOT in the gold braid pension either... we opted out of it right away...

WE opted out of it????? Are you insinuating that you are a captain? If so, I guess it only illustrates that the SES cpt rank does not promote the brightest bulbs in the box because you have no idea what you are talking about and are grossly mistaken. A Lt acting up as watch commander gets the out of grade differential on an hour for hour basis. Any overtime worked in excess of the regular tour of duty is only compensated at the rate of time and one half times Lts pay, NOT Captain's pay. If a cpt works overtime he/she gets paid for that overtime as well. Hence, in two identical tours of duty, say with an hour overtime for a TRR, one being worked by a SES cpt and the other by a Lt. the cpt is paid more. Also the Lt only gets the differential for the hours worked. He/she does not the annual salary of a cpt, does not get the pension, does not get to sell his/her furlough. p-days, bfd or comp time back at cpt's pay. So no matter how you look at it it is impossible for a Lt to make more than or even the same as a captain for working the same amount of time.

Maybe if you had to pass a promotional exam to get those bars you would have been able to figure this out before putting you foot in your mouth.

PS: I stopped capitalizing the "c" when the last real, career service rank captain retired.

In part WRONG, The city SAVES MONEY, as long as the Lieutenant is in his/her own Disttrict and acts as Watch Commander. They get paid as a Captain, but the upgrade is NOT PENSIONABLE. The O.T. only comes when is in a Bid spot and sent out of their district or area.

Check your CO book, each area has dozens of LTs detailed out of their districts, if they are bid LTS they get the OT no matter where they get detailed, if they are not bid, they get it for any out of area details... Many times guys from 016 are detailed to 022 or other area 2 districts, and vice versa... it is happening every day....

Personally have conducted quite a few study groups, invited all, very few show up, and those that do, don't always keep coming... but I will say that those who stuck with the study groups I ran have all been promoted at least once, OFF THE TEST... so, yes, study hard, you might just make it...

GFY, you are REALLY stupid, your arguments make no sense whatsoever... you must be a bitter LT...
I don't care what you think or what words you capitalize.
Just an FYI, when a LT works as a Captain, and works OT, he should get it at the out of grade rate, if he didn't put in for it, shame on him... secondly, I am not talking about actually working overtime, but working outside the district and/or area at which time the LT is gifted with 4 hours of pay. If a LT works 8.5 hours and gets 8.5 hours of out of grade, plus 4 or 4.25 or whatever hours of OT, he or she is making MORE than the highest paid captain makes for any given shift. Many LTS are making this extra pay most of the shifts they work, when they are out of district, if they are bid, or out of area at any time.
Obviously you either don't work in a district, or you have no idea what you are talking about....

And I did get promoted OFF THE LIST not merit... you know NOTHING...

UMMMM are you refering to the Drug and Alcohol Testing that so many people were hot about.

Look at every other major police department, it's already there.


Look at private industry around the world, espicially anything to do with driving vehicles or public safety, it's already there.

Did you expect this small bargaining unit to fight for what would be viewed by the public as wanting the right to be intoxicated on duty.

Continue with Shorty's Divide and Conquer plan.

Sta safe. It would be a no-win and a waste of PB&PA resources.
