Nice Arbitration Award

Evidently, this guy didn't get Arbitrator Benn's ruling that times were tough all over:
  • After more than a year of stalled negotiations, an arbitrator ordered a new contract giving Naperville police officers three years worth of raises that City Manager Douglas Krieger said the city can't afford, according to a release issued tonight.

    The news release sent out by the city said the arbitrator ruled that police officers will be awarded a 3.3 percent retroactive raise for the first year of the contract, which began May 1, 2009. Officers also will receive 3 percent raises for each of the next two years. The contract expires April 30, 2012.

Maybe it's time to start bumping Benn off the arbitrators slate when negotiations come up again.

The award is a victory, but now Naperville will likely get even by laying off officers.

Several suburbs have been laying off, cutting services and even closing the police station at night. (Officers still working, but no desk).

CPD should consider taking lateral transfers during the next hiring series.

Unfortunately for Naperville, they laid off two coppers fresh out of the academy. They, along with Downers Grove laid off coppers. Plainfield PD isn't filling vacant positions and they're shorthanded. It's tough times for everybody.

Wages and Benefits

The Police Officer position is non-exempt, paid by an hourly wage negotiated between the City of Naperville and the Fraternal Order of Police Lodge 42. The hourly wage rate for the fiscal year '08-'09 is $27.114/hr. Expressed on an annualized basis, this equates to $56,397.12. Also, of the 11 paid holidays each year, six are calculated into the position's pensionable earnings, holiday pay and experience bonus for a total annual earnings of $59,216.98. Other benefits include:

* Uniforms and equipment are provided, including an option of carrying a department-owned weapon.

Eligibility for employment includes the ability to Pass a polygraph test;

I know a former Naperville officer who was formally counseled after a citizen made an anonymous complaint by phone to a sergeant that the officer made a turn in his squad car without signaling his intentions as required by law.

Does that sound like a Department anyone at CPD could endure for more than a day or two? Good luck.

I make over $85,000 base pay and would not trade it for the $59,000 of Naperville PD plus the arbitrator's decision.

No thanks. You can keep the Naperville PD and their arbitration award. No offense to those officers but I wouldn't trade my salary and freedom for their package.

The CPD still did better. If you read the whole story about the Naperville Police Depatments arbitrator's award, their healthcare contribution also rose from 10% to 15% of their salary. The CPD healthcare contribution remained frozen till June 30th 2012.

the result of this high award will probably be a pink slip for some of their officers or other city employees.... heard a little rumor that the chicago police department is gearing up to hire between 2000 to 3000 officers in the next five years..... it makes sense seeing that we are short 1000 already and many from those big hire years from the 80's are getting ready to hang it up....

Right. Every worker deserves a 3% raise every year. It ought to be the law. And if that kicks off a round of 1970's style inflation, so be it. Someone else can fix that. It's not like that's a problem for anyone we know.

Phil Schitz is right. Not only are these and other suburban departments laying off or not hiring, those that are are taking only one or two people at best, and they are the clouted. (Yes kids, politics and clout are in the suburbs also. Many even more than here). Other places, like Worth in the southwest suburbs are considering disbanding their police departments all together and turning everything over to the county. Problem is that the county doesn't have the money or people to assume the responsibility. Thats why despite some of thne negative voices on this site you will see at least 15,000 to 20,000 take the Dec. 11th test.

The incestuous relationship between Benn & The current FLOP Hierarchy is bizzare to say the least.

If Benn is the arbitrator for your grievance, might as well "Bend" Over you're through. Don't know if he'll give you the obligatory reach around, Donahue, De Maria? Anybody?

That's because your town & police department management ALLOWED it to progress this far.

This is exactly where Chicago is heading, the only problem is, police here have the enormous levels of crime as leverage against this kind of bullshit. Since this department is already stretched beyond it's limits it doesn't take much to do your job AS DESCRIBED, answer all calls in a complete and thorough manner and run missions as indicated and watch the crime rate spiral to the boiling point where management has no choice but to end their fucking around with the police and kissing the ghetto gangster shithead's ass.

Bowing to the shithead to get elected means making the decision to either let those shitheads burn with the city or provide the necessary protection so that those same shitheads will vote for you again.

Tough choice to make, but in the end it won't be a choice unless the National Guard is called in because the police just can't handle it anymore.

I read the city manager was complaining that the city cannot afford this award. Now mind you this is the same City of Naperville that last month voted to spend $3.5 million taxpayer dollars to purchase the Du Page Childrens Museum in Naperville. They did it after two years of behind the scenes negotiations and announced it several days before they voted on it at a city council meeting. For the city manager to say they cannot afford this award all things considered is bull shit.
The cops in Naperville do a good job on whole and any one of them is more valuable to that town than that damn so called museum which is really nothing more than a McDonalds playroom without the bad food.

Remember that 2% raise we are scheduled to get on Jan 1?

It will go right to Gov. Quinn for his income tax increase. And when you retire, were you depending on your pension being Illinois Income tax exempt, like it is now?

Not any more, Gov Quinn wants 4% of that. That alone is enough for me to move immediately upon retirement. Tennessee here I come. They do not tax pensions down there. Also Florida and Nevada and Washington and Wyoming and Texas and Alaska.

As a former NPD officer, now with CPD, I received a beef from a female Indian Dr. who went through a red light. During the stop, she got out of her Benz several times to tell me that she was late getting her son from swimming lesons. I repeatedly told her to go back to her car. After writing the tickets and sending her on her way, I got called into the station by my sgt. He asked me if she told me that she wasl late picking up her son, then asked me how long it took me to write the tickets. I told him I didn't know. I never timed myself but I was sure it was the normal amount of time it takes. His response was tha since I had her DL, I should have lt her go, finished the tickets, then dropped off her copies to her house. I replied that she also could have shut up, sat in her car and let me finish writing the tickets without interruption. I then added that maybe I could have picked up her dry cleaning for her also. That was the beginning of my demise with NPD. Great guys but could not handle the citizen ass kissing.

Carol Stream could use some real police - all they have is a bunch of Revenue Enhancement Department officers that hang out at North and Schmale with radar guns. Naperville is about the only PD out here without bull$hit traffic ticket quotas.

HEY SCC:
There is a meeting this wednesday at the FOP HALL for all stripped po's citywide.
Many have complained about being stripped for long periods of time and now the union will have a lawyer there so all of our ideas together can be heard and we can as a collective group lay ground work for a class action.
Can u help in getting the word out please...

Its about time there is a meeting for this. We are used to relax you are getting paid. F-that, they have a 2 tier system and its time to call them on it. Yes you are getting paid but how about discrimination with some folks getting back to work right after their case is done and others sitting for months even years??

Naperville cuts six officers, won’t fill one open position

The City of Naperville eliminated seven police officer positions Monday, according to a press release issued by the city.

Six officers will be laid off and a seventh position will not be filled, according to the press release.

The layoffs come after an arbitrator settled a contract dispute last week between the Fraternal Order of Police Local 42 and the city, which has been ongoing since 2009. The settlement gave officers retroactive raises of roughly 3 percent a year for three years.

“While the layoffs are unfortunate, it should not be a surprise to anyone,” said City Manager Doug Krieger in a press release. “We have emphasized our financial condition at the bargaining tables and we have asked all unions to join our efforts to balance the budget. The city’s declining revenues require unions to understand this is not a time for wage increases.”

A late-afternoon release by the general counsel for the Illinois Fraternal Order of Police Labor Council accused the city of “bad-faith bargaining,” claiming the city entered into an agreement that it had no intention of honoring. It also said the department’s staffing levels are “dangerously low” and the cuts could negatively impact response to emergencies.

According to a 2005 report, The median income for a family in Naperville was $130,164. The per capita income for the city was $48,239.

No mention of how many were out of work now. If Naperville is hurting with that level of income, well, if they are being truthful imagine the plight of the low income towns.

In Chicago the layoffs come through attrition. At least no young guys lost their jobs here at CPD. I do recall when layoff lists were drawn up and ready to go during the Harold Washington years.

Buckle your seat belts, the ride may get rougher indeed.

In an obvious case of retribution, City of Naperville laid off 6 cops today. This asshat of a city manager Doug Krieger also said while he regrets the decision, unions have to understand that in rough economic times, now is not the time to ask for raises. This clown is an asshat who does not understand that if he and the city council did not spend $3.5 million a week or so ago for a city playpen, our public funds could have been better spent on public safety. The only saving grace is many of us are armed here anyway so watch out pookey, it ain't easy pickings and it may turn out that there is no one to investigate what happened when you get your ticket punched by some citizen here when you are pulling a heist.
