Way to Go Tracey

Ladner gets pimp slapped:
  • Involuntary Transfer Grievance Win 11/02/10
  • Arbitrator Steven Bierig issued an arbitration award regarding four Officers who had been dumped from the Human Resources Division. The City offered the Officers 40 hours of comp time to settle their claims. The Officers declined. The arbitrator ruled that the Officers were entitled to time and one-half for all hours worked outside of their normal work hours at HR plus time and one-half for each day they worked which would have been their RDO had they remained in HR.
  • All of the Officers were made whole. One Officer was awarded over 600 hours comp time plus pay. Two Officers were awarded over 400 hours comp time. One Officer was awarded over 240 hours comp time plus pay for mileage.
  • This is an important award. Although Article 4 of the contract gives management the right to reassign Officers, this right is not unlimited or unconditional. The Department must exercise its rights in a reasonable, non-arbitrary way or its actions and decision will be reversed and the Department will have to restore to the Officers everything that they lost.
Once again, a moron who doesn't know what a contract is supposed to do or restrict doing manages to cost the city tens of thousands of dollars in payouts to correct her ignorant mistakes.

OK, they were made whole, but where is the accountability for Ladner? There isn't any. Until bosses are held accountable (meaning suspension time) for deliberate violations of our contracts it will continue.

Tracey 's problems ain't over, she denied Lt's and Capts the right to go to Northwestern Command school , even though the contract says its a right, and other departments sends any qualified supervisor to the training.

This was an incredibly important ruling. Much like judicial decisions, arbitrators' rulings establish legal precedent which set the groundwork for future cases. I'd guess the City is seriously considering appealing this ruling to the courts (yes, they can - although rarely is a ruling this significant).

Ladner MUST go; it's already way too late.

ZONE CAPTAINS


Word just came down on 4 November that the department will be going with a “Zone Captain” program. The idea is for every watch to have at least one Captain working on a Zone and that Captain will be responsible for watch commander duties in BOTH districts in that Zone. This way, the department will cut down on paying lieutenants out of grade pay.

The question arises is there any violation in the Captains Contract over this new system?

I am sure as Captains dwindle they will then switch to an Area plan.

I know when the telephones go down it sure will be a pain in the ass operating this crack pot plan.

The clouted and anointed few are too busy scrambling to clean up and bury the messes created by other "elite" peers, including but not limited to: taking pictures with arrestees at the G6 Summit, bringing weapons aboard aircraft, putting the arm on various sources for concert tickets, gold stars who've had unsecured weapons stolen in burglaries, a sergeant caught during an OCD sting at a Chinese "Rub & Tug" business (yeah, this one ISN'T over quite yet, Sergeant J erk - T ug), Bossholes in 018 as defendants in a hostile work environment suit...the list goes on and on.

All of us peons need to be reminded that there are two sets of rules (occasionally more for when the clouted REALLY fuck-up). At best, there really is only one set of rules, but with different interpretations and varying degrees of discipline for infractions depending on your bloodlines, political sponsor and all-around "juice".

And don't you worry one bit about crossing those lines and wading into the proverbial "gray areas". Your "bosses" need you to keep the indexes from fluctuating too much; the reasoning behind this is two-fold: it makes them look like they're effective leaders and allows you to continue working with your partner on "your" car.

Now get out there and learn to do more with less! And be sure to get an event number in the Violence Reduction Zone.

To add to Ladner's capricious nonsense. While preparing to retire this past April, I discovered that I could not find my hat and shield. (I already have my old star and shield in acrylic, its the one I really care about and had for over 25years.)
I made out a case report and the fax was sent.
On retirement day, I returned my star and brought the RD# for the shield. I was told that I would not be given a retirement star because the shield was not turned in. To make a long story short, I wasn't the only officer that did not receive a retirement star and we discovered that it was a Ladner "policy" that they could not show us in writing. I have waited until now to see if they would notify my to pick up my retirement start (34years by the way) but will now let the union do what they can.

Northwest Side Ald. Tom Allen has been appointed as a Cook County judge, making him the seventh City Council veteran who won't run for re-election in February.

The Illinois Supreme Court named Allen to a Circuit Court seat left open with Tuesday's election of Judge Aurelia Marie Pucinski to the First District Appellate Court. His appointment is effective Dec. 6, and lasts about two years, at which point he will have to seek election.

This is more cost cutting to pay for 'Limpic dreams, like today Shorty announced the demolition of Michael Reese Hospital to build more mixed income (Section 8/Santuary City) housing.


This is not going to work and if they take away a level of supervision there will be problems.
They forget that the Captains and Lieutenants have contracts too. There are exempts as well as Captains and Lieutenants that know better and are planning what to do as soon as Jody and Daley are gone.

Jody better take everyone like Ladner and O'Keefe with him.

The four officers received over 1,640 hours of compensation. Now at say an average of wage of $35/ hr that comes out to $57,400 out of the taxpayers' pockets.....and she doesn't even get a SPAR form.

hello I think CPD has enough man power and will have extra manpower when they assign house cats to field duty
hire some civilians part time at half the pay to do office work

Wagon guy who had someone die in the back generated a multi million dollar settlement from the city and he is still working. Just saying. But to have the head of Human Resources screw up the re-assignment of those Human Resources, well, the city will just pay because that is what they do.

The city always pays, better than doing it right in the first place.

Add the cost of the fight, arbitrator cost etc. City doesn't mind, it is our money they fight us with after all and our money they spend on settlements.

That retirement star is just one complication.

No retired id card and you resigned under investigation because a number was obtained, a number you will not be around to answer, which means your resignation will be FOREVER classified as resigned under investigation, not resigned for pension purposes.

The shield being lost or stolen has no impact on your life annuity amount (pension), however, the shield being found will not change your resignation status.

It is the last and most enduring way they can stick it to you after you gave this job 34 years of your life.

If you had known, you would have looked a lot harder for your hat and shield.

I wouldn't sweat it, officer. I almost didn't even take mine with me, I just wanted to get out of headquarters as quickly as I could. I've never carried mine, it still sits in the 'retired cup' they provided me with as I exited the building. I don't think that star will ever be carried on my person. I carry my retired ID of course, since I always carry, along with my IROCC identification, but I didn't exactly feel a strong sense of pride in what's happened to our once proud dept. as I walked out the door in the middle of June.
Maybe if things turn around like we all hope will be the case starting early next year, I'll feel different about it, but as for now, it's just a piece of shiny metal that my kids might appreciate when I'm gone.

I'm not exactly sure what you mean by that statement. Perhaps you could be a little more specific.

Those officers on disability have nothing to do with the Medical Section anymore. I'm fairly certain that once they are granted disability, whether it be duty related or not, the pension board is responsible for overseeing their follow-up responsibilities.

Now if you're referring to those officers who are either convalescent or limited duty, that could be possible. However, that would also be a boneheaded move on the part of Ladner if it's true.

Unless her "best friend doctor" is a specialist in several fields of medicine, Ladner, her doctor friend and the City will find themselves on the other end of some very serious litigation.

Congrats on the retirement.
Good luck with the FOP helping you out. Those assholes in Personnel have been getting away with this for years. "Retired under investigation or Resigned under investigation" for the disabled coppers.
Judging from past experience you will never get your retired star or Id and will never be able to carry which is your right under Federal law.
If the FOP had some balls they would help the retired and disabled file a class action lawsuit to stop this shit from happening. My understanding is that Personnel by law can only refuse the retired star and Id and the disabled star and Id if the copper is under Federal indictment or criminal indictment. A class action lawsuit would be affordable and stop this bullshit once and for all.
Enjoy your retirement and forget about the FOP helping you out. There are many like you and unless the FOP helps to retain an attorney and stops this shit once and for all nothing will ever change.
How about it Bella, DeMaria and all you other useless assholes. How about doing the right thing for once and help the retired and disabled out???????????

I know we have many officers that are disabled legit however for every one their are 2 that try to scam the system.

I'm glad we have some elected members on the pension board that read the BULLSHIT medical reviews of these scammers.

Nothing will happen to her and she will do it again. You would think that she would be replaced, but no. The FOP should request for her to be demoted or replaced. This clearly states that she can't lead or be in a leadership position.
