Daley to Quinn - Veto Pension Bill

  • Mayor Daley pleaded with Gov. Quinn on Wednesday to veto a bill that, the mayor warned, would choke Chicago homeowners and businesses with a $550 million property tax increase in 2015 to solve the city’s pension crisis.

  • Chicago and other municipalities won a two-tier pension system that would force newly-hired police officers and firefighters to wait until age 55, instead of 50 to retire with full benefits. They would also get reduced cost of living increases and face caps in the final salary upon which pensions are based.

    In exchange for those givebacks, the unions got a pledge that their pensions funds would be 90 percent funded by 2041. Chicago’s Laborers, Municipal Employees, Police and Firefighters pension funds now have assets to cover just 42 percent of their future liabilities.

So the unions agree to funding changes to spare the city long term financial hardship and Shortshanks once again refuses to pick up his end of the bargain. Not only that:
  • In a letter to the governor signed by most of the 50 aldermen, the city warned that a 2006 bill that reformed CTA pensions gave the mass transit agency 50 years to reach a 90 percent funding level.

How convenient. Even with medical advances and such, everyone who voted for this bill and everyone fighting it, will be long dead and buried in 50 years, so no political blame can attach itself to the people most responsible for the mess we're in. And finally:
  • “That’s what we’re asking — just to slow down and get some facts. … Just because you want to tax people, fine. But, you have to get facts on this. You have to bring people in who know something about pensions,” Daley said.

    The lame-duck mayor said once again that it will take a long-overdue increase in employee contributions to solve the problem created by four under-funded city employee pension funds that will run out of money by 2030.

We're pretty sure it has been the city refusing to negotiate increased employee contributions for the past few decades because that would have meant increased employer contributions, too. And that would restrict the amount of crooked contracting, handouts, and giveaways to the leeches sucking the life out of Chicago.

Anyone have the odds on Quinn asking, "How high Richie?"

Well, it seems that no one is asking the lame-duck mayor how he is going to enjoy his three generous pensions? As a state legislator, as a county elected official and now as a city elected official. I am am sure he also gets money from the cook county democratic party as his father did before him. Now, lets get to the alderman. For this part time job, they also get a generous pension, much more generous then any city employee and after, I believe, only two terms in office. I have also heard that they get very generous health care at retirement. Daley is quoted as saying he wants the funds to go bankrupt as they will be easier to fix.

Once again 2300 Chicago Police Officers short (this is the number they admitted too) over the last 2 years going on 3 years.....at an average salary of $75,000 a year.....2300X$75,000=$172,500,000
$172,500,000X3Years=$517,500,000 in savings not staffing the police department to levels they are supposed to be. And this piece of shit Daley wants a $550 Million increace in property taxes? Citizens of Chicago better wake up. Why isnt the media asking this weasel that simple question? Where is the $517,500,000 going? Why not back to our pension?

Our Pension could have $68 million more dollars if the Mayor's son and nephew had not been access to our money for their own personal use. The short f@$k won't have much to say about that. Does anyone know if they are required to pay back that money? Can the fund sue to seize assets (the building at 39th/Pulaski)?

The basic problem is inequity in property taxes paid across the city.

Take a look at your house in Edison Park, Garfield Ridge, or Mt. Greenwood. Then find the identical house in the ghetto. Go on-line and find the taxes paid by the ghetto dwellers. Their taxes will be a tiny fraction of the taxes you pay.

The property tax system needs to be reformed. When everybody pays their fair share, there will be plenty of money for pensions.

Now don't forget to go out there and give 110% to a public that, for the most part, doesn't give a rat's ass whether you make it home to see your family at the end of your tour.

i know the fop and pension bd are two different entities, but why didnt they get involved when the alarms were being sounded???? with out a doubt they had to know that things were in the shitter. when the wiatress at my morning spot says - hey, i hear your pension is only 42% funded - then FOP should know what the deal is and take some action. but it becomes more and more obvious that they are bought and paid for stooges that are in Daleys pocket. i only hope that these clowns get the shaft worse when things get real ugly with our pension. Shields called Huberman out while Shields was still a P.O., elected to no spot at the time, and the FOP remained silent. Now that there is a chance at us actually seeing some reform on pension, does the FOP get off their asses fight against Daley's continued assault against out retirement? If any pension reform should be done it should be done on Exempt/Brass/politician pensions. That is what is soaking the system dry. A boss/politician should not be able to collect a 6 figure pension after 4 years etc. The average police officer/firefighter/city/state worker/teacher is not the problem.

Lil dickey is a thief. He votes for his own raises. Sells out all city pensions (not just police and fire) to his relatives or connected friends. Those same friends and family collect huge fees without returning a profit and lose countless millions through inept mismanagement. Dickey and the alderthieves turn a blind eye and refuse to contribute the city's share to these pension funds for decades. Now 42short cries foul and wants to bankrupt these funds placing many city employees retirement pensions in jeopardy.
Meanwhile, millions of dollars in city funds are given to connected individuals, spent on unnecessary projects, wasted on remodeling offices, artwork, planters, rawed iron fences, taxcut programs aimed at getting votes and much more. Nepotism and hiring under qualified and unqualified political cronies for executive jobs. Not to mention raises for aldermen and their staffs that exceed that of any bluecollar city worker. Increases in aldermanic slushfunds that are barely regulated if at all.
Shortshanks then forces unions and the labor force to take concessions and renegotiate contracts to cut the budget. Dickey then violates the newly negotiated contracts and bashes the unions and employees in the media if they refuse to take more paycuts and unpaid days off. This while the mayor and his 50 thieves do not take all or any of the furlough days they require themselves to take.
The mayor steals from the city, its tax paying residents, and its hardworking employees every day.

There will be a full on revolt by coppers, firemen, laborers and other city employees if this gets vetoed.

Why is Daley fighting this? He won't be around and will be a memory when the full effects take hold. Could it be that he loves Rahm so much? I know he is POd at Gery for his comments and pretty much everyone else in the race is an also ran.


All said, Daley is a scumbag, he balances city budgets for years by not paying into the funds the city's required contributions and now he is out to make us look like the bad guys for us wanting what is due us. Would the US Government let them not make the employer's contributions if we were covered under Social Security? I think not.

The workers contributed each and every pay check, but Daley never funded it when he was supposed to. Daley also took the pension money and let his friends borrow it for shady investiments and lost it! This should never have happend! Take a look at your asking/selling price. Let's say, a bungalow. Then find the bungalow in the ghetto (kept-up house, not a shitshack). Go on-line and find the asking/selling price for the ghetto dwellers.

Their price will be a fraction of the price you get. Or to make it easier to understand. Take your $300,000+ bungalow and uproot it and put it in the ghetto. Think you'd get more than $100,000 for it based on location?

The residency ordinance requires us to live in the city and pay exorbitant RE taxes.
I propose we rent a small efficiency apartment to satisfy this ordinance and purchase a high end home on some lake for our family. The ordinance does not require 24/7 occupancy and we are free to travel to our "2nd" home anytime we can.
I am paying 14,000 a year in RE taxes to live on a golf course. Renting a small apartment for 500 a month is 6,000 annually. The 8,000 difference could be used to pay taxes on a bigger home outside cook county.

I have been going to the pension board meetings for years and the FOP has been there fighting the fight. The problem is they don't self promote like "wonder boy" Shields. Hey Mike its time to tell the truth, we all know Bill Dougherty broke the Huberman story with FOX news. He directed the entire episode to help you get elected. You show your true colors and now you teamed up with that Lozer. The truth will come out fear not.

Great deal for all of us and wouldn't have changed the funding level today 1%. Fact

Can we at least get enough people to flood the Gov.  with letters.  Let him know our side of this.  We are not asking for handouts, we earned our pensions and we have held up our side of the agreement, it is the city, the aldermen and Mayor Daley that have failed. 

Politicians only look at numbers that translate to votes, so I ask you to pass the address on to other officers, firemen, municiple workers and lets at least show we are not going to just sit back and do nothing. It will cost you ten minutes of time and postage ( no e-mail messages). I am sick and tired of only hearing the Daley Propaganda bullshit.

How about starting a petition drive, citing the silver shovel scandel, the meter sales, sky way sales, Vanecko pension raid, Meigs field all the Tribune articles citing the corruption during the Daley administration and presenting the signatures to the US Attorney demanding a criminal investigation into Daley's lack of funding into the pension fund.

I love how Shortshanks always leaves out that the city has not lived up to thier end. The city told the fund a year ago, when they asked the city when they could expect a check for years of duty disability payments to members. The city responded, we will get it to you when you need it.

The last time we appealed taxes ,I spoke to a goverment tax person.In front of a couple of hundred people I asked y are houses in englewood twice the size as ours ,meaning lot size ,yet they pay a quarter of what we pay on the NWside . She said at this time I cant answer that. Afterwards she came up to me and said would u wanna live in englewood

I don't know that exact answer but this I do know, the pension fund is writing checks faster than money is coming in from all sources to the tune of $250 million a year.

That is, they are spending $250 million more than they are making per year. Obviously this can't go on forever.

The residency ordinance requires us to live in the city and pay exorbitant RE taxes.
I propose we rent a small efficiency apartment to satisfy this ordinance and purchase a high end home on some lake for our family. The ordinance does not require 24/7 occupancy and we are free to travel to our "2nd" home anytime we can.
I am paying 14,000 a year in RE taxes to live on a golf course. Renting a small apartment for 500 a month is 6,000 annually. The 8,000 difference could be used to pay taxes on a bigger home outside cook county.

Put some of that money you save on living out to cover your legal and living expenses if/when the city comes after you.

If you are single, you might get away with it. With a wife and kids, not so sure. Where do they live/work/go to school/vote?

Last time I moved I had to sign a notice that said I can have many residences but only one domicile. One had better research the legal issues and possible costs before going down this road.

And don't expect to get the same slack Rahm is going to get on the residency issue.

Churches are exempt from paying taxes if I recall correctly. Why do you think you see so many store-front churches in the ghetto? Pretty good scam. From the pension newsletter for 2009 Salary deductions were $95,614,390 employer contributions were $180,510,851
Decuctions for pension , disability, death benefits and refunds were $514,709,856 so the fund wouldnt last long with just our benefits of 95 million and payouts of 514 million, but our investments pick up alot og the deductions Thats been the problem, when investments made money during the good years we were fine, now with the downturn, our investments actually loss money

In exchange for those givebacks, the unions got a pledge that their pensions funds would be 90 percent funded by 2041. Chicago’s Laborers, Municipal Employees, Police and Firefighters pension funds now have assets to cover just 42 percent of their future liabilities.

It was his nephew and it was $68 million and I don't believe the entire amount was disbursed but I agree with your sentiment.
