Police Shooting Fallout

It's probably time for the FOP and others to educate the public about what is expected of them on traffic stops and the like.

It's also far past time for some sort of public relations campaign to let everyone know that police aren't required to "see a weapon" or "take the first bullet" to lawfully use deadly force.

This past shooting demonstrates exactly why:
  • A police officer shot and killed a man believed to be dealing drugs in the South Side Gresham neighborhood Saturday night, officials said.

    About 8:30 p.m., Gresham District police tactical officers were on patrol in the 8100 block of South Ashland Avenue when they saw a vehicle in an area known for drug deals and gang activity, according to a release from police news affairs.

    A man in the vehicle appeared to be selling drugs when officers arrived, the release said. Officers identified themselves, but the man in the vehicle stuck his hands in his pockets and refused to cooperate.

    The man then got out of the vehicle and made an "aggressive movement" toward the officers, the news release said, and an officer shot him several times.

From half of the comments, you'd think that the police randomly chose some person off the street and shot him because they were short one for their quota this year, when in reality, the convicted felon and dope dealers with the gun charges in his past did everything possible to make the police fear for their safety.

It's truly sad that we can't be sure which direction this investigation is going to go based on our complete lack of confidence in J-Fled's "leadership" and zero police experience.

This was a shooting that was justified. When a suspect makes a movement towards then instinct prevails. God bless you officer and never let anyone second guess you. Your alive , your partners alive, and the rest of us would work with you wuth honor!

Channel 2 interviewed his sister, reportedly a former Air Force(?) cop and a CPD applicant.

She said something to the effect of "he was trying to leave his past behind him."

Another one who was "just starting to turn his life around."

Please.

In our thousands of citizen contacts a year, think of how many people who have been law-abiding all their lives or have actually turned their lives around, that we don't have to shoot.

He was clearly too late in his efforts.

Aparently, all the honor student/ex-gangbanger turning his life around crap actually works. They ALL believe it. And I am tired of it.
Let them see the beast in his enviorment for 24 hrs.

it's not the FOP's job to educate the public to this, SCC.
It's the Supt.'s job, and News Affairs. Seeing as how we're stuck with this asshole for another few months, it's extremely doubtful that this will happen; everyone knows that WEISel lies to the public just about every Sunday regarding the crime stats, and it's common knowledge that the FBI won't even use the BS data that the CPD chooses to release in compiling their own crime statistics. The public better strap in & hang on; due to the extremely high number of CPD officers murdered here in the last year, trigger fingers are going to be itchy. It's best that anyone stopped by officers respond to all commands made by those officers; keep hands visible to the officers at all times, no sudden movements or threatening moves towards officers, and the majority of citizen/officer encounters will likely be conducted with no injuries to either party.

For some reason, criminals and some of the public seem to think that they only have to comply with our lawful orders if they feel like it. I really wish someone could explain it to people so that they'd shut up when this kind of stuff happens. We aren't required to be murdered attempting to get you to comply.

The public attitude is Daley's fault.

When he made it standard practice to settle lawsuits out of court against the CPD, for big cash payouts, he created an atmosphere among the street scum that ANY TIME the police use deadly force, the police were wrong AND it was their time to win the ghetto lottery.

The reality is that ANY TIME the street scum give the police "cause" to use deadly force, it is legal AND justified and no discussion of a suit against the police should even be entertained. THAT is the message that the public needs to hear and get comfortable with.

While the indiscriminate slaughter of citizens is certainly not the goal, the endangering of society's protectors CANNOT be excused or condoned.

You know what I think, these shitheads play like they have guns to intimidate each other and I think they just get into the habit of pretending they’re armed and when under stress “bingo” their tiny brains tell them to do their play act. Unfortunately for such stupid mindless bastards the police are likely to take them seriously and act appropriately.

We all know from our training that when you’re under intense stress you do what you’ve practiced without even thinking about. This is the same principal in action here.

Without question if someone makes a threatening motion like they have a gun and are about to produce it one should act to defend themselves immediately. We’re talking fractions of seconds here to respond to deadly threats and even a slight hesitation is often the difference between an officer going home to his family or the morgue.

Here's the important thing...the officer went home safe that night. In light of the complete disrespect that the general public has for police officers lately, I always assume someone has a gun until proven wrong.

I'm glad we're standing behind this officer in life, and not behind her casket because she hesitated.

The officer fulfilled the first rule of police work: Go home safely to your family!

Now if only more of these miserable good for shit thugs were to get lit up regularly perhaps some semblance of order would return to our streets.

When you examine reader comments in the Sun-Times, always remember you are reading the comments of the people who think electing Daley, Meeks, Davis, Quinn, Jones, Madigan, Cullerton just to name Democrats however is a good idea. I am not going to name Republicans because there have not been any elected in over ten years at the State level. And at the city level, well I am 57 and I cannot name any Republicans elected in City government in my life time. The cesspool of the City is entirely owned by Democrats and the Demcrat citizens. Anyway, these posters are often the segment of the population responsible for where we are in this state. So don't read too much into them. Actually, sometimes they are hilarious so leave them as they are. You don't need to have a public relations campaign about appropriate shooting. It wouldn't do any good and besides, the rest of us who have no problem with how you folks deal with criminals are simply going to move on, there is nothing to see here. (or read)

I'm not second guessing these officers on their decision the offender dug his grave by causing the officer to fear for her life. But....you no how to avoid this? Don't approach him about dealing drugs. Let him deal drugs, that's their problem not yours, no one speaks on your behalf now from their "community" when you have to defend yourself, so let them defend themselves.

Hey SCC you didn't like CAPS, The years of pot shots etc.. Well, one of their main functions was to do much needed, and called for PR for the CPD, ie.. put a good face on our officers as well as implement PR campaigns such as this one. You didn’t want that remember? I think the civilian wing of CAPS is still around, why don’t you call them?

It's also his idea to force cities to replace all street signs with new ones in lower case letters.

As a past instructor, time consuming research was put into compiling facts regarding police shootings from across the country, and globe, if found to be relevent to police officers survival.

Some of these facts were inserted into the officers survival course during my short tenure by most of the instructors.

Of all the facts combined the most outstanding one was the following:

The most dangerous and most obvious response that should place an officer in the highest alert for their physical safety during a field interview would be a suspect OFFENDER failing to obey a lawful and reasonable command directed at the OFFENDER by a recognized police officer/s. This recognition could be visual, verbal, or intuitave through past experiences in dealing with police officers in the community.

They were also instructed that "WHEN" this occured take immediate action, shield, distance, movement, or shoot if appropriate.

In today's climate of escalating cold blooded murder to police officers this advice should be reinforced daily at roll calls.

Certainly, no "Monday morning quaterbacking" should be taking place during this most unfortunate
incident.

They will be crazy if they let her on the dept. There have been people on the job whose family members were killed by the police and it always goes bad. They are like time bombs. You never know when they will go off and who will be near them when it happens.

We've buried 6 of our own this year. The kid gloves are off. The Officers involved made a decision that ONLY they could make becasue they were the only ones there. Nobody else can judge whether or not they feared for their safety. Of course the public will whine about it. They will NEVER understand our job, so I don't know why we constantly expect them to. None of us understood it until we started doing it. Thank God the Officers are ok. This guy that was killed made his decision, and suffered the consequences. It's that simple. Justified.

Dear scc: when a job needs to be handled and the person responsible to handle that job doesn't, then it becomes the responsibility of someone else to make sure the job gets done because the end result is what matters the most. So even though the city and the dept. have the responsibility of schooling the public in many areas, but most importantly to stop fucking with the police, that it's not going to pay off anymore to fuck with the police and to basically go fuck yourself if you think the police are there to bow down to your every whim, then it becomes the responsibility of the next person, who is the unions, because we, as officers, can't. Even if just to get up on a podium and strike back once and awhile, instead of being a politician from behind your desk. The unions are supposed to be there to protect the worker from the big bad employer, well, I think if the employer fails at protecting the worker, then the union needs to step in. Donahue has never never rocked a single oar, let alone boat in his tenure as the police officer's protector. He has never, once, ever gone toe to toe with any politician or media troll or citizen when they have gone after the police needlessly. He has got to be the biggest dissapointment in a union leader. No, wait a minute, the past sgt's union president might take that title. I could go on and on but I won't bore you this early with crap that we already know. Now comes the disclaimer: I am not Shields or anyone else that wants your very powerful job and by the way you are so stupid that you have never even used your power, never tested it out in all these years Mark, why is that? You could have had legislation introduced that tried to get rid of punitive damages, or jury awards lessened, or protetions for the officers beside money matters. There's a lot you could have done or at the very least gave the illusion you were trying to do. I am just a lowly midnight beat sgt that still regrets the vote I cast for you when you decided you didn't want to be a diaper dick anymore.

Last time I got pulled over was at night for speeding. I had 2 concealed weapons in the car. A Glock 27 and a Sig 220.
(legal where I live)

I got my drivers lic out while I was pulling over, once stopped, I reached over and pulled out my registration and insurance card, then turned on the dome light.
(I have tinted windows)
I then rolled down the drivers side window and kept both hands on the wheel.
The officer came up to the passenger window and knocked on it. I rolled it down and handed him the docs he asked for.

He didn't threaten me, he didn't pepper spray me, he didn't taze me, he didn't beat me with a baton and he sure as shit didn't shoot me.
Why??
Because I didn't act some some friggin asshole who wanted him dead! He gave me a warning, I thanked him and was on my way.
Even if he had given me a ticket, I would have thanked him and been on my way.
That's what normal people do.

Any asshat that makes an aggresive move towards a cop deserves lead poisoning! Fuck 'em. Don't let scumbags put you in the hospital or morgue.

Given the pitiful current state of social order in this country, the drug problem and gang infestation, I think a public service announcement on use of force is a great idea. PSA's have changed the perception, if not behavior, of many societal ills, why not for this? Let people know what is expected of them during a traffic stop, etc.

After all, didn't Meeks complain that "he hadn't seen the memo" on appropriate behavior for traffic stops?

When someone makes a movement "consistent with the drawing of a firearm" there could be grave consequences.

I know that officers dont go to work everyday hoping to get a chance to shoot someone.

Sorry that things turned out the way they did. And his sister seems to be relatively decent.

Had Ontario turned his life around six months earlier he'd be going to work and paying taxes today.

Im glad we won this one

This is great advice. Did an arrest one time and a sgt told me pretty much the same thing. Never used it since.

As much as I hate J-fled I thought he supported the officer in what he said on the news. He told people not to jump to conclusions and that we have to make split second decisions and that aaction beats reaction which to me basically seems to me he is telling people we don't have to wait to get shot at or see the gun. I would have liked for him to put it in more plain language but I thought he did ok.

Do you want to know what is even more scary? A similar incident like this happened to me and I was squeezing the trigger back and finally the offender showed his hands. I told my Sgt. that I was about to shoot this offender and my Sgt. said "well if you did then it would have been unjustified because he didn't have a weapon. You can never shoot someone that doesn't have a weapon".

Plus want to know what is even more upsetting, six of my fellow police officers agreed! Only one agreed with me.

Officers, educate yourself and when in a situation you feel your life is in jeopardy, do it; pull your weapon out and squeeze the trigger. Too often, we are the ones who are too scared to shoot.

FYI- "An officer is justified in using force likely to cause death or great bodily harm only when he reasonably believes that such force is necessary: 1. To prevent death or great bodily harm to an officer or another person. 2. When an offender is about to or going to inflict great bodily harm to another person. 3. Attempting to escape using a deadly weapon.

When you examine the totality of the circumstance and plus add the reasonableness standard, this shooting was justified. The officer when in that situation was in fear of her life and used deadly force.

In the unlikely event that I am ever stopped by CPD, what with how understandably on-edge you must be lately, I plan to just not move a muscle unless so ordered and, in a soft voice, to offer up-front to be handcuffed and searched for weapons, no harm no foul when none are found. I won't be at all pissed, nasty, arrogant, defensive, profane or foul-mouthed about it.

That way everyone gets to walk away.

Not only should the word "appeared" never appear in a case report, but also the words "highly intoxicated" should not appear either. Why you ask, without breath or blood testing, you don't know just "highly intoxicated" someone is. Also if he or she is "highly intoxicated" why did you not get them medical attention. This all came up in a deposition with our friends, the law firm of Loevy and Loevy. Simply use the phrase "had been drinking". Those words cover anything from one drink to sloppy dead drunk. To the officer involved in the shooting I'm sorry that this animal put you in that situation, but I'm glad that you rose to the occasion and protected your partners and yourself. In your selfless actions you have made these streets that much safer. Now when I walk the streets of this town I'll have that much more comfort in knowing that these thugs and ruffians are going to need to start thinking twice about their actions.To the sister of the dead offender don't be another cop hater within the ranks, your brother chose his way.

The public better strap in & hang on; due to the extremely high number of CPD officers murdered here in the last year, trigger fingers are going to be itchy. It's best that anyone stopped by officers respond to all commands made by those officers; keep hands visible to the officers at all times, no sudden movements or threatening moves towards officers, and the majority of citizen/officer encounters will likely be conducted with no injuries to either party.

Officer, you did the right thing. A dope dealer puts his hands in his "hoody pockets" and moves toward an officer in a treatening and verbally aggressive manner, refusing verbal direction to stop and show his hands...is enough for that officer to reasonably believe that the subject is armed with a handgun and can cause great bodily harm to the officer and his/her partner. Actions are always faster than reactions. I definitely would not wait around for a round to be launched at me or my partner through the shit heads hoody pocket. Threat will be assessed and addressed. Im going home to my wife and my kids. Also keep in mind shit heads think you wont pull the trigger and attempt to disarm you...like the shootings on 55 and Damen and MSF in 025. Never under estimate them...its proven that they will not hesitate to take you away from your family in a blink of an eye. suppositions are really not appropriate at the preliminary investigation stage,which is a gathering of facts known at the time...

A few years back, I was stopped at the light at 95th and Western in my personal car. A car carrying 5 young African American youths (teens, boys and girls) pulled up alongside me. The car pulling up made me glance over (police reaction I guess) and just as quickly I re focused forward. One of them yelled "hey man, look at this" and pointed some sort of pipe at me, pretending it was a gun. I had my nine almost out the window before I realized what it was. They were laughing their asses off. My heart was pounding, and that adrenaline valve was WIDE open. They pulled away e/b on 95th, while I went south. It looked just like a rifle barrel, and if I had lit them up, I'd a been in jail till my grandkids weddings. Until someone pulls some shit like that, or fakes a pull, or puts that hand in a pocket playing "I've got a pistol" no one, and I mean no fucking body can know what goes through your head.

In my 26 years, about 30 names on the wall. This officer did the right thing. Beers on me.

Good job! Don't test an officer. When an officer has a gun drawn and pointed at you and announces his/her office, gives an explicit and direct order, then FOLLOW the order and you don't die. If I'm in her shoes, I'm thinking dude is either bat shit nuts and wants to disarm me, OR.. he really does have a weapon and is ready to use it against me. We are trained to eliminate the threat and that's just what Billups was, a threat.

These young men..AND women lately, have a knack for testing police and pushing the envelope to see what is our breaking point or how far they can actually go. I've had a snubby on my person, and a duty weapon in the trunk on more than one occassion and I've got a bit of a lead foot sometimes when I'm out on LaGrange Rd. I've been pulled over by Palos, Orland, Tinley in the last 6 years and not once have I had any problems. I place both hands on the wheel, greet the officer, then let him know I'm an officer and I'm armed. I then ask if it'd be ok if I show him my credentials since he now knows I'm armed. He makes sure everything checks out and I'm always on my way. Polite, courteous, and apologetic. But then again, that's the difference between a rational person and Johnny Shithead.

This will happen a few more times and hopefully the savage will get the picture that he needs to stop testing the police.

That's what I recall as a kid and it worked.

When that's the norm, you dont get the disrespect for law and order like we have now. And to the do-gooders, I'm not talking a police state. I'm talking a respect for authority and a no nonsense response when it's not shown.

And, when it's abused by someone in blue in the isolated incident its is sure to be, given law enforcement is just like any other profession, given there is good and bad in all professions, it is the responsibility of the brass and the rank-and-file to make it there business to see to it that the hammer is appropriately brought down on the bad seeds.

Giving the agressor,predator, shitbird, whatever the right to tee-off, first or get the first shot off is as nutty as a squirrels breakfast.

The criminal element need only be on the ball when they are ready to attack. The men and women on the streets need to be on virtually ALL the time.

I only have some advice for all serving PO's:

Spend more time at the range and less time working multiple jobs.

Practice shooting Center Mass at distances up to 20 feet.

Have Shooting contests between shifts and districts for bragging rights and beer.

See who can put the most Rounds from 1 magazine into the smallest Pattern on a Torso Target (Nickel, Quarter, Dime, Half Dollar, Dollar Coin sizes). And then see who can do it the fastest.


The Goal at the end of the day is to ensure that the PO's go home ALIVE, and Fuck the Scumbag.

Problems in the black community didn't 'begin' with Obama's election; the problems with a significant number of black youth in our larger urban areas of the US began quite a few years before Obama was running for any public office. The problems began with the emergence of gangsta rap/hip-hop. We wanted to believe that this 'ugly phase' in the so-called music industry would pass; many of us did not accept it, and continued to raise our children to respect the law, neighbors, adults, cherish education, and renounce the use of illegal drugs, disrespect of women. WE became 'the minority' within our own communities. Now that many of these so-called 'gangsta rappers' have now found space in the nation's prisons, maybe our communities can begin to heal from this madness. But just like the madness took time to grip our poorer communities the hardest, it's going to take some time for middle class values to prevail in those communities once again. but to sit back and blame the turmoil of these communities on a Presidential election is just irresponsible, as well as completely untrue.

I have enough cousins to make up the entire CPD personnel shortfall if they all decided to move here and join. What does THAT say, besides that Italian Catholics tend to churn out a lot of bambinos? Where is the dividing line, 14? 15?

I have much respect for cops and all the other first responders who deal with crap that I'd never run toward, but sometimes the thoughtless hate that occasionally gets expressed here gets unnerving.

Great Job, Officer! Your CPD family is here for you. Don't sweat the paperwork, IPRA, civil lawsuit, lawyers, doubters, and shit talkers, etc. Stay above the fray. You did your job and you did it well. Don't second guess things either. Nobody knows what they will do unless and until they are confronted with that same situation. You followed the law (Use of Force Paradigm) and the Oath you took to Serve and Protect. You will prevail. Just give it some time. Take care of yourself.

To hipiap1: I would love to stop working so many jobs and be able to go to the range as much as possible. Many of us on this job can't stop working the extra part time jobs. With property taxes that keep going up, bills to be paid, tuition for kids, etc., some of us must work these part times. I try to shoot when possible, but it's not always easy to do so.

Problems in the black community didn't 'begin' with Obama's election; the problems with a significant number of black youth in our larger urban areas of the US began quite a few years before Obama was running for any public office. The problems began with the emergence of gangsta rap/hip-hop.

WRONG!!! The problem is people not teaching kids disicipline and respect! Music can't raise your child if YOU do! Its not the job of the community, the police, teachers or entertainers to raise your kids! WE (black people) need to quit looking to place blame and call it down the line! If your child is a fuck up, there is a large chance he/she was half raised and the parent is a fuck up as well! Gangsta rap didn't send your kid to the pen, a half ass parent did!

A backup camera would cost around $35 in basic models. The technology is out there and already being mass produced, they are cheap.

His brother, the reigning patriarch of the Daley clan, called him from Washington DC, where he is monitoring every move the president makes, and told him he HAD to step down because they had to get Rahm the fuck out of DC before he started WW4.
