CPD vs County

  • In July, a 14-year-old resident at the Cook County Juvenile Temporary Detention Center used a metal ceiling tile from his room to slice the leg of an employee who was trying to restrain him. But when center officials asked Chicago police to take a report of the incident, they refused, center officials said.

    For the last several months, Chicago police have stopped responding to calls of trouble at the detention center on the West Side. The Police Department said it should be the responsibility of the Cook County sheriff's office, but the sheriff's office and the center contend police had long been responding to calls at the facility and should continue to do so.

    Caught in the middle are staffers who fear for their safety and say the dispute has hurt their ability to curb violent behavior by the residents.
Sounds like a staffing problem on the part of Cook County. We don't run the jail. That is the purview of the sheriff. Our detectives investigate homicides and suicides at the jail because (A) it occurred in Chicago and (B) County can't really investigate it's own backyard - it would look too much like a cover up. Same thing in a supposedly secure juvenile detention facility.

J-Fled made the correct call in July:
  • In a letter obtained by the Tribune, police Superintendent Jody Weis wrote July 21 that the department would no longer respond to calls — except for emergencies. Weis said the department needed to reallocate resources and complained that the facility had limited officers' ability to investigate crimes at the center.
The facility personnel had interfered how exactly?
  • Dunlap said he believes the relationship began to sour after an incident in October 2009, when police officers brought a youth, who was bleeding from his head, to the facility to be detained. Dunlap said tempers flared when center officials and the police disagreed about whether the boy had been seen by a doctor and could safely be admitted. When police attempted to leave the boy behind, Dunlap said, he authorized his staff to lock the officers in by an exit to prevent them from leaving. Police threatened to send a SWAT team to rescue the officers.

    The boy was eventually taken back to the hospital, where a doctor stitched his wound, Dunlap said. [Police Spokesperson] Biggane declined to comment, saying she couldn't confirm the incident.
Ah yes, the "hostage taking" incident. You can consider this one "confirmed." We wrote about it on 13 October 2009 in this post here. A number of county civilians should have gone to jail at that point. And wonder of wonders, does anyone recall who the Watch Commander was that threatened to call SWAT, have them breach the door and arrest everyone within? We'll give you a hint - he's the lieutenant currently embroiled in a First Amendment brouhaha with J-Fled over manpower and policy issues.

Cook County, even more so than Chicago, is a cesspool of wasted money and artificial shortages. If they don't want to pay money to keep their workers and inmates safe, then that's their issue. Leave the CPD out of it.

And I know where they can find some Sheriff's Deputies - the Daley Center. Every courtroom has a deputy. Redeploy half of 'em. The Daley Center would still be safer than Fort Knox.

Even big-ego federal judges who put terrorists on trial don't have a deputy standing by at all times.

Effective 06 jan 2011, 1st period, CAPS will be back in effect. The program will be run as it was 12 years ago, beat profile, beat officers, etc... It is supposed to be a pilot program in a few districts, I heard 4 and 18, but not sure about the rest. Has anyone else heard this?

Why do we have Chicago Police at the Cook County Board of Elections guarding ballots every night? It is a county building with county guards at the entrance yet we have an officer detailed to the offices on the sixth floor for months.

The county took over investigating crime inside the cook county jail about 5 or 6 years ago. I had a job at the juvenile center back in '98 where there was a kid with a shank that had stabbed another juvenile running around in secure detention. They wanted myself and my partner to lock our pistols in our car trunk before going upstairs to arrest the little bugger. We refused and they called 911 on us. We called our Sgt, he agreed with us, called the watch commander, and we all left. They got a number on all us. It went nowhere, but it was still annoying.

When CPD showed up in the past to take these reports of A&Bs on the staff, what happened at court?

In similar situations I've done what needed to be done, only to have the "youth workers" refuse to go forward with criminal charges once the "little darlings" appear in court. If the staff is making these reports just to cover their own asses and then declining to allow prosecution -- screw 'em. Let the deputies write the paper that's just going to get filed and not acted upon.

Cook County on a whole is loaded with clout and nepotism and with that comes lack of experience, lack of care and constant shifting the blame and responsibility. I'm sure the staffing has 10 executive administrators for 6 managers for 4 supervisors , for only 1 facility worker. Too bad for those who actually wrangle with the wild kids in there. Can't blame them. Don't look to Dart or JFLED to correct this. This is a Daley/Stroger creation. Only hope is Preckwinkle will finally give that department the structure in surely needs.
Cook County doesnt want violent kids in their system, too much work- so what do they do? Let them go free and go on to be violent adults. The whole Juv justice system is worthless, pointless and a complete waste of money, unless you're employed by Cook County.

The former Audy Home now the Juvenile Detention Center,thats a word most of you never heard of " Audy Home " had a great relationship with the CPD. They would take just about any juvenile who needed to be taken off the street and housed for a while. But the Administration changed at the Juvenile Detention Center and everything was placed on a point system in which hardly no one was detained. The system became them and us. I am pleased by the position the CPD has taken and not waste CPD resources on a facility where one would expect criminal behavior. The Detention Center is Cook County jail for juveniles and should be under the complete jurisdiction of Cook County Sheriffs. Retired Youth Investigator

I know it goes against all you stand for, undermines all that is just in the universe, but can we give credit to the Superintendent standing up for us and telling Dart to fuck off and handle his own problems? If you ever worked down here you would know this has been a problem for years. Cline did nothing. Hillard did nothing. Who stepped up for us: Weis. Give the guy a pat on the back for this one and then go back to calling him names.

Where do people, anyone, county or otherwise, have the "right" to demand police disarm themselves when they call for police help? Police have the right to protect themselves in any situation and their firearm is a part of their equipment. It's absolutely f*cking insane. I would have left, too. Screw 'em. If they don't want full police service, get a crack security team to handle your calls.

The "Should Emanuel be allowed to run for Mayor" pole being done by rahmforchicago.com is quite interesting. It asks the question and if you answer 'NO' it refreshes the page and shows in small text there was an error with your submission.(Most people probably won't see the error) I didn't try to answer 'Yes' because I'm sure that would have worked. Nice way to make sure everyone answers 'Yes' and to get no 'No'responses.

County has pulled their shit for the 20 I've been on the job. Make whatever rules they want with no input from other police departments, and act like jagoffs at intake, citing whatever new or made up rule they want. Trying to talk arrestees into saying they are sick or hurt so they can send you to a hospital. Deciding what property they will accept and now the police have to decide how to dispose of anything else. Refusing to accept their own freakin' warrants without a copy of the warrant that their own people won't give you. Now they want us to not only run the CQH, but they demand another copy of it along with copies and papers all of which they can easily get themselves.

Fuck Cook County, I am completely tired of dealing with such a rotten, filthy, incompetent bureaucracy and allowing them to drive half of the law enforcement procedures in this county.

Many of the road CCSP are good, hard working dudes that I'd do anything for, and are prisoners of their inept and foul management paradigm, but as far as the court and intake personnel, I'm fed up. There is no need to treat cops like the shit they bring you. Yes, we drop off work for you, but we don't have a choice. If you didn't want to do the job you shouldn't have pinned on the star.

I only hope this snowballs to include exposing more of County's asinine, moronic, inefficient and work-shifting practices.

There a currently over 100 Deputies working county wide who are law enforcement certified. They are not considered Sheriff's Police, they are Deputies Sheriff's by rank (the same blue shirt that all sworn police personel see when they go to any Cook county court house). Deputies by law are Correctional officers, not certified police, that is how the Illinois state training board views them. The Sheriff's Dept. started a training, and transfer course for Dep's to become certified police officers about 2yrs ago. These Dep's are currently working all over the county at court houses, street units, etc... and yes even juvy. So it boogle's the mind how these problems can arise when the facility itself has officers there who are more then capable of processing and arresting such individuals without having to waste CPD manpower.

I wouldnt treat a shit bag from the street the same way you treated my niece. I understand we all have bad days, but she was rear ended at 50MPH...excuse her for being a little dazed. I hope nobody ever treats your family the same way.

I like how they say the offender had to be taken to the hospital and stitched up so they imply he was brought there with a gaping head wound. He was taken to the hospital prior to being brought there and if there was stitching to do, it would have been done then. No way a hospital is releasing a juvenile needing stitches in a head wound. He had a medical clearance.

This boils down to the definition of peace officer vs. police officer by our state statute and the interpretation of that definition by our local politicians. Please allow me to explain.

Per ILCS, "all police officers are peace officers, but not all peace officers are police officers".
In other words, any Cook County Deputy Sheriff or Correctional Officer is considered a peace officer, not a police officer under the state statute. The exception is the Cook County Sheriff's Police. They are police officers. Moreover, there are separate academies, general orders, and policy & procedures for Courts, Corrections, and Police within the Cook County Sheriff's Office.

CPD is called to make arrests at 26th St., the Branch Courts located within Chicago, etc., because police officers have arrest powers whereas peace officers can only detain. It is nothing against the CPD and nothing against the County. As police officers and peace officers, we simply follow and enforce the law created by the state legislature.

The real problem here is how the local politicians have interpreted and exploited the state statute to control jobs, influence, and power in Chicago and Cook County, not a jurisdictional one. If the state legislature wanted to change it, they could, but probably won't. I'm sure they love the CPD vs. County in-fighting anyway. We know it should be CPD AND County, not CPD VERSUS County.

Sorry for the long post, but I wanted to clear the air. I worked for County before coming to the CPD and believe me, these politicans think we are idiots.

I agree if they need help. But they don't call for help. They call for reports for things that happened well in the past or if the little darlings fight with each other they want us to come in and arrest them. Excuse me but aren't they already in custody? Why should we take a car off the street that could be assisting our own to settle disputes that occur in a secured facilty?

The juv. det. center is being run by civilians because the fed believed that prisoners/future doctors were being mistreated. Now the civilians know what sheriffs were going through.

Every kid in detention has an active case going or is on probation. All they have to do, the detention workers, is make out an incident report and file it with the court the next day. If the kid is on probation, the probation officer can file a violation of probation complaint the next day or even if it takes a few days, the kid is locked up
If CPD files a report the detectives can't follow up on it because they are not allowed by the same people who filed the report to interview the kid at the detention facility
In an adult prison or jail, d the local police take reports on crimes in the institution, No, they dont its all handled internally

Sheriff officers don't work at juvie. And the reason Cpd use to handle investigations at the jail is the same reason sheriffs police stopped policing in the city...politics.

One of the cover ups that occurs is when CPD does all the reports on batteries, cdtp, whatever, all that is shown in the stats is a large number of incidents on Bt 1224's beat -- the connection is never made that these incidents are occurring in juvenile detention facility on a daily basis.
The newspapers would have a field day if they actually knew how to pull up the stats. By having the County handle the paper, now it clearly shows the incidents are occurring inside the facility. This would be too embarrassing for the County politicians to have come out. Believe me, 012 would go there daily - sometimes as many as 3x's a day to handle reports. Many other times they would want an aggravated battery on a guard or employee, but you couldn't talk to the victim because he went home and the police were expected to take their word and do a report and arrest report.

Also, when 012 district does go and take a report, they cannot have access to the juvenile offender.
The officers in many instances were required to take a report and prepare an arrest report for an arrestee they never saw - many times for battering a guard.
You know they lumped this kid and CPD just signed onto a lawsuit. Also, when the juvenile is being charged with a criminal offense, the officers would ask if a parent or guardian were notified of an additional arrest and charge, their response would arrogantly be "we are their guardian, we don't need to notify their family." It was a mess and any time you walked in there to take a report or be ordered to make an arrest on someone you never saw, you took the risk of signing onto a lawsuit. CPD no longer handles the County Jail - what's the difference with this, isn't it still a Cook County detention facility. Let them do their jobs.

Same thing happens at 555 West Harrison. We have to lock up our weapons when we go there...even if we are Officially On Duty. I wouldn't trust any of those deputies to save my life if anything happened. PERIOD! Yet reports are generated for all kinds of crimes that happen inside of that building..those Deputies should handle them...not us.

I remember going to a club somewhere on near Lake St. There was a guy infront of me who flashed a badge to get in. Bouncer asked what he was. The guy said I'm a deputy sheriff. Bouncer said you ain't the police and said 12 dollars to get in. Ouch!!!!

CPD hasn't done a report at the jail in 6 yrs, it is done by the Sheriff's Police.

Please post his/her name so we can handle this unfortunate situation. I'm sorry for your neice to have to been subjected to this treatment. It does not matter if you're having a bad day, it should not have any bearing on you interaction with a police officer's family member at such a terrible time. We have to take care of ourselves and family because nobody else cares.

Again, I apologize for this asshole's behavior.

I may agree with the decision but it's all part of Shorty's cost cutting and crime numbers game. If CCSP takes the report it may not get into Chicago crimes stats, even if the Beat of Occurance might be (if I remember) be "3500".

Is there a Super-Max Juvi detention center some place?

Being a detention facility shouldn't the branch of government running it provide the law enforcement for the facility?

Better yet, call 311 to get a report. The punks are already in jail no matter what name you give it.

LOW AND BEHOLD THE FED FOUND OUT THAT ALL THE SHERIFFS THAT WERE TRAINED WERE NOT CERTIFIED BY THE STATE AS "POLICE."

THE SHERIFF QUICKLY SLAPPED ON SOME EXTRA CLASSES AND BEGAN TRAINING OLD HIRES TO CERTIFY THEM AS POLICE.

IF WEIS HIRED STAFF WHO KNEW THEIR SHIT HE WOULD COME UP WITH BETTER REPLIES THAN WE DONT HAVE ENOUGH MANPOWER.

CALL BACK CAN TAKE ALL THE COUNTIES REPORTS.N THEY JUST WANT PAPER FOR THEIR I.O.D. REPORTS.

Also, when 012 district does go and take a report, they cannot have access to the juvenile offender.
The officers in many instances were required to take a report and prepare an arrest report for an arrestee they never saw - many times for battering a guard.

I wouldn't do an arrest report unless I'M arresting somebody. If you want an arrest report, gimme the bad guy and I'll take him in and process him. No bad guy, no arrest report.

That place is a dump...years ago we responded to a call of a juvi with a weapon and they wanted US to secure OUR guns before going up to get the POS kid. We refused and left, if you won't let us have weapons against one with a weapon, he's all yours!!

I have some deputy buddies and asked them about all this stuff. Cook County Deputies do not work the Juvie Detention Center, there not even allowed up there without prior approval.They only work the court side of that building. The JTDC is not a sheriff juvy jail it is rub by the cook county board. I still agree that the deputies should still be responding to calls there if it is within courthouse hours. Asfar as taking reports at 26th street, I work in 10 and only time i get called there is when the deputies have a CPD warrant and no local charges, the cant hold subjects on only CPD warrants for some reason. They handle all there own arrests. I would trust any of the Deputies from 26th street, ive seen them in action.

As I remember it... SWAT was not on the menu to breach the JTDC in the October 2009, "hostage taking" incident.

That watch commander was gearing up with regular police officers from the watch, along with an old rat-n-tattered "tac wagon" from 011 as his "key" to open to overhead service door.

The story later evolved into somewhat of an urban myth & legend, with versions that a CTA wrecker was to be used for entry... then a SWAT team...

While I guess one or both could have been used, the boss seemed to elect to utilize resources immediately available to him, without going to the outside or up the food chain.

I used to work at the DOC before commin on the job here at CPD. The Sheriffs have nothing to do with the Audy Home in any capacity. The Deputies assigned to the courts just work the court rooms over there. The entire Audy Home is run bu civilian "counselors"

The County Board staffs, administrates and is ultimately responsible for that ass clown breeding cesspool.

Several times the street units / transportation cars / assigned Deputies/Correctional Officers have been harassed and shit on by these counselors over there.

One time the Chief over at the Jail had to go and threaten to lock up the the intake counselor over there because they wouldn't take a kid that was found to be a juvenile in CCJ. They had a court order to take him there.

I'm all about finding the responsible parties and making them accountable, but in this case it isn't the Sheriff.

Stay safe all. Remember.....its all about catchin the bad guy.
