Crime is Down...Wait a Minute...

  • Homicides in Chicago rose 18 percent through the first two months of 2011 compared with the same period last year, according to preliminary statistics released today by the Chicago Police Department.

    Through the end of February, 52 individuals were slain, eight more than for the same period in 2010, a year that saw the city’s lowest homicide total since 1965.

    In addition, auto thefts increased by nearly 20 percent while criminal sexual assaults rose a little more than 4 percent, the department said.

    Overall, crime in the city fell by 9 percent from last year, largely because of drops in aggravated batteries by 17 percent and arsons by 14.3 percent, the statistics showed. Burglaries also declined by nearly 6 percent.

The only number that seems to matter (and it only matters because you can't usually make a dead body disappear) is homicides. And now it's up 18%? Why do we get the feeling something isn't (or wasn't) being counted correctly for the last three years?

No investigative follow up. prints recovered; unless some one sees the offender in the car positive id charges not sought.

No auto theft unit, the dicks are in auto theft on paper but are only summary. Look at the amount of thefts and the listed recoveries. The auto dicks are also down grading to CTTV or CDTP. All State and State Farm are paying the salaries for four auto dicks. The department is a fraud accepting money from insurance companies and providing no services.

Kline and BIFF abolished the auto theft unit, Central, and created a play unit on paper.

Were is the media? The dept has four p/os using a TRAP car for entrapment of auto thief's using clout hair gel police for misdemeanor arrests. There not concentrating on the professionals, why are steals showing up in Europe?

Another example of the tax payer getting it anally up the arse by the CPD. Like BIFF said the citizens should have their vehicle insurance, they will get reimbursed. The auto theft rate in Chicago is the highest in the country. we all pay in the end.

The tow trucks have no ICC numbers, no one checks the dealer list and dealer plates, no one has trained the new generation how to spot a re-tag, secondary sequential
number, seat belt years, and NATB numbers. Why all the air bag thefts? Were they going?

Only one guy does confidential checks for a city of 2.3 mill, and he is a clouted p/o, never worked auto theft.

The Detective Division is a joke, at least if your murdered you get police service but for get being the victim of a car theft, robbery or burglary. Thank you BIFF, maybe TH will bring back the dump list in the dicks, maybe he will go back to a detective unit based on arrests and prosecution.

May be TH will institute quality over the dime bag.

Then we wonder why the communities are hiring private security forces on our police beats.

They asked about pensions and he stated that a guy with 30 yrs don't have to worry but a guy with 10 yrs will see his pension change. You just described a large percentage of white shirts on this job. The promotion process is hoplessly screwed.

The first and foremost duty of a white shirt should always be to look after the health, welfare and morale of subordinates. And to set the example for others to aspire to. Why they don't instill these core values at every promotional class is inexcusable.

I totally agree. Ttrucks are out of control. ICC, the arm that is supposed to enforce the TT laws, don't give a shit.

The tow truck problem is like this in every city. I was on them for awhile but gave up. They're like rats.

They charge $5000, yes, $5000 for tows and get away with it.

Yes, here's some you can use! Since we have a guy high up in our command structure at the UCPD that is the exact duplicate of what you've described here
(and was formerly in your command structure at CPD in two southside districts), here's what you should do:
1) Talk to this Capt. every day about retirement, how if he's been a capt. for that long, he probably is about maxed out on everything, especially if he won't be promoted any higher, like our guy here.
2) If he retires, convince him to seek out a post retirement job opportunity here at UCPD. Our screwball chief, who is probably actually here on campus a total of about 9 days per month, will hire
as many people as possible for the higher rank positions to alleviate the need for him to make any worthwhile decisions. He's been doing this for at least a couple of years now, because he knows nothing about day to day operations. The more levels of people between him and actual decision making, the more secure he probably feels about keeping his job. I'm sure our first deputy chief will be glad to train your capt., although it sounds like he already has the skills that our first deputy chief has to screw everything up royally. Our first deputy chief is such a head case, we've started to call him the beige J-Fled.

Because the one time, that I know of, when he did go to a station he got his a$$ handed to him by a female PO over the pension topic. He was so shaken he tried to claim he had to go to the bathroom. The PO followed him and loudly stated that she will be waiting outside for him to come back out.

When Masters graduated from Harvard Law he was given the prestigious Heyman Fellowship. The gist of this award is payback of all student debt in exchange for a 3 year public service commitment. Masters then joined... the Navy Judge Advocate General's Office as a Marine (possibly as a reservist but I'm not sure). This was in 2006. I will let real Marines now debate whether Masters is qualified to be called Marine.

Move. I was in the same boat.I left 5years into his reign should have left sooner. He stayed eight years then became Dc of that district. Be aware that due to "merit" you are about 75% certain to have an asshole Wc ,and I did find another but was still glad I moved on and I keep moving to this day.

hahah, dugan sold out to weis? Yeah, thats rich. Dugan and wies were butting heads since day one. In the end dugan told wies to go f*ck himself and he got dumped for it. In the media weis claimed it was because of a violent weekend. What happened is weis was bitching about the violent week before and was looking to place blame... dugan in turn blew up at weis and told him that crime is out of control because weis is incompetent and has castrated the cpd. Dugan went on for about 5 minutes or so to berate the fed and tell him what he really thinks about him.... thus, dugan being dumped the very next day. sell out??? not even close. If you didnt like dugan then youve never met the man.. if you did meet him and dont like him then its because he dumped you for being a meathead or a complete dog. dont blame others or dislike people because of your screw ups.

Keep your eyes on the transfer order for next period. Looks like the Supe. wants to strengthen the backbone of the department.......PATROL. Anyone not assigned to the unit they are currently in and they're from a district will be going back to that district as of next period. The boss doesn't want any excuses for manpower shortages over the hot summer. ALSO..........cutting back either TRU or MSF (which equate to 2 districts worth of manpower alone betweeen officers, sergeants, and lieutenants). All the snooty units will be losing people. 35th has already started to empty. The daily morning meetings (briefings) have started again. Sworn personnel only! Sorry Masters & Roman. Dugan (and dugan lovers)try to stay off the blog.. you had a chance to do good for a lot of people and you decide to help only your few. your no better then weis.. find a hobby, go jerk off more often or do anything but stay off the blog.

Promotion lists are no more.

Lists are now down unofficially, but come down officially in May. Either way there will be no Lt, Sgt, or Det promotions in 2011.

Rahm's team is revamping promotions. The plan is to make each promotion part test, part interview, part activity. Not surprisingly, Rahm's team is very down on the quality of bosses found on the CPD. A review of all exempts rated more than half as unacceptable.

Rahm's team does not like the way the CPD is run. Items that are repeatedly criticized are perpetual discipline problems with no resolution, very low clearance rates, very low arrest totals for the vast majority of patrol officers, but the biggest complaint is supervision. The belief that officers routinely have no focused mission and instead simply do whatever they want in between 911 calls.

Expect most officers to be returned to district patrol and expect major changes in patrol after May.

When Masters graduated from Harvard Law he was given the prestigious Heyman Fellowship. The gist of this award is payback of all student debt in exchange for a 3 year public service commitment. Masters then joined... the Navy Judge Advocate General's Office as a Marine (possibly as a reservist but I'm not sure). This was in 2006. I will let real Marines now debate whether Masters is qualified to be called Marine.

Super-cool flashing badges from burning helicopters and saving the pretty girl and it's like they're the Real Police with cool pistols and stuff but at the same time they're Army Men and at the same time they're LAWYERS who are just the sexiest thing there could possibly be...now if we could just show them rappelling down from a secret LEGAL HELICOPTER and smashing through the roof of a hospital with all kind of infrared stuff strapped to their heads banging on doors and handing out subpoenas and have the JAGs doing brain surgery with lasers and stuff to save the girl!!!!!!

This has gotta be really exciting if you're twelve years old and fat.

I guess you end up at the Panera Bread being a hard guy.

It's a safe enough place, I suppose. Well-lighted, and no pipe fitters crazy on Jager bombs who are gonna twist your head off, nothin' like that.

Ah, yes. It will be interesting to watch the Japanese now won't it? A correspondent on CNN is discussing right this minute on what an orderly, respectful society they are. How, if they had two bottles of water and someone else had none, they would share. How lost wallets end up at the police station with money intact.

Oh yes, besides prayers and novena's for the Japanese, it will be quite interesting to see what logical, productive, law-abiding people do when confronted with a sudden, unescapable natural disaster as opposed to the Katrina ghetto rats who didn't leave when they were told to, then sat on their fat asses and cried HELP ME, pissing, shitting and shooting in the Superdome moaning that the gov't ain't doin' nuttin fer us.

Maybe Spike Lee can make a documentary about Japan when it's all over and then explain the difference between the cultures.

Okay, having worked for Dugan once upon a time, I believe this. If it happened this way, Dan had already decided he could live with being dumped, but couldn't live with keeping his mouth shut any longer.

He's a company man, and, if Weis had ordered him to give the bad news/launch the day of the funeral, he probably did it because it was a 'lawful order', whether he agreed with it or not.
We ARE required to follow lawful orders, no matter how we feel PERSONALLY about them.

All that being said, DD is too rigid and military-minded to lead this department, especially at a time when it's so bruised and beaten down. He would be unbending at a time the Department needs flexibility and a deft hand, diplomatically. Diplomatic, he ain't. (And, no, he never dumped me or affected my career one way or another.)

Not a bad choice at all for head of the training division, but not a great choice for supe.

How long does a captain usually stay put in one spot? Thinking bout transferring b/c our capt has zero people or leadership skills and is a vindictive asshole. But, he's such a weirdo that there's no way he'll ever get promoted. Been stuck with this loser for 5 years now and don't know if I should try to stick it out or what. He makes coming to work miserable. He doesn't know how to treat or take care of his people and is only concerned with moving up in the ranks, which everyone except him knows will never ever happen. Any advice?

Look no further than the inner circle that Rahm and Daley decided to bypass completely to come up with competent leadership for two measly months until Rahm can find some competent help to fill Weis's

CPD is full of 'em! These guys look at themselves as "great leaders of men", but in reality are reluctant to leave the job because at home they're just "Bob" or "Tom" or "The Asshole".

This job is all they've got. It makes them feel important.

Well said. I would love to see the new mayor or Supt. knock all these merit goofs back down in rank, consider and promote only qualified people with time in rank and who actually had passed the promotional exams on score. Then look at their career avtivity, and practice what you preach. We all know and its been said time and time again, they want patrol to bust their asses for them, yet many of these politically connected superstars have never been the police. They get moved from unit to unit trying to bolster the appearance of experience. It's all smoke and mirrors, politics as usual.

To use an over used coin phrase, "Back in the day" I had Sgts and Lts, roll up and assist me with arrests. A few, albeit very few, would actually get their hands dirty. These are the people I would like to see promoted, sadly there are not many of them left. Certainly not in our current group of command staff, all hacks.

The manpower doesn't matter in many districts since those who are left don't give a shit any more. How is rahm going to fix the "don't give a shit" illness his immediate predecessor brought upon us with his 22 years of grand fuckkery?

After all the outrages of the daley years and now rahm comes in and maybe realizes he needs the police after he swept into office threatening to cut pensions, cut wages, cut benefits and now he wants us to do what exactly?

He can go fuck himself, exactly.

I will be retired by time the next mayoral election rolls around, that is a nice feeling. And moved away, that is a better feeling.

That will fix it up for me, retirement and a change of zip code and area code.

Three more city sticker purchases and then never again.

It is a felony to lie to a federal agent but is it also a felony for one of those feds to lie to someone else?

Like they taught me when I was still a PPO, never talk to the feds, it can't possibly do you any good. Ask for a subpoena and talk to them only with your lawyer sitting next to you telling you not to answer.

You do not have to talk to the Feds, but if you do talk under subpoena etc, do not lie.

Don't get to hopeful about Rahm. If Ray Ray was able to dupe him into making him in charge of his security detail then he isn't as bright as we may hope. Look how easily J-Fled was suckered. Not only by Ray Ray but by Barbie too. It is looking like more of the same. Hey swat, did Ray come through with all of his promises he made to you guys? Such a shame, just when it seemed like it was getting legit, a select few allow a guy like Ray to turn it into the old HBT way of getting on. Oh yeah, and he never really did go to swat, he just used his newly created position of second coordinator to weasel his way into the new mayor's security detail. The timing was just amazing for him though. The swat test, his "deferring" of his spot in swat, then all of the sudden merit promotion to Lt, then swat coordinator (2nd coordinator). Then he is all over the new mayor during election time, on the clock or off the clock? Those of you who allowed Ray to use you and take from you what intregrity you may of had should be embarassed. He has now positioned himself to become an exempt. And the last thing we need is another empty uniform. Thanks ak and lm, your lack of intregrity has further weakened this dept and made swat's reputation take 5 steps backwards.
