Gun Goes Missing?

What the...?!?
  • New scandal for Penny brewing. Seems police made an arrest of a burglar last year on the 25xx block of Grenshaw. Recovered, was one unregistered handgun. The weapon was inventoried with a hold placed on it. Penny, several weeks later, released the weapon from ERPS. Now there is no evidence to support the charges against the defendant and the CCSAO is pissed and thirsty for blood.
First up, who released the hold? We're betting it wasn't the officer.

Second, an unregistered handgun being released? In Daley's Chicago? We can't imagine that happening.

Someone has to have the full story on this one. Anyone?

Last I remember, for a hold to be released on a firearm, it needs to come from an exempt rank.

She probably can't remember the last time she arrested someone, let alone the evidentiary value of a "hold" placed on the handgun.

When the owner of the handgun came in, she couldn't explain why the police needed it.

BUT, ask the POs from 011 on the arrest she demanded on the 04th of July. I girl walked by with fireworks in hand-- she demanded she be locked up

Well, just as predicted, it didn't take long at all for Penny to get her tit in the wringer.

I'll be much happier and feel fully vindicated if/when this story is shown to be fact.

And it HAS to be an exempt to release a hold on a firearm, so let's hope it's her dumb ass.

officer cannont release a hold on a gun. When it comes to a gun only a commander can release the hold but only AFTER a trial has taken place or an order is written by a states attorney or judge ordering the gun to be released. if it was used as evidence or proceeds from the burglary then technically the gun can be given back to the victim depending on the circumstances. The registered/unregistered issue is a little bit of a fine line but the gun should have been photographed by an et then turned over to victim. I think we need more info about the case. If henny just turned it over without autorization from an ASA or Judge then there could be alot of problems for her...but nothing will happen criminally, nothing can happen criminally. This same thing happened out in harvey but it was done unofficially and it was given to a convicted felon as a payoff

No shit!

Gun release requires exempt signature. Or a court order. Shouldn't be hard to track down who signed it.

I would love to interview J-Fled. Just want to ask him " When you promoted HennyPenny, what the f#ck were you thinking??"

Trahanas is at it again! Today there was a DCFS Hotline complaint filed on her for child abuse on her 16 year old daughter who alleges that previous complaints have gone nowhere because her mother and father are police officers, and her mother is obviously well connected. Her past history of slapping a certain female A5 detective (who sued and won) and cornering and physically intimidating another female detective in A5 (who is now retired) would suggest that where there is smoke, there is fire.....When is the department going to get rid of her??? She is a bad excuse for such a highly placed boss of exempt rank and an embarrassment to this department. Is anyone out there listening??????????

An exempt member must approve the release of a firearm. No firearm would be given by ERPS to a civilian without an exempt members approval. Even a PO needs exempt approval to get their firearm out of ERPS. Even an exempt needs exempt approval.

All of this info is easily found on the Clear system. Aren't computers great!

Correct me if I am wrong, but only an exempt or someone acting as an exempt, such as a Captain filling in for a Commander, or a Judicial Court order can release a firearm. The bigger question is why is this woman still an exempt?

Are the rumors true that Area 3 SVU is investigating a DCFS Hotline complaint of child abuse where "Henny Penny" is the offender? Had to be moved to Area 3 because her former husband is an Area 5 detective. Stay tuned folks, this is going to be GREAT!!!!!

YOU COULD NOT BE MORE INCORRECT SIR!!!

Firearms are released every day from ERPS, when they are presented with a court order. The Dept policy of a form 54 signed by an exempt member is only a policy and the courts are not bound by it.

A signed court order supersedes any Dept policy and a form 45 is not required, period.

Call ERPS and ask, anyone that works in that unit. Hand them a court order, they hand you your gun. Please don't take my work for it give them a call!!!

All firearms have to have exempt approval to be released. The officer or detective can release the initial hold, but the turnover has to have an exempt approval. Including PO weapons. The copy of the release can be found on CLEAR, with the exempts name.

If the owner is a Chicago resident, it's hardly a "fine line"; the gun needs to be registered. Let the judge return it to the victim after trial.

Why would we have an ET photograph evidence that we have inventoried? We HAVE THE EVIDENCE IN OUR POSSESSION.

if its proceedes of a burglary then the victim can have it returned to them immediatly. Therefore you inventory it and you have an ET photograph it for court. The photos are not necessary but if youve ever got a burglary arrest before, investigated it as a detective and went to trial on it then you want to photograph it because judges and juries love to look at little meaningless pictures.... you take the picture of it if you are turning it over and not keeping a hold on... property turnovers for proceedes are done the same day as the arrest all of the time. If an 80 year old man has his gun taken from his home and its not registered then im gonna turn it over to him registered or not... You can use your discretion because it was taken as proceeded from a crime. you give him a registration form and tell him to get it registered... way too many hairgels tryin to pretend they know what they are talking about... signed, former P.O., E.T. DET A/1, A/4, Former DET SGT A/1 and still kickin as a LT.

Seems to me there's more to these twin stories - the gun release and the child abuse. First off, who sponsors you to become commander in Harrison? Could it have been the now imprisoned former head of the Council police committee who happened to have been alderman in part of Harrison? If someone releases a gun to a criminal in Harrison, don't you need to ask who that criminal might be connected to? The State's Attorney is pissed and wants her head, and then magically a salacious story comes up a day later - a story that the daughter says she's been trying to get across for a long time - that can make her disappear without that other nasty story coming out.

I'd guess the Carothers has a lot to tell us about the CPD higher ups, and that Daley is hoping he can keep those stories quiet at least till his new role as former mayor takes away a little of the media interest.
