Suggestion Time!
When J-Fled arrived on the scene three long years ago, he held a series of "town-hall" type meetings where he solicited advice from the rank-and-file, then promptly ignored it all as Bartender Bea took notes and screwed with a few coppers who actually stood up and spoke their minds. By the time the last meeting rolled around, there were more people at the head table than attending the meetings.
What followed was pretty much the worst run three years in CPD history.
Once again, an opportunity presents itself for someone in power to actually listen to the people at the bottom. The "end-users" as it were, who have to live and work with the sometimes asinine decisions made by out-of-touch bosses and career paper-pushers. A comment in the "Beyond the Celebrations" thread leads us to this initial posting:

- 1. Reduce the number of exempts. At least 20 should go.
- 2. Hire. Expedite the testing process even if you only hire small numbers it will be symbolic.
- 3. Disband some of the redundant units, units that serve no immediate need and bolster patrol. It starts and ends with patrol.
- 4. Promote, give the troops hope and something to work towards.
- 5.Identify people that can lead and get people back working. The trust and support system for the working officers is gone and has to be re established.
The best source for ideas is the men and women of the Patrol Division. And their support is critical for a successful superintendent.

Starting NOW all Command Staff would only make their non-exempt pay. Either lieutenant’s pay or Captains pay.
HOWEVER, everything above the Lts or Capts pay would be considered a "stipend" pay for doing the Commanders, Deputy Chief, Chief, ADS etc....
This "stipend" pay however is NOT pensionable. Therefore the tax payers are NOT on the hook for paying these insane "Gold Braid pensions"
This could work in ALL areas of government .. not only with City of Chicago Commissioners but also non-union positions where "bosses" are making LARGE paychecks which are pensionable. No more $300,000 pensions for these bastards.
If the "exempt" member does not like it.. he can quit and go back to his non-exempt position.
Update the damn PDT's
IF you have one in the car-- more than half the cars don't have one-- then the damn thing doesn't work.
IF it works, then the typical response to our names/plates take about 1-5 minutes.
Current cell phones have more power and speed... ...why stop people when you can't run their names?

I'm on both lists that aren't budging an inch. Ive realized that I scored great but still might not make it out of this blue shirt. I mean 30 sgts a year? WTF is up with that. Than 9 of them are merit hacks. And the det list mine as well not even exist. I remember when u had something to strive for. Now it's all about the 1st and 16th and keeping my ass out of trouble. It's a shame.
When was the last time anyone has attended a promotional party??? Yeah, I can't remember either. Those use to be great and great for morale. Was so good to see deserving people make rank. Gotta be the worst time ever to be on this job.
I'm sorry but your off on cutting Command staff positions. It goes along with future promotions for P.O.s These promotions then open up other promotions under them. You never want the city to take away jobs, period.

Here's my suggestion and only wish for the rest of my career: Leave me alone!
I work a beat car and desire nothing more from this police department. I care not who leads it or who is the boss of what goofy unit. It is all phony baloney anyway.
After many years I know what the CPD is all about so again, Leave Me Alone!
They will get their parkers, movers and occasional arrest. My heart and mind they lost long ago. My fear of getting middled by a stroke boss on this department is greater than the fear of any bad guy.
Run silent, run deep, I keep a low profile, drive my blue and white and just want to be LEFT ALONE for a couple more years.
No more suggestions from me. j-fled didn't listen to any of my suggestions, neither did Cline, Hillard, Rodriguez, Martin, Rice or Breczak.
That is all. I am off to greet the ringmaster at the circus.

30-50 sgts a year? BS! No Dets classes? BS That can keep people down. Make a class of 200 Dets. and a class of 200 Sgts. The would boost things. Thats how they did it in the past.

Reduce number of exempts
Disband MSF,combine with TRU. Reduce number to 3 teams of 24 officers with 1 sgt each. Call it the Citywide Saturation Team
Disband area gang(already done?) and gun teams. Gang intel along with gang enforcement work with area dix on ALL gang related shootings
Reduce districts to 2-10 man tact teams,rotating days and nights monthly. 2 sgts. Report to field LT

Make some promotions soon. When was the last detectives class? Over 3 Years. Sgts still under 140 on the list. Weis just destroyed morale for officers in blue shirts.

Look commando we don't need military staff. All we need is for today's new police is to do your job, don't speak until those of us who know tell you too, and we will see to it that you learn what you need to keep you and your partner safe so you can go home everynight. In return when the time comes YOU can do the same for some new kid.

We want everything to be fresh so how about dumping all exams and start over!!
We wouldn't need inspectors if supervisors would do their jobs and stop trying to be buddy-buddy with the officers. Its great to have a good working relationship with the people who work for you, but we all know the more you give the more they take. Im sure there will be plenty of negative responses, but that's because this blog has become a bathroom wall with the same people crying and complaining.
They pay us a good amount of $ to be the police, but to many are worried about what everyone else is getting instead of worrying about what they are getting.
Help get Bill Cozzi transferred to Wisconsin. No need to get involved in the right or wrong of Bills actions. But as a humanitarian act, transfer him closer to his family and friends.

25 years ago Evanston PD would run plates and get the results back in less than 5 seconds. Evenston police asked me why it took us 15 or 20 minutes sometimes to get name and plate checks back.
They could listen to our Zone 11 on their radios and all of them had ISPERN though only CPD beat cars that bordered directly with Evanston had ISPERN capability at that time.
I thought that was normal, then the Evanston PO showed me and ran a plate in front of me, this was 25 YEARS AGO! It came up in a flash. Now here we are, many years later and we still can't match the performance of Evanston PD from 1986!
Something to do with the City not purchasing enough seat licenses for all the users on the system at any one time. So we wait for an opening to the state system. We have the absolute crappiest radios and computers in the world of policing.

The mayor(budget department) is responsible for no dets. And hardly ant sgts. getting made, not weis.. Not a fan of weis, but it's the truth, so fuck you Daley !!

At which point I would be in a different industry, and "exempt" positions would be relegated to small thinkers such as yourself. Your natural closed minded, parochial tendencies would surface to the untrained, incompetent supervisory level your limited ablilities would present and the department would be even more fucked up than it currently is.
We're not all henny penny, and your jealousy and simplistic view belies your bias. Really, don't screw it up for everyone, rise to the level you can handle and be happy with what you have and what others help you achieve.

I couldn't agree with you more on eliminating positions. You are correct on everything you say and all of the spots you mentioned should be cut.
Chief of Compliance should go
Commander of VSC should go
DS of Patrol should go. No need when you have a Chief, and you only need one chief at that.
Commander of Supts office completely unnecessary
Commander of Special Events Didn't know we still had that one
Commander of one Gang Unit You are right we don't need two. Combine their functions into one unit
Commander of MSF and TRU See above regarding gang units.
Chief and Dept. Chief of Counter Terrism Sounds like that could be combined onto one job.

I have the utmost respect for those that honorably served our country, and think that they are entitled to some sort of preferential hiring consideration (how about going back to the old VETs preference points that we had years ago)correct me if I am wrong, but I think that was stopped because it supposedly discriminated against the females.
Having said that, just because one served in the military or has military staff experience does not mean that they are going to be a good police officer. I have worked with and for ex military people who were great people, and with others who were idiots. You can't always tell who is going to be a great supervisor or P.O., and having been in the service is not always an indicator.

Supervisors don't get much support from their bosses when they try to do anything. Sgts. are made out to be the bad guys when trying to hold asshole P.O.'s accountable.

Problem is people don't stay at the level they CAN handle. They are always overpromoted (Peter Principle); and the administration can never admit to making a mistake and demoting someone back to where they should be. People should STOP at the level they can handle, but they will never turn down a promotion or a bump in pay.
As upper management jobs are all political, and not tested, how do you measure someone's ability to rise to the level they can handle?
They rise to the level of their phone call.
I'll re-use an example I've used before: 100 sgt's, 100 lt's,
100 capt's and 50 exempts. Total of 350 management spots. Total tested? 140. Total merit? 210. Percentage of tested? 40%. Percentage of merit? 60%. Percentage of upper management by test? 0%.

I'm not the original poster, nor jealous. I have figured out how the system works and although not pleased with it, I understand it.
I agree that Inspectors should come back, hate to say it but this department has gone to hell in terms of appearance, bt tags, sitting on jobs, ducking, etc. Sgts don't want to be the bad guy in most cases other than sitting on jobs; those that do say something are immediately labled a jagoff etc. and ostricized. The fear of the Inspector was a good tool to keep some form of compliance. Maybe if Sgts were assigned by Area and rotated thorugh districts in that Area, they would be more apt to the job legit.
There are some very intelligent people on this job who were officers in the military, and who actually went to leadership schools before being promoted in the military. Most of the "leaders" on this job are complete morons. The list of incompetent sgts, lts, cpts, and commanders is endless. I work with some ex-military guys who know the job and would make outstanding bosses on this job, but they have no clout and don't wrap their lips around the ass of every white shirt they know.
Demote all captains. They're exempt positions and are unnecessary.
Lieutenant should be the highest rank for retirement pay. Stop ALL gold braid pensions. They should get whatever their civil service rank pension amount was.

assign 1 lt per watch and he's the watch commander , no more field lt.
assign extra lts to area to fill in as watch commanders in districts or supervise sgts in all districts when not needed to fill in as a watch commander

He said in part, in the 1970's everyone was worried about Japan taking over the United States,even though they lost the war. Then Mexico was going to take over because of NAFTA and we could not compete with their low wages. The whiners are now worried about China. Don't be a whiner, the exempts did not break the pension. They have met their obligations to the City and paid into the pension fund just like everyone else. The problem is that for the past 20 years the City has not kept their obligation to their employees by paying their share into the pension fund. Sacrifices may need to be made, but they need to start with the City and the individuals who caused this mess. Mr. Mayor you are correct we live in a whining society and the whining starts at City Hall. Police and Fire need to stand together on this, because divided we fall. We need to demand what we were promised!

Leadership school does not make you a leader. I am tired of this department thinking they can teach people to be leaders or rather discriminate against those who did not take these BS classes. Leaders naturally occur, you can't TEACH someone a character trait, they either have it or they don't. Semper Fi.
