Overtime List

A massive document comprising some 287 pages listing the overtime paid out by the City of Chicago for the year 2010. We aren't sure if it's comprehensive or just those above a certain dollar level, but it's impressive.

Go read it. A few surprises here and there. All open sourced.

OK ....I understand some of the departments. We (Police) look pretty good. Fire seems to be out of control as does S & S and Water (No surprise). Can someone please explain how in the hell a Commander of Police gets overtime?
I thought they were salaried employees. There were 4 of them on there. Granted, two are the mayor's detail, but FG and AC? WTF.

Glad to see that OEMC had the highest overtime paid employee for the 10th year in a row. Archie Tiner came in with a whopping $171,900.74 plus his salary . . . Who would want to run for Mayor with that check in the bank. Just sit back and answer the phone.

Can somebody explain to me how a salaried exempt member, Frank Gross, if I'm reading this list correctly, makes over 19k in overtime?? Weren't these exempt members supposed to be taking unpaid furlough days??

Also, trying to figure out how a detention aide makes over 29k in overtime as well!

Very interesting that Commander Gross made over $30,000 in Transformers money while being a Commander as well as $19,000 in OT. I thought Commanders could not do side jobs. Oh wait it's only certain Commanders. Just like Georgas making money runs for Arlington racetrack does not really count as his side job. Very interesting how IAD looks the other way for certain exempts.

The maintenance supervisor at aviation earned $45,000 in OT? To ensure the toilets are clean?

Plus this list is not accurate because I have personal associates who work in some of those offices as civilian employeess and their OT is not listed.

For example, don't tell me that little tommy byrne received 0 overtime this year?!!

There's something flaky about this sheet. The list of OEMC personnel getting OT runs 20 pages. The list of CFD personnel runs more than that...and the list of Police collecting OT doesn't go past 3 pages? Something's screwed up....

...but then, there is absolutely nothing more screwed up than an OEMC dispatcher/calltaker taking home $171k. That's freakin' insane!!!!

OEMC has forced OT almost every week for the employees, they have to work double shifts etc. no choice..

OEMC is a terrible place to work, but Archie Tiner is a good man. He can't work OT unless there is a shortage and it is OFFERED to him or he is FORCED to stay over, but he is a supervisor's hold card because he will always step up when he is needed.

OEMC needs people and has for years. The city refuses to hire because they find it cheaper to pay OT than pay new employees with benefits. The overtime is offered, A.T. works it and he gets paid for it, as he damn well should be paid for his time and work. I do not know how he can stay here one more minute past his regular shift because the place is a prison and I cannot wait for my prison break at the end of my shift.

When there are not enough people to staff this shithole because of days off, vacations, medical, etcetera, Archie and a few others are willing to work extra hours and they should be paid for them. Numbers on a piece of paper do not tell the back story. The conditions here are not A.T.'s fault, but I am glad he is here because he toughs it out. Every hour he works is one less hour I have to work and I appreciate him.

This is not an unusual situation in government everywhere. OT is not always welcome, and managers are usually happy to give it to anyone that is willing to take it when it comes along. the catch is that you end up getting expected to take it.

In a city near me, one of the K9 cops made as much as the police chief last year because of OT. He gets called out a lot and gets 4 hours every time, even if he is only out for an hour. There was one guy in the list who made $70k just in OT there.

Guys that know how the OT system works and are willing to work OT get a lot of OT in a lot of places, not just government.

I would be willing to bet the detention aides and dispatchers with a lot of OT are reflecting a shortage of personnel in those departments. It's a lot easier to just send out fewer cops on the street than to not have a dispatcher or detention aide. Just the way it is.

OEMC is messed up, no doubt about that. Management needs to connect with the employees, and the employees need to step up and do what is expected of them. There are too many dogs on the floor and the supervisors do nothing to correct it.

That being said, they want to operate and staff at 100% efficiency but don't have the manpower to do it. Call takers are offered to work lunch almost everyday, and dispatchers need to fill in when there is a call off.

The medical roll is ridiculous, not only because of the idiots, but because it is near impossible to get a day off. Some people resort to taking a sick day instead of putting in a slip only to get denied the day before. That's no excuse but it's what people do.

There is a mandatory OT list and voluntary list that they pull off of everyday, and the same people put their names down as much as possible. That's why Tiner and Sherman Brown have so much.

Now in defense of the numbers, it's not all OT since holiday pay is in there. My name and amount includes the holidays I have elected to take cash for and the 2 times the city cashed out my comp time.

To me, it is pretty obvious what is going on here. Most of the entries are pretty small, normal abount of OT. But, for some, it looks like they are being taken care of by someone to rack up that much overtime pay. Friends? Lovers? Kickbacks? Clouted? who knows. But out of line with what others have been getting.

Fire Paramedics & Ambo Commanders make so much in OT because they are so short Paramedics. They are forced to work overtime constantly. It would make sense to hire more Paramedics, but they never do.

What isn't listed for my department is how many of those now making cash overtime have accrued the maximum amount of compensatory time.

During the snow emergency some of us made cash overtime, for a couple of days, so the numbers appear equal.

What is not equal is the amount of compensatory time some have on the books. Those with clout who are always first in line. The City is now compelled to pay them cash overtime, because they have maxed out in compensatory time.

This is not surprising. As usual while everyone is busy ripping the police dept and police officers, other departments were living large. Even if they published all police OT you can't compare. We are the largest agency in the city. Smaller depts got us beat with the OT/employee ratio. But keep kicking the cops chicago...

The OEMC Operators are mandated to overtime. It comes up all the time in Contract Talks. They (the operators who were on the pay roll with the effective date of the new contract side letter #27 of Unit 2 contract) still are able to get the double pay for their 7th day even if they don't work their 6th. They also earn On the Job Training Pay (side letter #16 of Unit 2 Contract) that GUARANTEES them a minimum of 5 day upgrade in pay evem if they do less.

That is why they get so much OT.

That's fuckn incredible! Detention aides, WOW!!! Unfortunately the zone 2 dispatcher is working all the time and won't stop talking. The worst dispatcher in the city! The thing is they are so short they have no choice but to give them OT. But the police department just does more with less no extention of tours unless late AR's.

I'm guessing that the police list was omitted b/c then you would be able to count the exact number of police officers that are on the payroll and thus how many we are actually short. I guess the report is only made available to the public if it doesn't prove JFed and Shortshanks as the liars they are.

********35th street update*********

Seems the powers that be are troubled by this overtime,and auditing is looking at everyone's O.T. on cpd! Strangely not just bosses but the "security specialists assigned to the mayor,city treasurer,and of course eddie burke have racked up quite an impressive amount of overtime.

The mayors guys are calling trying to save their "spots" and Rahm has delivered an edict they will all be gone and his detail will be scaled back,the treasurer will most likely be gone as the city clerk has no detail why does the treasurer or oily Eddie need personal valets!

Looks like Ramsey will be for sure be the boss,as mike shields was front runner due to cousin Michelle but mikes back ground like Ernie browns show a lack of respect for the "ladies"!

The commotion over here is unbelievable,the phones ringing off the hook,the scared coppers wondering if they will be back in patrol!

MSF and TRU bosses wondering what will happen as they make calls. Lots of fun here i have 3 months then i retire so all the kids will have to forage themselves,and reapply to kissing ass!

ok CFD Paramedic here. I can tell you that I personally worked 22 overtime days last year 24 hrs each. We are short handed just like CPD!!!! Not as bad but still short handed. I also have to say I worked my ads off during the 22 shifts I worked. we have minimum manning and a certain number of ambulances that have to run each day. I might add that number in 1996 was 59 paramedic ambos ( wick according to the tri data study for 1996 was about 20 short) as of this day there are only 60. we need more and we are short people so that's why we work so much ot.

It is perplexing to see how much supplemental income other City employees can make when I have always been told overtime is not allowed. That's obviously a big lie.

But to put things in perspective for people complaining about Timekeepers and Detention Aides, I don't think their base salary is that high. I remember seeing a chart and I think they were in the 40s. So even 20K of overtime (which is A LOT) doesn't put them near what OEMC are making in overtime alone. I could see a timekeeper having to put in overtime if there's an audit.

This list only included a couple of exempts and no other sworn. Wonder what the numbers would look like if sworn (especially Detectives) were included.

In 003, I trying to reach them to get some info and was told by the front desk "if you want to see them you gotta get here before 1400" and I'm looking like what kind of bullcrap is that!! They're gone before 3rd watch gets there???!! Shady shady shady....

ok CFD Paramedic here. I can tell you that I personally worked 22 overtime days last year 24 hrs each. We are short handed just like CPD!!!! Not as bad but still short handed. I also have to say I worked my ads off during the 22 shifts I worked. we have minimum manning and a certain number of ambulances that have to run each day. I might add that number in 1996 was 59 paramedic ambos ( wick according to the tri data study for 1996 was about 20 short) as of this day there are only 60. we need more and we are short people so that's why we work so much ot.

CFD Medics need to go back to a 1 and 2 and city needs to hire more ...medics went to 1 and 3 because Shortshanks got his knickers in a twist re: a suit on backpay. Also medics were experiencing "paramedic burnout" and needed the time off. But w/all the overtime pay, they seem to be overcoming the burnout, while working the 1 and 2 hrs and skipping all the way to the bank. OT can be refused...REFUSE it and make the city hire more medics. Pretty sad when a 2 yr medic can make as much money on OT as a full time Captain.....

There were 7 Detention Aides who made over $20K in overtime. One guy made $29K. How the fuck is that possible? Even more than that made over $10K in overtime. They make no arrests that require an extension of tour, and get no court subpoenas since they make no arrests. Where do they get some much overtime?

If we went back to the 1 and 2 shift it would cost the city more money because we get FLSA!!!!! Do you know what that is? The city has to pay single role medics overtime for any thing above 40 hrs a week. As it is I get 24 hrs of regular flsa time per week. So going to the 1 and 2 would only cost more. As for just not taking the overtime yes we could do that however the city would not hire more paramedics because they can just force us to work it. This is how it works. You get the call for ot at about 7:30 am the day of your shift and you turn it down. Then if no one takes it and you at the top of the list you get the call at about 6:30 am just before your shift has ended saying I'm very sorry but you have been forced to work!!!!!! The only way out is to lay up, and that would only be more of a problem. So as you can see your idea of not working the ot is wrong. Hell just about everything you said was wrong. Get informed before you open your mouth so you don't loo like a dumb a** next time.

I know that there are some timekeepers who take advantage of the system. There are also some hard working timekeepers who try to do a good job. Having helped the timekeeper I can see why they would get overtime. Some districts are slated for 2 timekeepers and are now forced to do with only one. The help they are now given isn't always dependable. They may need to put in extra time to get the payroll done on time.

New Unit II Contract covering Detention Aides called for the cashing out of all time on the books from time of employment. They are now only able to maintain a comp time balance of 80 hours. The high amounts went to Det.Aides with high amounts of time accumulated through lengthy service.

No scam here.
