Rahm Touts Ramsey

Looks like a return to the old days - which means business as usual?
  • Philadelphia Police Chief Charles Ramsey has “great strengths” that would be “natural for the job” of Chicago police superintendent, according to Mayor-elect Rahm Emanuel, who nevertheless vowed to “follow the process” laid out by law.

    “From Chicago. Two proven departments under his belt of leadership. A proven record on community policing, which is important to us. The trust of the department (to solve) the morale issue, which is essential,” Emanuel told the Chicago Sun-Times in a recent one-on-one interview.

    “He’s right. He doesn’t want to be rounding out any list (of finalists),” Emanuel said.” He rises in the list because of all of his natural strengths — by character, by leadership, by experience and by a proven rec­ord. ... He has a lot to offer. No doubt about it. Very strong candidate. Ramsey has some great strengths that would be natural for the job.”

And a return to the days of CAPS - the vampire program that just wouldn't die.

Response to Corruption in the PPD...
On Thursday, November 4, 2010, a federal grand jury returned a multi-count indictment against a member of the Philadelphia Police Department, former Inspector Daniel Castro. Today, November 5, 2010, the FBI arrested Castro after a six-month internal investigation involving our federal partners. He is charged with an eight-count indictment, including extortion and lying to a federal officer.

The U.S. Attorney held a press conference this morning in which they read portions of the indictment and announced Castro’s arrest. His arrest comes at a time when the Philadelphia Police Department has already faced a number of corruption cases where other members of the Department have been arrested or fired for misconduct...Our credibility as a police department has been shaken due to these recent incidents. Today’s arrest of a former high-ranking commander of the Department further tarnishes our reputation. Too many members of our Department have strayed from ethical decision-making, and as a result, it has eroded the public trust.

OK, so he himself admits there are a number of cases where officers have been arrested and or fired and that HIS departments reputation is tarnished and HIS Departments credibility has been "shaken." All under HIS watch.

Isn't this why Phil Cline was asked to step down, yet Emmanuel thinks Ramsey is the perfect fit? Please Mr. Emmanuel or any of his people that read this blog,take a second to learn about the corruption that has festered during Chief Ramseys tenure. Is this what the citizens of Chicago want?

I'll just repeat what i noted in a separate thread last week. He produced nothing as Chief of DC, and was promptly removed when Fenty (the closest thing you'd get to a Republican in DC) was elected. Ramsey was HATED by the rank and file, same as Katey Kakes reports is the case with Philadelphia's rank and file.

He is a do-nothing, know-nothing political hack who's only "accomplishment" was the empty-suit CAPS program that provided hiding places for legions of mice.

He might have been a good patrolman back in the 60s or whatever. It does not and has not ever made him a good chief.

I'm not the police but he looks like a good choice. Educated and seems to know the streets. I lived in DC Mass Ave when he was chief there. He worked well with the public and enforced the law. The District became a safer city.Didnt he start here in Chicago. I hope that it makes the beat cop happy. You guys seem to have been under the rock latley with that muscle man that couldnt dress nice.Lol be safe and thanks for what you do everyday

Maybe Ramsey will reopen the Koschman case and put the true offender, the son of a soon to be former Mayor at the forefront.

The question is now answered as to why a 29 year MBA enlists in the Army as a Specialist (never getting promoted) and then goes to Russia after the enlistment is up.

It is time to stop hiding it and let PD's horrific temper and drinking problem be known once and for all.

If it is alledged that Koschman was the aggressor, then let the entire truth be known.

Two cops decided that it would be a good idea to arrest and subsequently rob a drug dealer. Again, probably hoping to earn enough money to get the hell out of Philly. There was only one small hitch in their plan…this “drug dealer” was actually an undercover cop. Whoops.

For those of you keeping score at home, there have been 13 officers, including these two morons arrested since June of 2009.

Hillard is 67. Ramsey is 63. Both are over the age limit and both are receiving a pension from CPD pension fund. So what happens to their pension. Do they still pay in? Do they still collect and does it raise if they get hired back? Can someone advise me? Anyone? Bueller?

From a civilian: There have got to be scores of excellent candidates both within the CPD & Nationwide. Can't they find someone who isn't a friend of so-and-so to do this? You have General Orders, an infrastructure in-place to respond to calls, etc., but it seems like all that is secondary to making sure the "right" person is chosen and not the most qualified.

Overheard at Headquarters where exempts should be more careful when discussing matters it was overheard that Rahm is adamant about getting a Superintendent and Fire Commish in place by the inauguration. He is reaching out seriously to Tom Dart for Superintendent and Mike Shields as the First (cause Shields may not be able to secure a Top Secrete Clearance which would be embarrassing to start). Keeps in place Peterson ( the screaming skull)and Skahill and Kirby. Together they could mold the rest of the exempt staff to Rahm's liking. Look for 10 to 11 exempt positions to be eliminated. Bye Bye E.B.

DO NOT PAY a superintendent $310,000 if he/she is from within the department.

He would the receive a
PENSION OVER $250,000!!!!!!!

DO THE RIGHT THING:
Pay ALL exempts their NON-exempt pay (lieutenant or captain's pay)
Then, pay them a "stipend" for the exempt position they are in.

EXAMPLE:

A lieutenant who finally would rise to superintendent would make his lieutenant's pay:

Appx. $110,000 @ year
then he would receive a stipend of Appx. $75,000 @ year.

He would only receive a pension based on $110,000 NOT the entire $185,000 that a Superintendent would normally receive.

It sure sounds like Rahm wants to get everyone back on the CAPS bus.
What he needs to do is disband or reduce TRU and/ or MSF. That would be a shot in the arm to the decimated Patrol Division.
While he's at it most commanders/area etc. offices have anywhere from 3-6 full duty officers hiding in them. They'd be better utilized in a beat car.

Ramsey is already retired from the CPD and drawing a Gold Braid pension. He did 8 years in DC and is collecting a pension from them, as well. He is currently the Philadelphia Police Commissioner where his base salary is $169,000+.

If Chicago is still offering the J-Fled payoff of $310,000 a year, Ramsey would have to be nuts not to take it. That would probably put him at $400,000 to $500,000 a year total. Not bad for a lowly public servant!

I have spoken to many dc and Philly cops. Ramsey isn't disliked, he is despised. There was an article posted here a few years ago about some policemen in dc that shot at a van that tried to run them over. Nobody was hit by gunfire. Ramsey tried to fire those policemen. Only after a lawsuit did they get their jobs back. Sounds like a true policeman's policeman... You will be wishing Jody was back very quickly.

The Superintendent is a civilian position and has been since O W Wilson took the job in 1960. Most have been sworn, but its NOT a requirement. There also is no age requirement for this position. In fact, Terry Hillard is 67 as we speak!

Charles Ramsey actual cares about this department and would a great choice. He didn't get last tine because he was going cut the number exempts and reduce the layers to two deputy. He left the hall with the job and when he got back to 11 & State, the clout hacks were screaming for Hillard so their jobs would be safe.

A couple of those Philly cop who are screaming - got fired for robbing a dope dealer they arrest - who was actually ab under cover cop. Find out why they are botching before you believe the crap.

Get a grip, guys. Taking the job doesn't mean they get another PENSION.

1. You need ten years on to even qualify for a pension.

2. You can't get two pensions from the same entity.

3. If it becomes an issue that they are collecting a pension while also working for the Department (and let's just forget about the 2 1/2months Hilliard is going to be helping out), I will GUARANTEE you Ramsey will forego or suspend his pension payout in favor of the far larger salary of a police superintendent. Would YOU choose maybe fifty grand a year over supe's pay?

Seriously, calm down or you're going to have to take heart attack disability.

Once again it appears that the worst lawyer in the country is making decisions that will affect people’s lives and he is doing based solely on skin color. What is happening in Dayton is indicative of the mentality of a government gone wild. What is going on is that the majority of people who passed the civil service test in that town back in 2006 where not black.

The Dayton Police Department is lowering its testing standards for recruits.It’s a move required by the U.S. Department of Justice after it says not enough Afro-Nooners passed the exam.

The hiring process was postponed for months because the D.O.J. and the Holder/Obummer Cabal rejected the original scores provided by the Dayton Civil Service Board, which administers the test.

Under the previous requirements, candidates had to get a 66% on part one of the exam and a 72% on part two.

The D.O.J. approved new scoring policy only requires potential police officers to get a 58% and a 63%. That’s the equivalent of an ‘F’ and a ‘D’.

“It becomes a safety issue for the people of our community,” said Dayton Fraternal Order of Police President, Randy Beane. “It becomes a safety issue to have an incompetent officer next to you in a life and death situation.”

Get this: “The NAACP does not support individuals failing a test and then having the opportunity to be gainfully employed,” agreed Dayton NAACP President Derrick Foward.

If this is the case, every police officer who retired within the last year or two or going to retire this year shouyld file a class action against the department for mandatorily retiring us when we were hired with no retirement age. Hell Townsend worked at the airport until he was 72.

I think this is a mistake. Ramsey's people promoted 2-4 year cops to exempt rank. That's what started this stuff. Then Cline did it, then Weis. A previous 'poster' started in on the truth of why Ramsey did not get the nod years ago. Our Department then is just like many complaints of it now...Too Top Heavy! Ramsey would not budge on his strategy to streamline all these different Buruea's! That meant some of the clouted few would be out of those spots. In addition, like CAPS or not, it was the 'premium' policing model throughout the entire country. It was his baby... and it brought great notoriety. For those that can remember, he was brought back to Chicago from D.C. to present and launch the program. Last but not least...he was articulate, intelligent, had been a working Copper, from blue shirt through Command. HE POSED THE GREATEST THREAT TO 'SHORTSHANKS'! Why give him a platform to oust his boss... and then Hillard became the choice. Whether or not he becomes the Superintendent...read his resume...it's readily available online...quite impressive...and there is not one person currently working this job with those kind of credentials! Look for youself.

I'm no expert at this stuff but I expect that these men aren't brought in as sworn police. They are contractors. Age is not a factor.

HR218 allows them to carry a gun, so perhaps that's how they'll accomplish that. Maybe they won't even carry a gun.

Pension? I exect they're ineligible to pay into/collect from our pension fund. Maybe they'll be in another city fund, since they're not sworn. If they're simply private contractors, there may be no pension entitement. They'll simply be 1099 employees.

Because he will be a civilian administrator, not a sworn law enforcement officer.

WE are required to be able to run, jump, shoot accurately and be physically able to back up our fellow officer in a public safety capacity.

His heavy lifting is restricted to sheets of paper.

Do what the suburban chiefs do, get hired back as a civilian. However, suburb chiefs can't collect the first pension while holding the new job...if in the same dept. Don't know about CPD pension rules.

They won't be REQUIRED to carry a gun but both will be ELIGIBLE to carry by virtue of their Retired Peace Officer status.

After reading the comments on Ramsey and Radney by people who obviously never knew them but felt like they had to trash talk them, I now am sceptical about the validity of anything on this blog. It also seems like comments about other p.o.s, bosses, etc. are 99.9% negative. Are we really that bad as a group? I don't think so. We criticize the press for only portraying the negative about us and we, alas, are guilty of the same thing. How about sharing some comments about the good things that happen?..The good people out there? Dont see that too often on this blog.

Think about it.

Rahm has no love of the CPD and knows that most of us either didn't vote or voted against him. He does not want to rebuild the department, either in size, morale or anything else. The two-thousand cops he said he would hire will be just stop gap for all the new retirees.

Ramsey left the CPD pissed off; his vision of a totally CAPsized department was rejected or it ran out of federal money. He wasn't picked as Superintendent then and sent packing.

Rahm has no loyalty to the CPD or anyone in it and wants a hatchetman like Jody Weis but knows that is too hot to do again.

Ramsey left CPD mad and everyone he was loyal to is either dead or retired. He will have only one loyalty now and that is to the Rahmfather and his huge paycheck.

Actually, this is entirely 100% incorrect. It was the model for Chicago and a few following Democratic cities that couldn't find their own asses with Huberman's hands.

The 'premium' model of policing at the time and still today originated with Evans in Boston, and followed by Bratton in NYC and then later LA. Last I heard Evans was the head of the UK's policing standards body after he left Boston, and Bratton is, if I recall correctly, originally from Boston and served under Evans.

Anyway, the premium model is to actually identify problems and then address the problems. The premium model is to hold supervisors 100% accountable for their responsibilities and charges.

If you want to see results than take a look at what happened in Boston, and then NY, and then LA. Ramsey has literally ZERO record of any such improvement in DC or Philadelphia, and every single person in the Chicago PD knows how little value the CAPS model ever produced.

Not sure where you get the idea that community policing was ever the 'premium' when no other major city came close to adopting this little failed experiment, but the idea is 100% wrong.

done deal. ramsey is taking the job. Ramsey was referred by hillard. Ramsey has strong hyde park connections which also include you know who. With all of that said I really dont care. I would be more than happy to have Ramsey as our supt. He was a hell of a copper and a great boss. He will cut the command staff down drastically and will choose PROVEN police officers to lead... He is very unimpressed or influenced by politics or clout... The reason he didnt get it and hillard did in the 90s is because he told daley exactaly what was gonna be done if he was boss and daley didnt like it. Needless to say by the end of the meeting Ramsey didnt budge on daleys "concerns" and stood firm on his position. Ramsey one of the fairest bosses ive ever worked for. He didnt care if you were black, white, male or female and if you knew nobody or if you knew the president he based his opinion on how you did your job as a police officer. Trust me boys and girls, if you are a dog this guy wont hurt you but he wont make it easy on you.. if you still do work(not just arrests) by answering your jobs, writing some movers, parkers, taking a car and an arrest here and there and dont dog it then ramsey will be a great boss. Seems to me many of the comments on this blog are fueled by jealousy and bitterness. After reading the comments on Ramsey and Radney by people who obviously never knew them but felt like they had to trash talk them, I now am sceptical about the validity of anything on this blog. It also seems like comments about other p.o.s, bosses, etc. are 99.9% negative. Are we really that bad as a group? I don't think so. We criticize the press for only portraying the negative about us and we, alas, are guilty of the same thing. How about sharing some comments about the good things that happen?..The good people out there? Dont see that too often on this blog.

If he is 63, he can not be a sworn Chicago Police Officer. Since he is not a sworn officer he can not wear a star or a uniform. Too bad we can't find someone who is under 63 to run this department!

We just recently pared our CAPS office down to 2-3 after it had peaked at about 14!!
If Ramsey comes back as Supe, especially with Rahm constantly touting CAPS, the CAPS offices will be overflowing again. I personally don't see that as a good thing. CAPS is nothing more than an over touted smoke and mirror bullshit office. It also happens to be a magnet for do nothing officers who seem to be allergic to the street.

Ernie Brown was Ramsey's admin lieutenant when he was Deputy Superintendent. That means DTEB is his guy.

Ramsey adked Ernie Brown to come to Washington DC police department when Brown was just a lieutenant.Brown told him his future is in Chicago and did not go. If Ramsey comes back, I really do not think Brown is in any danger.

I know people in Washing DC and they liked Ramsey when he was there. He took over, along with Gainer, a corrupt inefficient department and turned it around. I also just returned from DC and spent some time with some former Philidephia detectives. They also spoke highly of Ramsey who took over a department rife with corruption. So do not believe everything you read on this blog regarding Ramsey. The CPD needs a new direction, a new way of doing business. Fairness in assignments and promotions. The detective division needs to be cleaned out of the political hacks and needs leadership.The quality of investigations over the years has been a national embarassment.
