- The New York Police Department plans to buy a bullet-proof boat to respond quickly to threats at the city's ports and waterways, Police Commissioner Ray Kelly said on Tuesday.
The police will buy the hi-tech boat with a $5.2 million grant from the Federal Emergency Management Agency, Kelly said in testimony to the City Council.
"This will provide for the purchase of a high-speed, ballistic-protected vessel to respond to a suicide or live shooter attack in a port area," Kelly said.
The FEMA money will also provide for training officers who would be assigned to responding to such threats, he said.
Now we need a boat with a reinforced dynamite-proof hull for...uh...fishing purposes.

CPD's two biggest boats, M1 & M2, are now over 30 years old with jury rigged engines that aren't even marine engines, just cobbled diesels that constantly overheat.
Forget about bulletproof, two new boats would be fantastic here so these two tired worn out old tubs can be replaced.

If they want to get terrorists ashore, they will get them ashore. The Mumbai shooters arrived by raft.
Look up "Operation Pastorius" where Germany launched saboteurs into the mainland US via raft. Had a couple of them not cracked under the pressure and strolled into a FBI office, it probably would've been bad.
Vessel outside of territorial waters disguised as a fishing or pleasure boat deploys a smaller boat or raft to land a cel of men- there's just no way to stop this short of dumb luck.
Anyone who's ever done any fishing in the Atlantic will tell you how massive and impossibly porous our coastline is.

our marine unit is getting 2 new boats this year being built now.will be here buy summer. also 1 new small boat over at the gym. not bullet proof but the will do. also a new lt should be arriving soon.
Problem it would seem is the lack of properly trained people that can write grants. DHS an FEMA both have a lot of money for local departments that apply for the grants. Unfortunately in the department that is ruled by clout it is impossible to get the right people to those spots.
Forget the boat, I'd like to see the latest version of the EM-50 Urban Assault Vehicle.

What are they expecting to need these type of boats??? I'm just saying let's think about that angle
how much is georges going to charge to give civilians a ride on that boat?
Why not, some things in this city are already prosecution proof, audit proof, investigation proof, IAD proof, truth proof, and taxpayer proof. A bulletproof boat is nothing.
Comparing Chicago to New York is like comparing a gold fish to a shark. New York is the most recognized city in the world. It is a city where hundreds of billions of dollars are exchanged every day. All of the biggest banks and investment firms are headquartered in New York. It is the heart of all business conducted around the world and is certainly the most important city in the world.
Chicago has some big law firms that make their biggest money suing the city where they reside and a commodity trading area that will soon be extinct. Chicago is basically a bunch of currency exchanges, Dunkin Donuts, and 7 Elevens with boutique restaurants and clothing stores scattered about.
There are 2.6 million Chicago residents. One million are under 21 and three quarters of them live in poverty. Another half million are over 60 and half of them live in poverty. Of the remaining residents, about 10k upper class employees live in the city and run the few major businesses and hospitals. About 40k middle class employees below them live in the city and another 200k
own or run the surrounding boutique business and are middle to upper middle class. About 150k middle to upper middle class government workers live in the city including city, state, and county.
That leaves about 700k residents. Of these 250k have no job and never will. The remaining 450k work temporary, hourly work bringing in less than $30k per year.
That's the city you are comparing to New York, the biggest, richest, most important city in the world.
Does New York need a multi million dollar police boat? Yes.
Does Chicago? Not anymore than Gary does.

CFD has a new fireboat on order, I saw the blueprints, it looks like a Navy Destroyer. All paid for by the Feds. Granted, its only used at about 2 fires a year on the river but they respond to drowning incidents all year.
As a former member of the MSF, I questioned why we never trained for this "Mumbai style" of attack. We were told (Daily Briefings)that it was only a matter of time that this would happen here... I would like to think that by now the training has been implemented, but now the Unit is being broken down. This City is vulnerable not only for lack of training, but lack of manpower..... Can you just see the foot guys downtown handling this? Waiting for a SORT car... SWAT may have to be called in, unless they are ready at that time. They have to get their gear, get briefed, travel to the spot, locate and engage any remaining threats. I doubt the boat crews have much training for this type of incident either.... Sounds like they may be needing a fundraiser for oars to paddle around their "tubs" when they finally break down.... They may never even make it there....
So this new " toy " will need 1 merit Cmdr., 3 merit watch Cmdrs., 6 " Waterborne " operations Lt's. ( merit of course ) 12 clouted Sgt's & 20 P/O, 1 of which will have real knowledge of what is needed to make this sham work.
Of course the boat will cost 4 times its true value ...City discount!

If you have to ask, you can't afford it.
You have got to be kidding, this city steals every cent of federal grant money and diverts it to OEMC where somehow it just disappears. My question now is what happened to all the money for new cars, radios etc. Oh I forgot the radios came in but the dummies in Informational Services didn't want to buy the long corded Mics so they just sit, what a great move by a certain Commander and his top notch Captain. Hey I'm just sayin. and while OEMC has all the toys we get nothingt in the Police dept.
