E.F.I.S. Filing Reminder

If you make over a certain amount of money from the city or companies doing business with the city, you're supposed to file an Electronic Financial Interests Statement with the City (and County?). If you don't file the statement in time, you get fined, usually somewhere around $20 or so.

This year, the city has gone to a completely electronic version of the Ethics Statement and has notified everyone via e-mail instead of a mailing. Since everyone is supposed to have a Department e-mail address, you better go back and check around 01 March for your notification to save yourself the twenty bucks.

If you do a lot of special employment and OT, you'll pass the minimum threshold and be required to file the statement annually.

UPDATE: We're being corrected in the comments that Special and OT doesn't count, but we understand if you or any household member does any outside work where City money comes into play, you may be required to file.

One of the nice things about retirement is not having to deal with those stupid, redundant forms each year. I sure hope they sent a reminder to my now-defunct department email address.

Just so you know, the overtime and any special employment does not factor in. It goes strictly on your base salary without overtime. Looked it up. Also the amount went up from $75,000 to $79,500. Your base salary must exceed that amount. If your under 15 years on the job and at D1 pay (regular patrolman) you don't need to file

SCC, print out the form and do it the paper way. Online will make it searchable via internet. People can still gain access, but why give it to them. Make people work for info.

This is an anual Ethics statement for employees that make over $73k.

You can go online to the Ethics Bd. and file the form electronically or fill in the pdf. form, print it and mail to the Ethics Bd.

A word to the wise:
fill out the form and mail it in.

IF YOU FILE ELECTRONICALLY, THE INFORMATION IS AVAILABLE TO THE PUBLIC.

(the mailed in form info is NOT available to the public)

If you work a side job you have to tell the city where it is.. THIS IS BAD.

The FOP is working on a plan so you do not have to do this in the future.

Overtime doesn't count. From the city website:

"(a) receiving compensation of $79,300 or more in the year 2011 for their City service (not including overtime)"

Always hand carry the hard copy and get a receipt or if you must use USPS send return-receipt requestsed. I just got a letter returned because it had a bad zipcode. Mailed in Chicago on 15 March(per postmark) and returned 31March. Chicago address was correct but the USPS couldn't figure it out in two weeks.

charge anybody with a crime for lying? I don't think so. More useless work that we have to PAY for. It keeps somebodies relative in a job.

Sorry kids, the mailed-in info is also available to the public. they just scan it in. i've seen the scanned in ones.

funny though how not everyone's statement is there. rich daley's is not there. nor is rahm's. congressman danny davis's form is there because he ran for office, so why isn't rahm's there to see by the public?

OT. Seriously, can you please promote a class of 100 detectives already. This promotion freeze of almost 4 years is ridiculous, it's cutting into when I can retire. Twenty and out!

I tried to log into the system last night using the same user name and password it describes in the email from the ethics training. It would not let me log in. Is anyone else having the same problem?

Losing $20 dollars is not the worst of it. There is no extension for us, with or without a late fee. If you do not file on time, they'll get a number on you. And it will be sustained. And you'll take time, plus pay the 20 skins.

I think you are wrong here. O.T. special employment and the rest does not count. It is ONLY based on your contractual salary. Not even clothing & duty availability counts. It is your BASE SALARY.
But it's better to file and be safe then get hit with a fine. I know a ff who got fined & 8 hr suspension. Play it safe boys & girls.

I checked, double checked and rechecked again and it is NOT THERE.

I get every other damn email in triplicate because if 35th St. sends something, the Area resends me the same thing then my D.C, resends it.

I call the Ethics Office and they said they haven't worked all the bugs out of the system so everyone hasn't got the notices by email or snailmail.

Then, that's new this year, because last year the list of shame was sent out to the units two days after the initial 'deadline' with a not so subtle reminder that a number would be obtained if the document wasn't received by the EXTENDED deadline, one month later.

Actually that's in quadruplicate because then the DC's secretary prints out a copy for everybody and posts it in the C.O. book, on the bulletin boards and then on the C.O. Book a few pages later. So much for being paperless.

I'm not a regular reader of this blog, but I do find it one of the better ones when I do read it. Anyway, I do want to correct a few misconceptions about the "ethics statements." I should know--I'm the Executive Director of the Board of Ethics. Chances are I've talked on the phone to some of you, and in any case you can call me anytime; I'm a department head who answers his own phone. First, filing on line is amazingly easy--that's the way we designed the system. For all CPD personnel, you should be able to log in using your "employee id," which is the same id and password combo (last name and last 4 of ss#, no spaces) you use for our annual ethics training (which, by the way, should be ready this coming week). If that doesn't work, try the same log in and password combo you use when you log into your CPD pc. If THAT doesn't work, please call my office at 312-744-9660. Second, whether you need to in 2011 file depends solely on your 2011 budgeted salary rate, not including any o/t you have or expect to earn. If it's $79,300 or more, you need to file. Third, ALL filed forms are made public, and since 2009, posted on the internet. But your home address is NEVER SHOWN TO THE PUBLIC. My office is hyper-sensitive about this. Older forms, those green ones you filed in paper in 2009 and 2010, have been scanned into our website (and must be searched for by name), but your home address just isn't there. Nor is mine. If you file in paper this year (you can, but why??) we'll scan it in. More work for you, more work for us. But you can if you wish. This year, we have 14,600 filers spread through all City departments and Boards and Commissions, including me, and all these forms are all going on the web. Look, it's reality--get used to it. We're not the only jurisdiction that does this. That's one of the many prices we pay for our public employment, and it's what the reform community likes to call "transparency." Fourth, Mayor Daley's 2009 and 2010 forms and Mayor-elect Rahm Emanuel's 2010 form ARE ON THE WEB (for Emanuel's, look under forms of candidates, since he filed in 2010 as a candidate). Neither has yet filed his 2011 form, but Mayor Daley will, and Mayor-elect Emanuel must (and will) before he's sworn in. When we get 'em, we'll post 'em, just like yours. We don't make any exceptions. Last, I really don't get any thrills out of collecting $20 from my fellow employees, but like you all, I've got to enforce the law. If you want a waiver of the $20 form, please come in to my office and file a waiver form. So, please, do me, yourselves, and my tiny, hard-working staff a favor: file by May 2. Use the $20 you'll save for something more important (and fun).
