On Second Thought...

  • In an about-face, the Illinois State Police won’t investigate the 2004 homicide case that involved Richard J. “R.J.” Vanecko, a nephew of Mayor Daley and White House Chief of Staff William Daley.

    The State Police had agreed to review the matter on March 25, acting on a request the day before from Cook County State’s Attorney Anita Alvarez, who said she wanted an “independent” police agency to investigate the death of David Koschman and the way the Chicago Police Department handled the case.

    But, on Monday, State Police interim director Patrick Keen called Alvarez Chief of Staff Dan Kirk and said the State Police are “unwilling to accept the investigation,” Alvarez spokeswoman Sally Daly said.

Two possibilities:
  1. The ISP recognizes a can of worms when it sees it and wants no part of the circus, or...
  2. Here come the Feds
Maybe even both possibilities.

Okay, Alvarez' office would not approve charges, but Alvarez wants the POLICE department to be investigated?

For you civilians, we jump through major HOOPS for her office, completing a vast checklist of people to be interviewed, places to send evidence techs, records to be reviewed... and then her office decides if they choose to prosecute, or not.

How do we get someone to investigate which ASA dropped the ball? Not CPD.

Good! Maybe the FEDS can get to the bottom of this. Wonder if the late Alderman Roti fixed this one too.
How much did the Mayor know? Either way, calling it quits doesn't mean all the trouble you caused this city will just go away, hopefully there will be some agent in charge trying to make a name for himself and who has the balls to investigate this and ensure all those responsible are prosecuted to the full extent of the law.

Grau-Maher-area 3 det dep chief,down the line.They are retired now from CPD but Grau is still sucking the L/E system dry.Heading the state police makes one wonder why they didn't want it. This may come back to bite Grau in the rear yet.So remember Grau don't lie like you usually do. the Grand Jury or the FBI will be your down fall. The phone's were ringing the next day. neither, the sun times completly blew the whole thing out of proportion just to get a high profile story... they got it and never thought that it would take off like this. The truth that is recognized by ISP is that reopening the investigation would be a waste of time because the dics who looked at it first in chicago actually did the right thing and documented everything and did it right... the kid is guilty but no way would charges ever have been approved.

There just does not seem to be a " standard baseline" for investigating major cases. Each department does it differently, and within the CPD, each detective does it differently. No one supervisor is monitoring a case from the start to the finish. Cases are documented differently as you go from area to area and from detective to detective. No one indexes the file.There is no way to tell if reports have been altered or removed. These cases should be digitized. The ISP do not keep investigative notes, while the CPD do this. There is a dispute on which method is the better method. This case should go to a special prosecutor who has subpeona power and a couple of detectives from another jusrisdiction and start from the beginning. Otherwise, the doubts will always be there.Unfortunately, the detective division of the CPD has been used as political payback for many years with incompetent people with no investigative experience put in leaderhsip roles. How can they possible lead a major case? Don't forget, when Uncle Terry was chief of detectives and he testified in a deposition during a lawsuit, he put the blame on the detectives by saying he does not have any experience in investigating homicides, how can anyone hold him accountable?

Can't the family sue the offender in a civil court, then they can use the evidence in a criminal trail?

I remember a lawyer on TV talking about the OJ case saying it's easier to get in evidence in a civil case, and if the civil case against OJ was heard before the criminal case all the evidence in the civil case could be used. He also said OJ would have lost his criminal case had the civil case been heard first.

How come Darren O'Brien from the CCSAO felony review unit isn't producing their reports and documents.

Why was it and how often does the Head of Felony Review come out to the detective areas for a simple agg.batt/ homicide.... I can tell you in all the homicides I have. investigated I have seen it done on 4 police officer murders that I worked and one other HIGH profile multiple body murder.

Why did Dick Devine decide to send his head of felony review out to review this investigation--when did he become aware that the suspect was related to the mayor.

We (CPD) don't present witnesses. to the Grand Jury the CCSAO does this, why didn't they present any witnesses to it--- were they afraid that an indictment would be returned.... Why no attacking their investigation-- we present a case to them they ultimately charge not CPD...

Why don't you look at all the other CCX cases that the CCSAO doesn't charge--- I have stacks of them that they refuse to charge that ultimately get CCX'D.

Why didn't Darren O'Brien issue a grand jury subpoena to compel Vanecko to come in with his attorney to talk, he could have questioned him at any time

It should be obvious why the state police do not want to get involved, but I am not sure that if push comes to shove they will have a choice. As far as the G is concerned there really is nothing here that rises to a federal crime. It is not a Civil Rights violation.

Last month, Ramsey said that he been in talks with Emanuel, the former White House chief of staff who won election in February, about taking command of that city's police department.

Philadelphia Mayor Michael Nutter said Ramsey did not make an issue of money, but the city will raise his compensation from $195,000 a year to $255,000.

Ramsey began his career in Chicago, rising to deputy superintendent before leaving to be chief of police in Washington in 1998. He moved to Philadelphia in 2008.

Speculation about Ramsey began swirling in March when Chicago Police Superintendent Jody Weis, the former head of the FBI field office in Philadelphia, finished his contract.

A nine-member police board is searching for a successor to Weis and will offer up three candidates to Emanuel, who takes office in May.

Some Jagbags can't read. The salary was a $400,000 in total compensation, something south of $300,000 in salary and relocation money plus a residency stipend plus 401k plus vehicle and who know what else. All we know of Weis was his salary, don't know of his extra perks. Ramsey was not way off base all things considered.

Today, at about 5 pm another man at the same spot chicago/wabash was beaten up, robbed and stabbed in the neck by a group of several male black youths. Both stories were found on chicago breaking news.com. These are two seperate incidents! Of course, no descriptions were given that they were male black youths... I just know that because I was on scene. Nothing is getting done about this and it needs cover story press to get some police presence down there. All the MSF hating bullshit started with a non-MSF post posing and looking for a reaction. Most on the MSF are decent coppers, with a spattering of tools like everywhere else.

Bottom line, who gives a shit? Some go to a unit that works in the worst ghetto spots and some stay in districts. It's all the same bullshit no matter where you go.

Probably better to stay in a district and deal with what you get over going to a unit that screws you in the long run. If guys and girls want to work ghetto spots, go for it. District is always waiting to take you back.

We all know that the City and the States Atty Office will come out of this investigation smelling like a rose.
I would think the Detectives will also have to be exonerated. If the Detectives take a hit and are accused of submitting false reports, it destroys their creditability and a good lawyer will demand new trials on any cases where his client is doing time for a murder / shooting and these detectives are involved. Also, here comes multiple civil suits for any case these detectives are involved with. If they make the Detectives the fall guys and determine that the Detectives "lied" - it opens up a whole can of costly worms.
