Hell, Huberman was never a school teacher or a bus driver and he ended up fucking up both the CTA and CPS. So we suppose there is precedent for having unqualified people in positions where they can do maximum damage to whatever department they end up heading.

It seems to me the English language needs a new word. This word should describe a person who has found themselves in a leadership role, in spite of being under-qualified, inexperienced and/or inept.

The FOP polled the membership in the mayoral race. The retrn of those ballots was embarassingly low, pitifully so. Even then, by the numbers, Rahm won it. Still the board declared it a dead heat and endorsed Chico.
They have never polled the membership in an aldermanic runoff. the board votes and that is that. The candidates must actively seek the FOP endorsement. If one doesn't they aren't even considered. Don't know who did or didn't in this one.
Their have been many disagreements over endorsements in the past. Ask Caparelli.

As a kid, I wanted to be CPD. As a suburban cop, there were many times I wanted to be CPD. Now, HELL NO! I just read a suntimes article now saying that masters masters masters is being considered for the top spot.............. fuck it im going to the south where one, your city and dept care about you, two you can actually protect yourself against criminal who tries to kill you without repremand and three not pay state income tax on an already low salary to a state with NO fiscal responsibility!
It seems to me the English language needs a new word. This word should describe a person who has found themselves in a leadership role, in spite of being under-qualified, inexperienced and/or inept.
This is just so common- managers that ascend to the highest positions for every reason BUT their talents and ability... yet there isn't a singular, definitive word we can use in reference to such people, even though everyone understands this phenomenon.

Hmmmmmm.....sounds like the TRR (also known as the police confession) that Hillard implemented after a trip to L.A. Apparently they have a similar document and he copied it without a compelling lawsuit or federal decree. Wasn't Trotter the guy who resigned from the Fire Dept. over the sex scandal with female workers in his office? "I can't help myself...Women just come on to me naturally". Oh no...that was the other African American Fire Chief who got dumped.
To whoever wrote this you are an idiot. Do you realize on this department there are then twice the amount of white exempts as there are black exempts. There are only eight Hispanic exempts and two Asians. Maybe the power base needs to split a little more evenly.

You are so right. Let us split it up evenly depending on the percentages of each race. That should work perfectly. Don't go by qualifications, that's for the birds.
We should definitely make all decisions based solely on race. In fact, we should gerrymander the Wards into completely ridiculous shapes so we can get the proper minority representations in the City Council too.

For years, NYPD officers had to keep a notebook on their person and long every entry or contact in that book. If they were walking the beat, they had to log why they left the sidewalk either to enter a store or apartment. The sergeant would roll up and inspect these notebooks. If this comes to the CPD, you will get used to it. The sergeants have kept a log forever, why not the patrolmen? Jobs and their working conditions change all of the time. In hard economic times, the company can demand more and get it from the workers. Who is going to quite for something like this? The real question comes when the city attempts to use these patrol logs for disciplinary or rating purposes. Now, that can be scary.

Cortez Trooter might be related to Larry Trooter, I'm not sure. But he is related to Donnie Trooter the State Senator being investigated. He is also related to Willie T. Barrow of Operation Push.
Not sure if he gave out jobs to the people at House of Hope, but I do know he is a member of Apolstolic Church on 63rd & Dorchester. He is a member of the boaord that runs the church and Braizer was also heavy with the Daley regime.
As far as him running the CPD he would 1st have to be picked as a finalist by the Police Board, then picked by Rahm. But Rahm will be very very careful to make sure that whoever he picks is as clean as a whistle. He will be vetted so as not to turn up scandles that will prevent Rahm on his trip back to D.C. for higher office. He already got rid of a member of his transition team for having a little dirt in their past.
He was horseshit as a middle management EMS supervisor 30 years ago, treating us peons like, well, peons. And it only got worse as he moved up the ranks. And, yes it was true he had trouble passing paramedic tests. His clout was the Real Mayor Daley, through his family somehow. I wonder if he'll do the same thing to the police Dept and keep his stable in cushy jobs. Oh well, might as well go for a trifecta and fuck up three city departments.
We will get some hack who will work for less than Ramsey wanted and who will do next to nothing to improve things.
He will be touted as a man of high integrity blah blah who was just waiting for his talent to be discovered.
Then it will be more of the same old shit. This whole career has been more of the same old shit, change promised and never delivered. Nothing has changed in 25 years and it never will.
