It Just Keeps Piling On

  • Sources say the two officers under investigation for claims of sexually assaulting a woman have faced similar accusations twice before.

    But in the earlier two cases, the women decided not to follow through with charges, sources tell CBS 2.

As with any investigation, you can't make people cooperate. But shouldn't two previous complaints have given someone pause? Especially two previous complaints of this nature?

But then again, weren't there multiple complaints of telephone harassment, physical battery and property damage against a certain exempt?

Or multiple complaints of sexual harassment and assorted other misdeeds against numerous others?

Or positive drug tests? Or drunken behavior on and off duty by lord knows how many exempts.

We guess if it's rotten, it's rotten from the head down.

Maybe this place is just too dysfunctional to straighten out?

From what I hear this has been an ongoing problem with these two and you can bet many knew about it. Many on 1st watch just shake their heads and say it's no surprise. Some say these two will be lucky to only get fired, but I think they will be lucky if they do only10 years in prison. A policeman can't have consensual sex with an impaired stranger while on duty, let alone two policeman. There is a major intimidation factor there. They are ARMED!!! I believe Official misconduct carries a 10 year sentence alone and there's no doubt that will be one of the charges. These two left a scar on the CPD and 023. SAD!

The old days of covering for fellow Officers no matter what they have done has just got to stop. I'm not calling for screwing each other over every chance we get but there are some behaviors that are just unacceptable of a police officer. Some people do not deserve to where this uniform. Especially those who continuously f*ck up and expect another officer to risk their careers and freedom to cover for them. We're all supposed to be grown ups and we have a job that gives us a lot of power and responsibility. Stop dragging the department and fellow officers down just because you never want to grown up.

a source VERY close to this investigation says three other ladies that have had eerily similar interactions with these two assholes (NOT the ones who declined to cooperate in the past - NEW "victims") have come forward to pursue charges after seeing this make national headlines.

This, INDEED, is going to get VERY fucking ugly.

Breaking news....another 023 District officer was stripped last nite for an outstanding incident which resulted in a CR for fondling a domestic violence victim. Also, the SGT is getting heat from IAD and his log is being thoroughly examined from that night. He will take time on this but not sure how much. Other POs being investigated from 1st watch as I type this. What is wrong with 1st watch in 023. More bad news to follow

I came on in 1985. I just want to say that in that time Terry Hilliard is the best superintendent we've had. I really like him. Stand up guy.

Now if these two had been accused of this type of behavior multiple times before then they SHOULD not have been working together. Period. Call it a failure of management or leadership or just somebody having the sense to deserve the title "boss".

Even if the alleged sex was consensual these two are idiots. Buying liquor in uniform and on duty. Driving outside the district. These guys are 38 years old?

The only good thing about getting older is hopefully not acting like a hyper-horny frat boy at a kegger party as you hopefully mature.

If some 25 year old cops had been accused of this it would be more credible, but 38 year olds. Dumbasses.

I wonder if we will find in the weeks ahead that one or two of these guys had some serious clout.

It seems to me that about half the guys who screw up badly have clout. Since less than 1/2 the department has serious clout that says something about the corrosive nature of clout.

As for the people badmouthing you in the comments......to hell with them.

If they try to justify this in any sense then they deserve to be booted to. I don't care what theories they come up with. They don't know their asses from a hole in the ground.

A pattern of previously reported incidents. Bottom line is these two so-called officers seemed to be more interested in finding fresh prey and busting a nut when on duty. A big F-You to You Two. These two F-Nuts may have been getting laid while a fellow officer was on the radio calling for Help.

How many times has IAD refused to take action under warranted and justified circumstances?

IAD refuses to pursue the clout heavy criminal element within our rank and file. IAD will hammer a copper for a minor infraction that lacks clout though.

IAD creates these situations by enabling the rapist/robber/thief/? to become bolder everytime they escape disciplinary action for their crimes.

This cycle punishes the vast majority of hardworking coppers that are sickened by the corrupt system and the dirty cops.

This whole system destroys morale and causes good coppers to hate the job.

Lets hope that Mayor-Elect Rahm Emmanuel breaks the cycle of corruption on the CPD that prospered under Mayor Daley's Reign.

You are not powerless, you are part of the problem because YOU look the other way when guys don't assist on jobs and that guys stay down on a job all night. YOU ignore guys that abuse the Medical, take too long on lunch, don't have a Beat tag and can't seem to find the guys speeding through school zones.

We (yeah, it's a dinosaur talking again) froze those bastards out. Nobody talked to them at roll call. Nobody joined them at lunch and nobody talked to them at checkoff. Sometimes someone would talk to them, but then it was in the locker room. Out of sight and earshot of supervisors and they had a sympathetic eyewitness in case the prick complained.

Not talking to them is more powerful than you think. Think of what you would be like with no friends, no backup.

Sometimes the supervisors need an assist too. Sometimes they need help from you to take out the trash.

To the civilian readers, there are only a few problems that you have to worry about. I'm am mostly referring to lazy guys, sometimes they are the same.

If they are on your log, then you are responsible for them. Isn't that part of your job? Isn't that why you are called a supervisor?

If not, then just what do white shirts do?

You should not be held accountable for their actions, that falls on them. What you will be held accountable for is why they were out of the district. Did they get permission? Did they go down on the air or at least on the PDT?

Here is an idea.....why not rotate Supervisors every three months within their Area. This rotation will allow each Sgt, Lt, and Captain the opportunity to keep things fresh. Part of the problem is that bosses become tooooo familiar with the blue shirts and thus allow for dicipline to slide at times. This management rotation is not going to hurt the bosses because they would remain on the same watch but just another building. At this point what can you do? There will always be those very few who make it bad for all of us.

I bitched last week about how Front Line Supervision needs to step up and do their jobs. A supervisor retorted and said its hard to do because of the clouted ones, I thought he was just jaded. Well this is an example me being wrong. If the rumors of these two retards having done this before and no action was taken, then we do indeed have some serious problems that need to be addressed.

Believe it or not this Dept. was more dysfunctional a couple decades ago.As a PPO 25 years ago,I was amazed and sometimes embarrassed by the antics of my co-workers.Drunk on duty,thieves,perverts of every type,murderers,wife beaters....I've pushed a beat car with all of the above during my career.I've lost count how many idiots on this job,that I personally knew have gone to prison,gotten fired or killed through some misadventure.Keep your nose clean.Don't get too involved with fuck up officers.Try to do your job with as little risk to yourself.Try to lead your life in an honorable manner and retire the first chance you get.

What a ridiculous statement. There are a lot of VERY adult choices that go into choosing not to take promotional exams, including pursuing one's education, raising children, caring for elderly parents, managing a small business or just devoting yourself to your family, instead of the job.

The plaintiff will claim that since other incidents were covered up or no discipline was meted out, the CPD has a practice of allowing police officers to harrass, abuse and intimidate vulnerable individuals to perform sexual acts. If the plaintiff can show a pattern of such cases being swept under the rug including complaints against certain exempts and supervisors, the city will pay big time. You can be sure some of the usual suspect plaintiff law firms are looking for the other 2 women who beefed on these guys and for anyone else who has a story of harrassment. I suspect you will see a class action suit against the city. This frolic by these two sorry SOBs will resound for many years. And BTW sex with someone who is impaired by alcohol, drugs or mental disease or defect cannot be said to be consensual. The individual does not have the ability to make a free, informed decision due to their impairment.

I understand Cozzi got royally f*#ked, and I pray every day he gets returned home. And i agree Abatte's indiscretions were far more horrific. HOWEVER, the reason these guys will get hammered-like Cozzi did, boils down to 1 thing. "Acting under the color of law." Its one thing if you are off duty and step on your dick. You may rake some time, and may go to jail. But if you use your power/authority as a tool to assist you in your shennanigans, or it can be perceived that you did, the stakes are much higher.

Much the same as if Cozzi were off duty and slepped someone a few times in a similar situation, he might have taken a few days. And if Abatte was in uniform It on duty for his incident, he would be looking at serious time.

I only have 22 years on but I have to make a comment about supervision. I'm not going to rip any W/C. I'll just say that when I was coming up on this job, the watch knew who the troublemakers were and you know what? Guys who had this propensity were not allowed to work together. Period. They would be put with an officer who was trusted and respected, in many instances older officers who served this city with honor. These guys would never have had a chance to grow into this type of behavior. It was not long ago that their behavior would have been stopped straight away through simple changes.

In return, the honest and brave CPD officers have the right to expect the full support of the public.

these two were probably working together because nobody else wanted to work with either one of them--- some guys are destined to be career relief officers because they just can't latch onto a steady partner or they are just plain nuts---- then your partner goes on furlo or medical and you get stuck baby sitting one of them for a few days--- if you complain to the watch commander that you would rather work 99 they tell you no, it's your turn in the barrel for the baby sitting detail....

Copper your comments are derogatory to all cops and should not be on a public blog. Not all cops look the other way. You should be more respectful what you write on a public blog. You may give the impression to others that all cops are like what you describe. That is not true. I get what ypu're trying to say but its not only up to us. Other factors come into play that you've failed to mention.

We are not covering up for officers nor are we condoning this type of behavior. Period.

Look at the punishment SGT B. from 019 got after he fondled the woman near the station that was caught on tape following her into the parking area. Nothing. One way to fix this is that people should tell reporters. There seems to be a sort of Middle Eastern sense in the department that bad publicity is worse than actual bad thing that happen. "oh shit, people are going to find out". As a result of this attitude, it never ends.

IAD creates these situations by enabling the rapist/robber/thief/? to become bolder everytime they escape disciplinary action for their crimes.

This cycle punishes the vast majority of hardworking coppers that are sickened by the corrupt system and the dirty cops.
i couldn't agree with you more...many...many clout heavy p.o.'s are in call back on criminal allegations...and even there they can make there phone call and be taken care of....what takes so long to bring charges...how about the 006th district sgt. who was driving around with a gangbanger who just shot a kid...WTF?....oh i forgot...she has so much dirt on bosses that she had an affair with...that maybe this whole thing will just go away...this is very sad...these scumbag people embarrass ALL of us.

It is becoming clear that this was an ongoing problem. How did these two repeatedly get away for hours at a time with no sergeant ever knowing they were gone?

Either they were going down on bullshit or they were not handling assignments. The sergeant can't be expected to catch them every time, but on the flip side, if they are getting away with it every time, then that is the sergeant's responsibility.

What's needed is an independent panel to look at the department and make recommendations for stopping this kind of repeat offender. Left to our own devices we seem incapable of doing it. Was the failure at IAD? Was it at personnel? Is the district management team the weak link? I'll say this. When J-Fled came here we thought there would be more proactive IAD type integrity checks, and there were none. He eliminated inspectors from the field and there's a sense, let's be honest, that nobody's looking. Oh sure, GPS and In-Car cameras were supposed to supplant them, but it hasn't. I'll go back to my earlier remark and make the point that the SOS problem was known at IAD long before it broke and the way IAD managed the beefs ensured that they went stale and withered...until. So now the goofs in 23 are back in hot water again, water that hasn't stopped boiling from their last beef. I think there is only so much that can be done at the district level if the higher echelons won't take action, that's where the heads should roll!

This is a comment that in no was is intended to defend these two officers or justify their actions. The recent investigation which showed city truck drivers making 70 grand a year in salary for just delivering a work crew and sitting in their truck waiting for them to finish is pretty sickening and typical of city/count patronage hiring. Couple that with the fact that a Chicago patrolman takes years of driving on the mean streets and responding to dangerous calls to make close to that amount is a down right shame and stain on the city. A surburban cops pension is more then a city cops salary

Also, the SGT is getting heat from IAD and his log is being thoroughly examined from that night. He will take time on this but not sure how much. Even if a complainant backs out of their complaint, doesn't the Department have the brains to proceed with diaciplinary actions for violations of Dept. Regulations, if warranted by the evidence? Maybe this act will convince the higher ups that we need more police in districts like 23 and 19....so on midnights we can have more of this type of incident happening....At least in the old days we were smart enough to go in the hole and sleep the night away...maybe put more guys on midnights in 23 so more guys will have nothing to do...or maybe Capt. I, like most will always side with a fellow officer until all of the facts are in, however this is a no brainer, these guys are done, and rightly so. I too am completely disgusted by what a shambles this department has become. Clout, Politics, Corruption, it's truly sickening. People like Cozzi get time in prison when Exempts not only walk away but get moved to better spots to live out their days until they can collect their fat pensions.I don't know what the answer is because all of us ultimately will pay for the actions of a few. inherently, Police Work is a Dirty Job, it's not always pretty, but then there are some things that are just unacceptable, and this is one of them. Maybe we do need an outsider/with a police background to come in and change this mess from the top down. I'ts a damn shame.

Ok, here goes, for all those that blame the supervisor and want him to be accountable, you must look at what the department holds a supervisor accountable for. A Sergeant is tasked with logging his cars twice a shift, respond to domestics and respond to in progress calls. Along with that the are periphery duties, such as, investigate CR's, correcting uniform violations,etc. So the comment that a good Sergeant know where all his cars are all the time is incorrect. An employee that goes on a prohibited frolic is not the supervisors fault. The supervisor is tasked to deal with the employee caught on the frolic. Two distincly different things. So, as long the Beat car is present when and where logged and no illegal activity was occurring at that time the Sergeant is in the good. Some coppers need to comprehend that no one is held accountable for actions committed outside of their presence, without their knowledge. That is all.

How would anyone like to get a job like that and the woman claims she has been raped by two on duty officers? And you ARE the on duty police.

The 024th district seems to have handled this exactly right. They earned their pay that night, that was not a call any police officer would want to get but they did their job and remained professional.

Thanks to the 024th District personnel who got tossed the hornet's nest and dealt with it.

We are here to serve and protect. When you are on duty, in uniform and armed with a weapon and you observe a person who is in distress and intoxicated, that person can't give you consent. Even if she wasn't intoxicated, you are in a position of power and authority.

The fact that she may or may not have set them up is not a factor.

They put themselves in the position they are in, not her. She is the victim. They are wrong. They should be fired, sued and criminally charged.

Hey, everyone, just a heads up.... i'm not a cop, but letting you know that the Official Misconduct Statute has been ruled by an Appellate Court to mean a violation of a law passed by the General Assembly. That means, that simply violating a rule of the police department is NO LONGER means Official Misconduct (class 3 felony). Not anymore!

HOWEVER, what that DOES mean, is that the State's Attorney might start looking at the Armed Violence statute, which makes most almost ALL felonies carry at LEAST a MINIMUM additional 15 years in prison for HAVING a firearm on you during the commission of the offense. This includes almost ALL felonies, even perjury. So, it could be argued that wearing a gun while testifying, if it was shown to be a lie, would tack on an additional 15 years ON TOP of perjury. Even stealing, drug crimes, etc. So these dudes, might really be facing HUGE MINIMUM sentences.

Here is an idea.....why not rotate Supervisors every three months within their Area. This rotation will allow each Sgt, Lt, and Captain the opportunity to keep things fresh. Part of the problem is that bosses become tooooo familiar with the blue shirts and thus allow for dicipline to slide at times. This management rotation is not going to hurt the bosses because they would remain on the same watch but just another building. At this point what can you do? There will always be those very few who make it bad for all of us.

The only people RESPONSIBLE for this incident are the officers who were "allegedly" INVOLVED. It only takes a few minutes to do anything WRONG while on duty; and your supervisors DO NOT HAVE THE TIME TO FOLLOW YOU FOR A WHOLE TOUR OF DUTY. Look at the sheets and you will see how many times we are short supervisors, and who wants to have theis supervisor in their face everytime they turn around?
PEOPLE, WAKE THE FU** UP AND ACT YOUR AGE!!!!!!!!!!!!!

I for one think that a whole bunch of idiots on this job, who are NOT able to work unsupervised, should be removed from the job...

Also, goofy people are in every organization (corporate, government, military, etc. etc.). However, POLICEMEN NEED TO REMEMBER-----YOU WILL BE HELD TO A HIGHER STANDAR, and we should. We have one of the few jobs, where WE HAVE THE POWER TO LEGALLY TAKE SOMEONE'S LIFE OR LIBERTY for the general wellbeing of our society.

For all the people thinking we have a police culture of "covering up", let me tell you that MOST police officers do not have the time to follow a few bad apples around and catch them doing something wrong. There are units (Internal Affairs Division), who should be doing that. Maybe if they had more people investigating on the field, and less people hiding at HQ or god knows where, this type of thing wouldn't be happening!

Either way, this has me really pissed off. I take pride knowing that I am a police officer.

I remember, back in the 90's when multiple complaints of sexual harrassment were filed against a Deputy Supt., who went on to fame in a nother top govt. job. Didn't hurt him a bit, did it? That is what has always been wrong with this job, people who are protected and promoted when they should be fired.

The poster is wrong. An armed violence charge against an on-duty police officer is inappropriate, according to a recent ruling by the Ill Appelate courts in the John Herman case. An on-duty police officer is authorized to be armed, therefore that law does not apply . Check it out for yourself. Stop trying to be a jailhouse lawyer and give bad advice.

Yeah no kidding. I just saw this on the National FOP website. Our Collective Bargaining Rights are being attacked. I know what these guys did is wrong but the situation facing all public/civil service employees is heating up fast and is so much bigger than these 2 idiots. Whatever comes after they're actions is gonna happen anyway (ie: micro-managing etc). I would rather have a pension and a say in our wages...some bargaining rights, etc versus worrying about how I'm gonna be micro-managed or tracked everywhere i go on the job. It's already here. We need to turn our focus, time and energy toward getting involved in protecting our collective bargaining rights & our futures. This is scary

As surely as there are members of the general public who are goofs, clowns, morons, idiots, thieves, and just in general given to questionable conduct. There will be those who will also have the utter temerity to try and justify their questionable conduct.

In addition, there will also be those in positions of trust and authority who will be given to the same conduct.

Doctors, lawyers, CEO's, leaders of nations, generals, judges, kings, philosophers, scribes, church- men/clergy, members of mass media, local politicians etc, have ALL been well represented at the banquet of moral and ethical short comings/failings.

None of the above fell from the sky... The least common denominator is that where you have humans in positions of trust and authority, there will be some who will misuse & abuse that authority.

This thing that is happening now has all the strange and peculiar markings of being sourced from Chicago.

With all the other acts by those who seemingly have true power and privilege to move freely and unencumbered after grievous breaches of public trust and the letter and spirit of the law to pursue their own interests to the detriment of everyone else.

The so called "power, privilege and authority" of The Policeman is a pale imitation to that of certain select others who have so much more to be judged for than those who wear The Silitoe Tartan.

Yes... ALL of it should be exposed or else any talk of "held to higher standards" rings a bit hollow and smacks of the usual Chicago style wink & nod.

For what it's worth... It should be within The Policeman to have the discipline and the will to hold himself above and apart from the general public anyway. To have true authority means a clear demarcation as to the roles of The Police versus the public.

The waters (and roles) have been horribly muddied for the sake of political correctness, feel good, propaganda and spin.

Which is why we take such a dim view of resource sucking political zombies like CAPS. It is only an artifice of a political sort designed to lend the impression of a "partnership" but has only empowered politicians & clergy to carve out their own petty fiefdoms within CPD.

We've been reaping the results of
the corrosive and crippling influence of this in great abundance.

...But we digress.

Whither The Police?

The cries to send all to the gallows for the acts of a few are too loud for the powers that be to ignore.

Our instinct tells us there WILL BE RETRIBUTION in the guise of reform.

thats a great idea and management tool , rotate all captains and lieutenants every few months
this will force sergeants to do their job and not allow sgts to leave early
captains and lts are to friendly with the sgts and police officers working for them
maybe captains and lts will actually do their jobs then
if that captain was a visiting captain he would not ask or order sgt to let it go
terry hillard do your job and reassign the non bod lts and all captains now
it's the best thing you can do for the cpd and save other officers problems
