The Story Changes?

  • In the early hours of Wednesday morning, at the intersection of Sheffield and Addison, the woman tells investigators she had been drinking and was upset with her boyfriend when two officers offered her a ride home. She accepted.

    The woman tells investigators she had sex with one of the officers in the passenger's seat of police SUV.

    A source says the officers stopped at a liquor store on the way to the woman's Rogers Park apartment and may have been caught on tape buying booze.

    Once back at her apartment, the woman says both officers came inside. They played strip poker and one had sex with her in her bedroom. She later said she was too afraid to say no

That's a stretch from the original report. It doesn't make any of it right and doesn't absolve any of the participating parties of making some of the worst decisions we've ever seen in recent memory. But it makes a difference between just getting fired for Rule Violations or doing 20 years in the joint. This one still has a long way to go.

I'm not CPD but I can say in my organization we hardly have any supervisors on the road anymore. We aren't getting promos to Sgt. We gave teams and shifts that are supervised by fellow officers. We have NO supervision! If the public knew this they would shit a brick. Unfortunately this incident puts all officers in a ringer. This incident and many others are why we are now baby-sat with GPS and videos. The public wants us watched all the time. Guys, use your heads, the public will hang us in a second. Now, if this is true, these two deserve the maximum punishment. Their actions have tarnished my badge and yours. We are all brothers no matter where we work. People have free will so we can't lead everyone. Those bad apples will always make mistakes. I feel for you guys in the CPD, people I come in contact with always bitch and moan about you guys. I wouldn't want your patrols, I support you all the way but let's get rid of the assholes in all depts.

They know that a sexual act did happen beause the department vehicle was swabbed. Regardless if it was consensual or not, the defense will state it is not consensual because the officers were armed, in uniform and any person would feel intimidated.

Hey "officers.". FUCK YOU. I have come to terms with the fact that clout rules all in this city and department. I've made peace with the fact no matter how hard I work, I will push a beat car for my entire career. I took solace with the realization that I can be content with doing my job to the best of my abilities. This has helped me overcome thoughts that my career decisions have been disastrous. But you know what? The exceptionally poor decision making you have exhibited takes away the few shreds of positive thought I have been clinging to. I hate feeling like I cannot look citizens in the eye. I hate feeling embarrassed when a new acquaintance asks the inevitable, "So, what do you do?" But most of all, I hate YOU. So to all you past and present bartender beating, dope stealing, cab driver robbing, best friend executing, home invading, hitman arranging, sexually assaulting "officers." FUCK YOU.

Nervous, Mad, Scared or Happy, Calm, Content....Sure that they would get home safe and unharmed?

They used the UNIFORM to convince a troubled/drunk/mental/high/whatever GIRL get into a vehicle with them. Whatever happened CONSENSUAL or not she was not SAFE or protected. They were predators of the worst kind. Wolves dressed like sheep.

Fuck them. May they suffer for using a symbol of trust, power, integrity to prey on the vulnerable.

It is not so much about supervision, although in this case it would have been appropriate. You need a little experienced, and management perspective out in the field sometimes.

We, for the most part, are reliable and don't need to be babysat. There are, however, some instances where the cooler, managerial point of view should be the order of the day.

That being said: There are mushes on every job that need a supervisor up their behind every moment. These are two and at the very least they should be fired for bringing discredit to the Department.

I'm now a retired PO.
In the 35 years I worked, I gave hundreds of people rides, young, old, white, black etc.
Sure, I have had several older folks offer to buy coffee, and I did apreciate the thought, but I turned them down.
And yes, several young ladies did offer more ( and I'm not all that good looking )It seems to go with the uniform. But I like to think I was smarter than to get involved with something like this. The press guys pick up ladies like crazy and party away. Its ok for them to have coke parties with young girls, but when some of our guys make a mistake, the press comes down on them like a ton of bricks.

I once thought like you. Don't give up. Remember that 70% of the promotees are NOT merit. Some legit people actually DO slip through the cracks! I did 17 yrs as a Sgt before retiring.

At one point, I was in line to take a Lts. exam and I told a friend, "I don't know why I'm bothering to take this test since I have no clout." Another guy in front of us overheard me and said, "because on the way home today you may come upon an accident on the expressway and someone in that car may be named Daley, thats why".

Sad that we think that way, but in the blink of an eye you could become a 'chosen one', as well.

Either way, taking pride in the work you do, God's work as Father Nangel might say, is its own reward.

The Department has set up a huge double standard, the clouted with there misconduct and criminal behavior, rewarded with promotions or shifts to desirable units, sets the wrong precedant. The truth is out there, most police officers know the truth, yet these folks are BOSSES! why do you think these two officers believed they could have gotten away with this bad behavior and what could have been a despicable criminal act. Please officer, keep being that pillar of your family. Patrol with purpose and with the knowledge that you make a difference! the savages/snakes that slipped through the cracks and wear the uniform, usually come to light. We just have to make sure they are taken out of our ranks, but we all know, while one officer w/ no clout, gets seperated for being caught living outside the city, officers, like these two will wait, be hidden in call back, have the city pay off the lawsuit, then get placed in an no bid unit. The retention of their jobs and enivitable promotions seem to be the norm for taxi robbers, sexual harassers, and the like. Please don't give up! Take advantage of tuition reimbursement, start studying for the next promo exam and keep fighting the good fight.

When I hear stuff like this, I think about how proud I and my family was when I got hired, and now, I'm ashamed. The consequences of these two animals (like the ones we deal with everyday), there are people out there who will associate us with them. I'm sure over time this will blend in with all the other, bartender beatings, (drunk driving) reckless homicide, SOS, the list goes on and on. Lets not forget the media and the public, they love it when stuff like this happens. 1. They were on duty, in uniform, in a position of authority.

2. She was drunk. In most states (like here in MA), a person who is impaired (by IQ, booze, drugs), CANNOT consent to sex.

Put these two things together, with her being shitty, and them being sober (?), on duty, and in a position of authority equals one thing: They're fucked.

This is more of a reason why we need polygraph exams to get hired. Every other department has a polygraph except us. You'd be surprised how many fuck-ups a polygraph exam will weed out, which will make this department more professional in the long run.

RWOC does not mean innocent....they are let go in order to attain the lab results on the massive amounts of evidence they have. it would take longer than 48 hours so they are released until they are ordered to turn themselves in again and get indicted......i say all the evidence is being pushed through the ISP lab and results will be back in record time.....i say two to three weeks before these guys get charged (just when it stops being headline news, it will be headline news again)

Listen to yourselves. This is what is wrong with the police today (thank God I retired). If the behavior is not ok for your wife, daughter, sister, etc then it is not ok for anyone else. We do not live under different rules.

Don't say your 22 year old daughter would not be drunk, upset, crying and wandering the streets in the middle of the night. You have no idea what your children do when you aren't around.

I am NOT condoning this sort of thing but c'mon... stuff like this has been happening for decades... in squad cars... parks... cemeteries... the lakefront... maybe a little less frequently with the advent of modern technology (video cameras, GPS, etc.) but still far too common an occurrence.

What happened was a result of incredibly poor judgement... but to use the words "sexual assault" and "rape" in this case is a slap in the face to every woman who has ever truly been victimized.

These guys should be disciplined for their arrogance and stupidity, perhaps even fired... but truthfully, you could populate a good-size town with every cop who ever made a play for a woman while in uniform (and every woman who ever threw herself at a cop BECAUSE of the uniform).

I'm just sayin'...

cpd has gps in police cars , pay watch commanders over 100,000 a year , yet watch commanders never seem to know what ' s going on in their districts
time for a new supt to shake things up , let dispatchers notify the watch commander every time a beat car changes location without clearing . beat car is redlined for not answering radio , sgt wants to write him up but the watch commander tells the sgt to forget about it
my guess that watch commander might be merit political lt or captain

A simple,"We are aware of the allegation and will complete a thorough investigation." is all that is needed. He condemns the officers before the investigation is final. Speaking of Supervisors. Sergeants have to step up and be a supervisor. And I don't mean micro manage us, blue shirts. But, do your job when "someone" isn't doing what they're suppose to. Whatever you guys do while off duty isn't none of my fucking business, but, when we are on duty, please don't play favoritism. I've heard Officers called their Supervisors by their first name.In military, we address our Superiors whatever their ranks, i.e. Colonel, Commmander, Lieutenant, or Ensign because that's how we show respect to them. Officers who weren't in proper uniform get away with it a lot of times and gets to go home early (without a slip) almost every day/night because their "friend" Sgt's said it's ok. Well, how about those Officers who haven't had their lunch and just finished processing two arrests, do they get to go home early , too, Sarge? I've known Sgt's who knows their job and I don't mind working for him/her anyday of the fucking week, but, I also know some Sgt's who doesn't deserve respect or should not be on the job! All I'm asking is treat us all equal, no more no less.

In my district with the ISP,a master sergeant was known for driving around with his tramp girlfriend in the car and everybody knew what was going on when his squad was parked in the dark on some country road. A newly promoted sgt. is a known stalker and has hit at least two women. Nothing happens. Your too goofs should apply to work in dist 7. that shit goes on all the time.

Easier said than done: I was a sgt for 20 years and it was not easy to correct or discipline POs for acts of bad behavior or judgement. The problem was the PO's LT or WC who would cover for the officer or interfere with my efforts to SUPERVISE!

People who score high usually(NOT ALWAYS)come from a family who gave them a good foundation (know the difference between right and wrong).Pass /fail is a joke.

I'm not a supervisor but I have no idea why you feel it is the fault of their Sgt? We are all adults and are supposed to act as such. That badge gives you the authority to make a decision. You should not need to have your hand held by your Sgt nor should your Sgt feel he/she has to follow you around to make sure you do your job. Does you Sgt check on you every half hour? It is the fault of the Officers and not anyone else.

By the Way, from what I understand the Sgt did try to redline them.

This is more of a reason why we need polygraph exams to get hired. Every other department has a polygraph except us. You can train an officer to the best of your ability but doesn't mean 10 years down the road when said trained officer fucks up and makes morally wrong decisions it is the fault of the officer who trained him 10 years earlier. If that is the case it's also his parents fault for not properly training them when they were children. They are grown men who made their own decisions. Don't blame others who trained them or supervise them as being at fault. And no I'm not an FTO or a supervisor. Just a beat officer who has worked the ghetto for 20 years not getting in trouble and blaming others if I do!!!

These were two coppers in uniform in a marked vehicle. On that vehicle is a sticker that says "We Serve and Protect". This woman needed protection. If it happened the way it is said to have happened, instead of protecting her, they victimized her.

I'm a citizen who lives in 023 and we have some of the best cops working this district. I've lived in Chicago most of my life and these are good officers who pay attention to the citizens and do a hell of a job. I feel so bad that the actions of two are bringing dishonor to our the district. We who are served by you realize that 99.9% of the police are on our side and the great majority of us are on yours. I agree with the sergeant who states that the watch commander interferred with his ability to supervise. I was a sergeant in patrol for a few years and I too ran into the same interference. The WC wanted to be a good guy to all and loved by all. After awhile, I just gave up. I worked patrol in 10 and 003.

In response to a special interest group’s claim of police officers using excessive force in arrest situations, one city in California has developed a new strategy to help eliminate the need for officers to use force at all. One members of the group “Defy and Resist” told PoliceOne that officers should never use force simply because a person is exercising their “rights.”

When asked to explain which right he was referring to, that member became suddenly confused. The man then became agitated and could only shout, “I know my rights” over and over again until he lost consciousness. Eventually another member suggested that officers should respect their rights to physically resist any attempts to take them into custody as an expression of free speech.

Mayor Bud Toker of Greenleaf (Calif.) proudly announced his new plan at a news conference today stating, “Admittedly neither the leaders of ‘Defy and Resist’ nor I am an expert in police practices or the legal system, but since I am the boss I can make the rules.” Toker stated also that being arrested is an inconvenience and that he feels there should be a more customer friendly alternative.

The department has had quotas since the 70s. In 1988 the first sgt.'s class-- sent everyone home-- not enough latinos. In 1995 the Lt.'s first class-- not enough minorities-- ( Daley shipped this test to an outside agency) - the start of the 30 percent merit. The 1995 Lt.'s test was pulled down after only about 100 were made-- reason-?- guess. All the tests and lists are jerked around to " reflect" the community-- whatever that means.
As an aside-- read " Bell Curve" by Murray and another person-- one of the individuals won a Nobel prize but the book was almost banned from all libraries. Guess why?

What will also likely happen is that GPS will be installed on all supervisor's PDTs, so that they will know INSTANTLY where their troops are. I would also suspect that the penalty for a redline will be upped considerably, so everybody better have their mikes right on top of their ears from here on out. The weakest link in the CPD (poor front line supervision) is about to get a lot tighter, but clearly this incident was NOT the fault of the Sgt. of these two assholes. All involved parties are 7 X 3, last time I checked.

Officer: as another poster stated, not only clouted people get promotions. I do believe that some of the people making it on the score get the answers beforehand, but not all of them. I put my life on hold for six months for the dicks test and again for the sgt's test. I scored in the top two hundred on both tests. I made dick. I have not made sgt. I do not know if I will, as much as I hate it I would take the sgt's test again and hopefully score well again. I am no brain surgeon but I worked hard to study and did relatively ok. Non clouted people do get promoted. I figure some people will call me on this and say that I am full of it, but I know many promotees who made it on their own.

Not a cop.

Civil service being what it is, it is very hard to get rid of any government employee. And it seems like the worst offenders are very good at knowing the rules and using them to just barely slide by.

It is hard for me to blame a supervisor when the system as a whole just does not care.

I don't know if the sgt or lt was negligent or not. Most times everyone around the dopes on any job know who they are.

It is unlikely this is their first trip down this particular road.

Likewise I lost a lot of respect for Phil Corboy when his firm took on Jeremiah Mearday as a client. Overnight they had Mearday dressed up like a Northwestern law school student and his ghetto talk got real quiet.

And Corboy is from a police family, his brother is a retired CPD Captain.

For those of use with more than 20 years on or those of us who are retired - "new breed" means those they began hiring about 1994 or so. She was impaired. The officers are figures, of authority(in fact not just figures, they are the law). The woman had an expectation of being treated in a manner appropriate to the implicit responsibility that being a police officer carries. That meant the two jags should have deferred her drunken advances and made sure she was safe. That is their sworn duty. They are a disgrace to their badge,their families and to every law-abiding citizen.

22 year old is not a young girl. When I was 22 I was a policemen. 22 is well past young girl age. She consented to the sex. You can have sex when drunk and not be raped.

Wrong! She may not be a child, but she was drunk. How can you consent when you're dealing with 2 on duty, armed police officers who are in a position of power and authority and you're drunk? You can't. We are in a position of power. They used and abused their power, she was not of right mind so she could not consent.

Listen to yourselves. This is what is wrong with the police today (thank God I retired). If the behavior is not ok for your wife, daughter, sister, etc then it is not ok for anyone else. We do not live under different rules.


Well said. I'm getting sick of seeing some police officers treat women like garbage, yet would have a problem if that same thing was done to their sister, wife, girlfriend or mom by some other guy.

To my friends at CPD:

Don't believe that the terrible behavior by 2 bad apples, who should have never been the police, will have the public believing this behavior is common for all CPD. All departments have their baggage which should have been dumped, however, due to politics they remain.

Officers (I hate to call them that) like these guys are the main reason we all suffer/ed in the eye of the public. I always tell friends & family that these acts are done by a few, however, many more officers do so much good that is not even recognized.

Keep up the good work. Hopefully your new mayor Rahm will make some positive moves with a good leader & the bottom feeders will leave.

Whoever did the schedule had Dumb & Dumber working together that night....that was some stupid shit regardless of if she's lying or not....you have to be a little smarter than that. Anyone that says certain exempts get away with murder knows that the same rules don't apply to them as the small fries. I don't feel sorry for them because you have officers that wouldn't even think to do some stupid shit like this and but we're all gonna have to suffer because of the stupidity of these guys. It seems like we take 1 step forward to take end up 10 steps backwards. This makes us look bad....

Well, they wanted a Police Department that reflected the community. Keep lowering those standards to achieve that goal and this is what you get. Is this really a surprise? I am surprised it's not worse.

You know...I wouldn't lower shit. I agree with many of the posters who say by lowering the standards to get hired on this job, this will encapture those with lower standards, values or morals....then we'll have to watch our backs and police them. I wouldn't trust them at all. If people can't pass the test then that's a huge hint for them AND the department that maybe...just maybe...they can't be the police and need to seek employment elsewhere. I have a bachelors and I'm a minority female. I heard the test was hard and scored 88.... the hell with the foolishness. No dumbing down please.

You're arguing a different point than the original poster was trying to make. Being drunk while having sex does not automatically make it a rape. That's the point. I think we all agree that they used their position of authority to take advantage of the woman. I highly doubt she would have accepted a ride from 2 random men that weren't the police, even if she was drunk.
